This NAVADMIN announces Cycle 095 Navy-wide examinations for advancement in rate of Selected Reserve (SELRES) personnel. a. SELRES exams will be administered in August 2014. b. All candidates serving on voluntary recall or mobilization will compete for advancement as a SELRES. c. This NAVADMIN supplements ref (a). d. Educational Services Officers (ESOs) must follow the pre-exam preparation requirements in the exam verbatim located at http://www.public.navy.mil/bupers npc/career/enlistedcareeradmin/Pages/Advancement.aspx and ref (a), chapter 6. 2. Eligibility Requirements. Advancement candidate eligibility requirements are found in ref (a), chapter 2 with the following information specific only to Cycle 095: a. The terminal eligibility date (TED) used to compute time-in-rate (TIR) is 1 January 2015. b. The minimum TIR date must be on or before: E6 - 1 January 2012 E5 - 1 January 2014 E4 - 1 July 2014 c. E6 candidates with an approved TIR waiver must have a TIR of 1 January 2013 or earlier. d. High year tenure (HYT) date or approved HYT waiver date must be on or after 1 January 2015. e. Candidates in a rating requiring a security clearance must have a favorable investigation adjudication issued by Department of Defense Central Adjudication Facility or the commanding officer's interim clearance must have been granted before 1 August 2014. Deploying commands can order exams up to six months prior to the scheduled examination date. Refer to ref (d) for IA Sailors. b. CTI/CTN/CTR SCI exam web ordering dates can be found on the Navy Enlisted Advancement System website (NEASOS) at https://neasos.cnet.navy.mil. (1) ESOs must verify TIR eligibility lists on the NEASOS website for initial exam ordering. (2) Additional exams are ordered via message or in message format via e-mail to sfly_cryptologic.products(at)navy.mil following the guidelines of ref (a), chapter 4. Commands must include their Department of Defense Activity Address Code account number, point of contact (POC), and the number of exams required. Commands requesting the forwarding of exams should include the forwarding command as an info addressee on the message. The deadline for additional orders is 1 July 2014. c. Exam web ordering for non-SCI exams begins 31 May 2014. ESOs must verify TIR eligibility lists on the NEASOS website during the following time periods: (1) Initial TIR lists will be available 30 May to 1 July 2014. (2) Additional TIR lists will be available 2 July to 5 August 2014. (3) Exams required after the TIR list has closed and exams for Prise- R Sailors are ordered via message or in message format via e-mail to sfly_N321_exam_order(at)navy.mil following the guidelines of ref (a), chapter 4. Ensure a POC is included in the message. (4) The deadline for late exam orders is 9 September 2014. d. Exams for IA Sailors or recalled reservists will be ordered by the command holding the service record of the member. Authority is granted for these candidates to be administered exams with the command's active-duty candidates. However, these candidates are still required to take the Cycle 095 exam and not the Cycle 224 exam. e. When an exam is not used during the normally scheduled event, do not destroy the exam prior to 1 October 2014. Submit a request with justification via e-mail to sfly_n321_exam_order(at)navy.mil for permission to retain exams for administration on the next drill weekend in September. Ensure reason for requested delay is included. f. ESOs must verify the exam order at the "View Previous Exam Orders" link via NEASOS within 14 days of placing the order. 4. Exam Administration and Answer Sheet Returns. a. Refer to the exam verbatim at https://www.nko.navy.mil/group/ navy-advancement-center for exam administration and answer sheet return instructions. b. ESOs must check the exam tote board on the NEASOS website https://neasos.cnet.navy.mil/neas/public/toteboard.aspx often to ensure answer sheets have been received and scanned. Superior Performance, Well Documented (posted in the career section of this forum by the way) The latest buzz word about Sustained Superior Performance is documentation. Not just evals but correcting your records, getting awards etc...

Your YNC may have got the wrong picture. Anyone please correct me if I am wrong or if you want to add to, or delete because these are my words and not from the Nav. Sustained Superior Performance Superior Performance A Sailor who’s performance is above his peers in all areas including professional, technical and off duty. This is the person who comes to work looks sharp uniform wise and is the person Chiefs and Officers come to for a straight answer or legitimate solution. Is a factor to your department’s mission success. (What is the mission of your department? Do you know? Come on don’t be shy, tell me… ) Also if you are not trusted. Do officers or chiefs go to someone else beside yourself? Sustained Very important. The Sailor’s exemplary Performance has not gone down and is not unpredictable. Something such as a DUI, PRT failure or a bad hair day at your command that hits the “reset button” with your superiors. This person is predictably above par. (Was there a mission failure of which you contributed to?) Generalized question to no one specifically.. . That is the holy grail that many have missed from what I have observed over many years on this forum IMO.
  10. Well, reading between the lines, it looks like your CMC might have high hopes for you and reminded you about what needs to be done to make the grade IMHO. Going way back, in this forum, there have been many who did not know about the importance of Sustained Superior Performance until it was drilled in them numerous times or saw the light one way or the other. And actually there have been some who did not know about SSP at all.
