    RMKS/1.  This NAVADMIN cancels references (a) and (b) pursuant to 
    the consolidated travel guidance in reference (c).  This NAVADMIN 
    additionally provides additional guidance on mission-critical travel 
    for unvaccinated individuals and updates Coronavirus Disease 2019 
    (COVID-19) guidance for meetings. 
     
    2.  Summary.  Travel and personnel movement must consider COVID-19 
    related Force Health Protection (FHP) measures to protect the health 
    and safety of the force, maintain mission readiness and comply with 
    federal, Department of Defense (DoD), Department of the Navy (DON) 
    and Host Nation (HN) guidelines.  Guidelines have adjusted over time 
    due to the dynamic COVID-19 environment.  FHP measures are now 
    consolidated in Under Secretary of Defense for Personnel and 
    Readiness (USD(PR)) guidance (reference (c)) which will be regularly 
    updated as guidelines change.  This guidance should be frequently 
    referenced for the latest FHP guidance on travel and personnel 
    movement.  Reference (c) is available at the following website and 
    all commands and organizations should monitor the website to ensure 
    they review the most current version:

    3.  Applicability.  This guidance applies to all Navy Service Members and 
    their dependents. 
     
    4.  Travel and Personnel Movement Updated Guidance and Requirements. 
    The DoD conditions-based approach to COVID-19 personnel movement and 
    travel (reference (d)) has been rescinded with the issuance of the 
    consolidated guidance in reference (c).  The conditions-based 
    approach formed the foundation of reference (a), which is cancelled 
    by this NAVADMIN.  It remains paramount that personnel at all levels 
    continue to ensure appropriate FHP measures are implemented and the 
    risk assessment in reference (c) be completed prior to travel. 
           a.  Reference (c) contains detailed guidance on travel for 
    service members and their dependents, as well as DoD civilians and 
    contractors, and bases the guidance on location of travel and 
    whether the travel is official or unofficial.  It also provides 
    testing and restriction of movement requirements.  That guidance 
    should be followed unless more restrictive Navy specific guidance is 
    provided.  The guidance in reference (b), which is cancelled by this 
    NAVADMIN, is replaced with the testing guidance in reference (c). 
    During all official travel, travelers will follow all applicable 
    federal, state, local and commercial air carrier requirements and 
    applicable HN requirements. 
           b.  Specific guidance for personnel movement for Navy 
    operational units is contained in reference (e). 
     
    5.  Official travel for fully vaccinated individuals.  In line with 
    reference (c), fully vaccinated individuals are not restricted from 
    official travel, both domestic and international. 
     
    6.  Official travel for individuals not fully vaccinated. 
    Individuals who are not fully vaccinated, or who decline to provide 
    information about their vaccination status, are limited to only 
    mission-critical official travel, both domestic and international. 
    In any case, travel of unvaccinated individuals should be minimized. 
    Requests for official travel by unvaccinated personnel outside of 
    the following categories will be routed to the Under Secretary of 
    the Navy (UNSECNAV) for decision via the Chief of Naval Personnel 
    (CNP), the Chief of Naval Operations (CNO) and the Assistant 
    Secretary of the Navy for Manpower and Reserve Affairs (ASN MRA). 
    In line with reference (f), official travel by unvaccinated 
    personnel, or those who decline to provide information about their 
    vaccination status, is only authorized for the following mission 
    critical purposes: 
           a.  Permanent Change of Station (PCS) travel for dependents 
    accompanying Service Members or civilian employees who are fully 
    vaccinated or have a permanently approved exemption.  Overseas 
    screening and medical approval is still required per current 
    policies. 
           b.  PCS travel for unvaccinated Service Members reassigned 
    from operational units to non-deployable units.  Unvaccinated 
    dependents of these Service Members are also authorized to travel. 
           c.  Travel of dependents associated with an approved early 
    return of dependents authorization from an overseas post or station. 
           d.  Government funded emergency leave travel and emergency 
    visitation travel. 
           e.  New recruits traveling to Recruit Training Command. 
           f.  Travel by patients, as well as their authorized escorts 
    and attendants, for purposes of medical treatment.  Travel by 
    medical providers for the purposes of medical treatment for DoD 
    personnel and their families. 
           g.  Travel by Service Members and civilian personnel approved 
    for retirement or separation.  For Service Members, travel is 
    authorized for purposes of taking transition leave. 
           h.  Travel by Service Members under the authority of a Chief 
    of Mission and authorized by that Chief of Mission. 
           i.  Travel by Service Members and civilian personnel not under 
    the authority of a Chief of Mission and ordered by the appropriate 
    DoD official to evacuate an area threatened by unusual or emergency 
    circumstances. 
           j.  Travel associated with new civilian hiring and management 
    directed actions to include transfers, reassignments, management 
    directed reassignments and new civilian accessions including formal 
    entry-level civilian accession programs such as government-funded 
    internships and fellowships. 
           k.  Travel by civilian employees complying with overseas tour 
    rotation agreement requirements. 
           l.  Travel in support of mission critical maintenance 
    operations for DON assets as well as the critical assets of other 
    services, agencies, and international partnerships that support the 
    mission of the DON.  Mission critical maintenance operations are in 
    direct support of DON ships, submarines, aircraft, information 
    technology equipment and infrastructure as well as other critical 
    equipment not otherwise listed. 
           m.  Travel by Service Members from an overseas post or station 
    that are not eligible for involuntary extension or will surpass the 
    180-day limit for involuntary extension. 
     
    7.  Updated COVID-19 Guidance Related to Meetings. 
         a.  In line with reference (c), approval must be obtained in 
    advance for any planned, in-person meetings, events and conferences 
    sponsored by the DON with more than 50 participants (referred to 
    collectively herein as *meetings*, in a county or equivalent 
    jurisdiction where the Centers for Disease Control and Prevention 
    (CDC) COVID-19 Community Level is high.  Approval authority is the 
    UNSECNAV and no lower.  All organizations within the Navy will 
    submit requests through the respective chain of command to the 
    UNSECNAV for approval via ASN (MRA).  To the maximum extent 
    practicable, requests should be submitted no later than 30 days from 
    the planned start of the event to allow for proper coordination and 
    routing. 
        b.  For any in-person meetings in a county or equivalent 
    jurisdiction where the CDC COVID-19 Community Level is high or 
    medium, the meeting organizer will require all attendees, including 
    Service Members and DoD civilian employees, to show a completed DD 
    Form 3150, *Contractor Personnel and Visitor Certification of 
    Vaccination.*  In extenuating circumstances, the UNSECNAV may 
    approve exceptions for attendees who are not vaccinated.  These 
    exceptions will be requested through the respective chain of command 
    to the UNSECNAV for approval via ASN (MRA).  Organizers of approved 
    meetings will require attendees to confirm proof of vaccination and, 
    where exceptions are granted, organizers will ensure that 
    unvaccinated attendees meet the testing provisions of reference (c). 
    All attendees will remain in compliance with the masking guidance 
    within reference (g). 
        c.  For purposes of this guidance, meetings do not include 
    military training, exercise events and operations.  In addition, 
    private social events at Morale, Welfare and Recreation facilities 
    or events held as part of DoD Educational Activity schools functions 
    on naval installations do not constitute meetings. 
     
    8.  It is incumbent on personnel at all levels of the Navy to take 
    personal ownership of continuing to effectively implement FHP 
    measures and ensure they are seeking out and following the latest 
    guidance.

    RMKS/1.  This NAVADMIN cancels references (a) through (c) and 
    mandates the use of the MyPCS Travel Voucher and the Government 
    Travel Charge Card (GTCC) for Permanent Change of Station (PCS) 
    travel in accordance with the timelines listed in paragraph 2.  The 
    MyPCS Travel Voucher is a fully automated, electronic travel claim 
    voucher capability introduced to the Fleet in 2019.  Its use has 
    streamlined the travel claim process, increasing accuracy and 
    reducing processing timelines.  The GTCC has also been authorized 
    for PCS travel since 2019.  These efforts are a proven capability 
    providing Sailors and their families a reliable mean of financial 
    support during and after a PCS move.  These represent another MyNavy 
    HR milestone toward delivering better quality of service to Sailors 
    and their families through a modernized pay and personnel process. 
    Reference (d) provides information and guidance to reinforce 
    procedures for using the GTCC during a PCS travel. 
     
    2.  Timeline.  On 01 Jan 2022, Phase I of the mandatory use of the 
    MyPCS Travel Voucher and GTCC for PCS travel was implemented for all 
    Active Duty (AD) and Training and Administration of the Reserve 
    (TAR) in paygrades E-9 and O-6 and above.  Mandatory use of the 
    MyPCS Travel Voucher and GTCC for PCS will expand to other paygrades 
    as reflected below. 
       a.  MyPCS Travel Voucher: 01 Jul 2022, all AD and TAR Service 
    Members in all paygrades are required to use the MyPCS Travel 
    Voucher for submission of PCS travel claims, except for members 
    reporting to commands listed in paragraph 10c.  Mandated use of the 
    MyPCS Travel Voucher was previously expanded to include Selected 
    Reservists executing Active Duty for Operational Support and Officer 
    Recall PCS orders. 
       b.  GTCC Phase II: 01 Jul 2022, all Service Members in paygrades 
    E-7 and above and O-4 and above will be required to use the GTCC for 
    PCS travel expenses. 
       c.  GTCC Phase III: 01 Jan 2023, all Service Members in all 
    paygrades will be required to use the GTCC for PCS travel expenses. 
     
    3.  Policy 
       a.  Use of the GTCC for PCS travel applies to personnel traveling 
    on both Continental United States (CONUS) and outside CONUS (OCONUS) 
    PCS orders who are: 
          (1) Active Duty 
          (2) Training and Administration of the Reserve (TAR) 
          (3) Selected Reservists (SELRES) executing Active Duty for 
    Operational Support (ADOS) and Officer Recall PCS orders 
       b.  Use of the GTCC for PCS travel does not apply to: 
          (1) Personnel on accession, separation, or retirement orders 
          (2) DoD Civilian personnel and contractors 
          (3) Individual mobilization augmentees 
          (4) Individual Ready Reserve Navy personnel 
          (5) Individuals not eligible to obtain a GTCC or are otherwise 
    explicitly exempted by reference (e) 
       c.  New accessions eligible to receive a GTCC will apply for and 
    receive their GTCC upon check-in at their first Permanent Duty 
    Station (PDS). 
     
    4.  Actions and Responsibilities. 
       a.  Commanders and supervisors.  Ensure Agency Program 
    Coordinators (APC), Command Pay and Personnel Administrators 
    (CPPA), and GTCC cardholders adhere to all applicable instructions. 
    Commanders and supervisors at all levels are responsible for 
    ensuring compliance with Section 040103 of reference (e). 
       b.  APCs.  APCs shall be reflected on command check-in and check- 
    out sheets. 
          (1) Losing command.  APCs will consult with all Service 
    Members during the check-out process and advise them of the rules, 
    regulations, and requirement to use the GTCC for PCS travel for all 
    authorized expenses (paragraph 5).  In accordance with reference 
    (e), APCs shall verify the cardholders GTCC is active, in a Mission 
    Critical (MC)/PCS status, and has a zero balance prior to the 
    Service Member detaching from the command.  Credit, retail, and cash 
    withdrawal limits above the default limits in reference (e) must be 
    adjusted to accommodate requirements for the duration of PCS travel. 
    If the APCs approval maximum is insufficient for the duration and 
    requirements of PCS travel, the affected APC shall consult the next 
    higher APC hierarchy level for further consideration.  APCs shall 
    provide MC/PCS status expiration date and advise the Service Member 
    to call MyNavy Career Center (MNCC) to renew MC/PCS status every 90 
    days as necessary. 
          (2)  Gaining command.  Upon arrival at the gaining command, 
    APCs will ensure the cardholders account is transferred into the 
    gaining command hierarchy and account status adjustments are made to 
    update the members phone number, email address, physical mailing 
    address or other pertinent information which changed due to the 
    move.  Under no circumstances should an APC either close a 
    cardholders GTCC account or remove the cardholder from MC/PCS 
    status, as it will have negative effects on the timeline towards 
    delinquency. 
       c.  CPPAs.  The CPPA shall be reflected on command check-in and 
    check-out sheets.  Gaining command CPPAs shall ensure members submit 
    their MyPCS Travel Vouchers within five working days of arrival. 
       d.  Cardholders.  Service Members using the GTCC for official 
    government travel are encouraged to register on Citimanager 
    (https://home.cards.citidirect.com/CommercialCard/login).  Failure to use the 
    GTCC for authorized PCS expenses may subject the cardholder to appropriate 
    administrative or disciplinary action. 
         (1) Before travel: During check out with the APC/CPPA, the 
    Service Member shall provide a copy of their PCS orders, estimated 
    PCS expenses and a contact number where the Service Member can be 
    reached during travel. 
         (2) During travel: Service Members shall keep receipts for all 
    reimbursable expenses.  Cardholders who have reached their credit 
    limit or experience a declined GTCC when attempting to make an 
    authorized purchase should call MNCC for assistance to raise their 
    credit limit or to determine if a Merchant Category Code (MCC) block 
    may restrict that vendor.  Service Members will be reimbursed for 
    PCS expenses up to their maximum entitlement per reference (f). 
    Overspending of entitlements may result in personal indebtedness and 
    the cardholder will be subject to repaying the remaining balance on 
    the GTCC. 
          (3) Extended PCS travel (>120 days): Cardholder accounts are 
    placed in a MC/PCS status while a Service Member is traveling to 
    their new PDS.  MC/PCS status protects the Service Member from any 
    payments being due on the GTCC until 60 days after coming out of 
    MC/PCS status.  Citibank program limitations only allow accounts to 
    be in a MC/PCS status for 120 days at a time.  To prevent the 
    Citibank bill from coming due prior to the Service Member reporting 
    to their PDS, Service Members must contact their detaching command 
    APC or MNCC Pro Cell at (833-330-MNCC) Option 2 to have their MC/PCS 
    status extended.  Failure to extend the account in MC/PCS status may 
    result in the Service Member being placed in a past due or 
    delinquent status and ultimately lead to loss of GTCC privileges and 
    potential damage to personal credit rating. 
         (4) Upon check-in to PDS: Cardholders shall review their GTCC 
    account for accuracy and ensure all supporting receipts are 
    submitted using the MyPCS Travel Voucher to ensure sufficient funds 
    are allocated to pay the full balance on the card when the travel 
    claim is liquidated.  Service Members shall check-in with the APC 
    and CPPA to submit their travel voucher using MyPCS Travel Voucher 
    within five working days and before executing any permissive TDY. 
    Split disbursement is mandatory when using GTCC for PCS. 
          (5) To verify full payment has been completed upon MyPCS 
    Travel Voucher liquidation, Service Members shall review their 
    Advice of Payment in MyPay. 
          (6) MNCC will verify GTCC balance when liquidating travel 
    claims to result in a zero balance on the GTCC.  This may result in 
    per diem funds being applied to produce a zero balance. 
          (7) Service Members should verify their GTCC balance on Citi 
    Manager has been paid in full after their travel has been 
    liquidated. 
          (8) Individual cardholders are responsible for timely payment 
    of their GTCC balance.  Any outstanding balance on the GTCC must be 
    paid within 60 days of coming out of MC/PCS status.  Account 
    delinquency may adversely impact the Service Members assignability, 
    financial health, security clearance, or credit history.  Accounts 
    become past due 31 days after checking in to the command.  On Day 
    61, the GTCC is suspended.  On Day 75, the cardholder is charged a 
     
    29.00 per month late fee.  On Day 126, the member is submitted for 
    enrollment in Salary Offset and on Day 211, Citibank may charge off 
    the debt which could affect the cardholders credit. 
     
    5.  Authorized and unauthorized uses of the GTCC for PCS travel. 
       a.  Service Members should note PCS travel expenses are not 
    necessarily directly reimbursed.  Reimbursement is based on PCS 
    allowance rules in accordance with Chapter 5 of reference (f). 
       b.  The GTCC is authorized for the following travel expenses: 
          (1) Temporary Lodging Expense (TLE) at the old or new CONUS 
    PDS.  See Chapter 5 of reference (f) for information on TLE. 
          (2) Fuel and electric vehicle charging for a Privately Owned 
    Vehicle (POV) when POV is the authorized mode of transportation. 
          (3) Rental car and fuel, when a rental car is the authorized 
    mode of transportation. 
          (4) Lodging.  Service Members will be reimbursed per reference 
    (f) Chapter 2. 
          (5) Meals.  Service Members will be reimbursed per reference 
    (f) Chapter 2. 
          (6) Dislocation Allowance (DLA) Expenses.  These are expenses 
    related to DLA normally used to establish a household (e.g., carpet 
    cleaning, utility deposits).  If the Service Member uses the GTCC 
    for DLA expenses and does not exceed their authorized entitlement, 
    the member will receive the full amount of the difference when their 
    travel claim is liquidated.  If the Service Member was issued 
    advanced DLA, the member shall not use the GTCC for DLA expenses. 
          (7) Automated Teller Machine (ATM) or bank teller withdrawals 
    up to the monthly cash withdrawal limit in reference (e).  A 2.4 
    percent non-reimbursable fee applies to any amount withdrawn.  ATM 
    charges are not reimbursable expenses. 
       c.  The GTCC is not authorized for the following travel expenses: 
          (1) DLA expenses when issued advanced DLA. 
          (2) Dependent use without the Service Member. 
          (3) Commercial airfare for PCS travel.  Commercial airfare 
    will continue to be booked by the Navy Passenger Transportation 
    Office (NAVPTO).  No commercial airfare charges will be made to a 
    Service Members GTCC account including when the Service Members 
    orders contain intermediate stops to PDS. 
          (4) Personal travel arrangements incurred during leave in 
    conjunction with orders.  See reference (e) for further details. 
          (5) Personally Procured Moves (PPM) operating expenses (e.g., 
    rental truck/trailers, moving supplies, furniture pads, rope, oil, 
    weight ticket fees). 
          (6) Accession, separation, or retirement travel. 
          (7) Payment of debt owed to creditors. 
          (8) Personal expenses unrelated to travel expenses (e.g., 
    automobile repairs, medical expenses, childcare, entertainment, or 
    uniform items). 
          (9) Short-term storage-in-transit (SIT) or long-term non- 
    temporary storage (NTS) of PPMs or other household goods. 
          (10) Temporary Lodging Allowance (TLA).  In accordance with 
    reference (g), TLA may be authorized by the TLA Authority when a 
    Service Member or dependent is reporting to an OCONUS location and 
    needs to occupy temporary lodging at personal expense.  TLA cannot 
    be paid for with the GTCC since it is a pay entitlement, not a 
    travel entitlement.  Additionally, TLA expenses cannot be split 
    disbursed to Citibank. 
     
    6.  GTCC Misuse.  Commanders, supervisors, CPPAs, and APCs will 
    ensure Service Members using their GTCC are advised of authorized 
    and prohibited uses of the GTCC for PCS travel.  Examples of misuse 
    include but are not limited to: 
       a.  Expenses unrelated to PCS travel. 
       b.  ATM cash withdrawals made more than three working days prior 
    to official government travel or excessive ATM cash withdrawals for 
    amounts exceeding authorized meals and incidental expense amounts. 
       c.  Intentional failure to pay undisputed charges in a timely 
    manner. 
       d.  Personal use for entertainment or gambling.  Military 
    personnel who violate the specific prohibitions contained in 
    reference (e) can be subject to administrative or disciplinary 
    action under the Uniform Code of Military Justice (UCMJ) based on 
    the nature of the misconduct involved. 
     
    7.  Travel Advance Guidance. 
       a.  If desired and qualified per reference (f), a Service Member 
    under PCS orders may request advanced DLA.  If issued, the GTCC 
    shall not be used for DLA expenses. 
       b.  Service Members may request an Advance Operating Allowance 
    for Household Goods (HHG) PPMs and Advance Basic Pay and still use 
    their GTCC for all authorized travel expenses. 
       c.  All other travel advances (per diem, mileage, Temporary 
    Additional Duty (TAD) travel) are not authorized with concurrent use 
    of the GTCC.  Qualified exceptions will be restricted to non- 
    concurrent travel of dependents and Service Members not eligible to 
    receive a GTCC per reference (e). 
       d.  Use of the GTCC and receipt of travel advances for the same 
    entitlement could result in indebtedness to the Government through 
    over expenditure of entitlements, and Service Members may be subject 
    to administrative and disciplinary action. 
     
    8.  TLE guidance.  APCs shall ensure Service Members planning on 
    using TLE at their PDS remain in a MC/PCS status while using the 
    GTCC for TLE expenses.  The Service Member shall check-in with their 
    CPPA immediately upon arrival and submit their MyPCS Travel Voucher 
    within five working days regardless of whether TLE has been used. 
    Service Members who use their GTCC for TLE expenses to their PDS 
    should file a supplemental Travel Voucher upon completion of their 
    temporary lodging stay via MyPCS Travel Voucher and ensure split 
    disbursement is annotated.  Reference (f) Section 0506 details TLE 
    eligibility, reimbursement, and limits. 
     
    9.  Dual-military PCS guidance.  Dual-military Service Members 
    conducting concurrent PCS moves have separate Lines of Accounting 
    and funding allocated.  Therefore, Service Members shall each use 
    their GTCC for respective PCS expenses (meals, fuel, etc.) in 
    accordance with this NAVADMIN and file separate MyPCS Travel 
    Vouchers for individual travel. 
     
    10.  MyPCS Travel Voucher. 
       a.  Use of the MyPCS Travel Voucher greatly reduces errors and 
    expedites reimbursement.  It provides Service Members the ability to 
    submit an electronic travel voucher with photo upload functionality 
    for receipts using a personal or government computer, mobile device 
    or tablet.  Additional capabilities of MyPCS Travel Voucher include 
    the travel entitlements calculator, lean orders, and a custom- 
    tailored PCS checklist for use before departure.  It also gives 
    Service Members and CPPAs greater visibility of the status of 
    submitted PCS Travel Vouchers.  MyPCS Travel Voucher may be accessed 
    via MyNavy Portal (MNP) at https://my.navy.mil/.
       b.  Effective 01 Jul 2022, use of the MyPCS Travel Voucher is 
    mandatory for submission of PCS travel claims.  The enterprise 
    Customer Relationship Management (eCRM) system is a backup solution 
    if unable to use MyPCS Travel Voucher; however, the use of eCRM will 
    delay timely travel claim liquidation. 
       c.  Use of the MyPCS Travel Voucher is not required for GTCC 
    users reporting to Aircraft Carriers (CVN), Submarine Tenders (AS) 
    and Flag Ships (LCC).  MyPCS Travel Voucher will be expanded to 
    these commands this fall. 
       d.  CAC-free access using a mobile device requires the Service 
    Member to establish a CAC-free user name and password via MNP. 
    Using a CAC-enabled machine, go to MNP, click "Login" in the top 
    right corner, select "Login Help & FAQs" from the drop-down, then 
    select "How do I set up CAC-free Access?"  Follow directions 
    provided on the page.  Video tutorials are available

    established, the password is valid for 60 days.

    RMKS/1.  This NAVADMIN provides additional details and guidance regarding 
    Detailing Marketplace Assignment Policy (DMAP) to ensure more Sailors and 
    commands can benefit.
        a.  In addition to afloat commands benefitting from experienced and 
    motivated Sailors staying at sea, DMAP plank owners selected in the recent 
    inaugural MyNavy Assignment (MNA) cycle will:
            (1) Receive an increase in pay through advancement from E4 to E5, if 
    not already E5.
            (2) Collect a monthly monetary incentive, Detailing Marketplace 
    Incentive Pay (DMIP), in addition to collecting sea pay and sea pay premium.
            (3) Remain in the same homeport on the ship or squadron where they 
    trained as an Apprentice Sailor if selected for Command Advance to Position 
    (CA2P).
            (4) Earn an advantage in MNA for a follow-on shore tour assignment 
    after completing their journeyman (E5) sea tour.
        b.  Sailors within the DMAP Phase I ratings (ABF, ABH, CS and
    GSM) should anticipate maximum flexibility in determining who meets the 
    requirements of reference (a) and minimum friction in accepting a DMAP plus-
    three sea tour.  The MyNavy HR team will interpret every requirement within 
    all DMAP policy guidance to ensure the greatest possible participation.

    2.  Projected Rotation Date (PRD) Adjustments.  Effective immediately, 
    Enlisted Distribution Division (PERS-40) will adjust PRDs to a 48-month tour 
    for all E5 and E5 eligible Sailors within the DMAP Phase I ratings who are 
    serving in their initial Continental United States (CONUS) sea tour.  This 
    replaces paragraph

    4.f of reference (a) and alleviates the administrative burden on activities 
    by no longer requiring submission of Electronic Personnel Action Request 
    (NAVPERS 1306/7) for DMAP Sailors.

    3.  PRD Assignments for New Accession Sailors.  Effective immediately, all 
    CONUS sea duty accession orders for Sailors in the DMAP Phase I ratings will 
    be written for an initial 48-month sea tour.  Sailors who do not qualify for 
    a journeyman (E5) sea tour after serving 3 years on their first sea tour will 
    have their PRDs adjusted to align with their soft end of active obligated 
    service.
    This replaces paragraph 4.b in reference (a) and aligns with the DMAP four-
    plus-three construct.

    4.  CA2P.  To nominate a Sailor for CA2P, activities must submit a member 
    realignment request (MRR) in MNA prior to or within the first
    3 weeks of the next MNA cycle (i.e., prior to the end of the upcoming MNA 
    scrub phase).  PERS-40 will validate that the activity has a current or 
    projected E5 funded billet vacancy and then Sailors will be ranked based on 
    their most recent E5 examination final multiple score.  If DMAP quotas are 
    available (see paragraph 6), Sailors will:
        a.  Be approved for CA2P.
        b.  Be realigned to a valid E5 billet.
        c.  Have their PRD extended for a 3 year journeyman (E5) tour or a 7 year 
    total initial sea tour (whichever is later).
        d.  Be frocked to E5 upon completion of agreement to obligate additional 
    service as described above.
        e.  Be advanced to E5 upon completion of required training and placement 
    into a valid E5 billet.
            (1) Commands can frock Sailors to E5 as soon as CA2P approval is 
    received and the Sailor has obligated service through their extended PRD, 
    either through reenlistment or extension of enlistment.
            (2) Sailors will advance to E5 and begin receiving E5 pay upon 
    filling the E5 billet and will receive DMIP for the last three years on sea 
    duty.  Transaction support centers will effect advancement to E5 upon 
    receiving the required key supporting documents.
            (3) Instructions on how to submit an MRR, as well as a general list 
    of eligibility requirements, can be found on the Detailing Marketplace 
    webpage of the MyNavy HR website at:

            (4) The full MNA schedule is available on the detailing marketplace 
    webpage listed above.  The first 3 weeks of the upcoming MNA cycles (i.e.,

                5 - 22 December 2022
            (5) MNA does not allow activities to submit an MRR for Sailors who 
    are within their order negotiation window (i.e., within
    12 months of their PRD).  When operational requirements or PRD adjustments 
    described in paragraph 2 above prevent MRR submissions prior to the order 
    negotiation window, activities can submit CA2P nominations via email to 
    DMAP.fct(at)navy.mil.  If the request is approved, actions will be executed 
    in alignment with paragraph 4.

    5.  Sailors on Second Sea Tour.  E5 eligible Sailors (i.e., E4 Sailors who 
    have passed the most recent E5 Navy wide advancement
    exam) and E5 Sailors in a DMAP Phase I rating who are on their second sea 
    tour are eligible for DMAP incentives in return for a 3 year extension to the 
    prescribed sea tour length listed in references (b) and (c).  This provides 
    additional advancement opportunities to E5 eligible Sailors prior to hitting 
    E4 high year tenure.  It also provides additional geographic stability 
    options for Sailors desiring to remain in their current homeport.  This is an 
    expansion of eligibility described in paragraphs 1 and 4 of reference (a).

    6.  DMAP Quotas.  The number of DMAP quotas available (i.e., the number of 
    Sailors that can be on a plus-three sea tour) for each Phase I rating depends 
    on the number of sea and shore duty billets the rating needs to fill.  DMAP 
    intends to fill sea duty billets that would remain unmanned under sea shore 
    flow (SSF).  MyNavy HR intends to phase in the number of Sailors on a plus-
    three journeyman
    (E5) sea tour across several years to ensure a smooth transition from SSF to 
    DMAP, provide opportunity fairness and avoid a large movement of Sailors from 
    sea to shore at the end of their plus-three journeyman (E5) sea tour.

    7.  Additional Considerations.  DMAP represents a major paradigm shift in how 
    the Navy mans the Fleet.  As such, MyNavy HR intends to collect data and 
    feedback to help inform future adjustments to DMAP.
    Sailor and command flexibility and feedback remain key enablers to ensuring 
    success.  To that end, the following considerations are
    provided:
        a.  Tour Extensions.  The transition from SSF to DMAP may require PERS-40 
    to extend Sailors in their current shore duty assignment to ensure proper 
    manning of critical shore activities and to maximize the alignment between 
    Sailor and billet rating and paygrade.
        b.  C-School Quota Management.  DMAP Sailors approved for CA2P or A2P who 
    require training prior to filling a journeyman (E5) sea duty billet will be 
    given priority placement in the appropriate C- school to the maximum extent 
    practicable.
        c.  Pulse Surveys.  MyNavy HR intends to send pulse surveys to DMAP Phase 
    I Sailors who negotiated for orders after each MNA cycle.
    This gives Sailors the opportunity to provide direct feedback that will be 
    used in future policy development.
        d.  Command Triad Feedback.  Command triads are encouraged to provide 
    feedback, lessons learned and suggested improvements through their immediate 
    superior in command and type commanders.

    qualified and motivated E-6 through E-9 Active-Duty (AD) and Training and 
    Administration of the Reserves (TAR) personnel for the Fiscal Year 2024 (FY) 
    2024 Limited Duty Officer (LDO) and Chief Warrant Officer (CWO) programs, and 
    E-5 and above for the FY-24 AD Warrant Officer (WO1) program.  Where

    3.  Eligibility.  All applicants for the LDO, CWO and WO1 programs must have 
    a security clearance prior to commissioning, must be able to complete 
    operational duty screening and must be worldwide assignable.  Updated policy 
    guidance to reference (a): 
        a.  All time-in-service (TIS) and time-in-grade (TIG) requirements for 
    the FY-24 Active-Duty LDO and CWO In-Service Procurement Board (ISPB) will be 
    computed to 1 October 2023. 
        b.  TIS and TIG requirements are: 
            (1) LDO: 8-14 years TIS and 1 year TIG for E-6 and above. TIS waivers 
    will be considered up to 180 days beyond 14 years for LDO applicants.  No 
    further exceptions will be entertained. 
            (2) Applicants for LDO off-ramp designators (629X and 651X) may apply 
    with up to 15 years of service and must understand designator specific off-
    ramp requirements and procedures defined in references (b) through (d).  TIS 
    waivers will not be considered or exceptions granted for off-ramp 
    designators. 
            (3) Nuclear Power LDO (620X) applicants may apply with up to 16 years 
    of service.  TIS waivers will not be considered or exceptions granted. 
            (4) CWO3: 14 to 22 years TIS and one day TIG as an E-9 as of 
    2 January 2023.  TIS waivers will be considered up to 180 days beyond 22

                (a) Commands are directed to proceed with the application process 
    for these applicants as outlined in this NAVADMIN. 
                (b) First Class Petty Officers awaiting CPO selection results

    endorsement: *Member is awaiting CPO results.* PERS-803 will set aside these 
    applications until CPO results are announced. 
                (c) First Class Petty Officer evaluations due 15 November 2022 
    will be submitted as an addendum per guidelines of this NAVADMIN.  If 
    selected for CPO and the pinning date is after receiving a 15 November 2022 
    periodic First Class evaluation, the close-out eval is not required to be 
    submitted as an addendum. Submit the close-out evaluation as an addendum if a 
    periodic First Class evaluation was not received.  Once all of the CPO 
    results are announced, PERS-803 will integrate or remove those 
    records/applications accordingly. 
            (7) WO1 (784X only): 6 to 14 years TIS for E-5 and above. TIS waivers 
    will not be considered or exceptions granted.  Cyber Warrant Officer WO1 
    (784X) applicants refer to eligibility requirements listed in reference (e). 
        c.  To support career progression models and maximize the 
    return on investment for the Navy, TIS waivers must be submitted to 
    ldocwoocm.fct(at)navy.mil before 15 July 2022 for adjudication. Approved 
    waivers must be submitted with the application. 
        d.  Intelligence CWO (783X) applicants will be considered for selection 
    into one of three Core Competency Areas (CCA): CI/HUMINT, GEOINT/Targeting or 
    OPINTEL.  In order to apply, applicants must request a primary CCA and those 
    holding qualifying Navy Enlisted Classification (NEC) in more than one field 
    may request a secondary CCA (i.e., 783X CI/HUMINT / 783X OPINTEL). 
        e.  First Class Petty Officers serving in congressionally designated 
    combat zones and approved contingency operations areas that meet the 
    conditions of reference (f) are also eligible for LDO if all other 
    eligibility requirements are met. 
        f.  Due to ongoing rating mergers or realignments, eligible Sailors are 
    encouraged to apply for the designator for which they have extensive 
    documented technical expertise and leadership experience in their enlisted 
    service records, regardless of current rating.  However, special attention 
    should be given to the guidance in chapter 7, subparagraph 9c of reference 
    (a) and discrete requirements. 
        g.  Applicants for designators outlined in reference (a) that 
    have color perception requirements shall have test results 
    documented as a telephone consult in Armed Forces Health

    4.  Appraisal Boards.  (Not required for Nuclear Power LDO 620X) Active duty 
    interview appraisal boards will be coordinated and approved by the CO/OIC and 
    consist of three AD Naval Officers (LDOs or CWOs preferred).  The names of 
    the approved appraisal board members must be included in the CO/OIC 
    endorsement.  Every effort (including teleconference media) should be made to 
    ensure the senior board member is from the LDO or CWO designator family for 
    which the applicant is applying. 
        a.  LDO applicants - it is highly recommended that the senior member of 
    the interview panel for applicants applying for LDO be an in-designator 
    commander (CDR) or above.  If not available, a LDO CDR or above in another 
    designator can serve in this capacity with at least one board member from the 
    designator family.  Officers who were CDR or Captain (CAPT) LDOs that 
    converted to another designator via the Without Board Action (WOBA) process 
    can serve as the senior member.  In communities where there are no longer 
    senior LDOs within the community, a CDR or CAPT from the parent community can 
    act as the senior board member, (e.g., a Supply Corps (3100) CDR or CAPT 
    for Supply (651X)) applicants. 
        b.  CWO applicants - it is highly recommended that the senior member of 
    the interview panel for applicants applying for CWO be an in-designator 
    CWO5.  If not available, a LCDR (LDO preferred) or above can serve in this 
    capacity with at least one board member from the in-designator or designator 
    family (CWO preferred). 
        c.  Minimum ranks requirements for board members are Lieutenant or CWO3. 
        d.  Only three interview appraisals may be submitted for each applicant. 
        e.  Board member preparation for applicant appraisal is an important part 
    of the board process.  Review of the application, review of discrete

    5.  Application Submission.  Communication to the board (application, 
    addendums, etc.) should originate from the applicant via their CO.  However, 
    it is acceptable for the command to submit an applicant’s package on his or 
    her behalf, provided that the package has been endorsed by the CO and the 
    applicant has been provided a copy of their entire package prior to 
    submission. Information received that is not under the cover letter of the 
    applicant (e.g., third party correspondence) and endorsed by the command, or 
    not received by the MyNavy Career Center (MNCC) by the established 
    deadline(s) will not be presented to the board. 
        a.  All applications must include a command endorsed LDO/CWO eligibility 
    checklist. 
        b.  Each applicant and CO/OIC must ensure applications/addendums are 
    complete and accurate.  Incomplete applications could result in  
    non-selection.  Applications must be signed by the CO/OIC of the applicant or 
    the *Acting* CO/OIC.  Addendums can be signed *By direction* if the CO or OIC 
    is unavailable. 
        c.  All applicants must possess a security clearance prior to 
    commission.  Refer to reference (a), (chapters 2 and 7) for security 
    clearance information, program overview and eligibility criteria. 
        d.  CO/OIC endorsements must contain the following statement: 
    *Applicant meets all requirements outlined in OPNAVINST 1420.1B, NAVADMIN 
    XXX/22, the physical fitness standards of OPNAVINST 6110.1J, and is worldwide 
    assignable.*  The endorsement must clearly identify the command, it must 
    identify the members of the interview panel, must be signed by the CO/OIC and 
    include the CO/OICs command point of contact information.  A CO/OIC ranking 
    is no longer required, or desired. 
        e.  Applicants must ensure a copy of their most recent periodic 
    evaluation is included in the application or provided via addendum for board 
    review and continuity if it is not already in Official Military Personnel 
    File (OMPF).

  5. A Florida Veterans Affairs hospital refused treatment for a veteran dying of heart failure because first responders could not prove his military service, a clear violation of federal law, according to a new report released by a department watchdog Tuesday.

    The incident, which occurred at the Malcom Randall VA Medical Center in Gainesville in summer 2020, was not the first failure by emergency medical staff there to provide care to individuals facing critical medical crises. Staff from the VA Inspector General’s Office said without policy and staffing changes, it may not be the last.

    RMKS/1.  This NAVADMIN announces the updated nuclear Enlisted Supervisor 
    Retention Pay (ESRP) policy memorandum, reference (a).
    This ESRP policy memorandum and NAVADMIN supersede reference (b) and 
    reference (c), respectively, effective 1 August 2022.  The ESRP Program 
    provides a retention incentive to senior Navy nuclear- trained enlisted 
    Sailors with highly specialized skills.  A detailed program description is 
    outlined in reference (a) and can be found at
    https://www.mynavyhr.navy.mil/Career-Management/Community-
    Management/Enlisted/Nuclear/Enlisted-Programs/.  The legal authority for ESRP 
    is contained in section 331 of reference (d) and reference (e).  Current ESRP 
    requirements limit the program as follows:
        a.  The minimum reenlistment length is 3 years.
        b.  The maximum bonus amount for each year of additional obligated 
    service (AOS) is limited to 30,000 dollars as stated in section 331 of 
    reference (d).  The implication of this limit is that to earn a 100,000-
    dollar bonus the minimum AOS required is 40 months.
        c.  The maximum reenlistment lifetime bonus amount is 360,000 dollars.
        d.  All ESRP payments must be received prior to completion of 28 years of 
    service (YOS).  The implication of this limit is that any ESRP installment 
    that would be due after 28 YOS will be paid in the final installment prior to 
    completion of 28 YOS.

    2.  Notable changes in reference (a) are as follows:
        a.  Zone 2 eligibility is now defined as greater than or equal to 14 
    years but less than completion of 17 years.
        b.  Zone 3 eligibility is now defined as greater than or equal to 17 
    years but less than completion of 23 years.
        c.  Provides guidance for ESRP requests to be submitted through the Navy 
    Standard Integrated Personnel System (NSIPS).
        d.  Updates compensation for any term of reenlistment is limited to 
    30,000 per year of AOS (2,500/month of AOS).
        e.  Updates a service member cannot exceed combined SRB and ESRP payments 
    totaling 360,000 dollars in a career.
        f.  Updates that anniversary payments may not be made after completion of 
    28 YOS.
        g.  Provides clarity that each reenlistment must obligate service into 
    the next zone.

    4.  Eligibility.  Only Sailors assigned with an active supervisor Navy 
    enlisted classification (NEC) listed in paragraph 3 are eligible to reenlist 
    for ESRP.  In addition, Service Members must hold a current security 
    clearance or be in an open status for a new investigation.  ESRP requests and 
    anniversary payments for personnel with special category NECs (N59X/N89X) 
    will be held in abeyance pending final resolution.  Overall, ESRP eligibility 
    requirements are defined in reference (a).  To encourage career progression 
    and provide incentive for continued superior at-sea service, the following 
    supplementary eligibility requirements remain in place for each ESRP zone:
        a.  ESRP Zone 1.  In addition to the requirements of reference (a), be 
    assigned an active nuclear supervisor NEC (see paragraph 3).
        b.  ESRP Zone 2.  In addition to the requirements of reference (a), be a 
    frocked E-7 or in the paygrade of E-7, E-8 or E-9 on the date of the ESRP 
    Zone 2 reenlistment.
        c.  ESRP Zone 3.  In addition to the requirements of reference
    (a):
            (1) Be a frocked E-8 or in the paygrade of E-8 or E-9 on the date of 
    the ESRP Zone 3 reenlistment and
            (2) Have successfully previously served as, be currently serving as 
    (on orders) or have been issued and accepted orders as a submarine 
    engineering department master chief, nuclear aircraft carrier (CVN) major 
    division leading chief petty officer, CVN reactor training division officer 
    or CVN reactor department master chief.

    5.  Application Process.  To ensure the approval message is released in a 
    timely manner, ESRP reenlistment requests should be submitted
    35 to 120 days in advance of the desired reenlistment date.
    Exceptions to this policy can be approved by the ESRP program manager on an 
    individual basis.
        a.  ESRP eligible service members must be recommended for reenlistment by 
    their commanding officer.  The command may use the checklist (enclosure (l) 
    of reference (a)) to assist in submitting the ESRP request within the NSIPS.
        b.  NSIPS is programmed to accept ESRP reenlistment requests and is the 
    only method of submission.  If the command is unable to submit ESRP 
    reenlistment requests due to operational commitments, then the commands 
    immediate superior in command may submit the request via NSIPS.  Due to the 
    transition from Officer Personnel Information System Force Management to 
    NSIPS, the ESRP Program Manager can no longer submit a request for a Sailor 
    or command.
    Entering an ESRP request in NSIPS is similar to that of submitting a SRB 
    request.  Other specifics for submitting ESRP requests in NSIPS are stated in 
    reference (a).

    6.  Officer Programs.  ESRP entitlement for Sailors who reenlist after 
    applying for an officer program will be held pending selection results.  For 
    limited duty officer, the application deadline is considered the suspense 
    date as published in reference (f) and future announcement messages.  For all 
    other commissioning programs, the date on which Nuclear Community Manager 
    (OPNAV N133) approves the conditional release to apply for that program is 
    the date after which additional ESRP entitlements will be held.

    7.  Recoupment.  Repayment policy is governed by section 373 of reference 
    (d), chapter 2 of reference (g) and reference (a), which collectively 
    determines when repayment of the unearned portion of a bonus is required or 
    not required, but left to Secretarial discretion or is prohibited.  Section 
    373 of reference (d), requires repayment with certain exceptions.  As a 
    general rule, repayment of any unearned portion of a bonus will be sought.  
    Examples of situations requiring repayment are provided in reference (a).

    8.  Service Record Entry.  An Administrative Remarks (NAVPERS
    1070/613) entry acknowledging recoupment policy via NSIPS is required in the 
    record of the Service Member prior to execution of an ESRP reenlistment 
    (examples are provided in enclosure (2) of reference (a)).

  8. The Navy has officially changed the status of 13 Sailors lost when the USS Indianapolis (CA 35) was sunk in 1945 from “Unaccounted for” to “Buried at Sea,” Navy Casualty announced May 27.

    The change in status is the result of extensive research between Naval History and Heritage Command (NHHC), Navy Casualty Office, the USS Indianapolis Survivors Association, the USS Indianapolis Legacy Organization, and the Chief Rick Stone and Family Charitable Foundation. The announcement helps bring closure to the families of these Sailors who lost their lives at the end of a secret mission which helped end World War II.

  9. The Navy exceeded 1,000 separations due to sailors’ continued refusal to get vaccinated against COVID-19.

    The service has now approved 1,074 separations for sailors who will not get vaccinated against COVID-19 and do not have a waiver, according to the sea service’s weekly update. The Navy cannot currently separate anyone who applied for a religious exemption due to a ruling in a federal lawsuit.

    (MPO) in the National Crime Information Center (NCIC) database.  References 
    (b) through (i) remain current and in effect.  Per reference (j), all 
    commanding officers (CO) will place all active MPOs in NCIC Protection Order 
    File (POF) for the duration of the order, regardless of whether any 
    individual involved in the MPO resides on a military installation.  MPOs will 
    be submitted via the Consolidated Law Enforcement Operations Center (CLEOC) 
    in accordance with paragraph 3 of this message, for inclusion into NCIC, as 
    required.  MPOs issued by a CO remain in effect until the military commander 
    terminates the order or issues a replacement order and will remain in NCIC 
    for the duration of the order.  Per references (d), (e), (f), and (h), all 
    issued and modified MPOs will be documented with Department of Defense Form 
    2873 (DD Form 2873), February 2020, or subsequent version.  Cancelled MPOs 
    will be removed from NCIC upon receipt of Department of Defense Form 2873-1 
    (DD Form 2873-1), January 2020, or subsequent version.  Commands will retain 
    MPO records within local files in accordance with reference (i).

    2.  Authorities
        a.  Per references (f) through (h), COs have authority to issue an MPO 
    when necessary to safeguard victims, quell disturbances, and maintain good 
    order and discipline, which may provide victims time to pursue a protection 
    order through a civilian court (should they choose to do so) or support an 
    existing civilian protection order (CPO).
     b.  COs should consult with the first Staff Judge Advocate in their chain of
     command to determine how to best address CPO/MPO violations.

    3.  Responsibilities
        a.  Commander, Navy Installations Command (CNIC) must:
            (1) Provide installation commanders with a process to submit all 
    issued, modified, and terminated MPOs to Navy Criminal Investigative Service
            (NCIS) via CLEOC.
            (2) In support of applicable Navy COs without access to CLEOC, 
    provide a process to submit MPOs to the Installation Security      
    Department.  Installation Security Departments will submit MPOs to NCIS via 
    CLEOC.
        b.  COs:
            (1) COs with assigned Navy Security Forces Command Master-At-Arms,
            Independent Duty Master-At-Arms, or Security Officers (649x/749x)
            Performing law enforcement duties shall utilize CLEOC Protective 
    Order Module to ensure all issued, modified, and terminated MPOs are 
    submitted to NCIS.
            (2) COs of shore based tenant activities located on a Navy 
    installation will immediately submit issued MPOs to the applicable host 
    installation CO for entry into CLEOC.
            (3) COs of shore based activities not located on a Navy installation
            will immediately forward MPOs directly to their assigned NCIS Field
            Office or the nearest Navy installation CO for entry into CLEOC and 
    ultimately into the NCIC POF.
            (4) COs of afloat units, in port, are required to immediately submit
            MPOs via CLEOC.  If an afloat unit is underway, deployed, or not
            otherwise able to access CLEOC, MPOs will be submitted as soon as 
    network connectivity is resumed.  For emergent situations, MPOs shall be 
    forwarded to the applicable Navy installation CO or NCIS Field Office for 
    entry into CLEOC.
            (5) COs must provide notice to any Service member subject to a MPO or
            CPO that failure to comply with MPO or CPO terms may result in
            Administrative or other disciplinary action, to include potential 
    criminal prosecution in accordance with the Uniform Code of Military Justice 
    (UCMJ).
            (6) COs must monitor CPOs and MPOs issued to personnel within their
            command per reference (k).  In the event of a transfer of a Service
            member with an existing CPO or MPO, COs must contact the gaining 
    command within seven calendar days of the pending transfer and recommend the 
    gaining command CO
            issue a new MPO upon arrival to the gaining unit.
            (7) COs must report any modifications or cancellation of the MPO via
            CLEOC Protective Order Module.
            (8) Per references (d) through (f) and (h), COs should consult a 
    judge advocate prior to issuing or terminating a MPO.
        c.  Commander, Naval Legal Service Command (CNLSC):
            (1) CNLSC will ensure Region Legal Service Offices provide judge
            advocate support to commanders without their own servicing staff 
    judge advocate throughout the MPO issuance and termination process.
            (2) CNLSC will ensure a module on the issuance of MPOs is included in
            the training curriculum for prospective commanding officers and
            executive officers, and for judge advocates and legal officers.
        d.  Service members must comply with MPOs and CPOs.  In addition to UCMJ
        Article 128b, MPO violations may also result in discipline for violation 
    of UCMJ, Article 92.  Further, CPO violations may also subject offenders to
        discipline for violations of UCMJ, Article 134 pursuant to the 
    Assimilative State Crimes Act, 18. U.S.C.  134.

    4.  MPO Forms.  The current and fillable version of DD Form 2873 and 2873-1 
    can be found at:  https://www.esd.whs.mil/directives/forms/.  On the 
    effective date of this message, the current version of the MPO forms are DD 
    Form 2873, February 2020, and DD Form 2873-1, January 2020.  Previous 
    versions of MPO DD Forms will not be accepted.

    5.  This NAVADMIN will remain in effect until superseded or cancelled.

  11. The grounding resulted from an accumulation of unit-level errors and omissions that fell far below U.S. Navy standards.

    PEARL HARBOR — The U.S. Navy has released the command investigation into the USS Connecticut (SSN 22) grounding that occurred on October 2, 2021. USS Connecticut grounded on an uncharted seamount while operating submerged in a poorly surveyed area in international waters in the Indo-Pacific region. The investigation determined the grounding was preventable. Specifically, the grounding resulted from an accumulation of unit-level errors and omissions in navigation planning; watch team execution; and risk management – all of which fell far below U.S. Navy standards.

    The investigation and endorsements describes what happened, promulgates lessons learned, memorializes completed corrective actions, documents accountability actions, and delineates pending actions that must be finalized with a sense of urgency. In addition to addressing the unit-level errors that caused the grounding, the investigation highlighted specific areas for improvement in the deployment training and certification process – and the Navy is urgently implementing these improvements across the Submarine Force. This investigation delineates 28 corrective actions, of which 14 actions are complete, 13 actions are in progress, and 1 action is enduring.

    In implementing these significant improvements, the Navy will become a more effective fighting force. Given the inherently dangerous nature of Naval operations, we cannot become a risk-averse or zero-defect organization, but prioritizing safety will engender a culture of greater attention to detail in operational tasks, enhanced procedural compliance, and a questioning attitude that constantly seeks improvement – which increases the readiness of our forces and the Navy’s lethality in combat.

    RMKS/1. This NAVADMIN announces the 2022 USS CONSTITUTION CPO Heritage Weeks 
    Training. USS CONSTITUTION, located in Boston, Massachusetts, will host 
    Fiscal Year 2023 CPO Selectees on 19-23 September (Week 1) and 26-30 
    September (Week 2) 2022.

    2. CPO Selectees will work aboard "Old Ironsides" where they will be immersed 
    in more than 220 years of naval heritage while learning about the art of 
    sailing, construction of the ship, and handling of 19th century guns.  The 
    training will culminate in bringing USS CONSTITUTION alive and getting 
    underway.

    3. USS CONSTITUTION will host 120 CPO Selectees and 27 mentors each week.
    Mentors shall be seasoned Chief and Senior Chief Petty Officers.  All 
    nominations will be provided via each respective Fleet or Force Master Chief.
    Coordinators for the Fleet or Force Master Chiefs will provide all 
    nominations to the OPNAV Coordinator listed in this message, with the 
    following subject line "MENTOR NOMINATION (WEEK #)" or "SELECTEE NOMINATION 
    (WEEK #)."  Mentor nominations are due by close of business 15 June 2022.  
    Reserve and Active CPO Selectee nominations are due one week following the 
    release of the respective selection board results.  All quotas and staffing 
    are coordinated through the OPNAV coordinator and coordinators for the 
    respective Fleet or Force Master Chiefs; individual Command Master Chiefs and 
    CPOs shall not contact USS CONSTITUTION or OPNAV Coordinator for nominations 
    or available billets.

    4. Attendee costs for this OPNAV-authorized, mission essential training event 
    are to be authorized from attendee unit training funds.  Unit Commanding 
    Officers shall determine whether CPO/CPO Selectees assigned to their unit 
    should attend, taking into account the availability of unit training funds.

    5. Logistical information such as travel recommendations and uniform 
    requirements will be emailed to all participants once their attendance has 
    been confirmed.

  13. 7371 Aerial Vehicle Operator (AVO) Warrant Officer (WO) Program Update:

    The AVO Program Authorization (PA 106A) has been updated. Highlights of the new PA 106A are as follows:

    • Packages due 29 July, board 22 August
    • Enlisted applicants must have less than 12 years total service
    • Must achieve a score of 96 or higher on ASTB SUPer test
    • Education requirement is a minimum 2-year Associates Degree
    • Age, must be at least 19 years old, not pass 32 years old at time of commissioning
    • Age waivers are the only waivers that will be considered 

     

  14. Eight Democrats on the House Armed Services Committee called on Defense Secretary Lloyd Austin to remove the revenue requirement at base commissaries, which would lower grocery prices and help military families better cope with fast-rising inflation.

    “Many of our military families are struggling to meet their basic needs due to rising prices,” the lawmakers wrote to Austin in letter dated May 11.
