In an effort to reduce administrative distractions and grant commanding officers (CO) more authority, this NAVADMIN amends reference (a) and announces that COs may reinstate Sailors to E4 who were previously reduced in rank to E3. This new authority is an outcome of the Enlisted Advancement Working Group that is supporting Rating Modernization and Sailor 2025 initiatives. (CNN)It's been 72 years since the USS Indianapolis went missing after a Japanese submarine torpedoed it in the final days of World War II. Friday, a team of civilian researchers led by Microsoft co-founder Paul Allen discovered the cruiser's wreckage on the floor of the North Pacific Ocean, 18,000 feet below the surface, bringing closure to one of most tragic maritime disasters in US naval history. http://www.cnn.com/2017/08/19/us/uss-indianapolis-wreckage-found/index.html
