This NAVADMIN announces the Academic Year (AY) 2025-2026 Secretary of the Navy Tours with Industry (SNTWI) program for Enlisted Sailors, in line with reference (a). This program is a unique and non-traditional opportunity for exceptional Active Component and Training and Administration of the Reserves (TAR) Sailors (E6 to E9) to work with partnering corporations. Selected Reservist Sailors are not eligible for this program. SNTWI fellows are included and immersed in industry to learn and observe corporate processes and best practices. Sailors selected for this program should not have their career progression negatively impacted by this unique opportunity. Knowledge gained as a SNTWI fellows will assist in bringing innovative ideas and proven practices back to the Navy. In the past, fellows were assigned to Amazon, Apple, Microsoft, Tesla, Deloitte, Verizon, FedEx, Morgan Stanley, Space X, and Lockheed Martin. 2. Applicants shall submit application packages to SNTWI Coordinator no later than 19 March 2025. Eligibility will be based solely on individual community needs, demands, and desired learning objectives. The SNTWI application package shall consist of Secretary of the Navy Tours with Industry Program Application (NAVPERS 1330/4), command and detailer endorsement, military biography, resume, and learning objectives. No more than 10 Sailors will be selected for the special program opportunity. Sailors selected for the program will be notified and matched with a corporation by 15 April 2025. For application documents contact SNTWI Coordinator. 3. Eligibility. Active duty and TAR sailors E6-E9. Applicants must be high performing and within physical readiness standards. Applicants must be eligible to transfer in August 2025. Sailors in receipt of orders, or within three years of their projected separation date, are not eligible. 4. Service Obligation. SNTWI assignments are normally 10 to 12 months. Sailors selected for this opportunity shall incur a service obligation that is three times the number of months in the SNTWI program(i.e., 30-36 Months). 5.   23. While controversy swirls around last week's mass firing of 1,000 Department of Veterans Affairs' employees, a far greater threat to veterans' health care is going completely unnoticed. Powerful leaders in Congress have quietly unveiled their plan to gut VA-delivered care, wrapped in the misleadingly titled "Veterans' ACCESS Act." If veterans don't act fast, they will lose the VA health care system they know and depend on.
  24. SOUDA BAY, Greece – Capt. Dave Snowden, commanding officer of USS Harry S. Truman (CVN 75), was relieved Feb. 20 due to a loss of confidence in his ability to command. Snowden was relieved by Rear Adm. Sean Bailey, commander of Carrier Strike Group 8, after serving as the aircraft carrier’s commanding officer since December 2023. Snowden will be temporarily assigned to Naval Air Forces Atlantic. The relief occurred after Truman was involved in a collision with the merchant vessel Besiktas-M on Feb. 12, while operating in the Mediterranean Sea in the vicinity of Port Said, Egypt. The U.S. Navy holds commanding officers to the highest standard and takes action to hold them accountable when those standards are not met. Naval leaders are entrusted with significant responsibilities to their Sailors and their ships. Capt. Christopher Hill, commanding officer of USS Dwight D. Eisenhower (CVN 69), will temporarily serve as Harry S. Truman’s interim commanding officer. Dwight D. Eisenhower is currently undergoing scheduled maintenance at Norfolk Naval Shipyard after completing a nine-month deployment to U.S. Central Command and U.S. European Command in July 2024. There is no impact to Harry S. Truman’s mission or schedule due to the relief. The Nimitz-class aircraft carrier is currently deployed to the U.S. 6th Fleet area of operations.

Sailors in these ratings have advancement opportunities via Command Advance to Position (CA2P). In line with references (b) and (c), CA2P will be available for all Sailors not under orders or with orders pending release. CA2P will eventually replace legacy MAP season execution for advancement to E5 or E6, with MAP quotas in future MAP seasons transitioning fully over to CA2P usage in the next calendar year (following the CY25 MAP seasons). NSIPS Web Afloat users and commands without access to NSIPS should refer to paragraph 5a for instructions on submitting their MAP advancements. The system uses authoritative data to determine eligibility. However, commands are required to locally validate that MAP candidates have successfully completed the Professional Military Knowledge Eligibility Examination (PMK-EE) requirement for E-5 and E-6 MAP advancements prior to the first day of the MAP season (15 March 2025) as outlined in reference (d). NSIPS Web Afloat users and commands without access to NSIPS must submit a MAP nomination request via e-mail directly to their Immediate Superior in Command (ISIC), Type Commander (TYCOM) or Budget Submitting Office (BSO)/Echelon II command using the Meritorious Certification Letter (MCL). The letter must be signed by the commanding officer and should address any ETP or additional quotas requested. Quota usage, modifications, and distribution will be managed within the NSIPS environment. Additional quotas can be requested using the quota request option by the command reviewer user role. Commands must contact their BSO to determine the timeline for additional quota requests.
