The NSW CSRB is part of the overarching effort of the Navy to size, shape and stabilize the force. 2. Program Overview. This bonus is authorized under reference (b). Specific critical Navy enlisted classifications (NEC) and approved award levels have been prescribed by the Office of the Under Secretary of Defense (Personnel and Readiness). The Naval Special Warfare Enlisted Community Manager (BUPERS-324) will act as the NSW CSRB program manager. All applications for this bonus will be submitted to the program manager for processing and tracking. By law, a Service Member may receive no more than 200,000 dollars in CSRB monies over a career. Selective reenlistment bonus awards are not included in that cap. The eligibility criteria stated in this NAVADMIN can be reduced at any time by the program manager based on the needs of the NSW community. 3. Eligibility. NSW senior enlisted Service Members with NECs O26X or O52X, in paygrades E-7 and above, and CWOs with designators 7151 and 7171, who have between 20 and 28 years of active service, shall be eligible to apply for the NSW CSRB, but must also meet the following eligibility criteria: a. Be serving on active-duty in a regular component. b. Have the favorable recommendation of the commanding officer (CO) for receipt of NSW CSRB. 4. Ineligibility a. Service Members serving under an existing CSRB contract are not eligible to receive an additional CSRB for service outlined in original contract agreement. b. Service Members serving under an existing Naval Special Warfare Accession Bonus (NSWAB) contract are not eligible to receive CSRB for service outlined in original NSWAB contract agreement. c. Service Members are not eligible for CSRB payments past their high year tenure (HYT) date. HYT dates are firm and HYT waiver requests will not be considered during the NSW CSRB application process. d. Service Members with documented misconduct or below standard performance may be removed from CSRB eligibility. 5. Contract Terms. NSW CSRB contract lengths, payments and active-duty service obligations are outlined below. a. Service Members may sign a contract in their 19th year of service (YOS). CSRB payments begin at 20 YOS. Enlisted Service Members may contract to their HYT mark. E-7s are eligible to contract to 24 YOS. E-8s and CWO2/CWO3s are eligible to contract to 26 YOS. E-9s and CWO4/CWO5s are eligible to contract to 30 YOS. If a Service Member serves a partial year, that year will be prorated pursuant to the bonus amount of that year. Specific bonus amounts are graduated pursuant to YOS. (1) Phase One NSW CSRB. Service Member must be CWO2 7151/7171 or E-7 or above O26X/O52X to apply for a Phase One Bonus. Phase One corresponds with E-7 HYT and encompasses 20 to 24 YOS. Service Members will have the opportunity to receive up to 90,000 dollars in retention bonuses for Phase One contracts. At a minimum, members must contract through 21 YOS. YOS Bonus Amount 20+ 20,000 dollars 21+ 20,000 dollars 22+ 25,000 dollars 23+ 25,000 dollars (2) Phase Two NSW CSRB. Service Member must be CWO2 7151/7171 or E-8 (select) or above O26X/O52X to apply for a Phase Two Bonus. Phase Two corresponds with E-8 HYT and encompasses 24 to 26 YOS. Members will have the opportunity to receive up to 50,000 dollars in retention bonuses for Phase Two contracts. YOS Bonus Amount 24+ 25,000 dollars 25+ 25,000 dollars (3) Phase Three NSW CSRB. CSRB contract phases may be combined as long as the Service Member is eligible to receive payments to the contracted end dates. b. Service Members under CSRB contract will not submit a request for retirement or tender a resignation with an effective date that is prior to completion of the agreement. Enlisted Service Members must reenlist or extend their enlistment contract, soft end of active obligated service, for a period of at least 2 years. Service Members are authorized early reenlistment in order to align CSRB and reenlistment contracts. Reenlistments and extensions may be combined to align service dates for maximum opportunity, up to a reenlistment of 6 years and extension of up to 12 months. 6. Program Execution a. Service Members should submit requests for NSW CSRB to the program manager 60 to 180 days prior to entering into a NSW CSRB contract via their chain of command. If operational commitments limit the ability to submit CSRB applications via this manner, commands should submit requests through their immediate superior in the chain of command who can submit the request to the program manager. b. Upon acceptance of an agreement of the Service Member by the program manager, the amount of the bonus becomes fixed and the Service Member incurs a firm service obligation. c. Service Members will receive the bonus in a lump sum payment, effective from the date of contract execution. d. CSRB requests for personnel who are being processed for disciplinary action, NEC removal or restoration will be held in abeyance pending final resolution. 7. Payment Processing. CSRB approval does not currently update the Defense Joint Military Pay System (DJMS) of the intent of the Sailor to reenlist. Until the DJMS can be programmed to accept CSRB reenlistment payments, manual processing is required. Payment should post to the account of the member by the second pay period following the day the CSRB program manager receives notification of reenlistment or CWO letter of intent. Master Military Pay Account (MMPA) must reflect contract or obligated service for enlisted Service Members and tax-free status (if applicable) must post to MMPA for both enlisted and officers prior to final payment. 8. PENSACOLA, Fla. (NNS) -- Navy master, senior and chief petty officers are needed to serve as rating Subject Matter Experts (SMEs) for upcoming fiscal year 2020 Advancement Examination Readiness Reviews (AERRs) held in Pensacola, Florida. Released Feb. 11, Naval Administrative Message 038/20 announced the AERR schedule for April through September 2020. Based on this schedule, selected AERR members report to Pensacola to work as fleet SMEs for their respective ratings to develop E-4 to E-7 examinations for future advancement cycles. "The exam development process requires each rating to have the right mix of skills, rating knowledge and platform experience at each AERR," said Naval Education and Training Professional Development Center (NETPDC) Command Master Chief Gregory Prichard. “Our goal during the AERR is to make sure every question in the exam bank is current, relevant, important and correct.” AERRs are an integral part of the advancement system and are not only beneficial to the fleet SMEs who attend, but the Navy as a whole. “Writing advancement exams is easily one of the most significant ways that a chief can contribute to the development of his rating,” said Chief Mass Communication Specialist Elliott Frabrizio, who attended the Mass Communication Specialist AERR in November. “The questions that go into these banks will determine what knowledge merits someone being moved into a leadership position within that rating for years to come.” Navy chiefs on active duty, Full Time Support, and reservists on Active Duty for Special Work are encouraged to take part in the process by reaching out to their respective Type Commander (TYCOM) or rating sponsor point of contact (POC) for application information. “We come to the table to write exams as subject matter experts,” said Fabrizio. “But there is no denying that we learn a lot of new material through the process of diving into our own manuals and wracking our brains to develop thoughtful, balanced questions—all while sitting in a room with some of the best chiefs, senior chiefs and master chiefs that our ratings have to offer.” AERRs vary in length between one to two weeks and are held throughout the year, with each specific rating reviewed on average once a year. AERR participants receive temporary duty orders from their parent command, paid for by NETPDC. Normally, four to six nominees are selected for each AERR. To view the annual AERR schedule, locate a specific rating point of contact, or view AERR eligibility requirements, log into My Navy Portal www.mnp.navy.mil and search under Professional Resources/Navy Advancement Center/AERR. Contact the TYCOM or rating sponsor POC to determine submission deadlines. Once selected, chiefs receive a selection e-mail from the Navy Advancement Center (NAC) approximately 45 days prior to the start of the AERR. Selectees should make early contact with NAC staff to answer any questions they may have concerning the AERR process. MILLINGTON, Tennessee (NNS) -- With Chief Petty Officer selection board season underway, Navy board specialists advise that now is the time to ensure your records are up-to-date and ready for your upcoming Chief, Senior Chief or Master Chief Petty Officer board. “Selection board season runs January through October and affects Sailors throughout the Navy. After Sailors find out they are board eligible, it’s vital to scrub their military records for accuracy,” said MyNavy HR Fleet Master Chief Wes Koshoffer. “Make sure to take a look at recent awards, evaluations, qualifications and education to make sure that everything is being correctly documented. If there are items missing, take immediate action to get those items updated.” Having an incomplete or incorrect record can mean a missed opportunity to be selected. If a Sailor’s military record is up to date, there is no need to submit a package to the board. “Sailors shouldn’t wait until board results come out to start scrubbing their military records for accuracy. Board season is here so start preparing now,” said Koshoffer. “The best package a Sailor can have is an up-to-date record.” The MyNavy HR team has made it easier than ever for Sailors to review their records. Sailors can access their records via MyNavy Portal or on their personal cell phones through the MyRecord mobile application. There is no need to submit duplicate correspondence. If a Sailor has correct documentation in their military records online or listed in their evals, do not send it in the package. Sending documents that are already in the record does not make a Sailor look like a stronger candidate and could even lead to confusion. “Sailors should read the FY20 Active-Duty Navy and Navy Reserve Senior Enlisted Advancement Selection Boards Precept to understand what board members will be looking for,” said Koshoffer. To find the precept, go to the NPC Website, click on the boards tab and navigate to CPO Selection Boards. To find out if a Sailor is “board eligible,” visit BUPERS Online and click the Advancement Selection Boards status tab. “You also need to make sure there are no gaps in your evaluation history,” Koshoffer added. On the BUPERS Online website, click on CCA/FITREP/EVAL Reports. Under Reports click the highlighted Performance Evaluation Continuity Report. Scroll to the bottom under Missing Periods and check for any evaluation gaps. Even if there doesn’t appear to be any gaps, go line by line through the report, just to verify. If gaps do exist or other assistance is needed, contact the MyNavy Career Center Contact Center at 1-833-330-MNCC. To ensure that education, awards and other professional information are correct, go to BUPERS Online to the ODC, OSR, PSR, ESR link on the main menu and look for the enlisted personnel summary report. For Sailors who intend to submit a Letter to the Board (LTB) the process has never been easier. In January 2020, MyNavy HR launched a new online capability allowing board-eligible Sailors to submit letters to the board electronically. Announced in NAVADMIN 220/19, the Electronic Submission of Selection Board Documents (ESSBD), is a MyNavy HR transformation and Sailor 2025 initiative designed to improve personnel programs and give Sailors more control and ownership over their careers. Using the ESSBD feature to submit a LTB improves the speed, transparency and confidence of receipt over previous submission methods. The application allows board candidates the ability to submit pre-formatted LTB, with or without attachments. To use ESSBD, candidates must access document services through BUPERS Online website and click on the Navy Personnel Command Document Services menu link. COMNAVPERSCOM (PERS-806) will deliver appointments under separate correspondence approximately 60 days prior to the commissioning date. 5. Commanding Officers are directed to: a. Notify selectee. b. Notify PERS-803 via official correspondence not later than 10 days following release of this message of selectees who do not accept appointment. Selectees who decline their commission within this 10 day period will be considered by the FY-21 Enlisted Selection Boards. After the 10 day period, PERS-802 will invalidate all FY-21 Active Duty Navy LDO and CWO In-Service Procurement Selection Board selectees eligibility for the FY- 21 Active Duty Enlisted Selection Boards. c. Per reference (a), ensure LDO and CWO selectees obtain a commissioning physical within 90 days preceding the appointment month. Notify the applicable officer detailer upon completion. d. Hold execution of all permanent change of station orders in abeyance, if applicable, and immediately notify PERS-40 of member's selection. e. Administer official physical fitness assessment (PFA) within four months of commissioning date. Selectees must hand carry test results to Officer Indoctrination School, Newport, RI. If selectee fails to achieve satisfactory medium, notify your applicable officer detailer. Hold commissioning in abeyance until successful completion of PFA. f. Hold appointment in abeyance if it is determined that a selectee is no longer mentally, physically, morally or professionally qualified or if they fail to meet current PFA requirements. Immediately forward documentation citing reason to PERS-803. 6. If an LDO or CWO selectee's enlistment (including any extensions) expires after the date of appointment, they are not reenlistment eligible unless appointment is declined. 7. Each selectee should contact their officer detailer for submission requirements with regard to personal information and history cards, and inform PERS-806 of address changes to facilitate appointment delivery. 8. WASHINGTON (NNS) -- The Navy released a reminder regarding the Hometown Area Recruiting Program (HARP), Officer Hometown Area Recruiting Program (OHARP), Blue Jacket Hometown Area Recruiting Program (BJHARP), and Senior Minority Assistance to Recruiting program (SEMINAR) in NAVADMIN 027/20, Feb. 3. These programs play a key role in recruiting tomorrow’s Sailors by returning outstanding Navy personnel to their hometowns to temporarily assist local recruiters in locating and enlisting or commissioning qualified individuals by highlighting the experiences a prospective candidate can gain from the Navy. “Sailors are familiar with schools, peers, teachers, and organizations in their hometowns,” said Terry Black, program manager. “They can help assist local recruiters who do not possess the same familiarity in these areas with recruitment efforts.” HARP duty allows eligible Sailors 12 days of leave, BJHARP allows eligible Sailors 10 days of leave, and OHARP allows officers 14-90 days of leave. SEMINAR enhances Navy’s recruiting efforts by temporarily returning highly qualified Black, Hispanic, and Asian/Pacific Islander officers and senior enlisted personnel to their home communities for 20 days to meet with local influential community members and to discuss the vast educational, career, and advancement opportunities the Navy offers. Sailors who take advantage of these programs will be required to assist local recruiters in a variety of ways, the most important being relating their Navy experiences to their peers. Sailors will be asked to wear the uniform of the day and visit high schools, colleges, universities, prior places of employment, and popular community locations to discuss Navy opportunities. Some may be asked to go on appointments with recruiters, attend community events, and meet leaders in the community. By sending Sailors on permissive, no-cost Temporary Additional Duty orders, or allowing them to add additional days of leave to Permanent Change of Station (PCS) orders, the Navy hopes to spread current, relevant information about the Navy and its opportunities to areas outside of major fleet concentrations. “Historically, recruiting duty has always been challenging,” said Black. “Record lows in unemployment and rising wages have made it even more challenging.” Navy Recruiting Command will not approve any requests the week of Thanksgiving, the last two weeks of December, and the first week of January. Members who would like to participate in conjunction with PCS orders need to submit their requests to Navy Recruiting Command six to nine months prior to their transfer date. These are non-funded programs. Sailors will not be reimbursed for travel, transportation, per diem or miscellaneous expenses connected with these programs. “The program has always existed, we just needed to ensure new Navy Sailors ranging from ages 19-22 are familiar with these programs in order to enhance their participation,” said Black. They must also agree, as a condition of acceptance into a DoD sponsored training program, that they will not bring a POF or POA with them to the United States, purchase a POF or POA while in the United States, or possess or use another individuals POF or POA on or off of DON installations or property in the United States except as may be authorized by paragraph 3.e. a. IMS are authorized use of government furnished firearms and ammunition when specifically required for official training off of a DON installation but under the control of the DON, and aboard DON installations or property. b. DON installation Commanders may not permit IMS or their accompanying family members to possess, use, transport, or store POF or POA on any DON installation or property. 3. The Chief of Naval Operations (CNO) and Commandant of the Marine Corps (CMC) will update appropriate policy in accordance with this ALNAV within 30 days of the date of this message. a. Within 90 days or prior to transfer to their next training installation, whichever comes sooner, the Services will obtain written agreement from all IMS, and their accompanying family members over 18 years of age, who are in the United States as of the date of reference (b), prohibiting their purchase and possession of POF and POA. b. The Services will terminate the training and return the IMS and/or accompanying family member(s) to home country if they fail to sign an agreement to the conditions outlined in reference (b). c. IMS currently possessing POF and/or POA residing off DON installations will upon submission of written agreement to reference (b) execute one of the remedial options for POF and/or POA outlined in paragraphs 4.a. through 4.c. of this message. d. IMS with accompanying family members who reach the age of 18 are required to submit written agreement for the family member to reference (b) within 10 days of the family members 18th birthday. Accompanying family members that fail or refuse to submit the written agreement within 10 days of their 18th birthday are subject to return to home country per paragraph 3.b. e. The CNO and CMC may approve one-time, short-term exceptions allowing an IMS or accompanying family member to possess and use, but not own, another individuals POF and POA off of a DON installation in accordance with applicable Federal, State, and local laws and regulations. The CNO and CMC may delegate this approval no lower than the arming authorities specified in reference (c). 4. Within 20 days of the date of this message, Commanders who have previously permitted IMS or their accompanying family members to possess, use, transport, or store POF and/or POA on a DON installation or property will direct those individuals to complete one of the following options. a. Transfer the POF and/or POA to another individual not prohibited from possessing the POF or POA, in accordance with applicable laws and regulations. b. ARLINGTON, Va. — The Navy has a finite amount of money for retaining experienced enlisted sailors, so to ensure proper ship staffing, the service is increasing the number of meritorious promotions to petty officer first class. The Navy has monetary incentives to retain sailors in hard to fill billets. Staffing ships, though, require sailors with ratings that don’t qualify for reenlistment bonuses, Chief of Naval Personnel Vice Adm. PENSACOLA, Fla. — In March, command leadership will receive advanced notification of chief petty officer selection board eligibility through the triad notification functionality in BUPERS OnLine (BOL). Starting with exam cycle 246 for active duty and Full-Time Support (FTS) Sailors, command notification will occur one day prior to the results being posted to profile sheets on the Navy Enlisted Advancement System (NEAS) Web. “This new notification process allows command leadership to take a more proactive role in their Sailor’s development,” said Naval Education and Training Command Force Master Chief Karim Cole. “Leadership must engage early and often with their Sailors to ensure their continued personal and professional growth.” Commands can now immediately assist Sailors in board preparation no matter the result. “In the past, I had to rely on each individual first class to download their profile sheet and tell me if they made board,” said Naval Education and Training Professional Development Center (NETPDC) Command Master Chief Gregory Prichard. “I can now say, ‘Okay, let’s work on your letter to the board’, or in the case they didn’t make it, ‘let’s look back and see what we need to do for the future.’” The change also helps those who might not have access to a dot-mil domain. “If you are a Reservist, deployed or on leave, you can’t see your profile sheet on NEAS Web,” said Prichard. “Now the command can reach out to you so you don’t have to wait.” Command triads will not receive the notification of E-7 selection board eligibility until mid-March for active duty and mid-April for the Reserve component. “The reason we don’t know the [specific] date is because we have to get in all the answer sheets and clear all the discrepancies as best we can before we process the cycle to determine selection board eligibility,” said Thomas Updike, Navy Advancement Center deputy director. “We do this so no one is disadvantaged.” E-7 Selection board eligibility is determined through two factors—the Reporting Senior Cumulative Average (RSCA) Performance Mark Average (PMA) which counts for 60% of the Final Multiple Score (FMS), and the exam score which makes up the other 40% of the FMS formula. “Once every Sailor’s FMS is calculated, we go down to the 60% mark in each rating and draw a line,” said Updike. “Everyone above the line makes board, and Sailors below the line will not have their record reviewed by the selection board.” Ultimately, 60% of all eligible first-class petty officers in each rating go to the selection board for consideration for advancement to chief petty officer. The eligibility list, however, can change as discrepancies are resolved. “If the very next day after we publish the eligibility list a late answer sheet comes in or if the record of a Sailor who is in a discrepancy status is updated,” said Updike, “the Advancement Center will continue to update the E-7 eligibility list all the way until the selection board adjourns.” The Navy will release a NAVADMIN to announce requirements for the E-7 selection board in February.
