GREAT LAKES (NNS) -- The Navy has announced the 2017 Chief Petty Officer (CPO) Selectee Back to Boot Camp Heritage Legacy Training at the Navy's only boot camp, Recruit Training Command (RTC), from August 28 to September 1, 2017. The purpose of the training is to bring CPO Selectees back to boot camp to observe and participate in current training evolutions at RTC. Training will focus on developing leadership skills and helping selectees gain a better understanding of the 21st century Sailor entering the fleet. The training will allow the selectees, many who graduated from boot camp 10 or more years ago, to once again see the "Sailorization" process, and share their knowledge when they return to the Fleet as Chief Petty Officers. In a Navy message, leadership is requested to nominate CPO selectees for the opportunity to participate in this unique training and be a voice in the training of future Sailors. RTC will host up to 75 male and 75 female selectees, along with 15 Chief mentors to return to boot camp and "experience leadership and heritage training that is central to RTC and the Master Chief Petty Officer of the Navy's mission, vision and guiding principles." Nominees will be accepted on a first-come, first-served basis by Recruit Training Command. Reserve and Active Duty selectee nominations are due one-week following the release of the respective selection board results to the NAVADMIN point of contact, YNCS James Jordon at (847) 688-2872 ext. 705/DSN 792 or e-mail at james.jordon@navy.mil. All personnel selected for participation will be notified on August 14, 2017. CPO Selectees and their sponsors will enjoy the same type of accommodations as recruits and conduct many of the same training evolutions they experienced the first time they went through boot camp such as folding and stowing, physical fitness assessments (PFA), swim qualifications, seamanship, firearms familiarization, damage control and marching. The events will culminate with CPO Selectees participating in the recruit training capstone event, Battle Stations 21, a 12-hour, all-inclusive training scenario on board the USS Trayer (BST 21), a 210-foot-long Arleigh Burke-class destroyer replica, the Navy's largest simulator. Upon completion of Battle Stations 21, CPO Selectees will attend a recruit graduation ceremony. The command is commonly referred to as "boot camp" or "recruit training" and has been in operation at Great Lakes since 1911. Boot camp is approximately eight weeks, and all enlistees into the United States Navy begin their careers at the command. Training includes physical fitness, seamanship, firearms familiarization, firefighting and shipboard damage control, lessons in Navy heritage and core values, teamwork and discipline. Since the closure of RTCs in Orlando and San Diego in 1994, RTC Great Lakes is, today, the Navy's only basic training location, and is known as "The Quarterdeck of the Navy." Today, about 30,000 to 40,000 recruits graduate annually from RTC and begin their Navy careers. RTC is overseen by Rear Adm. Stephen C. Evans, commander, Naval Service Training Command (NSTC), at Naval Station Great Lakes, Illinois. NSTC (NSTC) oversees 98 percent of initial officer and enlisted accessions training for the Navy. NSTC also includes the Naval Reserve Officers Training Corps (NROTC) at more than 160 colleges and universities, Officer Training Command at Naval Station Newport, Rhode Island, and Navy Junior Reserve Officers Training Corps (NJROTC) and Navy National Defense Cadet Corps (NNDCC) citizenship development programs at more than 600 high schools worldwide.

To obtain a conditional release, an applicant must submit an Enlisted Personnel Action Request (NAVPERS 1306/7) to the Chief of Naval Operations Nuclear Propulsion Program Management Branch via their detailer. The FY-18 MSC IPP selection board will only consider nuclear enlisted candidates who have a conditional release included in their MSC IPP application. b. The following target options and core are open for application for the FY-18 Selection Board: Surface Warfare, Nuclear (Surface/Submarine), Special Warfare, Explosive Ordnance Disposal, Naval Flight Officer, Pilot, Civil Engineer Corps, Nurse Corps, and Information Professional. 5. The following target options have zero select opportunity for FY-18: Human Resources, Intelligence, Information Warfare, Surface Warfare Officer (SWO)/Engineering Option, SWO/Information Professional Option, SWO/Oceanography Option, Medical Corps, Supply Corps, and Oceanography. 6. The Nuclear (Surface/Submarine) target option is open to Sailors who hold an active nuclear Navy enlisted classification (335X, 336X, 338X, or 339X) or Sailors who are students in the Navy nuclear power training pipeline. Applicants must be able to begin their coursework prior to commencing their eighth year of service. See the Nuclear Program Authorization dated December 2015 for more specific information and all other requirements to apply for the program. Additionally, all nuclear trained Sailors wishing to apply to any STA-21 program must receive a conditional release, pursuant to reference (b), from the Nuclear Enlisted Community Manager (OPNAV N133D). 7. The following information addresses lessons learned from the FY-17 STA-21 selection process and board. This information is provided to preclude common errors: a. Of the 342 applications received for FY-17, only 302 were board eligible. A total of 50 were selected to participate in the FY-17 STA-21 Program. b. Each year, packages are not considered due to non-qualifying scholastic aptitude test (SAT) or American college test (ACT) test scores, missing commanding officer (CO) endorsement/recommendation, recent non- judicial punishment, missing physical fitness assessment (PFA) cycles, missing or illegible submission of documents, and not meeting program age or PFA requirements. c. Minimum eligibility requirements must be met before submitting an application. Applications should be mailed only when fully completed. Officer interview boards shall consist of three officers. The applicants CO may not be a board member and should not submit an interview appraisal sheet. The COs personal interview should be conducted only after the application is complete and the officer interview board has submitted their appraisals. The full picture of academic and officer potential of the applicant can only be determined by reviewing the SAT/ACT scores, high school/college transcripts, and a completed application package. d. The CO endorsement is extremely important, especially the ranking of the individual among his/her peers. The endorsement should contain specifics about academic potential, commitment, leadership, service above self, and potential as a naval officer of the individual. CO comments should specify the primary option to which the individual is applying and address how the individual meets qualifications for that option. For junior Sailors with only schoolhouse evaluations, the CO must address this issue in his or her endorsement. e. An interview board and nomination review board shall be conducted in line with reference (a). It is recommended that officers of the applicants designator of choice, if available, be asked to participate in the interview/nomination review board to assess the applicant for their community. Officer appraisals provide important insight on the applicant. The appraisal from the board should be a frank and honest assessment of the applicants leadership and academic potential. Appraisal forms should be typed in 10 or 12 point font. f. The applicants personal statement should address why the Sailor wants to become an officer, how the Sailors selection would improve the Navy, and why the Sailor is applying for a specific option. Sailors must also address any hardships or unique experiences that shaped their character. Junior Sailors should provide information on high school experiences as high school transcripts rarely provide in-depth information on involvement in sports, clubs, volunteer hours, work, etc. Additionally, applicants should address any anomalies in the package (e.g., poor high school, college, or service school grades or poor evaluation performance). The explanation should include details of the situation, how the applicant has overcome these issues, and why the applicant will be successful in the future. g. The application is a reflection of the applicant. Applicants must review their packages in their entirety before submitting. Check for misspelled words and improper grammar. Ensure all transcripts (high school and all colleges) are enclosed. Within the last year, applicants must have passed the PFA, to include body composition assessment and the physical readiness test with performance in the good category. For applicants who received a waiver on the most recent PFA, points will be awarded from the most recent observed score from the latest full test taken within a year of application (i.e. Fall 2016 and Spring 2017). A grade of satisfactory or failure on either of the above two required PFAs will make the applicant ineligible. h. Qualifying SAT/ACT scores are required. Include any additional recommendations, qualifications, or other accomplishments as a part of the package. i. It is recommended that the command retain a copy of the entire application package.   21. WATERS OFF THE COAST OF SOUTHERN CALIFORNIA (NNS) -- Chief Gunner's Mate Trayvon T. Turner said he remembers vividly the day he knew he would become a chief petty officer. It all began with five words spoken by a chief petty officer during Turner's third class petty officer indoctrination 21 years ago. "You are now a leader," said Turner, recalling those empowering words-words that he said made him sit up straight in his seat. "From then on, my mind was made up; I was going to be a chief." Everyone has a start and Turner's career began as undesignated airman onboard Nimitz. "I started off in the weapons department where I worked in G2 Division with the aviation ordnancemen and gunner's mates," said Turner. "It was crazy to think I would do twenty years in the Navy." As the number of airmen grew on the ship, Turner decided he would forge toward his passion of becoming a radioman. "I would work and qualify with the guns and weapons system during the day," said Turner. "After all that, I would bring my conversion packet to get my signatures to convert to radioman." The long working days in weapons department, however, began to take a toll on Turner's chances of becoming radioman. "They would keep me running around later each day so I couldn't go and study to convert," said Turner. "They didn't want to lose me because of my qualifications on the guns and weapons systems." As he pressed forward, Turner developed a newfound respect for the gunner's mate rating, and in 1997, Turner took the rating exam and became a gunner's mate. It was a milestone Turner says he could not have accomplished without the help he received from a third class petty officer that he feels emulated leadership qualities meant for a chief. "Aviation Ordnanceman 3rd class Haywood had patience and the time to answer every question I had," said Turner. "That made a difference in my career and taught me the importance of taking time out of the day to answer questions for young Sailors." Over the years, Turner has held on to that valuable lesson he learned from Haywood and he has implemented it into his leadership style. "I give Sailors time," said Turner. "They deserve my time because that's what Haywood did for me. It goes a long way, like it did for me. We are so fast paced in the Navy and Sailors need their leaders to be there for them. After 16 years in the Navy, Turner earned the rank of chief petty officer. Today, he is leading more than 35 Sailors in weapons department aboard the guided-missile cruiser USS Princeton (CG 59). He is also Princeton's maintenance material management coordinator (3MC), command financial specialist, command equal opportunity officer, Morale, Welfare and Recreation (MWR) president and the Chiefs Mess vice president. "As a leader in the Navy, a chief has to wear many hats," said Turner. "Sailors are going to look to the chief for all types of knowledge about everything, and if the chief doesn't have the answer at that very moment, it's a chief's job to help that Sailor find the answer." On April 1, the Navy celebrated the 124th birthday of the chief petty officer rank, and Turner said he believes chiefs, past and present, hold a special bond that has endured since the inception of the rank. "We are taking care of each other like a family and it's been going on for over a century," said Turner. "Chief is a position of honor, heritage, and tradition. Wherever Sailors are, there will always be a chief to help."
