  1. The Navy has canceled petty officer 3rd class advancement exams for the second time this year to limit exposure to the coronavirus, a service statement said.

The Navy has cancelled fall E-4 advancement exams for active, full-time support and Selected Reserve (SELRES) Sailors and instead will rank order advancement-eligible E-3 Sailors to limit possible exposure to the COVID-19 virus. It's the same method used successfully for this past spring’s active and reserve full-time support E-4 advancements. The only change for the fall cycle will be the addition of SELRES candidates.

    The Navy has cancelled fall E-4 advancement exams for active, full-time support and Selected Reserve (SELRES) Sailors and instead will rank order advancement-eligible E-3 Sailors to limit possible exposure to the COVID-19 virus.

    It's the same method used successfully for this past spring’s active and reserve full-time support E-4 advancements. The only change for the fall cycle will be the addition of SELRES candidates. 

    The cancellation was announced in NAVADMIN 222/20 Aug. 7 and impacts all E-4 exams scheduled to be given as part of the Active Duty (AD) and Full Time Support (FTS) Cycle 248 as well as the Selected Reserve (SELRES) Cycle 107, both were originally scheduled for September.

    The only exception will be those E-4 SELRES in the Prior Service Reenlistment Eligibility – Reserve (PRISE-R) program who will still take exams in order to make their rates permanent. 

    All other eligible E-3 Sailors will be ranked for advancement using an alternative Final Multiple Score (FMS) rank-order method without inclusion of the exam score from a proctored exam.

    The message also outlined the Navy's plans for administering September's E-5 and E-6 exams on a staggered schedule throughout September as a further precaution against spreading the virus. 

    "The Navy’s advancement team, in coordination with fleet leadership, has developed policy in this naval administrative message to ensure the safety of our Sailors during the COVID-19 outbreak, while still ensuring that all the Sailors we advance have the proficiency, expertise and demonstrated capability to lead at the next level," Chief of Naval Personnel, Vice Adm. John B. Nowell, Jr., said. 

    Using this method to determine who advances, he said, maintains “the high standards and culture of learning that drive our enlisted advancement system.”

    This means that because the Naval Education Training and Professional Development Center (NETPDC) will not receive E-4 exam answer sheets, it is essential that commands scrub the records of their advancement eligible Sailors to ensure every E-4 Enlisted Advancement Worksheet (EAWs) in the Navy Standard Integrated Personnel System (NSIPS) is accurate and up to date.

    For active-duty and FTS Cycle 248, commands will have until Sept. 25 to finalize worksheets. Selected Reserve Cycle 107 E-4 EAWs must be completed by Sept. 30.

    The plan for active and FTS E-5 and E-6 exams is to administer them in separate testing windows throughout September. E-6 exams will happen between Sept. 1-16, with E-5 exams being administered Sept. 17-30.

    Selected Reserve E-5 and E-6 as well as the E-4 PRISE-R exams will be given between Sept. 1 and Oct. 31.

    Every effort should be made to spread the administration of the exams evenly throughout each window in order to minimize the number of exam-takers at each administration as well as allowing for maximum physical distancing.

    Commands are also strongly encouraged to test all candidates for a given rating on the same day to maintain exam integrity. 

    Once exams are given, ESOs are encouraged to expeditiously mail in answer sheet packages to NETPDC and not hold any taken exams until the end of the testing window.  This will ensure exams are processed and results are released in a timely manner.

    The results are anticipated to be released sometime in November 2020. However, the message said this is heavily dependent on accurate worksheets being submitted up front and prompt returning of answer sheets once exams are taken.

  3. An update to the Professional Military Knowledge-Eligibility Exam (PMK-EE) mobile application, released Aug. 5, improved functionality for Sailors and upgraded content to match current Navy standards and requirements.

    Available via the Navy App Locker, version 2.7.3 of the mobile app includes the following updates:

    - Exam questions and content for all pay grades

    - Study materials for all pay grades

    - Preserves the Sailor’s completed progress

    - Corrected code based issues related to the app upgrade

    - Improved course completion workflow

    In March 2020, the Navy Advancement Center (NAC) conducted a PMK-EE Advancement Examination Readiness Review (AERR) in Pensacola to review and update exam questions and bibliographies.

    “We gathered Fleet Subject Matter Experts (FSMEs) from across the Navy to ensure that rating advancement and promotion eligibility exams were valid and that the bank item content was current, relevant, and correct,” said NAC PMK-EE Team Leader Doc Wallach, Ph.D.

    Numerous references were also updated to match current policy, programs, standards and recent modernizations to Navy systems and processes.

    “PMK-EE is now more current, relevant, valid, and incorporates Sailor 2025 initiatives,” said Wallach.

    In addition to the content update, Sailors will see increased functionality with version 2.7.3.

    “Sailors will find the improved app to be more user-friendly,” said Wallach. “It will also save progress as Sailors complete each module and provide completion certificates directly to the Sailor’s records.”

    It is recommended that Sailors continue to save their completion certificates electronically as a backup, said Wallach.

    In order for Sailors to get the latest version of the PMK-EE mobile app, Sailors must download the update onto their mobile device.

    “It’s important to note that current course completions will not be affected, and Sailors will not need to repeat already completed courses now that the new content is released,” said Wallach. “That said, if they are in the middle of a module and have not yet completed it, say 15 out of 20 questions, it will not save that progress in the new version of the app.”

    PMK-EE still consists of 100 questions spread across five sections: Career Information, Leadership and Character, Naval Heritage, Professionalism, and Warfighting and Readiness.

    “Sailors must take and pass the exam once per pay grade in order to advance to the next-higher pay grade,” said Naval Education and Training Professional Development Center (NETPDC) Command Master Chief Gregory Prichard. “Failure to complete the PMK-EE by the established deadline will result in the Sailor being ineligible to advance.”

    The current advancement eligibility deadlines for PMK-EE completion are outlined in NAVADMIN 201/20:

    - January AD/FTS E7 NWAE cycle – prior to Dec. 1 of the previous year

    - February SELRES E4/5/6/7 NWAE cycle – prior to Jan. 1 of the same year

    - March AD/FTS E4/5/6 NWAE cycle – prior to Feb. 1 of the same year

    - August SELRES E4/5/6 NWAE cycle – prior to Jul. 1 of the same year

    - September AD/FTS E4/5/6 NWAE cycle - prior to Aug. 1 of the same year

    The mobile app update took several months to complete and included the combined efforts of multiple entities to include NETPDC, PMW-240, Tracen Tech, and the Navy Training Management and Planning System (NTMPS) team.

    RMKS/1.  The U.S. Naval Academy (USNA) is seeking top performing, energetic 
    male and female Sailors and Marines, active and reserve, who have 
    demonstrated strong leadership for admission to the Naval Academy Class of 
    2025.  Among each USNA class is a corps of prior-enlisted Sailors and Marines 
    who infuse peer-level fleet experience into the Brigade of Midshipmen.  
    Twenty years from now, these young men and women, from all walks of American 
    life will lead our fleet.  Commanding Officers (CO) are encouraged to 
    identify motivated enlisted personnel who meet the criteria and may be good 
    candidates for selection to the USNA.

    2.  Successful candidates will be top-quality Sailors and Marines who fit the 
    following profile:
        a.  Academics.
           (1) Possess a strong high school grade point average indicating the 
    potential to succeed at the USNA.  Fleet applicants ranked in the top 40 
    percent of their high school class are typically considered competitive.
           (2) Scholastic Aptitude Test (SAT) scores taken within the last two 
    years.  The SAT is a three-part test consisting of reading, math, and 
    writing.  Applicants should aim to score above 500 in reading (verbal) and 
    above 550 in math, with a combined minimum of 1050.  There is no recommended 
    score for the writing component, but it may be used for evaluation purposes.
    For applicants who have taken the American College Test (ACT) within the last 
    two years, scores of 22 in English and 24 in Math are recommended.  Potential 
    candidates with SAT or ACT scores that are older than two years or below 
    these guidelines are strongly encouraged to retake the test.
           (3) Typically completed four years of mathematics, including a strong 
    foundation in Geometry, Algebra, and Trigonometry, four years of English, and 
    one year of Chemistry.  Additionally, Physics, Calculus, History, and two 
    years of a foreign language are strongly recommended.  Continued education 
    since high school is vital; candidates are encouraged to strengthen their 
    admission application with college courses in higher math and sciences.
           (4) If schedule permits, applicants are encouraged to complete college 
    courses that display current academic ability.
        b.  Top performers who have demonstrated or possess strong leadership 
    (e.g., past and present Command Junior Sailors/Bluejackets of the 
    Quarter/Year, top 20 percent performers in "A" and "C" schools, class 
    leaders, Honor Guard members, and community volunteers).
        c.  Good moral character and unquestionable loyalty to the United States, 
    as determined by a command interview and military recommendations.
        d.  No record of disciplinary action under Article 15, Uniform Code of 
    Military Justice, or conviction by civil court (except minor traffic 
    violations) during the three years preceding application for admission. 
    Waivers are on a case-by-case basis.
        e.  We are seeking candidates with outstanding physical fitness.  In 
    addition to passing the Candidate Fitness Assessment in the USNA application, 
    candidates need to have demonstrated the ability to pass the Naval Academy 
    physical fitness requirements within the last year.  The USNA PRT standards 
    (Minimum Passing Scores) are:
            (1) Curl-ups (Two minutes): 65 (Male/Female);
            (2) Push-ups (Two minutes): 45 (Male); 20 (Female); and
            (3) 1.5 mile Run: 10:30 (male); 12:40 (Female).
        f.  Must not have passed their 23rd birthday on 1 July of the year of 
    admission to USNA.
        g.  Must not be married, pregnant, or have incurred obligations of 
    parenthood.

    3.  Candidates with superior academic performance and strong military 
    backgrounds may receive direct appointments to the USNA.  Top performers who 
    need to strengthen their academic background may be selected to attend the 
    NavalAcademy Preparatory School (NAPS) in Newport, RI for one year and 
    receive an appointment to the USNA for the following year.

    4.  Personnel selected to attend the USNA or NAPS must be medically qualified 
    by the Department of Defense Medical Examination Review Board (DoDMERB) in 
    order to be commissioned as an officer in the Navy or Marine Corps.  Once 
    candidates complete 50 percent of the application, their name will be sent to 
    DoDMERB for the physical and eye exams.  The candidate will be contacted by 
    Concorde, the DoDMERB contractor, with information on where to receive the 
    physical and eye exams.  The Service Member will be contacted by the USNA 
    Fleet Coordinator with information on how to get the physical and eye exam 
    completed at their own Military Treatment Facility as an alternative.
    Reference (a) provides medical standards.

    5.  Up to 170 regular and reserve personnel may be appointed to the USNA each 
    year.  The deadline to apply to the Class of 2025 is 31 December 2020.  The 
    deadline for all completed application documents is 31 January 2021.
    Applicants are strongly encouraged to complete their application as soon as 
    possible.  Packages completed before 31 January 2021 will be reviewed by the 
    Admissions Board as soon as received.  Packages will not be reviewed without 
    the CO's endorsement.  References (b) and (c) provide guidance.

    RMKS/1.  In coordination with Fleet Staffs and Fleet Educational 
    Services Officers (ESO), the Navy advancement team has developed a 
    tailored approach to administering the fall Navy-Wide Advancement Exam 
    (NWAE), while ensuring the safety of our Sailors during the
    COVID-19 outbreak and maintaining the high standards and continued 
    culture of learning that drive our enlisted advancement system.
    This NAVADMIN amplifies guidance contained in reference (a) and 
    contains exam and cycle administration updates to references (b) and 
    (c).  For information on time-in-rate (TIR) eligibility, classified 
    rates, exam ordering and other exam information refer to references
    (b) and (c).

    2.  The following applies to Selected Reserve (SELRES), Active Duty
    (AD) and Full-Time Support (FTS) E-4 candidates.  References (b) and
    (c) apply.
        a.  Final Multiple Score (FMS) Rank Order for E-4 candidates.
    Administration of E-4 (Cycle 107) SELRES and (Cycle 248) AD and FTS 
    candidates is cancelled.  The only exception will be for SELRES E-4 
    Prior Service Reenlisted Eligibility  Reserve (PRISE-R) candidates who 
    must take the exam to make their rate permanent.
        b.  Navy Enlisted Advancement System (NEAS) E-4 candidate records 
    (excluding Cycle 107 E-4 PRISE-R candidates) will be established in 
    the same manner used for Spring 2020 Cycle 247 E-4 candidates.  E-3 
    Sailors eligible to take the fall E-4 Cycle 248 or Cycle 107 exam will 
    be given the opportunity for advancement using an alternative FMS 
    rank-order method, without inclusion of the exam score from a 
    proctored exam.
        c.  Enlisted Advancement Worksheets (EAW).  Since Naval Education 
    Training and Professional Development Center (NETPDC) will not receive 
    E-4 answer sheets (with the exception of Cycle 107 E-4 PRISE-R answer 
    sheets), commands must accurately validate, complete and finalize all 
    E-4 EAWs in the Navy Standard Integrated Personnel System (NSIPS).  
    EAW accuracy is critical since NEAS will be reprogrammed to use 
    finalized EAWs rather than the candidate exam answer sheets to create 
    E-4 candidate records.  The success of this process will be dependent 
    upon the accurate completion of E-4 EAWs to establish advancement 
    cycle participation.
            (1) AD/FTS Cycle 248 E-4 EAWs must be completed by 25 
    September 2020.
            (2) SELRES Cycle 107 E-4 EAWs must be completed by 30 
    September 2020.

    3.  The following applies to AD and FTS E-5 and E-6 fall 2020 exam 
    administrations.
        a.  Administration windows for AD and FTS E-5 and E-6 exams.
    These exams will be administered utilizing testing windows in the 
    month of September 2020.  E-6 exams will take place from 1 through
    16 September 2020 and E-5 exams will take place from 17 through 30 
    September 2020.  These testing windows will allow for smaller groups 
    of test takers to ensure that adequate social distancing can be 
    maintained between testers at testing facilities.  Administration for 
    all substitute exams will follow guidelines in references (a) and (c).
        b.  Commands/Personnel Support Activity Exam Execution Plan 
    Submission.  In order to ensure appropriate COVID-19 mitigation 
    strategies are being implemented, commands will submit their exam 
    execution plans to their Immediate Superior in Command (ISIC) for 
    approval.  Personnel Support Detachments (PSD) responsible for 
    administering exams will submit their execution plans to Navy Pay and 
    Personnel Support Center (NPPSC) and to their base commanding officers 
    for approval.  Every effort should be made to ensure appropriate 
    COVID-19 mitigation measures are in place, to include, but not limited 
    to, face coverings, adequate social distancing, available hand 
    sanitizer, medical (questionnaire) screenings and temperature checks.
        c.  To the maximum extent practicable, exams for the same ratings 
    should be administered on the same day.  Sailors are directed not to 
    discuss exam content after taking an exam to ensure no advancement 
    candidate is disadvantaged in the advancement process.  Unauthorized 
    disclosure of exam content may result in administrative and/or 
    disciplinary action.
        d.  Following the administration of exams, it is critical that 
    ESOs expeditiously mail in E-5 and E-6 answer sheet packages to NETPDC 
    (N321).  Do not hold exams until the end of the testing window.  
    Prompt return of answer sheets will help ensure results are released 
    in a timely manner.

    4.  The following applies to SELRES E-5, E-6 and E-4 PRISE-R fall
    2020 exam administrations.
        a.  SELRES E-5 and E-6 and E-4 PRISE-R exam administrations will 
    occur from 1 September through 31 October 2020.  Administration for 
    all late exams will follow guidelines in references (a) and (b).
        b.  Every effort should be made to spread the administration of 
    the exams evenly throughout the two-month period, in order to minimize 
    the number of exam-takers at any one administration to ensure maximum 
    social distancing.
        c.  Commands/Navy Operational Support Center (NOSCs) Exam 
    Execution Plan Submission.  In order to ensure appropriate COVID-19 
    mitigation strategies are being implemented, commands will submit 
    their exam execution plans to their ISIC for approval.  NOSCs and PSDs 
    responsible for administering exams will submit their execution plans

    RMKS/1.  This NAVADMIN announces the convening of the Fiscal Year
    (FY) 2021 Judge Advocate Generals Corps (JAGC) In-Service Procurement Program 
    (IPP) Selection Board no earlier than February 2021.  The JAG-IPP provides 
    outstanding, career-motivated enlisted personnel of all ratings, who meet the 
    eligibility criteria, the opportunity to earn a commission in the JAGC.  The 
    FY-21 board will accept applications for the funded legal education option 
    (FLEO) and the direct commission option (DCO).

    2.  This program is open to Active Duty enlisted Sailors and Navy Full-Time 
    Support personnel in any rating or military occupational specialty in 
    paygrades E-5 through E-7 at the time of the application.  DCO applicants 
    must have served on active duty for a period of no less than 2 years and no 
    more than 10 years at the time of commissioning.  FLEO applicants must have 
    served on Active Duty for a period of no less than 4 years and no more than 8 
    years at the time legal training begins.  Sailors of the individual ready 
    reserve or serving on active duty for special work, active duty for training 
    or on 1 to 3 year recalls are not eligible for this program.  FLEO applicants 
    selected for the program must begin legal training no later than September 
    2021 and prior to the eighth anniversary of their active duty commencement 
    date.  Legal training in the program commences as of the date of reporting 
    for duty under instruction at the unit to which the enlisted Sailor is 
    assigned while attending law school.  The enlisted Sailor is not required to 
    begin law school courses by this date.  All service requirements are 
    statutory and cannot be waived.

    3.  Reference (a) provides information on authorized program benefits, 
    eligibility, obligated service and program requirements.  Where information 
    differs between this NAVADMIN and reference (a), this NAVADMIN takes 
    precedence.  The requirement in reference (a) for FLEO applicants to submit 
    at least one law school acceptance letter with the application is replaced by 
    the requirements in paragraph 6c below.  No other waivers of application 
    requirements will be granted.

    4.  Application procedures are provided in reference (a) and this NAVADMIN.  
    Further program information can be found at

    5.  Applicants must not have reached their 42nd birthday by the time they 
    commission.  This requirement cannot be waived.

    6.  Amplifying education information for the FY-21 board.
        a.  Law School Admission Test (LSAT) exam score reports are required for 
    all applicants.  LSAT score reports may be submitted via separate 
    correspondence after the deadline, but must be received by 15 January 2021.  
    Website screenshots of LSAT scores will not be accepted.
        b.  All applicants must hold a baccalaureate degree from an accredited 
    institution at the time of the application deadline.
    Applicants must submit their official or unofficial transcripts for all 
    degrees earned and a complete list of all schools attended.
        c.  Applicants applying to the FLEO must provide a prioritized list of 
    U.S. law schools accredited by the American Bar Association (ABA) to which 
    the applicant has applied or plans to apply.  Applicants are encouraged to 
    apply to more than one school.  Applicants must apply to at least one law 
    school in which in-state tuition and fees can be obtained, one law school 
    near the applicants current duty station and one law school located in a 
    fleet concentration area (i.e., Norfolk, VA, Jacksonville/Mayport, FL, San 
    Diego, CA, Pearl Harbor, HI, Bremerton, WA or Washington, D.C.).
    Applicants must provide a copy of any acceptance letters received prior to 
    the convening of the selection board.
        d.  Applicants applying for the DCO option must have obtained a law 
    degree (juris doctor) from a law school considered by the ABA to be 
    accredited under provisions established by the ABA at the time of their 
    graduation from the law school.
        e.  Applicants for the DCO option must submit a letter or certificate of 
    good standing from the licensing authority admitting the applicant to the 
    practice of law before a federal court or the highest court of a state, a 
    U.S. territory, the commonwealth of Puerto Rico or the District of Columbia.
        f.  All applicants must obtain a conditional release from their enlisted 
    community manager (ECM).  To obtain a conditional release, an applicant must 
    submit NAVPERS 1306/7 to their ECM or detailer as appropriate.  The FY-21 
    JAGC IPP selection board will only consider enlisted candidates who have a 
    conditional release included in their program application.

    7.  Applicants must submit their application electronically via DoD SAFE 
    (https://safe.apps.mil) to navyaccessions(at)navy.mil no later than 2359 EST 
    Tuesday, 1 December 2020.  If an applicant requires an exception to the e-
    submission policy due to operational restrictions, please contact 202-685-
    8527 or navyaccessions(at)navy.mil prior to 20 November 2020.  LSAT score 
    reports and law school acceptance letters may be submitted via separate 
    correspondence after the deadline, but must be received by
    15 January 2021.  No other additional or amplifying information will be 
    accepted after the deadline.  Incomplete applications will not be reviewed by 
    the board.

    8.  In line with reference (a), prior to submitting a completed application, 
    applicants are required to complete a structured interview with the JAGC.  
    Structured interviews will be conducted in accordance with policy established 
    by the JAG.  Instructions for scheduling a structured interview may be found 
    at http://www.jag.navy.mil/careers_/careers/opportunities_ipp.html.
    This requirement is separate from and in addition to, the command interview.

    RMKS/1.  This NAVADMIN amends references (a) and (b) by modifying the 
    Professional Military Knowledge Eligibility Exam (PMK-EE) due date 
    requirement for Navy-Wide Advancement Examination (NWAE) Cycles 248 and 107. 
    The revised deadline is now 31 August 2020.

    2.  Due to technical issues, which may have hindered Sailors ability to be 
    marked as PMK-EE complete in the Fleet Management and Planning System 
    (FLTMPS), all E4-E6 candidates, who are required to complete PMK-EE in order 
    to participate in the Cycle 248 Active Duty and Full Time Support NWAE, and 
    the Cycle 107 Selected Reserve NWAE, are granted a PMK-EE due date extension 
    to 31 August 2020.  As a reminder, PMK-EE is only required to be completed 
    once per paygrade, not every cycle.

    Reference (b) is Under Secretary of the Navy Memorandum Subj: Public Display 
    or Depiction of Flags in the Department of the Navy.

    RMKS/1.  In references (a) and (b), the Secretary of Defense and Under 
    Secretary of the Navy state that our number one mission is to provide combat-
    ready naval forces able to deter conflict or, if necessary, prevail in 
    combat.  In order to ensure our forces are ready, these references highlight 
    the importance of unit cohesion and note that flags are powerful symbols.  
    The flags we fly must accord with the military imperatives of good order and 
    discipline, treating all our people with dignity and respect, and rejecting 
    divisive symbols.  Paragraph 2 below quotes reference (a).

    2.  Consequently, in addition to the American flag, Service members and 
    civilian employees are authorized to display or depict representational flags 
    that promote unity and esprit de corps, including:
    a. Flags of U.S. States and Territories and the District of Columbia; b. 
    Military Service flags; c. Flag or General Officer flags; d. Presidentially-
    appointed, Senate-confirmed civilian flags; e. Senior Executive Service (SES) 
    and Military Department-specific SES flags; f. The POW/MIA flag; g. Flags of 
    other countries, for which the United States is an ally or partner, or for 
    official protocol purposes; h. Flags of organizations in which the United 
    States is a member (e.g., NATO) i. Ceremonial, command, unit, or branch flags 
    or guidons.  This guidance applies to public displays or depictions of flags 
    by Service members and civilian employees in all Department of Defense work 
    places, common access areas, and public areas, including, but not limited to:
    a. Office buildings, facilities, naval vessels, aircraft, government 
    vehicles, hangars, garages, ready rooms, conference rooms, individual 
    offices, cubicles, storage rooms, tool and equipment rooms, workshops, break 
    rooms, kitchens /galleys, recreational areas, commissaries, Navy and Marine 
    Corps and Army and Air Force exchanges, and heads/latrines/restrooms - 
    including property and buildings off installation leased by the Department; 
    b. Sensitive compartmented information facilities and other secure 
    facilities; c. Open-bay barracks, berthing areas, and common areas of 
    barracks and bachelor quarters; d. School houses and training facilities; e. 
    All spaces or items in public or plain view, such as the outside areas of any 
    Department of Defense buildings and government-operated or public-private 
    venture housing (e.g., parking lots, yards, gazebos, or porches).

    3.  I expect all Commanders to exercise their authority in a way that 
    maintains unit cohesion and good order and discipline, while respecting the 
    rights of Sailors and civilian employees.  To aid Commanders in balancing 
    these considerations as they implement the references, Commanders should 
    consult a judge advocate or legal counsel.
