We are modernizing our BCA by recognizing that our current policies and procedures can be improved to better assess every single Sailor to determine a Sailor's overall physical readiness. 3. BCA and AAS PRT Exemption. Effective for the CY2025 PFA cycle: a. Sailors who do not meet official Navy BCA (Step-3) standards and score EXCELLENT-LOW or above on their official PRT will receive an overall PFA PASS and be exempt from participation in the Fitness Enhancement Program (FEP). b. Sailors who do not meet AAS and score EXCELLENT-LOW or above on their official PRT will be exempt from participation in the FEP. For more information on AAS, refer to reference (c). c. The purpose of this exemption is to recognize that some Sailors who do not meet the BCA standard are still able to maintain operational readiness. This policy exemption also aligns with Department of Defense policy in reference (e). d. A Sailor must participate in all three modalities (pushups, forearm plank, and run or alternate cardio, if authorized) of the PRT to be eligible for this exemption. e. A Sailor who meets exemption requirements must complete one of the nutrition education options below per reference (d). These nutrition education options are the same options that FEP enrollees are required to complete. (1) Nutrition Consult for Individual Visit or Class with Registered Dietitian Nutritionist (RDN). This option allows for the participant to meet, a minimum of one visit, individually (e.g., one-on-one) with a RDN or attend an appropriate nutrition class. Classes are typically offered at the MTF or at a local Health Promotion and Wellness Center. (2) ShipShape Program. This six-module evidence-based program is the official Navy weight management program designed to assist members with making positive behavior changes to promote healthy weight loss. Participants selecting this nutrition education option are encouraged to self-refer to the program by contacting their local Medical Treatment Facility or Health promotion and Wellness Center (3) Nutrition Self-Study Course. This course is available on the Official Navy PFA App. Participants will learn about nutrition basics, making healthier food choices, portion control, and behavior modifications necessary for healthy weight management. (4) Mission Nutrition Course. This is a standardized, science-based two-day course focused on improving individual nutritional knowledge and awareness. (5) Navy Operational Fitness and Fueling System (NOFFS).   7. YORKTOWN, Va. (WAVY) — A Naval Weapons Station Yorktown sailor was charged last week in connection with the death of another sailor. On April 28, 22-year-old Master at Arms Petty Officer Third Class Lyndon Joel Cosgriff-Flax was said to have fallen overboard during a training exercise just after 8 p.m. on the York River. The initial report stated Cosgriff-Flax sustained fatal injuries during the fall.

China deployed naval and air forces to track and follow a U.S. Navy reconnaissance plane as it transited Tuesday over the Taiwan Strait, the Chinese military said, amid simmering tension between the two superpowers over the fate of the self-ruled island of Taiwan. Colonel Cao Jun, a spokesperson for the Chinese army's Eastern Theater Command Air Force, condemned the U.S. for carrying out the flight and said it had threatened peace and stability in the region.

WASHINGTON — The Office of Management and Budget today delivered a request to Congress for approximately $5.7 billion in emergency funding to account for unexpected “shortfalls” in the Navy’s Virginia-class fast attack submarine program, according to a senior Navy official. The emergency funding request was accompanied by a separate “anomaly” that would permit the service to continue funding the Columbia-class ballistic missile submarine program in the event lawmakers pass a continuing resolution prior to when government funding is set to expire on Dec. 20. (Anomaly is the term the Defense Department uses when it seeks permission from Congress to spend money outside the traditional constraints of a continuing resolution.)
  11. The Pentagon has revealed the existence of a forward-deployed task force in the Philippines focused on supporting Manila’s maritime operations in the South China Sea. Task Force-Ayungin, composed of American service members and named after the Philippine designation for Second Thomas Shoal, was seen for the first time on Wednesday during Secretary of Defense Lloyd Austin’s visit to U.S. and Philippine troops in Palawan. “The task force is comprised of U.S. forces providing our Philippines allies with enhanced cooperation and interoperability for their maritime operations,” reads a Monday statement from Pentagon spokesman Maj. Pete Nguyen provided to USNI News.

Getting vaccinated helps protect not just you, but also your family members and fellow community members. "The COVID-19 virus keeps changing. That's why we have a new vaccine to match the virus strains that are making people sick now," said Jeannine Pickrell, RN, Director of Population Health, TRICARE Health Plan, at the Defense Health Agency. "The benefits of getting vaccinated far outweigh the risks. Even if you do get COVID-19 after vaccination, you're much less likely to get seriously ill."
  13. A former U.S. Navy officer has been sentenced for conspiring to steal over $850,000 in military gear and selling it to buyers in other countries, federal officials said. Richard Allen, 53, pleaded guilty Aug. 29 to conspiracy and six counts of money laundering. Now, he’ll serve 18 months in prison followed by three years of federal supervised release, the United States Attorney’s Office said in a Nov. 21 news release.   14. The U.S. Naval Safety Command has released its accident numbers for FY2024, and the report shows a rising rate of serious mishaps in the fleet. The number of afloat Class A mishaps - accidents resulting in a fatality, permanent disability, or property damage over $2.5 million - rose to a decade-high number, led by accidents in the surface fleet and a spike in casualties at Military Sealift Command. To be sure, the statistics suggest that the Navy loses far fewer personnel at sea than on land. The average rate of class A mishaps is many times higher on shore, where personal motor vehicle accidents claim the lives of about 40 sailors a year - the majority in motorcycle crashes. (On average, off-duty motorcycle riding is the most dangerous activity in the Navy.)
  15. The Navy ousted the commanding officer of the Airborne Command & Control Squadron 115 on Friday, making him the third commanding officer the service has fired in November. Cmdr. Charles Diehl was removed from his leadership role due to a “loss of confidence in his ability to command,” according to the service.

The release of a police report with graphic details of sexual assault allegations against Pete Hegseth, President-elect Donald Trump’s nominee to be Defense secretary, is stoking concerns among current and former Defense Department officials that the agency could backslide on efforts to put an end to those abuses in the military. Officials fear that Hegseth, whose nomination had already caused controversy due to his opposition to women serving in combat, could also hurt efforts to recruit women into the military. “To have someone who now at least has had a police investigation and paid a victim, enforced a [nondisclosure agreement] regarding a sexual assault sends a horrific message,” said a former DOD official. “It likely means that any progress the department has made regarding sexual assault, sexual harassment is going to be at best, repealed, if not completely eliminated.”

This NAVADMIN establishes the Chief of Chaplains as program sponsor for the professional development of Chaplain Corps (CHC) officers and Religious Program Specialists (RP) in line with reference (a). The Chief of Chaplains conducts annual short-course training for CHC officers and RPs to sharpen the unique capabilities and competencies chaplains and RPs bring to the institution and to inspire excellence in delivering religious ministry. The FY-25 Professional Development Training will consist of a total of four days and is required for all chaplains and RPs barring operational commitments. This training also provides continuing education units, which may be required to maintain religious organization credentials. 2. The Professional Development Training Workshop (PDTW), conducted on the first day, will be divided into morning and afternoon topics. The morning will focus on building a culture of connection and mentoring around shared standards. The afternoon will focus on how to review both Chaplain and RP records. Participants will build self-confidence and confidence in one another by learning to identify the shared expectations of all Religious Ministry Teams (RMTs). 3. The Professional Development Training Course (PDTC), conducted the following three days, will focus on building Spiritual Readiness through Competency. Participants will develop the skills necessary to intentionally, systematically, and helpfully increase the competency of our RMTs. Participants will also build sustainable connections with one another in support of our mission to increase the Spiritual Readiness of our warfighters and their families. This training is organized around the necessity of character, competence, and connection for the delivery of Religious Ministry in the sea services. 4. The FY25 PDTC objectives are to train chaplains and RPs to be able to: a.Comprehend the requirement to develop competent Religious Ministry Teams who inspire spiritual readiness. b.Identify the PNC standards that develop competent RMTs. c.Apply systematic practices to engage RMTs and those we serve with PNC standards that develop competent RMTs. d.Apply systematic practices to engage RMTs and those we serve with PNC behaviors that develop competent RMTs. e.Apply PNC standards to plan for supervision. f.Apply PNC leadership best practices to build connections within RMTs and with others. g.Utilize the PNC Competency Manual throughout the PDTC to create a comprehensive leadership development plan for RMTs. h.Utilize lessons learned throughout the PDTC to create a comprehensive leadership development plan for RMTs. 5. Travel. Commands are authorized to provide funding in support of religious ministries within the command to include funding chaplains and RPs to attend annual PDTW/PDTC according to references (e) through (g). Participants are encouraged to attend the training being held in their local areas where possible. 7. Registration. Chaplains and RPs are required to attend all four days of training and must register for both the PDTW (CIN: A-5G-0005) (CDP: 19MG) and the PDTC (CIN: P-5G-1303) (CDP: 19MF) through the enterprise Naval Training Reservation System (eNTRS) via self-registration or the Service member's command training officer. Training dates and locations are accessible via the Catalogue of Navy Training Courses (CANTRAC). Prospective students must submit a current email address during registration or the request will be returned. Jayden Markel Wallace, 23, of Virginia Beach, was taken into custody after an investigation that involved information from the public, as well as Virginia Beach Police Department and Naval Criminal Investigative Service, according to a Virginia State Police spokeswoman.

On November 20, 2021, 19,000 gallons of jet fuel leaked from Red Hill Bulk Fuel Facility, a fuel depot located just 100 feet above state-designated drinking water near Joint Base Pearl Harbor-Hickam. At least 6,100 patients reported a wide range of symptoms, from gastrointestinal and neurological damage to babies’ skin “as red as our flag’s.” Despite residents’ tap water smelling like jet fuel, the Navy maintained that the water was safe to drink. Amid a groundswell of public complaints, the Navy finally shut off the Red Hill pumps on November 29, a full nine days after the leak.
