    Legal Mechanism to Challenge a U.S. President's Competency - Section 4 of the 25th Amendment to the Constitution

    How the 25th Amendment (Section 4) Works:

    • Declaration of Inability: The Vice President and a majority of the Cabinet (or other body established by Congress) transmit a written declaration to Congress stating the President is unable to discharge their duties.
    • Power Transfer: The Vice President immediately becomes Acting President.
    • President's Return: The President can declare themselves fit to resume power by sending another written notice; if challenged, Congress decides.
    •  Congressional Decision: If the VP and Cabinet challenge the President's return, Congress must convene. Within 21 days, a two-thirds vote in both the House and Senate is required to keep the Vice President as Acting President.

  10. Donald Edward Keyhoe was born in 1897, at a time when human flight was still experimental. By the time he reached adulthood, aviation had become a defining feature of modern warfare and national power. Keyhoe graduated from the U.S. Naval Academy and went on to serve as an officer and aviator in the U.S. Marine Corps. His military service placed him at the forefront of early 20th century aviation, giving him firsthand experience with the limits and possibilities of aircraft technology.
