  1. THE PENTAGON – The mid-life repair and refueling of carrier USS George Washington (CVN-73) will extend into 2023 and last well over five and half years, according to Navy budget documents.

The service now estimates the refueling and refurbishment will finish in March of 2023, almost 19 months later than the expected August 2021 initial delivery, the service said in its recently released Fiscal Year 2023 budget material.

  2. THE PENTAGON — Amphibious assault ship USS Tripoli (LHA-7) departed Naval Station San Diego, Calif., on an independent deployment to the Western Pacific on Monday, USNI News has learned.

The 45,000-ton big-deck amphibious ship left San Diego to gather F-35B Lightning II Joint Strike Fighters that will include further testing of the Marine’s “lightning carrier” concept, a defense official confirmed to USNI News. The lightning carrier can load up to 20 of the short take-off, vertically landing F-35s as an adjunct capability to a carrier strike group, USNI News understands.

A U.S. 3rd Fleet spokesman confirmed to USNI News the big-deck left San Diego on Monday, but did not provide additional details on the deployment.

command climate and enhanced warfighting effectiveness.  Your
dedication and commitment to excellence is exemplary.

  4. As her one-year anniversary with the Navy approached last May, Hannah Crisostomo swallowed 196 pain relievers. Her organs shut down. Her brain swelled during multiple seizures and she stopped breathing.

She was on life support for eight days, during which time doctors had warned her family that she may never regain normal brain functions. When Crisostomo woke up, she immediately wondered why she was still alive. Her thoughts grew more despairing during the next few weeks in the hospital and then in the Navy’s psychiatric ward.

  5. YOKOSUKA NAVAL BASE, Japan – The U.S. Navy tried out a new drone system recently aboard one of its older destroyers, a project that, if successful, could provide low impact, unmanned air support for the warship.

The Aerosonde Small Unmanned Aircraft System, property of defense contractor Textron, Inc., successfully completed its first flight on April 4 from the deck of the guided-missile destroyer USS Higgins, according to a company news release that day.

SUBJ/2022 BOB FELLER ACT OF VALOR AWARDS //

    MSGID/GENADMIN/CNO WASHINGTON DC/DNS/MAY//

RMKS/1.  This NAVADMIN solicits nominations for the ninth annual Bob Feller
Act of Valor Award for a Chief Petty Officer (CPO) and for the Junior Sailor
Peer-to-Peer Mentorship Chapter Award for both afloat and ashore commands.

    2.  Background.  The Bob Feller Act of Valor Foundation established a
prestigious award in 2013, named in honor of Major League Baseball (MLB)
pitcher, National Baseball Hall of Fame (NBHOF) inductee, and Navy veteran
Bob Feller.  Mr. Feller enlisted in the Navy shortly after the attack on
Pearl Harbor while he was with the Cleveland Indians.  He served onboard
USS Alabama (BB 60) as a Gun Captain, and during his time onboard the ship
fought in both World War II theaters, earning eight battle stars.  Mr. Feller
was released from active-duty having earned the rank of Chief Petty
    Officer (CPO).

    3.  Award.  This unique award is intended to recognize a representative from
three critical areas of Mr. Feller's life:  his MLB career, his service in
the Navy as a CPO, and his enshrinement in the NBHOF.  Accordingly, the award
will be presented to one active MLB player, one CPO, and one member of the
NBHOF.  The Bob Feller Act of Valor Foundation will also recognize a group of
Sailors, 18-25 years-old, who have most effectively worked together as a team
(in either a personal or professional capacity) to promote peer-to-peer
mentorship and a reduction in Sailor destructive decision making and behavior
in both afloat and ashore categories.  The awards will be presented at the
Navy Memorial in Washington, D.C. on 16 November 2022, COVID-19 restrictions
    permitting.

    4.  Eligibility and selection criteria.  Nominees for the CPO award must be a
CPO (E7), active or reserve, and must be outstanding military professionals
and leaders in their communities.  The following selection criteria for Navy
nominees have been prescribed by the Bob Feller Act of Valor Foundation and
are based upon the principles by which Mr. Feller lived his life.  Nominees
    must:
        a.  Be outstanding leaders in the performance of all professional
responsibilities and serve as an example to peers and subordinates as
inspirational leaders.  Only those with three years of consistent outstanding
documented performance (include three years of evaluations in the nomination
package) as a CPO should be considered.  Nominees must display good character
    and humility in their achievements.
        b.  Demonstrate community leadership through volunteer service, holding
leadership positions within the organizations they serve.  Display a genuine
desire to be better today than they were yesterday, and better tomorrow than
they are today.  Provide an outstanding example of character and dedication
to service for all to emulate.
        c.  Put the needs of others before the needs or wants of themselves.
This may be documented through evaluations and awards.  Both should show
they led in the Navy or in their community to benefit the professional and
personal development of others.  Accomplishments or achievements must be
above and beyond the scope of their primary responsibilities.
        d.  Show unyielding support of the United States of America and fellow
service men and women by having participated in patriotic events that
celebrate all who serve our great nation.  These events should be documented
individually in the nomination to show the depth of participation in various
events over the past three years.
        e.  Above all else, prove to be beyond reproach in the manner in which
they conduct themselves, treat others, and live by the Navy core values of
    Honor, Courage, and Commitment.

    5.  Nominations for the Junior Sailor Peer-to-Peer Mentorship Chapter Awards
(afloat and ashore) can be any group of Sailors 18-25 years-old, who have
worked effectively as a team to enhance their command's mission and
community's success in a manner consistent with the high ideals and personal
example of Bob Feller.  Nominated teams of Sailors must consist of junior
Sailors who have worked together to promote peer-to-peer mentorship and a
reduction in Sailor destructive decision making and behavior.  Nominations
must reflect accomplishments achieved during the 2022 Fiscal Year.
    Nomination packages must reflect:
        a.  How the leadership of nominated junior Sailors has provided an
example that others desire to emulate and develops a desire for other Sailors
to participate in peer-to-peer mentoring.  Provide the total number of 18-25
year-old Sailors onboard, the total number of Sailors involved in the peer-
to-peer mentoring program, along with the names, rates, and ranks of the
Sailors being recognized.  Provide the name of the group or team of Sailors
(e.g., unit Junior Petty Officer Association, unit chapter of Coalition of
Sailors Against Destructive Decisions, unit chapter of Sailors Against Sexual
Harassment and/or Assault, or other similar groups) through which the
nominated Sailors worked and describe the group's composition, function, and
    mission.
        b.  Community leadership through volunteer service and a genuine desire
to be better today than they were yesterday, and better tomorrow than they
are today. Outstanding examples of character and dedication to service for
all to emulate may be documented in submitted letters of appreciation and
documented proof of community service hours in the nomination package.
        c.  That the group put the needs of others before the needs or wants of
themselves.  This may be substantiated through awards or evaluations that
show actions were performed that are above and beyond their primary scope of
responsibilities in the Navy or in their community to benefit the
professional and personal development of others.  Provide examples of special
programs that were promoted with a description of the event and the level of
participation and impact hat enabled the greater success of others.
        d.  Unyielding support of the United States of America and fellow service
men and women by having participated in patriotic events that celebrate all
who serve our great nation.  These events should be documented individually
in the nomination to show the depth of participation in various events.
        e.  That the group is, above all else, beyond reproach in the manner in
which they conduct themselves, treat others, and live the Navy core values of
    Honor, Courage, and Commitment.

    6.  Travel and lodging.  Travel to and from as well as lodging at the award
site will be the responsibility of the award winner's command.  For group
recognition awards, consideration should be given to remote participation
and/or acceptance by a representative on behalf of the award winning group in
    order to minimize travel costs.

    7.  Nominations.  Fleet, Force Master Chiefs and Echelon 2 Command Master
Chiefs may each nominate one CPO and up to two (one ashore and one afloat)
Junior Sailor peer-to-peer mentoring groups from their area of
responsibility.  Nominations must be submitted on official letterhead and
specify confidence in the nominee's professionalism as a representative of
the Navy, and validity of the nominee's embodiment of the award criteria
specified in paragraphs 4 and 5.

    8.  Nomination packages.  Nomination packages must contain four elements:
        a.  Commanding Officer (CO) endorsement.  Each nominee's CO must endorse
the nomination and express a commitment to facilitate the nominee's
attendance at the award ceremony, if selected.
        b.  Narrative description.  Substantiate the nominee's or group's
embodiment of the award criteria specified above.  This may include
quantitative and qualitative data.  Anecdotal evidence, such as newspaper
articles, letters of commendation and appreciation, and other recognition may
    be included.
        c.  Nominee biography and photo or photo of the group's participants.
Group pictures should include as many participating members as possible.  If
chosen asthe award recipient, the nominee's biography along with a high-
resolution photo will be used in printed and online material to publicize and
document the award ceremony. The biography should include hometown
information as well as professional highlights and qualifications.  The
biography and photo should be similar to those commonly associated with Navy
leader biographies and official portrait photos.
        d.  Evaluations.  CPO nomination packages should include the nominee's
evaluations from the past three years.

    9.  Submission procedures.  Nominations must be received by 1 July 2022.

  8. San Diego, CA (Tribune News Service) -- Unit commanders in the Navy and Marine Corps will no longer have investigative authority over sexual harassment allegations, according to a department-wide message sent Friday by Navy Secretary Carlos Del Toro.

Effective immediately, the message says, commanding officers must escalate complaints to the next higher-level commander, who will then appoint an investigating officer. That investigator should be from outside the command and “shall not be familiar with the subject or the complainant,” the message says.

  10. Navy separations due to COVID-19 vaccine refusal dropped over the past week, the result of the injunction preventing the sea service from separating those who applied for religious waivers.

The Navy reports approved separations each week in the service’s COVID-19 update. Due to a class-action lawsuit against the Navy and Department of Defense officials, the service cannot separate anyone who submitted a religious exemption request, which halted some of the approved separations, Lt. Travis Callaghan said in an email.

RMKS/1.  In line with reference (a), this NAVADMIN announces the process and
procedures that govern the Hometown Area Recruiting Program (HARP), Officer
Hometown Area Recruiting Program (OHARP), and Senior Minority Assistance to
Recruiting Program (SEMINAR).  In an era of Great Power Competition, these
programs play a key role in the recruiting of the Sailors of tomorrow in this
tightening labor market and provide a great opportunity to highlight the
experiences a candidate can gain from the Navy.

    2.  Blue Jacket HARP has been suspended due to the lack of funding, however,
the remaining programs are still available to eligible officer and enlisted
personnel to assist in building Navy awareness.

    3.  HARP and OHARP return outstanding Navy personnel to their hometowns to
temporarily assist local recruiters in locating and enlisting or
commissioning qualified individuals.  SEMINAR provides assistance to the Navy
in its efforts to recruit more African American, Hispanic and Asian Pacific
Islander applicants and to enhance the Navy image in these communities.

    4.  HARP is a non-funded program in which enlisted personnel return to their
hometowns for 12 days (beginning on Monday and ending on Friday the following
week) to assist local recruiters by relating their Navy experiences to their
peers.  Participants should be prepared to visit high schools, prior places
of employment and community locations where peers gather to discuss Navy
opportunities while wearing the uniform of the day.  Service Members who
participate in the program may do so either on permissive, no-cost temporary
additional duty (TEMADD) orders or while on leave in conjunction with
permanent change of station (PCS) orders.

    5.  Blackout dates are the week of Thanksgiving, last 2 weeks of December and
the first week of January.  During these dates, no HARP requests will be
    approved.

    6.  Service Members requesting to participate in HARP duty in conjunction
with PCS orders shall submit HARP requests to Navy Recruiting Command
(NAVCRUITCOM) (N1) 6-9 months prior to the desired date (before PCS orders
are finalized).  NAVCRUITCOM (N1) shall submit all approved HARP requests to
the Service Members detailer, who will place the appropriate accounting
category code within the no-cost TEMADD orders.  Service Members will not be
entitled to reimbursement for any travel, transportation, per diem or
miscellaneous expenses connected with HARP duty.  Participants must obtain
Administrative Remarks (NAVPERS 1070/613) from the station leading petty
officer or leading chief petty officer, signed by the commanding officer of
the Navy Talent Acquisition Group (NAVTALACQGRU) where the Service Member was
assigned, documenting the Service Members participation in HARP.  Upon
reporting to the next duty station, such documentation will constitute the
    authority for this duty.

    7.  OHARP returns Navy officers to their hometown areas for 14 to 90 days to
assist officer recruiters in locating individuals for Navy officer
programs.  Participants should be prepared to accompany the NAVTALACQGRU
officer recruiters on visits to colleges and universities, centers of
influence and community events.  They will wear the uniform of the day and
will be expected to discuss Navy opportunities and career paths.  Command
career counselors will serve as the command point of contact for program
    participation.

    8.  SEMINAR was established to provide assistance to the Navy in its effort
to recruit more minority applicants and to enhance Navy image in
underrepresented communities.  SEMINAR temporarily returns highly qualified
officers and senior enlisted personnel, E6 through O6, to their home
communities for 20 days to meet with local community leaders, high school and
college students to discuss the vast educational, career and advancement
    opportunities the Navy offers.

    9.  Additional Information
        a.  Detailed requirements for each program are listed on the Navy
Recruiting Command (NRC) webpage https://www.cnrc.navy.mil/ and should be
reviewed thoroughly by commands prior to HARP, OHARP or SEMINAR
submission.  The webpage provides topic-specific information such as:
           (1) An overview of the programs.
           (2) Where to find the forms for program participation and submission.
        b.  For information regarding HARP/OHARP and SEMINAR:

RMKS/1. Purpose. This ALNAVRESFOR directs members, identified in
paragraph 5, assigned to Navy Reserve Centers (NRCs) at all Navy
Reserve Region Readiness and Mobilization Commands (REDCOMs) to
participate in the Navy Reserve Mobilization-to-Billet Exercise
(M2BX) starting 25APR2022 and ending 30MAY2022 in accordance with
the mobilization exercise planning guidance and timeline of
    reference (a).
    2. Background. In 2021, Commander, Navy Reserve Force planned,
executed, and completed three mobilization exercises (MOBEXs) to
develop, test, and evaluate distributed activation (DA) and
distributed deactivation (DDA) processes. In September 2021, a new
construct for mobilization named Adaptive Mobilization (AM) was
conceptually approved by the Chief of Naval Personnel (CNP) and the
Chief of Navy Reserve (CNR). AM was designed to satisfy both
steady-state and mass activation requirements and encompasses all
processes of DA, distributed mobilization (DM), distributed
de-mobilization (DDM), and DDA. The AM construct was announced via
reference (b). The forces must continue to execute and leverage
readiness improvement initiatives directed in references (c) and
(d). FY22 MOBEXs are designed to evaluate the progress to drive
readiness across the force as well as develop and improve AM
processes. M2BX is the second exercise in the series for FY22.
    3. Commander's Intent. Commander, Navy Reserve Forces Command
(CNRFC) executes AM to mobilize designated personnel for both (1)
mass activation in support of long-term strategic competition as
well as (2) steady-state and emergent ad hoc augmentation. Exercises
evaluate and improve mobilization processes and readiness for
strategic competition. To that end, Mass Activation Exercises (MAX),
    Mobilization-to-Billet Exercise (M2BX), integration into a Fleet
Exercise (FLTX) and planning for Navy Reserve participation in Large
Scale Exercise (LSE) 2023 were directed in reference (a).
    4. Execute. CNRFC will execute M2BX with all members identified
in paragraph 5, and their associated REDCOMs and NRCs (TRUIC).
     A. Unit members identified in this message will complete
mobilization requirements in coordination with their NRC. In-person
activation at the NRC is at the direction of the REDCOM and NRC.
REDCOMs and NRCs may elect to perform virtual activation if
    appropriate.
     B. Simulations and clarifications
     (1) NRCs are directed to execute all normal mobilization
processes and procedures while conducting M2BX. No items should be
    simulated unless otherwise directed herein.
     (2) Individual mobilization status (IMS) codes (R##, RC1, RC2,
etc) will not be entered in NSIPS. IMS code changes associated with
    M2BX will be simulated.
     (3) Orders for M2BX will not be available in the Navy and Marine
Corps Mobilization Processing System (NMCMPS). Members will simulate
obtaining orders from NMCMPS by downloading an orders/instruction
template in the required documents section of the CNRFC N15
    Distributed Activation SharePoint Portal. https://private.
    navyreserve.navy.mil/cnrfc/N-Codes/N1/covid/Pages/default.aspx (CAC
    required).
     (4) If a member meets the requirements for mobilization
cancellation per Reference (e), the NRC will submit a cancellation
request with all required information to CNRFC N35 via their REDCOM
using the CNRFC N35 Mobilization Cancellation Request Portal.
    https://private.navyreserve.navy.mil/cnrfc/N-Codes/N3/
    mobilizationportal/mobcanx/Pages/Home.aspx (CAC required). The
cancellation request will include language to identify that this
cancellation is for the M2BX (i.e. M2BX - EXERCISE EXERCISE EXERCISE
    - M2BX).
     (5) The following NAVPERS 1300/22 checklist clarifications are
    provided:
     a. Section 2, Part 1.l: Simulate selecting "IA Option" in
    PRIMS.
     b. Section 2, Part 1.o: PRD extensions will not be granted for
M2BX. NRC communications with NAVRESFORCOM (N12) will include
language to identify that the request is part of an exercise. (i.e.
    M2BX - EXERCISE EXERCISE EXERCISE - M2BX).
     c. Section 2, Part 1.q: Per COMNAVRESFORNOTE 3060, deployment
readiness training (DRT) is required of all SELRES every 3 years.
Participants not in compliance will coordinate with their NRA to
attend the next available training to ensure that the highest levels
    of mobilization readiness are maintained.
     d. Section 2, Part 1.r: Simulate CCC or transition officer
(TO) uploading DD eForm 2648 to DMDC. All other portions of this
    step will be completed.
     C. NRCs and participating unit members will find the required
documents (including exercise orders) on the CNRFC N15 Distributed
Activation SharePoint Portal (link provided in paragraph 4.B.(3)
above). After selecting the appropriate "mob workflow," members will
find required documents under the appropriate tab. Pay packet
documents are expected to be 100% complete and accurate prior to
submission. NAVPERS 1300/22 Expeditionary Screening Checklist
(Section 1 & 2) and the NAVMED 1300/4 Expeditionary Medical and
Dental Screening as well as any associated key supporting
documentation shall be completed. Do not simulate completion of
any checklist items unless delineated in paragraph 4.B. above.
     D. Reporting
     (1) NRCs are directed to provide the following items in daily
summary reports to their ISIC by 0900 Monday - Friday:
     a. Number of M2BX members simulated RC1: NRC verbal contact
    with identified member
     b. Number of M2BX members simulated RC2: Member medical
    screening complete
     c. Number of M2BX members simulated RC3: Member departed NRC
     d. Number of M2BX members processing at Home
     e. Number of M2BX members processing at NRA
     f. Number of M2BX members processing at REDCOM
     g. Number of M2BS members processing at ECRC
     (2) REDCOMs will consolidate reports from their NRCs and submit
a consolidated report to the CNRF Crisis Action Team (CAT) Chief,
CDR Joshua Strubeck, joshua.r.strubeck2.mil(at)us.navy.mil by 1300
    Monday - Friday.
     E. NRCs will report NAVPERS 1300/22 and NAVMED 1300/4 checklist
items that were not able to be completed to their REDCOM via after
action report (AAR). NRCs will aggregate data and report shortfalls
(i.e. 12 members do not have a GTCC, 15 members require an official
passport for their mob-to-billet ultimate duty station but do not
possess one, 10 members require an audiogram, etc.) in their AAR.
The AAR is intended to consolidate issues or shortfalls NRCs are
experiencing executing AM processes and include possible solutions
    to alleviate the issue.
     F. REDCOMs will use data consolidated from their NRCs AARs and
submit ECH IV AARs to CNRFC by close of business 15 Jun 2022. A
scorecard template and AAR template is posted on CNRFC N15
Distributed Activation SharePoint Portal (link provided in paragraph
4.B.(3) above) as a tool for NRCs to use to aggregate uncompleted
checklist item data in support of AAR generation. NRC AARs should
incorporate constructive feedback about exercise execution from
    participating SELRES.
    5. Admin/Logistics. The following members organized by

  13. The commander of Arleigh-Burke guided-missile destroyer in a legal battle with the Navy over refusing the COVID-19 vaccine on religious grounds has been temporarily assigned to shore duty, his lawyers say.

The service wants to remove the officer from command of the East Coast warship over his stance on the vaccine but was blocked by a Florida federal judge. Navy officials have testified that the ship is “out of commission” and undeployable with the commander in charge.

  14. The Department of the Navy’s first long-range shipbuilding plan in three years proposes multiple fleet procurement schemes for the Navy and forecasts the service decommissioning two Independence-class Littoral Combat Ships in the coming years, according to the document.

The Fiscal Year 2023 30-year shipbuilding plan, obtained by USNI News, shows the Navy decommissioning two Independence-class LCS – USS Jackson (LCS-6) and USS Montgomery (LCS-8) – in FY 2024. Jackson entered the fleet in 2015, while Montgomery was commissioned in 2016. Both ships were built by Austal USA.

  15. (Tribune News Service) — In South Florida, surprise visitors can crawl on their bellies.

    And wear out their welcome.

Naval Air Station Key West had to remove a stubborn crocodile from its airfield on Boca Chica Key recently. The croc was photographed basking in the spring sunshine with a Super Hornet fighter jet in the background.

“This airfield resident was soaking up some sun on one of our runways recently and didn’t want to budge,” NAS wrote in a Facebook post Monday.

  18. Navy personnel officials announced timelines, eligibility details and guidance for the Fiscal Year 2023 active-duty and Reserve Chief Petty Officer Selection Boards. These details and much more were released in NAVADMIN 072/22 on March 18.

Putting on the anchors of a Chief Petty Officer and joining the Mess is a pivotal moment in any Sailor’s life. Navy personnel officials recommended reading the message in its entirety to ensure each board evaluates all eligible Sailors.

The Reserve Component (RC) Board, which considers those in the Selected Reserve (SELRES), mobilized Individual Ready Reserve and Canvasser Recruiter Sailors (Cycle 110) convenes June 6 and adjourns June 24. The Active Duty (AC) Board which also considers those from the Training and Administration of the Reserves (TAR) (Cycle 254) convenes July 5 and adjourns July 29. Key dates before that are: Feb. 28: Individual augmentation evaluations used for time-in-rate (TIR) waivers must have an ending date by this date and must be available to the board.

May 6: RC candidates changing ratings must be in their new ratings before this date to be considered in that rating by the board. May 23: Letter to the board (LTB) deadline for the RC E-7 selection board.

The Active Component (AC) (Cycle 254) board convenes July 5 and adjourns July 29. Key dates before convening are: Feb. 28: Individual augmentation evaluations used for TIR waivers must have an ending date by this date and must be available to the board. June 5: AC board candidates changing ratings must be in their new ratings before this date to be considered in that rating by the board. June 20: AC E-7 selection LTB deadline.

For both boards, the TIR date must be on or before Jan. 1, 2020, and the terminal eligibility date used to compute TIR is Jan. 1, 2023. If an early promotion waiver is granted, the evaluation used in giving the waiver must be available to the board. Highyear tenure (HYT) waivers must be approved before the board convening date. More details on HYT are in the NAVADMIN.

Many ratings require security clearances to be in effect to be selected to chief. Currently, those ratings are AC, AE, AG, AO, AT, AWF, AWO, AWR, AWS, AWV, AZ, CTI, CTM, CTN, CTR, CTT, EOD, ET, FC, FCA, GM, HT, IC, IS, IT, LN, MA, MC, MN, ND, OS, QM, SB, SO, STG and YN, as well as all nuclear and submarine ratings.

Letters to the Board must come from the individual candidates. Each letter and enclosure must contain the candidate’s full name and 10-digit DoD identification number.

The preferred method for submitting LTB is electronic. This service is available through the ESSBD option at BUPERS Online or the MyNavy Portal at https://www.mnp.navy.mil/group/advancement-and-promotion.

Those unable to submit their letters electronically can still mail them in; however, they must be received by the board’s due date. Procedures for mailing board packages are in the NAVADMIN.
