  1. WASHINGTON (NNS) -- The latest upgrade to MyNavy Portal (MNP) includes a checklist to guide Sailors and their families through their next Permanent Change of Station (PCS) move. My PCS Checklist allows Sailors to easily create their own personalized move checklist, and can be found in the Assignment, Leave, and Travel section of MNP under the Career and Life Events drop down menu. There is no question that PCS moves are challenging, whether it is a single Sailor heading across country or a family moving overseas. The process of relocating can be a source of personal, financial and family stress and it requires a great deal of logistical planning. My PCS Checklist makes the process better. Sailors can now create their own personalized checklist by using an intuitive, web-based program, to guide them through the PCS process and help eliminate unnecessary stress. “Creating the checklist is easy,” said Capt. Chris Harris, director, distribution management division, Navy Personnel Command. “Sailors answer a few questions in the online checklist, starting with their official detachment date, which automatically generates a personalized, step-by-step checklist that calculates the number of days to complete each item until their move from their current command. Sailors can print out their checklist at work or email it to a spouse, parent or anyone with whom they want to share the information.” The checklist is broken down into four categories – Shipping Household Goods, Family Move, Money and Sailor Admin. Based on the detachment date selected, the checklist outlines necessary activities, due dates and includes tips and sources of support for each category. The program includes a taskbar that indicates how far along Sailors are in completing their activities and they will receive alerts to remind them to complete the tasks to stay on their PCS timeline. “MyNavy Portal addresses one of the major issues Sailors face when managing their careers – they have to use too many websites to complete routine tasks for managing their careers,” said Dave Driegert, PMW 240 assistant program manager, Single Point of Entry for MNP. “My PCS Checklist is the newest tool for Sailors and joins other recently-available applications like MyRecord Web 1.0 and electronic Personnel Action Request (ePAR)/1306. MNP is growing all the time. In the months ahead, Sailors will be able to access an increasing number of new features and tools.” Sailors should work with their command pay and personnel administrator if they have any questions concerning PCS policies and procedures. AC E-8 selection board scheduled to adjourn. 3. Eligibility Criteria. Candidates must meet the eligibility requirements outlined in chapter 2 of reference (a) and this NAVADMIN prior to the scheduled board convening date. All requirements must be reflected in the enlisted master file prior to the board convening. Requirements achieved or posted to the record of the candidate after the scheduled board convening date will be considered late. This will make a candidate ineligible for the regularly scheduled board or entitle a candidate to an enlisted special selection board. The authoritative source to determine selection board eligibility is the profile sheet. The AC/FTS/SELRES cycle is 241. Because eligibility status can change without direct notification, candidates should verify their profile sheet on a continuous basis and commands must verify their ESVR weekly through the projected board adjourn date. The profile sheet and ESVR are updated as changes are processed by PERS-802. a. The candidate shares equal responsibility with the parent command to ensure: (1) The name of the candidate appears on the selection board eligibility list. (2) The candidate is listed in the correct competitive group. (3) The Official Military Personnel File (OMPF) field codes 30-38 and performance summary record (PSR) of the candidate are up- to-date. b. If an eligible candidate is not listed on the selection board eligibility list, mail or e-mail a completed Advancement in Rate or Change in Rating worksheet (NETPDC 1430/3) along with a letter of transmittal to NETPDC (N321) and info PERS-802. c. If candidates listed on the selection board eligibility list are ineligible or later become ineligible, submit a message to NETPDC (N321) and PERS-802 requesting the eligibility of the candidate be invalidated and provide explanation for invalidation. In line with reference (a) paragraph 722, advancement recommendation withdrawal must be completed and documented prior to transmitting the message. d. If candidates are validated in the wrong competitive category, submit a message notification to NETPDC (N321) and PERS- 802 detailing the discrepancy. e. Sailors not selected to continue from a senior enlisted continuation board are ineligible for advancement. f. Candidates who do not have a recommendation for advancement on their most recent chief evaluation will be invalidated. Evaluations that restore a recommendation for advancement must be made available to PERS-802 prior to the board convening date. g. In line with reference (a), the terminal eligibility date used to compute the TIR is 1 October 2019. TIR date for E-8 candidates must be on or before 1 September 2016. TIR date for E-9 candidates must be on or before 1 July 2016. h. High year tenure (HYT) date or approved HYT waiver for the current paygrade must be 1 July 2019 or later. HYT waivers must be approved prior to the board convening. Candidates at HYT for the next higher paygrade on 1 July 2019 are ineligible for advancement, regardless of any approved HYT waiver. i. Members who have submitted voluntary Fleet Reserve (FLTRES)/retirement requests to Navy Personnel Command (NPC) are not eligible. Voluntary FLTRES requests are those not mandated by HYT. Members with FLTRES requests due to HYT are eligible for advancement and selection board consideration provided the HYT date for the present paygrade is 1 July 2019 or later per reference (a). An approved or pending voluntary FLTRES/retirement request must be successfully disapproved, canceled or modified to an involuntary date prior to the board convening to render a candidate selection board eligible. j. Commissioning Programs. Candidates who have been selected for Seaman to Admiral (STA-21) program, medical enlisted commissioning program, medical service corps in-service procurement or judge advocate general corps in- service procurement programs remain eligible for advancement consideration. Selection to any other officer commissioning program renders candidates ineligible. Commands are required to request those candidates be invalidated by PERS-802. k. In line with reference (b), nuclear candidates who are assigned Navy enlisted classification (NEC) N59X/N89X upon transfer from a nuclear propulsion plant operator to a non-nuclear billet at sea or ashore or to duty under instruction including special college education programs are ineligible for advancement. This includes nuclear candidates transferred to a STA-21 program duty station. l. Security clearance requirements. Candidates in a rating requiring a security clearance must have a favorable investigation adjudication by the Department of Defense Central Adjudication Facility reflected properly in Joint Personnel Adjudication System (JPAS) prior to board convening. If the commanding officer (CO) of the candidate grants an interim clearance, JPAS must be updated prior to the board convening. Refer to reference (c) for additional guidance. Sailors who have a clearance must maintain that clearance eligibility. Ratings requiring a security clearance are AC, AE, AG, AO, AT, AW, AWF, AWO, AWR, AWS, AWV, AZ, CTI, CTM, CTN, CTR, CTT, EOD, ET, FC, FCA, FT, GM, HT, IC, IS, IT, LN, MA, MC, MN, MT, ND, OS, QM, SB, SO, STG and YN, as well as all nuclear and submarine ratings. m. Branch class (BRCL) and special program indicator (SPI) code. SPI for BRCL 32 Sailors must be verified via the billet based distribution system. BRCL 32 on active duty orders with a blank SPI code is invalid. Commands must correct the error via the Navy Standard Integrated Personnel System (NSIPS) or the Sailor may seek relief by petitioning the Board for Correction of Naval Records (BCNR). Sailors whose SPI code is invalid as of the board convening date will be invalidated. n. Competitive group specific eligibility requirements. Candidates must meet special requirements (citizenship, medical, etc.) for certain ratings as outlined in paragraph 203 of reference (a). Commands must verify and submit a message to NETPDC (N321) and PERS-802 requesting those selection board eligible Sailors be invalidated who no longer meet the qualifications listed in reference (a) or below by the scheduled board convening date. (1) Air Traffic Controller personnel must possess a valid Federal Aviation Administration 7220-1 ATCS Certificate and meet requirements established in reference (d). (2) Cryptologic Technician Interpretive (CTI) personnel must achieve the minimum language qualification of L2/R2 on the most recent defense language proficiency test (DLPT) in their primary language, as assigned by their CO, within 12 months of the LTB deadline for E-8/E-9 selection boards. However, this eligibility window is extended to 24 months of the LTB deadline for any CTI who achieves the maximum language qualification of L3/R3 on the most recent DLPT in his or her primary language, as assigned by his or her CO. Acceptable documentation of DLPT scores includes an evaluation with language scores or the official Navy DLPT letter from Navy Language, Regional Expertise and Culture Office (OPNAV N13F) forwarded to the board via the LTB of the candidate. Any CTI whose primary language DLPT has expired must possess a valid *Inability to Test* waiver from OPNAV N13F in order to be considered by the board. (3) Explosive Ordnance Disposal (EOD) personnel must hold the Master EOD technician NEC (M04A) to be eligible for advancement to E-8 and E-9. (4) Active duty Navy Diver (ND) personnel must hold the First Class Diver NEC (M1DV) for group 2 or the Master Diver NEC (MMDV) for group 1 to be eligible for advancement to E-8 and must hold the NEC MMDV to be eligible for advancement to E-9. (5) Special Warfare Boat Operators personnel must have the Patrol Officer (SWCC Master) qualification to be eligible for advancement to E-8 and E-9. (6) Nuclear trained personnel (a) Submarine Sailors in nuclear ratings must hold a supervisor NEC (N13S, N14S, N15S or N16S) and the nuclear qualified secondary NEC N32Z (Engineering Department Master Chief (EDMC)) to be eligible for advancement to E-8. A NAVPERS 1221/6 requesting a secondary NEC of N32Z and copy of qualification card must be submitted to OPNAV N133 at bullnuke(at)navy.mil via the Force EDMC by 12 April 2019. Candidates must also hold the secondary NEC N32Z and have served or be currently serving as an EDMC of a submarine. Acceptable documentation of EDMC service for review by the selection board includes a chief evaluation with EDMC in Block 29 or 41, a letter from the CO via the member providing dates of EDMC service or NSIPS documentation via the candidate. Candidates without EDMC service documented in their OMPF must submit documentation with their LTB providing dates of EDMC service. (d) Surface Sailors in nuclear ratings must hold a supervisor NEC (N23S, N24S, N25S or N26S) to be eligible for advancement to E-9. Candidates must also hold the secondary NEC N31Z (Reactor Department Master Chief (RDMC)) and must have served or be currently serving as a division leading chief petty officer (DLCPO) of a nuclear division at sea (reactor mechanical, reactor electrical, reactor controls, reactor propulsion or reactor laboratories), reactor training division officer (RT DIVO) at sea or leading crew chief (LCC) of a prototype to be eligible for advancement to E-9. Sailors who are billeted as RDMC in lieu of DLCPO are also eligible for advancement to E-9. Acceptable documentation of DLCPO, RT DIVO, LCC or RDMC service for review by the selection board includes a chief evaluation with DLCPO, RT DIVO, LCC or RDMC in Block 29 or 41, a letter from the CO via the member to the board providing dates of DLCPO, RT DIVO, LCC or RDMC service or NSIPS documentation via the member. Candidates without DLCPO, RT DIVO, LCC or RDMC service documented in their OMPF must submit documentation with their LTB providing dates of DLCPO, RT DIVO, LCC or RDMC service. (7) Non-nuclear submarine Sailors must be designated as either SS, SU or SQ in line with reference (e) as of the board convening date to be eligible. Candidates designated as SG or SP are not eligible for advancement. o. While reference (f) (NAVADMIN 266/14) required personnel who were selected for senior chief petty officer in FY-17 to successfully graduate from a senior enlisted academy to be eligible for board consideration, increased throughput requirements made this unachievable without significant impact to talent management. Therefore, this requirement is waived for those selected in FY-17. Reference (f) will be reissued with revised guidance for senior enlisted academy requirements in future selection boards. 4. Competitive Groups. The below listed ratings are separated into competitive groups as applicable to the component of the candidate: a. CTI (Active Duty E-8) Group 1 - Middle East and North Africa Group 2 - East and Far East Asia Group 3 - Latin and South America Group 4 - Eastern Europe b. EMN, ETN and MMN (Active Duty E-8/E-9) Group 1 - Submarine Group 2 - Surface c. MU (Active Duty E-8/E-9) Group 1 - Premier Band Group 2 - Fleet Band d. NC (Active Duty and FTS E-8/E-9) Group 1 - Career Recruiter Force Group 2 - Fleet e. ND (Active Duty E-8) Group 1 - Master Diver (MMDV) Group 2 - First Class Diver (M1DV) 5. Record review and communication with the E-8/E-9 selection board. a. Communication to the board must originate from the individual candidate and must be accompanied under the signed LTB of the candidate. (1) The LTB may address any information that the candidate considers important. Candidates should not include items in their LTB that are already included in their OMPF or PSR unless the OMPF version is unreadable or the PSR is incorrect. An LTB to only state that the OMPF and PSR of the candidate have been verified and is correct is not desired. Any evaluation gaps should be resolved by either submitting the missing evaluations via an LTB or a statement in lieu of missing report per chapter 17 of reference (g). (2) LTBs must either be digitally signed using the military identity certificate of the candidate or have a hand-written signature of the candidate. Unsigned LTBs will not be presented to the board. (3) Third party correspondence is any communication to the board that is not accompanied by the signed LTB of the candidate and will not be presented to the board. Commands are not authorized to submit a message to NPC requesting information be presented to the board. b. Information received that is not accompanied by a signed LTB or not received by the MyNavy Career Center (MNCC) by the deadline listed in paragraph 2, will not be presented to the board, regardless of any attempt to submit on time. The time and date LTBs are received in the MNCC inbox (central time zone) is the time and date used for deadline verification. c. All LTBs and each enclosure must contain the candidates full name and full social security number. Candidates must verify that the correct board number is on their signed cover letter. Board numbers are: (1) 205 for SELRES E-8/E-9 (2) 206 for FTS E-8/E-9 (3) 210 for AC E-9 (4) 235 for AC E-8 d. The preferred method to submit an LTB is by encrypted e-mail to cscselboard(at)navy.mil. This is still a valid e-mail address for MNCC. E- mailed LTBs must be encrypted to protect personally identifiable information. e. Trouble with file encryption or certificates or any other communication errors that prevent the MNCC from reading a submission do not justify a late LTB. To verify receipt of an LTB, go to https://npccontactcenter.ahf.nmci.navy.mil/OA_HTML/npc.html or call the MNCC. Although late or unsigned LTBs may be accepted by the MNCC, they will not be presented to the board and no feedback will be provided to the candidate. f. If unable to e-mail, candidates may mail a LTB to the addresses below. Mailed LTBs should be on plain white paper and paper clipped (no staples, binders, folders or tabs). A candidate who is working to fix an eligibility issue and expects to be selection board eligible prior to the board convening date may submit an LTB, which must still be received prior to the deadline. 6. Selection board results. Official results will be provided online via BUPERS Online to authorized command representatives prior to the release of the official results via NAVADMIN. Selectee profile sheets will be published by NETPDC within 30 days of both RC and AC selection board results being released via NAVADMIN. Educational services officers who are registered users may access results through the Navy Enlisted Advancement System (NEAS) website (https://prod- neas.ncdc.navy.mil). Individual candidates may view profile sheets via a .mil domain computer at https://prod- neas.ncdc.navy.mil/NEASRpts/Individual.aspx. 7. Assuming your command mailed the late exam back via the fastest traceable means, then you should be notified by your command triad with all other candidates prior to Thanksgiving. Exam answer sheets received after publication will be immediately processed and a profile sheet will be generated as received. Check with your ESO to see if your exam answer sheet was received for processing.

As of this date, in line with reference (d), the age requirement of all types of instructions (to include letter-type, manual-type, and joints in which the Navy command is the lead Service or component) is 10 years. As a reminder, lower echelon commands and activities may be more restrictive than their higher authority echelon command in regards to the age of their respective instructions. 4. Paragraph 17 of reference (a) is revised to: "Per this instruction, DNS- 15 Directives will review this instruction annually around the anniversary of its issuance date to ensure applicability, currency, and consistency with Federal, DoD, SECNAV, and Navy policy and statutory authority using OPNAV 5215/40 Review of Instruction. This instruction will be in effect for 10 years, unless revised or cancelled in the interim, and will be reissued by the 10-year anniversary date if it is still required, unless it meets one of the exceptions in OPNAVINST 5215.17A, paragraph 9. Per reference (a), the current paragraph 8, "Instruction Age Requirement, Cancellations, and Revisions," is revised as follows: a. Ten years from the date of issuance, an instruction that has not been revised (as contrasted with changed, such as a change transmittal as per subparagraph 8h) requires revision and reissuance, if it is still required, or cancellation, unless it meets one of the exceptions in paragraph 9. b. If, by the age requirement anniversary date, an instruction is considered to be valid and current and a revision is not required, at a minimum, the instruction must be reissued under the next alphabetical suffix with a new date and signature. c. At any time an instruction is determined to require a revision or cancellation, the instruction must be processed for revision or cancellation as soon as the need for revision or cancellation is known. d. If an instruction is not revised, reissued, or cancelled by its age requirement anniversary date, and it does not meet one of the exceptions in paragraph 9, it will be processed for cancellation by the command or activity DCP (directives manager). e. The cancellation process must include review and concurrence by all major stakeholder commands/activities, and must include an appropriate legal review. Refer to reference (b), chapter 1, paragraph 4, exhibits 1-1 and 1-2, and appendix C for further guidance on cancelling an instruction. f. If an instruction is cancelled and its continued use is required, it must be processed as a "new" instruction with the next available point number. g. The final "ready-for-signature" draft of the reissuance must be submitted to the command or activity directives control point (DCP) (directives manager) for directives compliance review and signature clearance no later than the age requirement anniversary date of the current issuance. h. Change transmittals do not suffice as a revision and reissuance of a Navy instruction. Hence, the date of a change transmittal is not considered the issuance date or revision date of an instruction; the date of the initial basic version of an instruction is the actual issuance date. i. All Navy notices are self-cancelling and cannot be in effect for more than 1 year. If a contingency has not been met within the contingency period (no more than 1 year), a new notice with a new date and signature must be reissued, or serious consideration should be given in issuing the notice as an instruction instead." 7. With an allowable 10-year age requirement for instructions, extensions will no longer be allowed. The title of paragraph 9 of reference (a) will change from "Exceptions to the Instruction 5-Year Age Requirement" to "Exceptions to the Instruction 10-Year Age Requirement." The subparagraphs of paragraph 9 are revised to the following: a. Joint Inter-Service and Multi-Service Instructions. If Navy is not the lead Service of a joint and multi-Service instruction, the joint instruction will follow the lead Service?s age requirement (in addition to the lead Service?s format). b. Joint Intra-Navy Instructions. The age of a joint intra-Navy instruction will follow the age requirement of the lead Navy component command. c. Other Manuals and Publications. The age requirement does not apply to "stand-alone" manuals and publications outside of the Navy directives system. Stand-alone manuals and publications are those that are not identified as a Navy "instruction" ("INST") or a "notice" ("NOTE"). d. Legal and Special Exceptions. Exceptions may be made to the cancellation process where legal requirements or other special situations dictate continuance. The justification for these legal requirements and special situations must be documented by the command?s or activity's DCP (directives manager) and undergo an appropriate legal review. e. Navy Echelon 2 and Below Commands and Activities with a More Restrictive Age Requirement of Their Local Command or Activity Instructions. Extension requests are allowed for lower Navy echelon commands and activities with a more restrictive age requirement. However, no more than two extensions should be allowed, and each extension should not be for more than 12 months. In addition, each extension request should be approved by the appropriate authority, such as the signature authority of the instruction (i.e., the position title that signed the current instruction) for the first extension and the commander or commanding officer for the second extension. f. Current OPNAV Instruction Taskers Based on the Previous 5 -Year Age Requirement. DNS taskers submitted to OPNAV sponsors prior to the date of this NAVADMIN for the revision and reissuance, consolidation, or cancellation of OPNAV instructions over the previous 5-year age requirement must be completed by the tasker due dates, to include any approved extension requests." 8.   12. In chapter four of the recently updated Advancement Manual (BUPERSINST 1430.16G), there are five examples of reasons for ordering substitute exams to include Maternity Leave (ML). Advancement candidates who take Additional Maternity Leave (AML) in blocks are required to be present at the examination site on the regularly scheduled Navy-wide Advancement Exam (NWAE) date, if NWAE-eligible and not medically incapacitated. The candidate shares equal responsibility with the chain of command to ensure that an AML leave plan is developed to accommodate taking the NWAE on the regularly scheduled administration date. AML is an authorized reason for ordering a substitute exam when execution of ML taken consecutively with AML does not permit administration on the scheduled NWAE date, and the ML/AML period does not exceed the substitute exam ordering/administration window. Refer to section 401.i of the Advancement Manual for more information.

In line with reference (a), this NAVADMIN announces revised administrative separation (ADSEP) guidance for service members with conditions that interfere with the performance of duty, but are not specifically listed as compensable under the Veterans Affairs Schedule for Rating Disabilities (VASRD), also known as Conditions Not Amounting to a Disability (CnD). 2. Effective immediately, service members with conditions that interfere with the performance of duty that are specifically listed as compensable under the VASRD may be referred to the Disability Evaluation System (DES). Service members with conditions that interfere with the performance of duty, but are not specifically listed as compensable under the VASRD, may be eligible for ADSEP for CnD as outlined in references (b) and (c). In situations where the member has both types of conditions, referral to the DES is required in line with reference (b). See reference (d) for officer separations. 3. CnD is not appropriate, nor should it be pursued when ADSEP is warranted on the basis of unsatisfactory performance or misconduct. Separation of a service member for a condition for which the member has been found fit for continued naval service by a physical evaluation board is not authorized, unless the ADSEP is approved by the Secretary of Defense. ADSEP processing will not be initiated until the service member is notified in writing that the condition does not qualify as a disability. Prior to involuntary separation, the notification procedure in reference (b), enclosure (5), section 2, will be used. Documentation must include evidence that the service member is unable to function effectively because of a CnD. 4. Medical officer recommendations for CnD ADSEP must be endorsed by a Bureau of Medicine and Surgery (BUMED) appointed Medical Evaluation Board (MEB) Convening Authority (CA) prior to delivery to the cognizant command. MEB CAs will provide a separation recommendation to the command within five business days for cases not requiring Flag Medical Department Officer review. This review will include the appropriate International Statistical Classification of Diseases and Related Health Problems (ICD-10) code. 5. A Flag Medical Department Officer review is required if the member has one or more of the following: Personality Disorder as the basis for CnD administrative separation, greater than four years of service, deployed to an imminent danger pay area in the last 24 months, or ever completed, or is flagged to complete, a Post- Deployment Health Assessment. MEB CAs will forward the separation recommendation to the Commander of Navy Medicine East or West for endorsement, as appropriate. For members of the U.S. Navy assigned to a U.S. Marine Corps command, MEB CAs will forward the separation recommendation to the Medical Officer/Director of Health Services of the Marine Corps. Cognizant Flag officers shall endorse and make recommendations on the MEB CA separation recommendation within five business days of receipt. MEB CAs will provide a separation recommendation to the cognizant command within a total of 10 business days for cases requiring a Flag Medical Department Officer review. 6. Use guidance below to determine the appropriate Separation Authority (SA): a. Commanding Officer, Navy Recruit Training Command serves as SA for recruit personnel. This CnD policy applies to all administrative separation actions for conditions not amounting to a disability, including entry level separation members who have served less than 180 days. b. For all enlisted cases where members are diagnosed with Post Traumatic Stress Disorder or Traumatic Brain Injury, the SA is the Chief of Naval Personnel (CHNAVPERS), or higher authority. For such cases, see MILPERSMAN 1910-702, (General Guidance for Separation Authorities) for guidance regarding required screening for service members. c. The first Flag officer in the chain of command is the SA for all enlisted service members who have not been diagnosed with PTSD or TBI. d. For all commissioned officers, the SA is the Secretary of the Navy delegated down to the Assistant Secretary of the Navy (Manpower and Reserve Affairs). The Show Cause Authority is the CHNAVPERS. 7. MILPERSMAN Article 1900-120 (Separation by Reason of Convenience of the Government-Medical Conditions Not Amounting to a Disability) will be promulgated to reflect requirements outlined in reference (a).   14. The Navy Advancement Center continues to receive and process Cycle 240 Active Duty answer sheets from the September administrations, as well as substitute exams from late administrations. Candidate records in the Navy Enlisted Advancement System include Final Multiple Score (FMS) factors like Performance Mark Averages, exam standard scores, and other elements used to establish a rank order of candidates in each paygrade and rating. Command Educational Services Officers should check the NEAS website to clear candidate discrepancies and ensure all answer sheets have been received. NAC's primary mission is to maintain accurate FMS listings and be ready when quotas are provided by the Chief of Naval Personnel. Advancement results should be available for publication prior to Thanksgiving.

Active Sailors (including FTS) who are affected by an assignment to Congressionally Designated Combat Zones and Approved Contingency Operations Areas (CDCZ/ACOA) are exempt from taking the January NWAE when deploying, deployed to or returning from CDCZ/ACOA areas from 1 December through 31 January. (NNS) -- Beginning Oct. 1, Sailors will access Navy Non-Resident Training Courses (NRTC) and Rate Training Manuals (RTM) exclusively through the Navy e-Learning (NeL) and My Navy Portal (MNP) websites. Used primarily to prepare for advancement exams or to expand life-cycle rating knowledge, 159 NRTC and RTM self-study packages previously available through the netc.courses.navy.mil website will be moved to NeL. NeL and MNP both require a Common Access Card to browse or download. “We’ve moved our entire course and manual library under the NeL umbrella, eliminating the need for Sailors to print and mail-in their completion data,” said Frank Topf, NRTC program manager for the Naval Education and Training Command. “Instead of validating and recording everything manually, NeL will grade, offer certificates, and record completions automatically, entering them into a Sailor’s Electronic Training Jacket.” Sailors will be able to download the materials for offline study, or for review at home or while at-sea, but must have online connectivity in order to complete electronic assessments of NRTC or RTM materials. Formal course enrollment is required for assessments. “Moving to the Navy’s NeL Learning Management System (LMS) will allow continuous improvements and also facilitate updates to NRTC and RTM content and assessments going forward,” said Hank Reeves, assistant program manager, Sea Warrior Systems/PMW-240. For NRTC and RTM access through MNP (www.mnp.navy.mil), Sailors should look under professional resources, then select Personnel Qualifications Standards. Downloadable PDFs provide assessment questions similar to the course completion assessment format in NeL and allow Sailors to accomplish all learning/study offline if necessary; however, credit for NRTC/RTM completion can only be accomplished within NeL. For access through NeL (learning.nel.navy.mil), select the course catalog tab near the top of the page, and within the Learning Category, select “What’s New.” NRTC and RTMs are segmented by chapter, and Sailors can choose to either save or launch the chapter. After each chapter is launched and completed, the subsequent assessment is available. All NRTC/RTM individual assessments within each chapter must be accomplished in this manner to record completion. The enrollment of NRTC courses in the LMS should be a user-friendly process.   20. Significant enlisted advancement policy changes were put in place September 19th by the release of BUPERSINST 1430.16G - the Navy Advancement Manual. The last update was in 2007 ( Ver. F), so this updated (Ver. G) guidance supersedes NAVADMINs such as Individual Augmentee and Final Multiple Score interim guidance. The cover letter summarizes key enlisted advancement policy changes. The cover letter from the Chief of Naval Personnel also reminds Sailors that this is a major revision of the instruction and therefore should be read in its entirety. In a series of posts, this page will highlight some of the key changes to enlisted advancement policy over the next few weeks. (NNS) -- Navy chiefs (E-7 to E-9) interested in shaping the future of their ratings are needed to serve as Subject Matter Experts (SMEs) for upcoming Fiscal Year 2019 Advancement Examination Readiness Reviews (AERRs). Released Sept. 7, Naval Administrative Message (NAVADMIN) 221/18 announced the AERR schedule for October through December 2018. Based on this schedule, AERR panel members work as Fleet SMEs for their respective ratings to develop E-4 to E-7 advancement exams for future cycles. Navy chiefs (E-7 to E-9) on active duty, Full Time Support (FTS), and reservists on Active Duty for Special Work (ADSW) are encouraged to take part in the process by reaching out to their respective Type Commander (TYCOMs) for application information. Each TYCOM has their own application procedure. "The knowledge that our fleet experts bring to the reviews is irreplaceable, it enables the exams to remain relevant and identifies Sailors, with the right skills to select for advancement," said Naval Education and Training Professional Development Center (NETPDC) Command Master Chief, Master Chief Electronics Technician, Nuclear Power (SS) Gregory Prichard. “AERRs give chiefs a tangible, direct input toward shaping their community - participants have a say in what their reliefs need to know. AERR participation is also a significant experience and resume builder that has the potential to benefit every chief throughout the Navy." AERRs vary in length between one-to-two weeks and are held throughout the year, with most ratings being reviewed on an annual basis. The reviews are held at NETPDC at Saufley Field in Pensacola, Fla. AERR Participants receive temporary duty (TDY) orders from their parent command, paid for by NETPDC. Travel is processed through parent command travel section and the Defense Travel System. TYCOM POCs are listed, and once selected, chiefs will receive an introductory e-mail from the Navy Advancement Center. It is suggested that SME selectees make early contact, asking any questions they have concerning the AERR process. NAVADMIN 221/18 also provides additional information and a listing of upcoming rating conferences scheduled for the next six months. Normally, four-to-eight nominees will be selected for each AERR conference. TYCOM selections of Fleet SME nominations for the AERRs will be made 45 days prior to each review. SMEs should contact their command’s travel personnel as soon as they are selected, to get an early start on the process. SMEs attending classified AERRs should make sure their SIPR Token, if they have one, is active and they have recent access (within the last 30 days) to important reference sites. (NNS) -- Sailors studying for the fall 2018 Navy-wide enlisted advancement examinations (Cycles 240 and 103) need to know that the exam is just one of several factors used to determine advancement to the next-higher paygrade. The Final Multiple Score (FMS) determines if a E3-E5 Sailor will be advanced, and is a calculation that takes into account several elements, including Advancement Exam Score, Performance Mark Average and additional points for awards, education, previous exam performance and Individual Augmentee assignment. “The FMS factors that have the greatest impact are their Advancement Examination results and Performance Mark Average,” said Naval Education and Training Professional Development Center (NETPDC) Command Master Chief James Berhalter. “These two components account for over 80 percent of the total E4-E6 FMS, but since one or two points can make the difference in whether you get advanced or not, Sailors need to take advantage of all the points they have earned.” To ensure that all eligible points are in the system, Sailors need to review and sign their Advancement Worksheet with their command's Educational Services Officer (ESO) prior to taking an advancement exam. The Advancement Worksheet should list and contain all the correct data necessary to accurately calculate each service member’s FMS. Senior Chief Construction Electrician Nicholas Whitbeck, a military rating exam strategist at NETPDC, stressed that Sailors need to verify all the elements of their Advancement Worksheets, making sure they are accurate and up-to-date as soon as they are eligible for advancement. “Sailors need to make sure that their personal awards are updated in Navy Standard Integrated Personnel System (NSIPS) and Navy Department Awards Web Service (NDAWS) and can do so with the help of their respective Administration Departments,” said Whitbeck. “This will ensure that their proper award points will be reflected on their worksheets for that exam cycle. They must also ensure that all of the evaluations are listed on their worksheets to ensure that the proper PMA is reflected prior to the exam taking place. This will help alleviate some of the stress of trying to update or correct their worksheets after the results are posted.” Sailors seeking to better understand the FMS system can do so using the Navy’s FMS Calculator app. The app uses data entered by service members to calculate their projected FMS. The app also contains a tutorial that explains the calculations used to obtain the Final Multiple Score and historical FMS minimum advancement scores for each of the different ratings. The FMS Calculator app can be found by searching “FMS Calculator” on Google Play or in the Apple Store. “I used FMS when I was an E5 getting ready for my advancement exam,” said Personnel Specialist 1st Class Orazai Aydogdiyev, Leading Petty Officer for Navy Recruiting Station Dothan, Alabama. “I wanted to strategically study for my exam, so by using the calculator, I was able to get the projected minimum score I needed on the exam to be competitive for promotion. The app accounts for all of your cycle, paygrade, evaluation scores, etc.; it compiles all of that for you. I encourage junior Sailors to use the FMS app to see how competitive they are and gauge their percentile standing according to their peers.
