  1. MILLINGTON, Tenn. (NNS) -- After announcing temporary changes to ID Card office procedures, the Navy has issued additional guidance April 20.

    NAVADMIN 114/20 provides an update for Navy personnel who require Common Access Cards (CAC) and Uniformed Services Identification (USID) card services during the COVID-19 pandemic. These additional measures provide greater flexibility for ensuring installation and facility physical access and means to remotely update information technology certifications, all to maintain continuity of operations while minimizing non-essential visits to ID card facilities.

    Service personnel and family members who possess expired ID cards and who are still eligible for benefits due to sufficient service affiliation can continue to use their expired cards until Sept. 30, 2020. While all will still be screened at base entry control points, electronic ID card scanners will be used to verify eligibility and if valid, base access will be granted.

    CAC cards with an expiration date of April 16, 2020 (or later) may continue to be used through Sept. 30, 2020 after cardholders renew their credentials online. Access to the ID Card Office Online is available at https://www.dmdc.osd.mil/self_service. Step-by-step instructions are available at https://www.cac.mil/coronavirus.

    The following additional temporary policy changes announced in the message are effective until Sept. 30, 2020:

    The minimum age to get a USID card has been raised to 14 years old.
    As long as a cardholder’s affiliation with their service has not changed, USID cards that expired on or after Jan. 1, 2020 can continue to be used (base access, commissary, exchange, etc.).
    Service members can remotely enroll newly acquired dependents (spouse, child, stepchild, adopted child, etc.) for healthcare coverage. Contact MyNavy Career Center (MNCC) Contact Center at (833) 330-6622 or via email at askmncc@navy.mil for specific guidance.
    USID cards can be reissued via the postal service for those unable to get an appointment at a RAPIDS site. Service members who want to use this option must first contact their nearest ID card office and can find this information at https://www.dmdc.osd.mil.
    All Navy Real-Time Automated Personnel Identification System (RAPIDS) sites will continue to issue and re-issue CACs that expire within 30 days by appointment only. However, CACs will not be reissued for routine information changes (promotion, name change, etc). DOD civilian employees will keep their CAC when transitioning to a new service. CAC PIN resets will continue to be provided on a walk-in basis.

  2. WASHINGTON (NNS) -- A growing number of Sailors are now eligible to extend their time on active duty and take advantage of a special incentive pay.    

    The Navy has added 23 new ratings/paygrades to an already extensive list of those eligible to receive Sea Duty Incentive Pay (SDIP) for extending their current tour at sea or returning to sea early.

    The move was done to ensure the Navy continues to fill operational requirements for sea-going commands, particularly in this challenging time brought on by the COVID-19 pandemic.

    Depending on the rating, paygrade and Navy enlisted classification code, second class petty officers and below who qualify can receive SDIP at a rate of up to $750 per month for each additional month of sea time. For first class petty officers and above that rate is up to $1,000 per month.

    Sailors interested in extending on sea duty should contact their detailers and apply 14-16 months prior to their projected rotation date or at the end of their rating’s prescribed sea tour to take advantage of SDIP.  Submissions inside of this timeline are waiverable and will be considered on a case-by-case basis.

    Sailors who choose to take on more time can either continue serving in an SDIP billet at their current command or serve in an SDIP billet at a new command, known as SDIP back to back. Those Sailors must agree to serve 12-48 months for either option.

    Sailors who wish to cut short their shore duty and return to sea early should contact their detailers and apply at least 6-9 months prior to their desired detach date. Sailors who choose to leave shore early must make a commitment at least 6 months prior to their regular rotation to be eligible for the SDIP.

    Per NAVADMIN 089/20, enlisted Sailors with an approved separation or retirement date who are in billets eligible for SDIP may receive SDIP if approved for an extension of 6 to 12 months.  See the NAVADMIN for details.

    Once the Sailor submits an SDIP request and it is approved, the Sailor will sign an SDIP contract and receive a lump sum SDIP payment upon reporting to their new SDIP assignment. Those who do not fulfill their SDIP commitment will pay back the unearned portion of their SDIP lump sum.

  3. ANNAPOLIS, Md. (Tribune News Service) — Navy sophomore Gabriella Mayes was at her Rio Rancho, New Mexico home late last month when she got the good news. She had been named a National Rifle Association honorable mention All-American. It marked the second straight season a Midshipmen rifle team member earned postseason honors from the NRA.

    It was an award Mayes admitted came as a surprise.     RMKS/1.  The purpose of this NAVADMIN is to announce the call for nominations 
    for the annual Master Chief Petty Officer of the Navy (MCPON) Delbert D. 
    Black Leadership Award.

    2.  During his 30 years of distinguished service to the Navy, MCPON Delbert 
    D. Black was an exceptional deckplate leader committed to Sailor and family 
    advocacy.  He possessed the highest levels of moral, ethical and professional 
    behavior, and unquestionable integrity.  His unselfish ability to lead Chief 
    Petty Officers (CPO), unwavering loyalty to the Navy, and commitment to 
    developing junior officers and Sailors set a positive tone for the Navy.

    3.  This award is presented to recognize a first-tour Command Master Chief 
    (CMDCM), Chief of the Boat (COB), or Command Senior Chief (CMDCS) who best 
    leads the alignment efforts of the Chief of Naval Operations' Strategic 
    Guidance, embraces our Navy Family as part of mission success, embodies our 
    Navy Core Values and CPO expectations, demonstrates those same ideals of 
    service with sacrifice as demonstrated by MCPON Black, and upholds the 
    highest standards of professionalism and integrity.

    4.  The reporting period for this years award is 1 April 2019 to 31 March 
    2020, and all eligible Command Senior Enlisted Leaders must have been at 
    their commands for this entire reporting period.  The criteria for this award 
    and all nominee packages shall be submitted in accordance with paragraph 4 of 
    reference (a).  Nomination boards shall be conducted at the Fleet Master 
    Chief level in their area of responsibility, through their applicable Force 
    or Immediate Superior in Command Master Chiefs.  One CMDCM, COB, or CMDCS 
    nominee from each Fleet Master Chief and direct-report CMDCM shall be 
    forwarded to the MCPONs Office no later than Friday, 12 June 2020.

    5.  The award recipient will be announced by the MCPON with a coordinated 
    news release and formal announcement.  A recognition banquet will be held in 
    the recipient�s honor, in Washington D.C., on 18 November 2020 and will 
    include award presentation and media engagement opportunities.

  5. WASHINGTON — The Pentagon will allow its active-duty troops to keep up to 120 days of personal leave at the end of September as travel restrictions in place amid the coronavirus pandemic have largely kept service members from using vacation days.

    RMKS/1.  This NAVADMIN announces revised selective reenlistment bonus (SRB) 
    policy for Active Component (AC) and Full-Time Support (FTS), superseding 
    reference (a).

    2.  Sailors must now reenlist within 365-days of their end of active 
    obligated service (EAOS) (as opposed to 270-days required in reference (a)), 
    except in the case of Nuclear-trained Sailors who can reenlist at any point 
    in the reenlistment zone, per guidance in reference (b).

    3.  The pay for performance program continues its pilot as part of Sailor 
    2025 and the overall talent management process for the Navy.
    Eligibility and submission requirements are as follows:
        a.  To be eligible, Sailors must:
            (1) Be in the EM, EN, GSM, MM(SW), DC, HT, MR, CSS or AWS rating.
            (2) Have received two Early Promotes (EPs) in block 45 of their three 
    most recent periodic evaluations.  Block 8 may indicate REGULAR, FROCKED or 
    SELECTED.  Block 10 must be checked for periodic.  No transfer, concurrent or 
    special evaluations will apply.  Evaluations are not limited to performance 
    documented in the last three years.  The intent is to evaluate the last three 
    periodic evaluations, regardless of how far back in a career that may go, so 
    as not to limit eligibility to only those who have served at a single duty 
    station for at least three years.
            (3) Have not received Non-Judicial Punishment within the last three 
    years.
            (4) Have not failed any part of the physical fitness assessment in 
    the last three years.
        b.  Commands must submit a NAVPERS 1306/7, Enlisted Personnel Action 
    Request, requesting the SRB kicker, signed copies of the evaluations of the 
    Sailor and a printout of their physical readiness information management 
    system data to BUPERS-328 once their pre- certification has been submitted.  
    This requirement is only for those who fall under the provisions of this 
    paragraph.
        c.  Award ceiling cap values under $100,000 will be raised by
    $5,000 for Sailors eligible for the performance kicker.  Award ceiling caps 
    will not be adjusted over $100,000 under these provisions.

    4.  SRB Submission Requirements
        a.  Commands are required to submit SRB reenlistment requests to the 
    Enlisted Community Support Branch (BUPERS-328) via Officer Personnel 
    Information System (OPINS) or Navy Standard Integrated Personnel System 
    (NSIPS) 35 to 120 days in advance of the requested reenlistment date of the 
    Sailor.  Requests submitted less than 35 days prior to the requested 
    reenlistment date will be rejected.  However, commands may contact BUPERS-328 
    for waiver eligibility evaluation and procedural assistance.  Sailors must 
    have an approved SRB request before reenlisting.  The servicing personnel 
    office is responsible for verifying the reenlistment, posting the contract, 
    releasing the first payment and verifying the master military pay account.  
    Commands shall immediately notify the Military Pay and Compensation Policy 
    Branch (OPNAV N130) when a Sailor fails to maintain eligibility in the skill 
    for which SRB was paid (e.g., loss of security clearance, medical 
    disqualification, loss of eligible Navy Enlisted Classification (NEC), 
    misconduct) or when a Sailor has an approved separation with a remaining SRB 
    contract obligation.
        b.  Career Waypoints-Reenlistment (C-WAY-REEN).  Commands are authorized 
    to submit SRB reenlistment requests prior to a Sailor receiving a C-WAY-REEN 
    quota.  However, the member must have a final C-WAY-REEN approval prior to 
    reenlistment.
        c.  Sailors with approved SRB requests who do not reenlist on the date or 
    for the term specified in the SRB approval message must have their command 
    contact BUPERS-328 to initiate a reenlistment cancellation to avoid placing 
    Sailors in an overpaid status.

    5.  Acceptance of a NEC-specific SRB contract indicates an agreement between 
    the Sailor and the Navy to use those NEC skills to meet Fleet readiness 
    requirements.  In subsequent tours, a Sailor must be willing to be detailed 
    during the normal projected rotation date window to an available billet 
    within the SRB contracted NEC, consistent with sea-shore flow requirements.  
    Lateral conversions must follow reference (b), subparagraph 16d.

    6.  Reference (b), paragraph 16f, provides OBLISERV to Train (OTT) guidance.  
    Submit OTT requests to the BUPERS-328 extension desk by submitting an 
    Electronic Personnel Action Request (ePar) via My Navy Portal (MNP), or by 
    submitting a 1306/7 via email to askmncc@navy.mil.  Sailors should retain a 
    copy of the authorization message until reenlistment.  Use code 1CC for OTT 
    SRB request in OPINS or NSIPS.  Additionally, school OBLISERV requirements 
    are provided in reference (c).  OBLISERV will be determined based on course 
    length as provided in paragraph 3b of reference (c).
    Paragraph 3c(1) no longer applies.

    7.  In keeping with Department of Defense (DoD) policy, Sailors who accepted 
    an enlistment bonus for extended enlistment (EBEE), as reflected on their 
    Enlisted Bonus Payment Checklist (NAVCRUIT 1133/52, Enlistment Guarantees, 
    New Accession Training Program Enlistment Guarantee or Professional 
    Apprenticeship Career Track Program Enlistment Guarantees), are not 
    authorized to use this inoperative extension time in the SRB calculation.  
    Sailors who have inoperative extension time through a 5- or 6-year obligation 
    program may continue to have up to 24 months of inoperative extension time 
    count towards the SRB calculation provided the reenlistment results in a new 
    EAOS that is at least 24 months day-for-day past their current extended EAOS.  
    This calculation is performed automatically by BUPERS-328.  Local commands 
    are not authorized to cancel or change extensions for the purpose of 
    immediate SRB reenlistments.  Commands must verify and annotate on the 
    precertification request whether any inoperative extension time noted is part 
    of an EBEE contract.

    8.  Repayment policy is governed by Section 373 of Title 37, U.S.
    Code, DoD Financial Management Regulation (FMR) Chapter 2, Volume 7A and 
    reference (b), which collectively determine when repayment of the unearned 
    portion of a bonus is required or not required but left to Secretarial 
    discretion or prohibited.  Section 373 of Title 37, U.S. Code requires 
    repayment with certain exceptions.  As a general rule, repayment of any 
    unearned portion of a bonus will be sought.

    9.  Sailors who have reenlisted and have not received their SRB payment or 
    who have questions concerning the taxation of their SRB and annual 
    installments should contact their servicing pay office or personnel support 
    detachment.  SRB tax information is also discussed in DoD FMR, Volume 7A, 
    Chapter 44, table 44-1, rule 5.  Questions regarding the SRB program or any 
    information regarding on-line personnel accounts should be directed to your 
    command career counselor (CCC).  For questions regarding current award levels

  9. WASHINGTON (NNS) -- The Navy has modified allowance rules for Sailors in a restriction of movement (ROM) status on base in order to receive Navy-provided meals without losing their pre-existing subsistence allowance.

    The approval is outlined in an April 7 memorandum from Vice Adm. John B. Nowell, the Navy's top uniformed personnel officer. The memo was crafted to ensure that those who were in command-directed isolation were not penalized with pay deductions, even if they received meals free of charge.

    Installation commanding officers are given approval authority to grant meals to those in a ROM status based on the guidance in the memo. 

    The temporary exception applies to both officers and enlisted who are already being paid full BAS but find themselves under restriction of movement in government quarters.

    Under normal circumstances, the DOD’s pay rules require service members being paid BAS to pay for government provided meals “out of pocket” or have their BAS reduced, accordingly.

    Units confined to protect the health of our personnel and their families or to assure essential mission function capability and not specifically for health-related ROM, must request approval from the Director, Military Personnel Plans and Policy (OPNAV N13) to provide subsistence-in-kind without deducting Sailors’ BAS.

    RMKS/1.  This NAVADMIN provides guidance regarding an exception to policy on 
    small arms training, qualification, and sustainment criteria and Navy 
    Security Force annual sustainment training requirements as described in 
    references (a) through (f).  All commands will take specific actions to 
    mitigate the spread of COVID-19 worldwide.  Due to commands implementing 
    COVID-19 force health protection measures which include travel restrictions, 
    minimizing group gatherings, and maximizing social distancing, the expiration 
    time period for the required small arms annual qualification and semi-annual 
    sustainment criteria in reference (a) and the Navy Security Forces annual 
    sustainment training in references (c) and (e) are extended through 31 August 
    2020.  Commanders shall reinitiate small arms live-fire qualification and 
    sustainment criteria, and Navy Security Force sustainment training, as 
    applicable, as soon as the COVID-19 restrictions are lifted.

    2.  Applicability
        a.  Category I and II Personnel.  Per references (a) through (d), this 
    exception to small arms policy applies to all active and reserve Navy 
    personnel; all Navy law enforcement, armed security watch-standers, and 
    security personnel (military, civilian, and contract personnel), designated 
    as Category I and Category II personnel.
        b.  Category III and IV Personnel.  Per reference (a), Type Commanders
    (TYCOMs) provide specific small arms qualification and sustainment guidance 
    for personnel designated as Category III (i.e. Navy Expeditionary Combat 
    Command; ground combat elements; etc.) and Category IV (i.e. Visit, board, 
    search and seizure personnel; nuclear weapons security for shore facilities; 
    etc.).  The exception to policy in this NAVADMIN applies only to the basic 
    qualification requirement for Category III and IV personnel.  TYCOMs may 
    provide extension to their specific qualification and sustainment guidance 
    required for Category III and IV personnel.
        c.  This exception to policy does not apply to Navy Special Warfare nor 
    Naval Criminal Investigative Service (NCIS) personnel.

    3.  Exception to Policy
        a.  Small Arms Training and Qualification.  Per reference (a), all 
    personnel must requalify with live-fire annually.  The expiration time period 
    for small arms live-fire requalification/semi-annual sustainment may be 
    extended through 31 August 2020.  Commands are directed to continue providing 
    firearms safety and weapons familiarization, to include use of simulators for 
    sustainment if available, within COVID-19 restrictions and guidance.
        b.  Per reference (f), extensions for live-fire small arms qualifications 
    will not exceed a period of 24-months since the last qualification.  
    Personnel who do not complete live-fire small arms qualifications within a 
    period of 24 -months will not be authorized to be armed.
        c.  Navy Physical Security and Law Enforcement Program.  Per reference 
    (c), table 6-1, Navy Security Force personnel are required to complete annual 
    sustainment training requirements.  Reference (e) provides annual sustainment 
    training requirements for Navy Civilian Guard Force and Auxiliary Security 
    Forces.  The expiration time period for all Navy Security Force and armed 
    sentry watch-stander annual sustainment training requirements may be extended 
    through 31 August 2020, with the exception of training in paragraph 4 of this 
    message.

    4.  Required Continued Training:  Commanders will ensure all personnel who 
    are armed will continue to complete Use of Force training, awareness, and 
    acknowledgement per references (c), (d) and (f).

    Entomology, Environmental Health, Industrial Hygiene, Medical Laboratory

    4.  Applicants must include a conditional release in their application.
        a.  Applicants assigned to a nuclear training command or who hold a 
    Nuclear Navy enlisted classification (335x, 336x, 338x and

    RMKS/1.  This NAVADMIN announces revised nuclear Enlisted Supervisor 
    Retention Pay (ESRP) award levels and supersedes reference (a).
    Selective reenlistment bonus (SRB) award levels for nuclear-trained Sailors 
    are published separately in line with reference (b) with updates posted on 
    MyNavy Portal (MNP) under the *SRB* tab at 
    https://www.mnp.navy.mil/group/pay-and-benefits.  The ESRP program provides a 
    retention incentive to senior Navy nuclear-trained enlisted Sailors with 
    highly specialized skills.  The legal authority for ESRP is contained in 
    section 331 of reference (c).
    Current ESRP requirements limit the program as follows:
        a.  The minimum reenlistment length is 3 years.
        b.  The maximum bonus amount for each year of additional obligated 
    service (AOS) is limited to 30,000 dollars as stated in section 331 of 
    reference (c).  The implication of this limit is that to earn a 100,000-
    dollar bonus the minimum AOS required is 40 months.
        c.  The maximum lifetime bonus amount is 360,000 dollars.
        d.  All ESRP payments must be received prior to completion of 26 years of 
    service (YOS).  The implication of this limit is that any ESRP installment 
    that would be due after 26 YOS will be paid in the final installment prior to 
    completion of 26 YOS.

    2.  ESRP Award Multiples.  Increased award levels are effective immediately 
    and decreased levels are effective 30 days after the release of this 
    NAVADMIN.  Updated ESRP multiple values for Zone 1 (at least 10, but not more 
    than 14 YOS), Zone 2 (at least 14, but not more than 18 YOS) and Zone 3 (at 
    least 18, but not more than 23
    YOS) in line with reference (d) are listed below:

    3.  Eligibility.  Only Sailors assigned as an active supervisor Navy enlisted 
    classification (NEC) listed in paragraph 2 are eligible to reenlist for ESRP.  
    In addition, Service Members must hold a current security clearance or in an 
    open status for a new investigation.
    ESRP requests and anniversary payments for personnel with inactive NECs 
    (N59X/N89X) will be held in abeyance pending final resolution.
    Overall ESRP eligibility requirements are defined in reference (d).
    In addition, to encourage career progression and provide incentive for 
    continued superior at-sea service, the following supplementary eligibility 
    requirements remain in place for each ESRP zone:
        a.  ESRP Zone 1.  In addition to the requirements of reference (d), be 
    assigned an active nuclear supervisor NEC (see paragraph 2).
        b.  ESRP Zone 2.  In addition to the requirements of reference (d), be a 
    frocked E-7 or in the paygrade of E-7, E-8 or E-9 on the date of the ESRP 
    Zone 2 reenlistment.
        c.  ESRP Zone 3.  In addition to the requirements of reference
    (d):
            (1) Be a frocked E-8 or in the paygrade of E-8 or E-9 on the date of 
    the ESRP Zone 3 reenlistment and
            (2) Have successfully previously served as, be currently serving as 
    (on orders), or have been issued and accepted orders as a submarine 
    engineering department master chief, nuclear aircraft carrier (CVN) major 
    division leading chief petty officer, CVN reactor training division officer 
    or CVN reactor department master chief.
        4.  Application Process.  To ensure the approval message is released in a 
    timely manner, ESRP reenlistment requests will be submitted 35 to 120 days in 
    advance of the desired reenlistment date.  Exceptions to this policy will be 
    approved by the ESRP program manager on an individual basis.
        a.  Officer Personnel Information System (OPINS) and Force Management 
    System is programmed to process ESRP reenlistment requests and employs the 
    same process used to request and approve SRB reenlistment requests.  Career 
    counselors and personnel support detachments are familiar with this program 
    and should use it as the primary method of ESRP request submission.  The ESRP 
    request type is 3AA for Sailors on active-duty and 3BB for broken service 
    requests.
        b.  If OPINS is not available, the command can e-mail (scanned copy of 
    request) or mail the request directly to the ESRP program manager using the 
    format found in reference (d).  If operational commitments limit the ability 
    to submit ESRP applications via this manner, commands should submit the ESRP 
    request via message to the immediate superior in charge, who can submit the 
    OPINS request.
    ESRP requests sent directly to the ESRP program manager by message or mail 
    may result in a processing delay.
        c.  E-6 and below Zone 1 Sailors not already obligated beyond 14 YOS will 
    require an approved career waypoints reenlistment (C-WAY-REEN) quota.  
    Sailors selected for advancement or frocked to chief petty officer do not 
    require an approved C-WAY-REEN quota.  C-WAY submission and quota approval 
    can be pursued in parallel with the OPINS request for ESRP.
        d.  A Sailor must be pre-approved for an ESRP reenlistment.
    ESRP approval will not currently notify the Defense Joint Military Pay System 
    (DJMS) of the intent of the Sailor to reenlist.  Until DJMS can be programmed 
    to accept ESRP reenlistment payments, manual processing is required.  
    Payments should post to the account of the Sailor within 14 days following 
    the day the ESRP program manager receives notification of reenlistment.  
    Initial payment will be authorized as soon as the contract execution is 
    reflected in the enlisted master file (EMF).  In order to ensure prompt 
    payment, new contracts must be posted to the EMF in a timely manner.
        e.  Personnel support detachments and commands should contact Officer and 
    Enlisted Nuclear Programs Branch (OPNAV N133), as opposed to Defense Finance 
    and Accounting System to resolve any payment issues.
        f.  A Sailor with an approved pre-certification who does not reenlist on 
    the date specified in the pre-certification message must resubmit a request 
    to revise the reenlistment date and ESRP award amount.
        g.  ESRP eligible Sailors and their command career counselors should 
    review reference (d), which provides further program details.

    Community Managers* link, then select the *Nuclear* tab in the gray banner.

    5.  Officer Programs.  ESRP entitlement for Sailors who reenlist after 
    applying for an officer program will be held pending selection results.  For 
    limited duty officer, the application deadline is considered the suspense 
    date as published in reference (e) and future announcement messages.  For all 
    other commissioning programs, the date on which OPNAV N133 approves the 
    conditional release to apply for that program is the date after which 
    additional ESRP entitlements will be held.

    6.  Recoupment.  Repayment policy is governed by section 373 of reference 
    (c), DoD Financial Management Regulation (FMR) Chapter 2, Volume 7A, and 
    reference (d), which collectively determines when repayment of the unearned 
    portion of a bonus is required or not required, but left to Secretarial 
    discretion or is prohibited.
    Section 373 of reference (c), U.S. Code requires repayment with certain 
    exceptions.  As a general rule, repayment of any unearned portion of a bonus 
    will be sought.  Examples of situations requiring repayment are provided in 
    reference (d).

    7.  Service Record Entry.  An Administrative Remarks, NAVPERS 1070/613, entry 
    acknowledging recoupment policy via Navy Standard Integrated Personnel System 
    is required in the record of the Service Member prior to execution of an ESRP 
    reenlistment (examples are provided in reference (d)).

  16. WASHINGTON (NNS) -- The Navy has suspended all in-person Transition Assistance Program classes due to social distancing rules now in place to prevent the spread of the coronavirus.

    But the Navy is not eliminating the training requirement and instead is authorizing all separating and retiring sailors to complete this requirement online, allowing them to separate on time.

    Here’s what you need to know:   

    “Commanders must continue to ensure transitioning Service Members are prepared to reintegrate into the civilian community, especially in the challenging times we face. Vice Adm. John B. Nowell, the Navy’ top uniformed personnel official said in NAVADMIN 082/20.

    Active-Duty Sailors retiring or separating are exempt from the stop movement, which means that separations and retirements will go on as scheduled, unless Sailors request and are approved to reenlist or extend

    The course completion requirement is also still in place for Reserve Sailors on active-duty orders for more than 179 days as well as mobilized reservists within 60 days of redeployment and demobilization.

    For those with enough time left on the books, the message recommends they simply reschedule for a later date.

    Those inside their 365-days prior to separation start time or 90-days prior to separation Capstone requirement must complete their training through the Joint Knowledge Online Website. Details on the TAP virtual curriculum to include links to the training available on the Department of Defense Transition Assistance Program Website.

    What’s not changed is the requirement for initial Self-Assessment Counseling, Pre-Separation counseling and Capstone sessions. These can still be done in-person using proper social-distancing protocol or telephonically by command career counselors or TAP managers.

  17. WASHINGTON (NNS) -- Efforts to prevent the spread of the coronavirus has led the Navy’s top personnel officer to suspend all selection boards until further notice.

    The decision was announced in NAVADMIN 072/20 on March 18 as a further precaution “to protect the health and safety of our force,” Vice Adm. John B. Nowell, the Navy’s chief of personnel, said in the message.

    The suspension affects all officer and enlisted selection boards that were set to convene at Navy Personnel Command on or after March 24. This includes promotion, advancement, milestone and any other selection boards.

    The suspension of boards was done to reduce the unnecessary risk of official travel to Millington, Tenn. where boards convene as well as limit large groups of Sailors working in close proximity to one another.

    Once boards are again greenlighted “we anticipate it will generally follow the original selection board sequence,” Nowell wrote.

    “As the COVID-19 situation evolves, NPC will refine the board schedule and will promulgate additional guidance that ensures no eligible Sailor is disadvantaged by this action.”

    All originally published requirements for enlisted advancement eligibility or officer promotion zones will apply to the rescheduled boards. This means only those eligible for the original board based on original board convening schedule will be considered.  No additional candidates will be added.

    Letters to any officer or enlisted board are still due by the originally scheduled date. These will be maintained at NPC until that member’s board meets.

    Any enlisted Sailor with a high-year tenure date falling between July 1 and Nov. 30 can request a high-tenure waiver through Dec. 31 to remain selection board eligible.  This applies to the Active Duty E-7, 8 and 9 as well as the Selected Reserve and Full-Time Support E-7 boards.  

    Once board season resumes, policy is being developed to ensure retroactive dates of rank can be set and allowances for back pay made, if necessary, after board results are eventually approved or confirmed by the Senate, ensuring no Sailor is disadvantaged by the delay.
