Command Education Services Officers (ESOs) must monitor the Navy Enlisted Advancement System Web service to view updates that show (by UIC) the number of answer sheets processed and the number of candidate record discrepancies. Commands should make every effort to clear discrepancies as soon as they are posted. Discrepancies that are not corrected can result in an advancement candidate's invalidation.

Sailors competing for advancement can earn valuable Final Multiple Score (FMS) points by falling in the top 25% of two FMS elements - performance and rating knowledge. Any Sailor that does not advance due to quota limitations can earn 1.5 points if their Performance Mark Average was in the top 25%; and/or 1.5 points can be earned if an advancement candidate's standard score falls in the top 25%. No more than 15 points over five advancement cycles can be used as a Sailor's PNA factor for the FMS.

Come September 2019, sailors will have to pass an online military knowledge test in order to take the E-4, E-5 and E-6 advancement exams. PENSACOLA, Fla. (NNS) -- Sailors that were previously ineligible for advancement exams due to a Career Waypoint (CWAY) status of Denied Final Active (DFA) have been reinstated by a policy change from the Chief of Naval Personnel April 4. Announced in Naval Administrative Message (NAVADMIN) 086/18, the policy change enables commands to order substitute Navy-Wide Advancement Exams (NWAE) for their Sailors in a CWAY-DFA status. Late exam orders for these Sailors under Exam Cycle 239 (March 2018) can only be ordered until April 20. The deadline for all other substitute exam orders is April 6. "Educational Services Officers should contact the Navy Education and Training Professional Development Center (NETPDC) for substitute exams for those Sailors whose regular exams were not ordered due to being identified as DFA in CWAY," said Tom Updike, Enlisted Exam Execution division head for the Navy Advancement Center. "Exams should be ordered via message or via e-mail in message format in accordance with the Advancement Manual." Topics and bibliography references for the substitute exams are available on the Advancement and Promotion webpage located on the My Navy Portal website. Bibliographies are also available via the Navy Credentialing Opportunities Online website and Navy COOL Application. Additional details including references for ESOs can be found in the NAVADMIN. The Cycle 239 update (NAVADMIN 086/18) may require commands to request additional late exams. Commands that have Sailors with a Career Waypoint (CWAY) status of Denied Final Active (DFA) will remain eligible for advancement based on the updated guidance. Prior to the Cycle 239 policy update, commands did not have a requirement to order exams for advancement candidates in a CWAY-DFA status. For the sake of consistency, it most likely would be helpful to add the name and SSN to the top left corner. However, the information you are providing is for documents contained in a member's record (OMPF - Official Military Personnel File) to view in EMPRS. A letter to the board is sent directly to the board. "Selection Boards use the same system, EMPRS, to view the digital images contained in the OMPF." In the below statement it refers to a third party, most likely an admin, to add the member's name and SSN if necessary (if no identifying information is provided). Again the LTB is sent directly to the board but is not submitted to the OMPF. "Ensure that both the member's name and SSN are on the document. If necessary, write the member's name and SSN in the top, left-hand corner of each document submitted. " Additionally, the title of BUPERSINST 1070.27C is Document Submission Guidelines for the Electronic Military Personnel Records System. Inside it states that the OMPF is a permanent record of required information of that member. Again, I don't think an LTB is submitted to the OMPF and would not be permanent. -
PENSACOLA, Fla. (NNS) -- The Professional Military Knowledge (PMK) section of the Navy-Wide Advancement Exam (NWAE) will transition to a stand-alone, once-per pay grade, electronically-delivered eligibility exam starting in October 2018 as announced in NAVADMIN 085/18. The Electronic PMK Eligibility Exam (PMK-EE) will expand from the current 25 questions to 100 for the stand-alone exam, but Sailors will only have to pass that exam once per pay grade. The PMK information will be removed from the NWAE starting with the September 2019 Cycle 244 (E-4/5/6). Future NWAEs will then consist of 175 rating-related questions. "This effort is a result of direct feedback we received from Sailors," said Naval Education and Training Command Force Master Chief Karim Cole. "As part of Sailor 2025 and rating modernization efforts, the PMK exam continues to emphasize the importance of Professional Military Knowledge, while also taking this initial step into the electronic exam process." Additionally, this change enables Sailors preparing for the NWAE to concentrate exclusively on job-specific knowledge. Sailors will have a single path to access the PMK-EE -- via My Navy Portal (MNP) through the Learning Management System (LMS). The online exam will consist of five topic areas: Leadership and Character, Career Information, Professional Conduct, Naval Heritage, and Seamanship. Each topic may be taken independently of the other sections, in any order, and not necessarily during the same MNP session. Sailors taking the PMK-EE must achieve a passing score of 80 percent or higher in each area to pass the entire exam. Failure to achieve an 80 percent score on a topic will require that topic to be retaken in order to pass. Once each PMK-EE topic area is completed, the LMS will provide the number of questions successfully answered for that topic, as well as the associated reference from the bibliography for incorrectly answered questions. Once all topic areas are successfully completed, the PMK-EE will be finalized in the LMS and an overall exam score will be displayed. The topics and bibliographies used to develop PMK-EE questions will be available on the Advancement and Promotion webpage located on the MNP website. Bibliographies are also available via the Navy Credentialing Opportunities On-line (COOL) website and Navy COOL mobile application. PMK-EE will serve as an additional eligibility requirement for advancement to pay grades E-4/5/6/7 and must be successfully completed by the first day of the NWAE administration month. For Advancement Cycle 244, that would be September 1, 2019. PMK-EE completion will be recorded in the LMS and the Navy Training Management Planning System (NTMPS). NTMPS can be used to determine individual Sailor eligibility for advancement. CAMP PENDLETON, Calif. (NNS) -- The U.S. Navy Marksmanship Team (USNMT) recently announced this year's match schedule for service rifle and service pistol competition. The Atlantic Fleet and All-Navy East matches will run May 5-17 at Marine Corps Base Quantico, Virginia. Pacific Fleet and All-Navy West matches will run April 6-15 at Marine Corps Base Camp Pendleton, California. "The Navy competition shooting season starts with the Atlantic Fleet and Pacific Fleet matches," said Cmdr. Jon Marvell, USNMT officer in charge. "All Navy shooters from around the fleet, including Reservists and retirees, are invited to attend these competitions. From the fleet matches, we select the best 100 shooters from each coast to compete in the All-Navy matches -- east and west." After the All-Navy matches, the top 20 shooters Navywide for pistol and the top 20 for rifle are invited to represent the Navy at interservice and national matches where they compete against the best shooters from all military services. The interservice pistol match will be held at Fort Benning, Georgia, June 17-22. Interservice Rifle will be at MCB Quantico, from June 21-29. Like last year, national rifle matches will be held in two locations: Camp Perry, Ohio, and Camp Atterbury, Indiana. National pistol matches will be held at Camp Perry, Ohio. "Our primary focus at the fleet matches has always been to introduce new shooters to disciplined marksmanship competition with service pistols and rifles. We accomplish this with our Small Arms Firing School and our full match program. Last year we added a .22 Excellence-in-Competition match to the Atlantic Fleet Match. This gave experienced shooters the opportunity to earn additional awards and it gave new shooters an opportunity to warm up with a low recoiling target pistol before the service pistol matches began. "In recent years," Marvell continued, "we have sought to incorporate more intermediate and advanced training for our more seasoned competitors. Last year we had a breakout training session with Lt. Keith Trapp, a member of the 2017 United States F-Class (Open) National Shooting Team, on wind reading. We also had a clinic on service rifle positions conducted by Cmdr. (ret.) Matt Bartel who won the 2014 National Trophy-Individual for rifle at Camp Perry. "We also have the support and presence of the Retired Navy Shooters Association (RNSA). This group supports our matches and provide an opportunity for face-to-face interaction with people who were champions before many of our new shooters were born. RNSA members are match officials and referees, some still shooting competitively, still serving the Navy shooting community long after their military service has ended. "The military is, and always will be, a profession of arms," said Marvell. "While the big Navy focus will always be on ships, aircraft and big weapons platforms, we cannot forget small arms skills at the deckplate level. The RNSA involvement in our matches helps link new shooters to the long-standing tradition of small arms in the armed forces and the nation. "All of these resources are available at no cost to the shooter or his command, but they are priceless it terms of improving marksmanship skills. "2018 will be our 57th annual Fleet Matches," Marvell concluded. "We've been doing this for a long time yet remain an unknown to so many in the Navy. Please spread the word. The U.S. Navy performed a wide array of missions during the Vietnam War. In the air, it was a key partner with the U.S. Air Force during the Rolling Thunder and Linebacker air campaigns against North Vietnam, and in other air operations in Laos and Cambodia. On the coast, it developed a highly effective blockade to prevent the resupply of enemy forces by sea, engaged in naval gunfire support missions against enemy targets in the littoral areas of Vietnam, and provided amphibious transport for Marines operating in I Corps. On the rivers, it stood up several task forces designed to protect commercial traffic, assist allied ground forces in pacifying these areas, and interdict enemy troops and supplies moving on these inland waterways. The U.S. Navy also supported the war effort with a massive sea and riverine logistics operation, built and managed shore facilities throughout South Vietnam, and provided extensive medical support for the allied military operation. A total of 1.842 million Sailors served in Southeast Asia. The Navy provided the allied effort with many unique capabilities, the most significant being the projection of U.S. combat power ashore and control of the seas to support a land war in Asia far from the United States. Overall, the Navy suffered the loss of 1,631 men killed and 4,178 wounded during the course of the war. 2. To ensure the sacrifices of the 9 million who served during this difficult chapter of our country's history are remembered for generations to come, President Donald Trump signed into law the Vietnam War Veterans Recognition Act of 2017, designating March 29 of each year as National 29 we will honor all those who answered our Nation's call to duty. You are putting out incorrect information: The NAVADMIN does not exclusively prohibit AMRDEC. AMRDEC is a secure file storing facility, not an email client. The NAVADMIN does say that the preferred method of communication is secure email or the postal system. Recipients behind a .mil or .gov network will receive notice of a file temporarily stored in AMRDEC when the sender adds those emails addresses.
