The Navy’s small, C-2 Greyhound fleet is picking up additional air time and surging to support aircraft carriers in the Pacific, as all V-22 Ospreys remain grounded following a fatal Air Force crash in Japan last year. The Navy’s CMV-22 Osprey, tapped to replace the aging C-2 Greyhound to fulfill the carrier onboard delivery mission to ferry personnel, mail and priority cargo from land to an aircraft carrier’s deck, were grounded following a November crash that killed nine airmen.

  7. June 9, 2022, started like any other day—I was up at five a.m. to get ready for work at Marine Aircraft Group 36 in Okinawa, Japan. At the end of my drive, I checked my phone and found a message from my good friend Teedha, my first flight doctor in the fleet. There had been an Osprey mishap in California, she wrote, possibly at the VMM-364 squadron I’d left a little more than a year before. My stomach dropped as I pictured the faces of my friends still there and I told myself not to panic. I didn’t know anything yet—the severity of the crash or if anyone was hurt.
  8. Tampa, FL - The United States has filed a civil lawsuit against two New Horizons Computer Learning Center franchises and their owner, Robert J. Remington, alleging they submitted false claims to the Department of Veterans Affairs (VA) for Post-9/11 GI Bill tuition payments. The defendants allegedly overcharged the VA by failing to report tuition waivers and scholarships provided to GI Bill students and falsely certifying compliance with Title 38’s ban on incentive compensation tied to student enrollment. The GI Bill financially supports service members, veterans, and their eligible dependents who attend an education or training program at an educational institution. The longer a person serves in the military, the greater the benefits available under the GI Bill. If a school offers to waive tuition for a student receiving less than 100-percent assistance, that tuition waiver must be reported to the VA and the student’s portion reduced accordingly. Additionally, Title 38 prohibits participating schools from paying any commission, bonus, or other incentive payment based directly or indirectly on securing student enrollments. In its complaint, the United States alleges Remington and his businesses, LTJ Group V, LLC, and Innovak of Florida, Inc., which did business as New Horizons Computer Learning Centers, repeatedly failed to report tuition waivers for students receiving less than 100-percent assistance under the GI Bill and failed to comply with Title 38 by paying commissions, bonuses, or other incentive payments to enrollment representatives based on sales of New Horizons courses to GI Bill students. The claims asserted against Remington, LTJ Group V, and Innovak of Florida are allegations only, and there has been no determination of liability. This case was investigated by the Department of Justice and the Department of Veterans Affairs, Office of Inspector General. It is being prosecuted by Assistant United States Attorneys Lindsay S. Griffin and Mamie V. Wise. WASHINGTON — Today, VA announced that all Veterans who were exposed to toxins and other hazards while serving in the military — at home or abroad — will be eligible to enroll directly in VA health care beginning March 5, 2024. This means that all Veterans who served in the Vietnam War, the Gulf War, Iraq, Afghanistan, the Global War on Terror, or any other combat zone after 9/11 will be eligible to enroll directly in VA health care without first applying for VA benefits. Additionally, Veterans who never deployed but were exposed to toxins or hazards while training or on active duty in the United States will also be eligible to enroll.

The RW rating is a major milestone in our Navy's relentless march to achieve a truly hybrid Fleet. This dedicated robotics rating will accelerate development of deep expertise in rapidly advancing autonomous technologies. This new rating is now open to Active Duty Sailors. Selected Reserve (SELRES) Sailors will be integrated into the RW rating at a later date. 3. The primary source ratings for RW conversions will be all those currently or previously assigned to billets in unmanned vehicle divisions and Sailors who have earned applicable Navy Enlisted Classification (NEC) codes. E-4 through E-9 Active Duty Sailors meeting those criteria may submit an Electronic Personnel Action Request (NAVPERS 1306/7) to the Bureau of Naval Personnel, Enlisted Community Management Division (BUPERS-32). Interested applicants can find applicable NEC codes, conversion package requirements, and procedures posted on the MyNavy HR robotics community website: https://www.mynavyhr.navy.mil/Career-Management/Community- Management/Enlisted/Robotics-Warfare/. 4. All Active Duty ratings are open for conversion to RW, but it is important to note that this will initially be a small and highly selective rating. All Sailor requests for conversion to RW are required to be forwarded to BUPERS-32 expeditiously. However, BUPERS-32 will consider the recommendations of the current command and losing rating community manager. Any recommendations for denying conversion to RW for an otherwise qualified candidate shall be adjudicated by Director, Military Community Management (BUPERS- 3). Rating conversion requests will be accepted on a rolling basis. Successful applicants will be notified by BUPERS-32. SELRES dates and requirements will be published in the future. 5. Ensure a common understanding of the situation regarding manning needs and requirements for headquarters, supporting commanders, adaptive mobilization readiness teams (AMRTs) and mobilization processing teams (MPTs). 2.C.ii. Nomination packages for Sailors on CANREC orders must be submitted manually to CNRF via their respective recruiting region. Nomination packages for Sailors supporting the Navy Reserve Center on long term ADOS or Definite Recall orders must be submitted manually to the REDCOM. d. PMK-EE. Per reference (e), Sailors must complete PMK-EE for the desired advancement paygrade to be eligible for the Meritorious Advancement Program. e. Required attachments for E-4 to E-5 and E-5 to E-6 MAP-R candidates (all readiness units and operational units submitting a Sailor in a controlled rating listed in paragraph 10): (1). MAP-R nominations must contain a minimum of two evaluations from 1 March 2022 through 1 March 2024. Packages submitted without the required evaluations will be determined ineligible for MAP-R unless a waiver is submitted in the NSIPS MAP-R package on tab 2. (2). MAP-R nominations must contain the two most recent physical fitness assessment (PFA) data. Packages submitted without the required PFA data must submit a waiver in the NSIPS MAP-R package on tab 2. 6. Nominations. Readiness units receive one nomination to E5 and one nomination to E6. Additional MAP-R nomination opportunities are allocated as follows: a. CANREC. Each Talent Acquisition Group (NTAG/RTAG) will compete for nominations within their respective region (East, West or Reserve). Region East and Region West both are allotted one E-6 nomination. Recruiting Reserve Command is allotted two E6 nominations. Navy Recruiting Command HQ and PERS-9 are allotted one E-6 nomination each. 7. Quotas. Non-CNIFR Readiness units receive one E3 to E4 quota. The list of MAP-R quotas by UIC for Operational and CNIFR ISICs will be loaded into the NSIPS automation tool and will be visible after the guidance sheet is released. 8. E-3 to E-4 MAP-R process: a. The authority to select and MAP-R Sailors to E-4 is delegated to reserve readiness and operational unit Commanding Officers (CO) so they may recognize their most deserving E-3 Sailor. b. Each Unit CO will receive one E-3 to E-4 MAP-R quota. c. Advanced Electronic Field and Advanced Technical Field ratings are ineligible for E-4 MAP-R due to rating requirements described in reference (c). 9. E-4 to E-5 MAP-R process for operational units and CNIFR units: a. The authority to select and MAP-R Sailors to E-5 is delegated to each squadron CO, operational unit CO and NIFR Region CO. b. MAP-R quotas for all operational units will be loaded into the NSIPS automation tool. c. Full MAP-R packages are not required in NSIPS but should follow paragraph 11b guidance if authorized by the respective CO. 10. E-5 to E-6 MAP-R process for operational units and CNIFR units: a. The authority to elect and MAP-R Sailors to E6 is delegated to each squadron CO, operational unit CO, and NIFR Region CO. b. In order to control over advancing particular E6 rates and to maintain rating health, several ratings will be controlled. MAP-R candidates in controlled ratings will not automatically be advanced. Instead, they will be reviewed at the ECH II MAP-R board, where a completed NSIPS MAP-R package will be evaluated. c. Controlled ratings: ABF1, ABH1, AC1, AE1, AME1, AO1, AT1, AWF1, AWO1, AWR1, AWS1, AZ1, CE1, DC1, EA1, EM1, ETV1, FC1, FCA1, FT1, GSE1, GSM1, ITS1-COMMS, ITS1-EW, LN1, MC1, MM1, MMA1, MR1, ND1, PR1, RP1, SB1 RS1, STG1, STS1, SW1, and TM1 11. Process: a. To utilize E-3, E-4 and E-5 MAP-R quotas, UMUIC must use NSIPS to process and validate the meritorious advancement. MAP-R Unit Approvers will use steps 1-5 in paragraph 11b of this message for MAP-R validation. b. NSIPS utilizes mandatory gates for MAP-R submission. Following the below steps is crucial for MAP-R quota usage and must be completed NLT 2359 on 18 March 2024 by the MAP-R Unit Approver. (1) MAP-R Unit Approver selects the E-3/E-4/E-5 Sailor in NSIPS. (2) MAP-R Unit Approver writes the MAP package using the "nomination comments" blocks. E-3 to E-4 applications can use N/A. Readiness units and Operational Units with Controlled ratings must submit a full package. (3) MAP-R Unit Approver will upload the two most recent PFA results and current evaluations to satisfy system requirements. See paragraph 5(e) for additional information. (4) MAP-R Unit Approver will save the document which will automatically be forwarded on 18 March 2024 at 2359 to the respective ISIC. (5) In the upper right hand corner, the MAP-R submission will update from "Not Recommended" to "Recommended when all requirements are met. 12. Timeline. The MAP-R automation tool is designed to route MAP-R packages automatically on the dates below. Failure to comply with selection due dates is irrevocable, resulting in commands forfeiting their opportunity to submit MAP-R nomination package(s) for season one. a. 18 March 2024: Deadline for all readiness and operational units to submit nomination packages in NSIPS. The automation tool will automatically route the nomination to the appropriate REDCOM or ISIC on this date at 2359. b. 18 March 2024: Deadline for NTAG/RTAGs to submit nomination packages to their respective region. Navy Recruiting Regions will provide submission guidance to their commands. c. 29 March 2024: Deadline to submit ranked nomination packages to CNRF for the below commands. (1) Operational ISIC HQ units and aviation commands. The automation tool will automatically route selected and ranked packages to CNRF at 2359 on the deadline date. (2) Readiness and Mobilization Commands. The automation tool will automatically route selected and ranked readiness unit packages to CNRF at 2359 on the deadline date. (3) Navy Recruiting Command HQ, NRC Region, PERS-9, CANREC and MARFORRES nominations will be submitted to the POC listed in paragraph 14 below. d. 15 April 2024: MAP-R board convenes for E-4 to E-5 and E-5 to E-6 readiness unit nominations and all E-5 to E-6 operational unit nominations for controlled rates. 13. MAP-R Board membership. We are seeking MAP-R board membership, including a Board President and eight Board Members. All MAP-R board participants must be available 14-18 April 2024 with travel dates of 14 and 18 April. a. All candidates for board president and membership should submit requests directly to NRFORCM(at)us.navy.mil no later than 11 March 2024 and include the following information: full name, rank, current command, UIC, NRC, NRC UIC, e-mail address and best phone number. b. TAR or SELRES board president solicitation. The Board President must be an O-5 or O-6, and be currently serving or post-tour CO/OIC. c. TAR and SELRES board membership solicitation. Board members must be a Senior Chief or Master Chief and be able to gain NSIPS MAP-R access upon selection. 14.   22. A gruesome discovery at a hunting club in Georgia late last year has finally culminated in an arrest. Authorities say dismembered remains found by hunters last December belong to 40-year-old Mindi Mebane Kassotis, who is believed to have been dead since November 2022.

Some may wonder why it's in career instead of advancement. Well hopefully the article will give a hint. I meant to add this some time ago after a Sailor (very sharp Sailor in my opinion) retired, a bit disgruntled with the Navy because they thought they had the SSP needed to make Chief - I truly wish she would have made it.   24. The Navy is adding new ratings eligible for incentives under the Detailing Marketplace Assignment Policy, the enlisted career management tool introduced last year to reduce manning gaps at sea. DMAP allows sailors in sea-intensive ratings at E-4 and below who wrap up a four-year apprentice sea tour to receive certain benefits if they sign on to another three-year journeyman sea tour as an E-5.
  25. A U.S. Army officer says a squatter moved into her DeKalb County home while she was serving on active duty, and now she can’t have him evicted. She told Channel 2 Consumer Investigator Justin Gray that she found out when her real estate agent was making final preparations to sell the house. “He’s not a tenant. He’s a squatter,” Lt. Colonel Dahlia Daure said. There are ‘beware of dog’ signs in some windows and cardboard covering others at her Ellenwood home in DeKalb County.
