  1. The fast-attack submarine USS Connecticut, which struck an underwater mountain in October, sustained damage to its ballast tanks and sonar sphere, according to a Navy evaluation of the vessel in drydock.

    The service is conducting a “thorough assessment of damage” to the Connecticut at Puget Sound Naval Shipyard in Bremerton, Wash., where it arrived on Feb. 8., Submarine Force U.S. Pacific spokeswoman Cmdr. Cindy Fields told Stars and Stripes in an email Friday.

  2. Navy salvage crews operating from a commercial salvage ship have recovered the F-35C Lightning II Joint Strike Fighter that suffered a ramp strike on the deck of USS Carl Vinson (CVN-70 and crashed into the South China Sea, a U.S. 7th Fleet spokesman confirmed to USNI News on Thursday.

    The F-35C, assigned to the “Argonauts” of VFA-147 Strike Fighter Squadron (VFA), was plucked from the floor of the South China Sea with Navy personnel aboard the offshore vessel DSCV Picasso, which had departed Okinawa on Feb. 23, according to the service.

  3. ABOARD THE NUCLEAR ATTACK SUBMARINE USS SOUTH DAKOTA – A banner over the sonar operators in the control room of one of the Navy’s most technologically advanced submarines declares the attack boat is the service’s “Apex Predator.”

    The sign – complete with a portrait of the alien from the 1987 sci-fi adventure film “The Predator” – refers to a package of sensors and quieting technology the service installed for testing aboard USS South Dakota (SSN-790). Commissioned in 2019 as one of the last Block III Virginia-class attack boats, five years ago the Navy chose South Dakota to be the service’s acoustic superiority test ship.

  5. HONOLULU – The Hawaiʻi Department of Health (DOH) has determined that the U.S. Navy is in non-compliance with the DOH Emergency Order to safely defuel the Navy’s Red Hill facility.

    The Emergency Order issued by DOH on December 6, 2021 specifies that the Navy must hire a qualified independent contractor, to be approved by DOH, to prepare the Red Hill workplans, conduct assessments, and recommend system repairs and improvements to safely defuel the Red Hill facility.

  6. QUANTICO, Va. - The U.S. Naval Community College selected the Virginia Community College System and Northern Virginia Community College as one of the Pilot II cybersecurity associate degree programs Feb. 22, 2022.

     This continues the relationship developed during the initial pilot program and provides active-duty enlisted Sailors, Marines and Coast Guardsmen the ability to earn cybersecurity certificates or associate degrees that will directly contribute to the naval services and set them on a path to lifelong learning and success.

    “NOVA’s program offers our men and women in uniform a technical, hands-on approach to cybersecurity,” said Randi R. Cosentino, Ed.D., president of the USNCC. “We are excited to continue to work with a two-year institution recognized by the National Security Agency as a National Center of Academic Excellence in Cyber Defense.”

    The men and women who attended NOVA as part of the first pilot program will have the opportunity to continue in the program and complete their Associate of Applied Science in Cybersecurity with an established pathway to a four-year degree with little to no loss of credit.

    “We are excited for this opportunity to continue serving students who are keeping our country safe,” said Chad Knights, Ph.D., vice president of information and engineering technologies and college computing at NOVA. “Through this groundbreaking program, we are able to provide our USNCC-NOVA students with the skills they need to protect our critical infrastructure as active duty service members and help them succeed one day in the cybersecurity industry.”

    The USNCC’s cybersecurity applied science degree, in coordination with NOVA, will provide an in-depth understanding of technical development and operational implementation of cybersecurity skills to design, administer, secure and troubleshoot computer networks, as well as the data protection skills needed to safeguard critical cybersecurity infrastructure and assets. 

    The degree pathway also includes a certificate in Naval Studies taught by the USNCC’s faculty and a professional cybersecurity certificate and degree through NOVA’s program.

    NOVA is the largest public institution of higher learning in the Commonwealth of Virginia and one of America's largest community colleges. NOVA enrolls more than 80,000 students at its six campuses in Alexandria, Annandale, Loudoun, Manassas, Springfield (Medical Education Campus) and Woodbridge, through NOVA Online, and through high school dual enrollment. NOVA offers more than 100 associate degree and certificate programs to help students reach their academic and professional goals through university transfers and access to the most in-demand careers.

  7. WASHINGTON - Navy upped the ante in the fight to fill critical billets at sea March 1 as the New Detailing Marketplace Assignment Policy (DMAP) went live, offering a wide range of incentives to Sailors in sea-intensive ratings in exchange for staying at sea in critical operational billets.

    The Navy announced DMAP Phase 1, which will replace the existing Sea Shore Flow policy, in NAVADMIN 280/21 on Dec. 9. These changes are the result of a multi-year effort consisting of focus groups and surveys with Sailors from around the fleet.

    Those in the most sea intensive ratings, will have options such as new incentive pay, advancements, and future shore duty priority in exchange for spending more time on sea duty. Those in ratings that are not in the first phase of DMAP will still see non-monetary incentives, such credits for staying at sea that can be cashed in for priority in shore tours selection later.

    "We know you want options and flexibility, so if you're eligible to promote, we'll offer you advancement. If it’s money, we’ll have the have detailing marketplace incentive pay that ranges from $300 to $800 monthly,” said Vice Adm. John B. Nowell, Jr., the chief of naval personnel

    "The whole idea here is what incentivizes you, so you feel good about staying at sea."

    Phase 1 starts with four ratings: Aviation Boatswain’s Mate (Fuels), Aviation Boatswain’s Mate Aircraft (Handling), Gas Turbine Systems Technician (Mechanical) and Culinary Specialist. The remaining 12 sea-intensive ratings will be gradually phased in to DMAP along with the rest of the enlisted ratings in future phases.

    Based on Sailor feedback, career options and incentives for those in sea-intensive ratings will expand both during and after completing their first, four-year sea tour as an Apprentice (E4 and below). At this point, incentives will be offered to serve a follow-on, three-year sea tour at the Journeyman (E5) level. This is called the DMAP 4+3 Sea Tour Option.

    Here’s a look at the incentives on the table.

    Advance-to-Position (A2P) gives E4 Sailors eligible for E5 the chance to apply for an E5 sea duty assignment in the detailing marketplace, and if selected, be permanently advanced to that paygrade once in the job. Sailors must have passed their most recent Navy Wide Advancement Exam but have not yet been selected for advancement. They must also extend or reenlist to meet the three-year tour length.

    Command Advance-to-Position (CA2P) allows Commanding Officers to retain top-performing, advancement-eligible E4 Sailors who have not yet entered the detailing marketplace by permanently advancing them to E5 to fill a vacant, or projected to become vacant, E5 billet at their current command.

    These Sailors advance to E5 upon filling the E5 position at their current command. Similar to A2P, Sailors must have enough obligate service to complete a total of seven years at their command, including any training pipelines. If necessary, they must extend or reenlist to fill the billet. This is a great option for Sailors looking for geolocation stability.

    CA2P replaces MAP for the four Phase I ratings at the E4 to E5 level but will only be available at afloat commands.

    Detailing Marketplace Incentive Pay (DMIP) is an extra monthly payment for Sailors who take the 4+3 sea duty option, which they will receive for the entire three-year Journeyman sea tour. Initial DMIP rates will be between $200 and $800 per month, depending on location and type of sea duty.

    All sailors on sea duty will now earn what’s called Continuous Sea Duty Credits (CSDC). A Sailor starts accruing credits when reporting to sea duty and the counter is reset each time a Sailor reports to shore duty. These credits come into play when negotiating shore duty orders. Those with the most credits will get priority consideration in the assignment process giving them an edge when competing for highly sought-after positions. When two equally qualified sailors are competing for a position, these sea duty credits will serve as the tiebreaker.

    “DMAP Phase I represents the first step towards a truly dynamic, Sailor-focused Detailing Marketplace that will improve Fleet readiness and enrich Sailors’ careers,” Nowell wrote.

    “Lessons learned from DMAP Phase I will inform subsequent phases and the expansion of Detailing Marketplace incentive options to Sailors in additional ratings.”

    RMKS/1. Purpose. This ALNAVRESFOR directs units identified in
    paragraph 5 assigned to Navy Reserve Centers (NRCs) in the Navy
    Reserve Region Readiness and Mobilization Command (REDCOM) Norfolk
    and Jacksonville regions to participate in the Navy Reserve mass
    activation exercise 2022-1 (MAX 22-1) starting 01MAR2022 and ending
    31MAR2022 in accordance with the mobilization exercise planning
    guidance and timeline of reference (a).
    2. Background. In 2021, Commander, Navy Reserve Force planned,
    executed, and completed three mobilization exercises (MOBEXs) to
    develop, test, and evaluate distributed activation (DA) and
    distributed deactivation (DDA) processes. In September 2021, a new
    construct for mobilization named adaptive mobilization (AM) was
    conceptually approved by the Chief of Naval Personnel (CNP) and the
    Chief of Navy Reserve (CNR). AM was designed to satisfy both
    steady-state and mass activation requirements and encompasses all
    processes of DA, distributed mobilization (DM), distributed
    de-mobilization (DDM), and DDA. The AM construct was announced via
    reference (b). As, we continue to urgently execute and leverage
    Force readiness improvements directed in references (c) and (d),
    FY22 MOBEXs will play a substantial part in the evaluation of
    our progress to drive readiness across the force and the continued
    development and improvement of AM processes. MAX 22-1 is the first
    in the series for FY22.
    3. Commander's Intent. Commander, Navy Reserve Forces Command
    (CNRFC) executes adaptive mobilization (AM) to mobilize designated
    personnel for both (1) mass activation in support of long-term
    strategic competition as well as (2) steady-state and emergent
    ad hoc augmentation. Exercises evaluate and improve mobilization
    processes & readiness for strategic competition. To that end, MAXs,
    mobilization-to-billet exercise (M2BX), and integration into Fleet
    exercises (FLTX) as well as planning for Large Scale Exercise (LSE)
    2023 were directed in reference (a).
    4. Execute. CNRFC will execute MAX 22-1 with REDCOM NORF,
    REDCOM JAX, subordinate NRCs, and selected units.
     A. Units identified in this message will complete mobilization
    requirements in coordination with their NRC. NRCs/participating unit
    members will find the required documents on the CNRFC N15
    Distributed Activation SharePoint Portal.

    associated key supporting documentation shall be completed. Do not
    simulate completion of any checklist items. NRCs shall report
    checklist items that were not able to be completed to their REDCOM
    via after action report (AAR). NRCs will aggregate data and report
    shortfalls (i.e. 12 members do not have a GTCC, 15 members require
    an official passport for their mob-to-billet ultimate duty station
    but do not possess one, 10 members require an audiogram, etc.) in
    their AAR. The AAR is intended to consolidate issues or shortfalls
    NRCs are experiencing executing AM processes and include possible
    solutions to alleviate the issue.
     B. REDCOM NORF and REDCOM JAX will use data consolidated from
    their NRCs AARs and submit ECH IV AARs to CNRFC by close of business
    15 April 2022. A scorecard template is posted on CNRFC N15
    Distributed Activation SharePoint Portal (link provided above) as a
    tool for NRCs to use to aggregate uncompleted checklist item data
    in support of AAR generation.

  9. HONOLULU (HawaiiNewsNow) - The military won’t even confirm that he is here, but Secretary of the Navy Carlos Del Toro is on Oahu for high-level meetings on the tainted water crisis.

    It’s believed to be his second trip to Hawaii since the crisis began nearly three months ago.

    Del Toro is meeting with Gov. David Ige and members of Hawaii’s congressional delegation. Video obtained by Hawaii News Now showed Del Toro walking out of a meeting at Camp Smith on Friday afternoon.

    “The Secretary of the Navy is here in Hawaii. I’m meeting with him today,” said U.S. Rep. Kai Kahele.

    RMKS/1. This message announces Commander, Navy Reserve Force (CNRF)
    policy and guidance for the calendar year 2022 Meritorious
    Advancement Program (MAP) for Selected Reserve (SELRES) Sailors and
    supersedes reference (a).
    2. Intent. We continue to refine and improve MAP to empower command
    triads to identify and recognize their most talented Sailors through
    an immediate advancement process. Our Reserve Force is a
    predominantly prior service force with unique accession pathways.
    SELRES overall rating health and advancement outlook is similar but
    not identical to AC/TAR planning factors. Because of these
    differences, rating health for SELRES necessitates a MAP process in
    the form of nominations rather than the direct advancement quotas
    executed by the active duty. Additionally, Reserve MAP has specific
    controls to ensure that our force maintains a balanced and healthy
    total advancement opportunity percentage for each rating. Allotted
    quotas to Navy Reserve units will continue to be referred to as
    "nominations" to manage leadership expectations. The Navy Reserve
    Force will continue to convene an Echelon II MAP board to ensure
    that nominations and selections are determined utilizing a board
    precept, convening order and selection standard consistent with
    promotion boards.
    3. CY22 Reserve MAP Season One:
     a. Each MAP season is aligned with the Navy-wide advancement
    exam (NWAE) cycles to reward the right Sailors. This will require
    command triads to select their best and fully qualified Sailors for
    MAP nominations, without regard to NWAE results; however, it does
    not relieve Sailors from the need to prepare and study for the
    technical rating information tested by the NWAE.
     b. Season one window: 1 March - 30 April 2022.
     c. All commands other than Commander, Navy Recruiting Command
    (CNRC) and Commander, Navy Personnel Command (CNPC) PERS 9 will use
    the MAP-R automation tool. All Navy Reserve Units must request Unit
    Approver access using NSIPS. Readiness and Mobilization Commands
    (formally known as Reserve Component Command) and ISIC Commands
    must request RCC Approver and ISIC Approver access respectively.
    MAP-R NSIPS tutorials are located at https://www.nsips.navy.mil
    under the training tab.
    4. Eligibility. MAP is open to all E-3, E-4 and E-5 Sailors who
    meet advancement eligibility requirements and are in a valid pay
    billet. Prior Service Re-enlistment Eligibility - Reserve (PRISE-R)
    Sailors are eligible only if their new rate is permanent before
    1 March 2022.
     a. Sailors may only meritoriously advance one paygrade.
    Sailors in a frocked status are not eligible for advancement to the
    next higher paygrade until effectively advanced (i.e., frocked E-5
    cannot be meritoriously promoted to E-6).
     b. MAP Time-in-Rate (TIR) requirements. The minimum TIR dates
    must be on or before:
     (1) E-6: 1 January 2021
     (2) E-5: No TIR requirement
     (3) E-4: No TIR requirement
     c. Mobilized, Definite Recall, ADOS, and Canvasser Recruiter
    (CANREC) Sailors. Sailors who are currently mobilized or serving on
    Definite Recall, ADOS, or CANREC orders may compete for a SELRES MAP
    nomination opportunity. They are not eligible for AC/TAR quotas.
    Nomination packages for Sailors on Mobilization, Definite Recall,
    and ADOS orders must be submitted in NSIPS via the automation tool
    by the Sailor's respective Navy Reserve Unit (specifically their
    Unit Mobilization Unit Identification Code (UMUIC)). Nomination
    packages for Sailors on CANREC orders must be submitted manually to
    CNRF via their respective recruiting region. Reference (b)
    contains guidance on NSIPS MAP-R user roles.
     d. Per reference (c), Sailors must complete PMK-EE for the
    desired advancement paygrade to be eligible for the Meritorious
    Advancement Program.
     e. MAP Package required attachments. MAP nominations submitted
    in the automation tool must contain evaluations from 1 February 2020
    through 1 February 2022. Packages submitted without the required
    evaluations will be determined ineligible for MAP unless a waiver
    is submitted in the NSIPS MAP Package.
    5. Nominations. The list of MAP nominations by UIC for operational
    (formally referred to as commissioned units) and readiness units
    (formally referred to as augment units) will be loaded into the
    NSIPS automation tool. Nominations will be visible to unit
    leadership once user role permissions have been granted. MAP
    nomination opportunities are allocated as follows:
     a. SELRES operational units. Nominations for operational units
    are based on each individual unit's E-3, E-4, and E-5 billets
    authorized (BA).
     b. SELRES readiness units. Nominations for readiness units are
    based on the E-3, E-4, and E-5 BA for each Readiness and
    Mobilization Command (REDCOM) within their area of responsibility.
    Each REDCOM will review submissions and forward validated
    nominations by the deadline date.
     c. CANREC. Each Navy Talent Acquisition Group (NTAG) will
    compete for nominations within their respective region (East, West
    or Central) and are allotted two E-6 nominations for each region.
    Navy Recruiting Command (NRC) HQ and PERS-9 are allotted one E-6
    nomination each.
    6. SELRES MAP Quotas: All E-3, E-4 and E-5 rates are eligible for
    MAP, however quotas will be controlled based on community health of
    each rate and rating. All nominations will be submitted per the
    timeline in paragraph 8 below.
    7. MAP Board membership. Seeking Board membership to include a Board
    President, eight Board Members and a Board Recorder.
     a. TAR or SELRES Board President solicitation. The Board
    President must be available from 28 March through 1 April 2022
    and must hold the rank of Lieutenant Commander or higher, and be
    a currently serving or post-tour CO/OIC.
     b. TAR and SELRES Senior Chief and Master Chief solicitation
    for MAP board membership. All board members must be available from
    28 March through 1 April 2022 and be able to gain NSIPS MAP access
    upon selection.
     c. TAR or SELRES Chief or Senior Chief solicitation for MAP
    Board Recorder. The Recorder must be available from 30 March -
    1 April and be able to gain NSIPS MAP access upon selection.
     d. All candidates for board president, membership, and recorder
    should submit requests directly to OCNR_N095MC_FORCM(at)navy.mil
    no later than 10 March 2022 and include the following information:
    full name, rank, current command, UIC, NRC, NRC UIC, e-mail address,
    best phone number and position requesting.
    8. Timeline. The MAP automation tool is designed to route MAP
    packages automatically on the dates below. Failure to make
    selections by the due dates is irrevocable and commands will forfeit
    their opportunity to submit MAP nomination package(s) for season
    one.
     a. 13 March 2022: Deadline for all readiness and
    operational units to submit nomination packages in NSIPS. The
    automation tool will automatically route the nomination to the
    appropriate REDCOM or ISIC on this date at 2359.
     b. 13 March 2022: Deadline for NTAGs to submit nomination
    packages to their respective NRC region. NRC Regions will
    provide submission guidance to their commands.
     c. 23 March 2022: Deadline to submit ranked nomination
    packages to CNRF for the below commands.
     (1) Operational ISIC HQ units and Operational aviation
    commands. The automation tool will automatically route selected
    and ranked packages to CNRF at 2359 on the deadline date.
     (2) Readiness and Mobilization Commands. The automation tool
    will automatically route selected and ranked readiness unit packages
    to CNRF at 2359 on the deadline date.
     (3) Navy Recruiting Command (NRC) HQ, NRC Region, and PERS-9

  11. The Navy separated 50 sailors in the past week for refusing to get vaccinated against COIVD-19, bringing the total of separated sailors to 320, according to a spokesman with the chief of naval personnel.

    The sailors were all within their first six years of services and had ranks ranging from seamen recruit to petty officer first class, said service spokesman Lt. Travis Callaghan.

  12. FORT SHAFTER, Hawaii – More than a dozen people claiming they were injured by petroleum contamination in the Navy’s water system in Hawaii filed claims with the service Tuesday seeking compensation, their attorneys said in a news release that day.

    The claims by 15 individuals, who allege a host of health issues as a result of the contamination, are a prerequisite to filing a lawsuit under the Federal Tort Claims Act in federal court, according to the release by Just Well Law of Austin, Texas, and Hosoda Law Group, of Honolulu, the firms representing them.

    RMKS/1. Purpose. This ALNAVRESFOR provides guidance to all Navy
    Reserve Activities that have Sailors who entered into the Navy
    Reserve under the Prior Service Re-enlistment Eligibility-Reserve
    (PRISE-R) program after 2015, but have not completed program
    requirements as defined in reference (a).
    2. Background. The PRISE-R program allows entry into the Navy
    Reserve under a temporary rating. This program requires
    rating-specific training at A or C schools and/or knowledge
    validation checks through the Navy Wide Advancement Exam (NWAE) in
    order for that temporary rating to become permanent. The COVID-19
    pandemic, recent travel restrictions, and associated training
    pipeline strains have challenged the ability for many Sailors to
    complete PRISE-R program requirements to make their rates permanent.
    3. Guidance and Eligibility. In order to retain motivated Sailors,
    this ALNAVRESFOR authorizes Sailors who have not successfully
    completed PRISE-R program requirements in the timeline set forth in
    reference (a) to apply via their Navy Reserve Activity Commanding
    Officer for reversion to their prior permanent rating, in lieu of
    transfer to the Individual Ready Reserve (IRR) Active Status
    Pool (ASP). This authorization applies to Navy Veterans (NAVET).
    Other Service Veterans (OSVETs) are not eligible to apply for
    rate reversion.
    4. Procedures. PRISE-R Sailors who wish to revert to their prior
    rating may forward an electronic Personnel Action Request (ePAR)
    (NAVPERS 1306/7) via MyNavy Portal requesting reversion to their
    prior service rating. Command Career Counselors shall assist in ePAR
    submission and in the facilitation of below guidance:
     a. The ePAR must be endorsed by the Navy Reserve Activity
    Commanding Officer with reference to this message, and must certify
    that the Sailor otherwise remains in satisfactory standing as a
    drilling Reservist (e.g., recommended for retention, minimum of
    Promotable promotion recommendation on periodic evaluations, no
    record of non-judicial punishment, etc.).
     b. The request must also indicate the Sailor's prior rating,
    and reasons for the inability to maintain compliance with the
    PRISE-R program (e.g., inability to complete A or C schools due to
    schoolhouse backlog).
     c. Applications will be forwarded within MyNavy Portal to
    Reserve Enlisted Community Management (BUPERS-352) via MyNavy Career
    Center (MNCC) for adjudication.

     d. Applications will be reviewed using a more flexible lens to
    support approvals in FY22. Applications will be subject to
    screening for qualifications, particularly for reversion back to
    advanced technical and advance electronics ratings
    (e.g., clearance eligibility). Approval will be contingent on
    community health and needs of the Navy.
     (1) Special Program notes:
     (a) Information Warfare communities (IWC). Sailors
    reverting to IWC source ratings who no longer have TS/SCI
    eligibility must first meet with the Navy Reserve Activity Command
    Security Manager (CSM) to complete a SSO Navy Personnel Screening
    Interview. This suitability screening will determine if a member is
    eligible to apply for TS/SCI as required. The screening must be
    completed by the Navy Reserve Activity CSM or NIFR Regional Security
    Officer/SSO, and results of that screening must be provided to the
    SELRES IWC ECM before reversion will be approved. A T5 TS/SCI
    submission via eQIP will be required if a reversion to the IWC has
    been approved.
     (b) Per reference (b), previously qualified Naval
    Aircrewmen that have accepted a rating conversion of any kind
    (i.e., PRISE-R) are not eligible for reinstatement.
    5. Sailors who received a recruitment bonus by way of a PRISE-R
    rating conversion will not be eligible for future payments.

    RMKS/1.  This NAVADMIN updates reference (a) guidance to Commanders for 
    reporting unvaccinated Navy service members. 
     
    2.  To ensure accurate accounting of personnel who have not received the 
    COVID-19 vaccination for any reason, all Commanders are directed to ensure 
    that every unvaccinated Navy service member under their command is accurately 
    reported in accordance with reference (a) as modified by this 
    NAVADMIN.  Commanders shall not report non-Navy service members under their 
    command. 
     
    3.  Reporting 
     
    3.a.  The vaccination status of many service members has changed since 
    initially reported.  In all such cases, Commanders are directed to update 
    reporting on those individuals in line with reference (a) and this NAVADMIN. 
     
    3.b.  Submit updated data via the Department of the Navy (DON) COVID Tracking 
    Site at https//portal.secnav.navy.mil/cop/crc/covid/.  Echelon 1 and 2 
    Commanders shall compile and provide the data directed in paragraph 3 of 
    reference (a) on all Navy service members who are not fully 
    vaccinated.  Submission may be delegated to subordinate echelon 3 
    commands.  An updated template excel file is available at the MyNavy Portal 
    site at https://www.mnp.navy.mil/group/navy-covid-19-reporting and shall be 
    used for reporting.  Commands will also ensure that the Medical Readiness 
    Reporting System (MRRS) is updated to be consistent with information 
    submitted to the DON COVID Tracking Site. 
     
    4.  Categories 
     
    4.a.  Unvaccinated, refuser:  Navy service members who have not received the 
    COVID-19 vaccine and do not have a pending or approved exemption request. 
     
    4.b.  Unvaccinated, vaccination series started but not complete: Navy service 
    members who have received the first of a two shot series, but have not yet 
    received the second shot.  Service members who exceed the recommended 
    timeline for the second shot by more than five days shall be updated as 
    *unvaccinated, refuser* unless they meet the requirements of another 
    reporting category, in which case they shall be updated to the appropriate 
    category. 
     
    4.c.  Unvaccinated, pending medical exemption:  Navy service members who have 
    had a military medical provider (MMP) submit a medical exemption request on 
    their behalf.  Commanders shall only report service members in this category 
    if they have communication from a MMP confirming the MMPs request for a 
    permanent exemption to a medical flag officer approving authority on behalf 
    of the service member.  Note that because temporary medical exemptions are 
    determined by a local MMP, they will not be reported in this category since 
    they are either approved or disapproved at the point of care.  If approved, 
    Commanders shall update the reporting category to *unvaccinated, approved 
    medical exemption* as soon as practical.  If disapproved, Commanders shall 
    update reporting to the appropriate category based on the member’s 
    vaccination status. 
     
    4.d.  Unvaccinated, approved medical exemption:  Navy service members who 
    have received approval of a vaccine exemption to accommodate a medical 
    condition.  This applies to both permanent and temporary approvals.  When a 
    temporary medical exemption expires, Commanders shall update reporting to the 
    appropriate category based on the members vaccination status. 
     
    4.e.  Unvaccinated, pending religious accommodation:  Navy service members 
    who have submitted a vaccine exemption request (or appeal) to accommodate a 
    religious practice.  Commanders shall only report service members in this 
    category if they have forwarded the request (or appeal) to OPNAV N131 and 
    received an acknowledgement as outlined in paragraph 5 below.  If approved, 
    Commanders shall update the reporting category to *unvaccinated, approved 
    religious exemption* as soon as practical.  If disapproved and vaccination 
    has not commenced within 5 days, Commanders shall update reporting to 
    *unvaccinated, refuser* at that point unless another category applies, in 
    which case reporting shall be updated to the appropriate category. 
     
    4.f.  Unvaccinated, approved religious exemption:  Navy service members who 
    have received approval of a vaccine exemption request (or appeal) to 
    accommodate a religious practice. 
     
    4.g.  Unvaccinated, has not had access to vaccination due to operational 
    schedule and/or remote location:  Navy service members who have not had the 
    opportunity to be vaccinated for operational reasons as endorsed by their 
    Commander.  Service members who do not initiate vaccination within five days 
    upon completion of duty which precluded vaccination shall be updated as 
    *unvaccinated, refuser* unless they meet the requirements of another 
    reporting category, in which case they shall be updated to the appropriate 
    category. 
     
    4.h.  Vaccination series complete, previously reported as unvaccinated:  Navy 
    service members who were initially reported as unvaccinated, but have since 
    received the complete COVID-19 vaccination series.  Commanders shall report 
    this status as soon as practical after the vaccine series is complete.  It is 
    important to note that this category is new since reference (a) was 
    transmitted. 
     
    5.  Additional guidance 
     
    5.a.  Commanders shall submit religious accommodation exemption 
    requests in line with reference (b) by emailing 
    ALTN_Navy_Religious_Accommodations(at)navy.mil.  Commands should receive  
    e-mail acknowledgement of receipt from OPNAV N131 within 48 hours.  If the 
    command has not received acknowledgement, including those requests which were 
    previously submitted at any time in the past, e-mail the above address to 
    ensure the religious accommodation waiver request was received by OPNAV

    5.b.  Each Commander is responsible for accurate and timely reporting of data 
    on all unvaccinated Navy service members under their command to precisely

    duty status - *active component*, *full-time support* (full-time support and

    5.c.  In cases where service members have transferred, the previous command

    4.  This message is not authority to issue appointments.  Frocking is 
    prohibited.  COMNAVPERSCOM (PERS 806) will deliver appointments to Reserve 
    Support (PERS-92) approximately 60 days prior to the commissioning 
    date.  PERS-92 will also process the conversion from enlisted to officer 
    status for LDOs and CWOs. 
     
    5.  Commanding Officers are directed to: 
        a.  Notify selectee. 
        b.  Notify PERS 92 via official correspondence not later than 10 days 
    following release of this message of selectees who do not accept 
    appointment.  Selectees who decline their commission within this 10 day 
    period will be considered by the FY 23 Reserve Enlisted Selection 
    Boards.  After the 10 day period, PERS 92 will invalidate all FY 22 Reserve 
    LDO and CWO In Service Procurement Selection Board selectees eligibility for 
    the FY 23 Reserve Enlisted Selection Boards. 
        c.  Per reference (a), ensure LDO and CWO selectees obtain a 
    commissioning physical within 90 days preceding the appointment month.    
    Notify PERS-92 upon completion. 
        d.  Administer official physical fitness assessment (PFA) within 4 months 
    of commissioning date.  Selectees must hand carry test results to Officer 
    Indoctrination School, Newport, RI.  If selectee fails to achieve 
    satisfactory medium, notify PERS-92.  Hold commissioning in abeyance until 
    successful completion of PFA. 
        f.  Hold appointment in abeyance if it is determined that a selectee is 
    no longer mentally, physically, morally or professional qualified or if they 
    fail to meet current PFA requirements. Immediately forward documentation 
    citing reason to PERS-92. 
     
    6.  If an LDO or CWO selectee's enlistment (including any extensions) expires 
    after the date of appointment, they are not reenlistment eligible unless 
    appointment is declined. 
     
    7.  Each selectee should contact PERS-92 for submission requirements with 
    regard to personal information and address changes to facilitate appointment 
    delivery.

    3.  Each applicant should take pride in knowing that the superior performance 
    documented in the evaluations reviewed by the board required the members to 
    dedicate long hours in making hard choices to ensure only the best and fully 
    qualified applicants were selected.  I am confident that each selectee will 
    justify their selection time and again in their new career as naval officers. 
    Those not selected are highly encouraged to seek out an LDO/CWO in your area 
    for advice on ways to grow professionally and improve opportunity for future 
    selection.  Bravo Zulu to all who were willing to answer the call. 
     
    4.  This message is not authority to issue appointments.  Frocking is 
    prohibited.  COMNAVPERSCOM (PERS 806) will deliver appointments to MyNavy 
    Career Center (MNCC) Millington approximately 60 days prior to the 
    commissioning date.  MNCC will forward appointments to the Transaction 
    Service Center (TSC) Great Lakes, who will distribute directly to the 
    respective CPPAs.  TSC Great Lakes will also process the conversion from 
    enlisted to officer status for LDOs and CWOs, for all commands other than 
    those who have the ability to process their own (CVN, SPECWAR, etc.).

    5.  Commanding Officers are directed to: 
        a.  Notify selectee. 
        b.  Notify PERS 803 via official correspondence not later than 10 days 
    following release of this message of selectees who do not accept 
    appointment.  Selectees who decline their commission within this 10 day 
    period will be considered by the FY 23 Enlisted Selection Boards.  After the 
    10 day period, PERS 802 will invalidate all FY 23 Active Duty Navy LDO and 
    CWO In Service Procurement Selection Board selectees eligibility for the FY 
    23 Active Duty Enlisted Selection Boards. 
        c.  Per reference (a), ensure LDO and CWO selectees obtain a 
    commissioning physical within 90 days preceding the appointment 
    month.  Notify the applicable officer detailer upon completion. 
        d.  Hold execution of all permanent change of station orders in abeyance, 
    if applicable, and immediately notify PERS 40 of member's selection. 
        e.  Administer official physical fitness assessment (PFA) within 4 months 
    of commissioning date.  Selectees must hand carry test results to Officer 
    Indoctrination School, Newport, RI.  If selectee fails to achieve 
    satisfactory medium, notify your applicable officer detailer.  Hold 
    commissioning in abeyance until successful completion of PFA. 
        f.  Hold appointment in abeyance if it is determined that a selectee is 
    no longer mentally, physically, morally or professional qualified or if they 
    fail to meet current PFA requirements. Immediately forward documentation 
    citing reason to PERS 803. 
     
    6.  If an LDO or CWO selectee's enlistment (including any extensions) expires 
    after the date of appointment, they are not reenlistment eligible unless 
    appointment is declined. 
     
    7.  Each selectee should contact their officer detailer for submission 
    requirements with regard to personal information and history cards, and 
    inform PERS 806 of address changes to facilitate appointment delivery.
