RMKS/1. Per reference (a), nominations are requested for the annual
Department of Defense (DoD) Supply Chain Excellence Award. Reference (b)
provides guidelines for submission. Reference (c) defines the supply chain
processes.
2. Logistics is America's strategic advantage to deter and decisively defeat
our adversaries. New threats to our national security demand that we
transform logistics to project and sustain dominant power. Transforming to
more reliable, agile, and responsive defense logistics programs enables the
use of best practices and innovative approaches to significantly improve the
reliability, flexibility, and responsiveness of the defense supply chain and
advance the DoDs overall supply chain management (SCM).
3. The DoD Award for Supply Chain Excellence will recognize the organization
that operates significant components of a supply chain and has demonstrated
excellence in design, operation, or improvement of that supply chain from 1
January to 31 December 2022. The nomination should demonstrate successful
implementation of the supply chain process categories as defined in reference
(c).
4. Each organization may submit two nominations. Submission requirements:
a. Microsoft Word format
b. A response for each selection criteria in reference (b)
c. Specific criteria within the categories must be addressed
d. Cover letter signed by a General or Flag Officer in the organization,
must identify the project, submitting organization, and a single point of
contact (including address, phone number, and e-mail address)
e. Executive summary (1-2 pages) of the award submission is required as
all nominations are customarily posted on the ASD (Sustainment) public
website, a sanitized version of the package is required for posting if the
original package is sensitive/cannot be posted on the ASD (Sustainment)
public website.
5. Nominations must be received at the Office of the Deputy Assistant
Secretary of Defense for Logistics (ODASD (Logistics)) by February 15,
2023. Submissions should include either two paper copies or one electronic
copy. Electronic copies should be submitted directly to Ms. Jan Mulligan at
jan.b.mulligan.civ@mail.mil, with a courtesy copy to Alex Weaver,
aweaver@lmi.org (703) 677-3355 and CDR Josh Millner, joshua.m.millner.mil

2. If a selected officer does not decline in writing prior to the projected
date of rank (noted above in paragraph 1), that officer is considered to have
accepted the promotion on the date indicated. An officer who chooses to
decline promotion must submit the declination in writing to COMNAVPERSCOM
(PERS-806) within thirty (30) days of the release of this NAVADMIN.
3. The commanding officer (CO), the Secretary of the Navy, or his designee,
has the authority to delay projected promotions. Upon the exercise of a
delay, the officer shall be notified in writing before the effective date of
the promotion and not be tendered the promoting appointment. The delay
authority will immediately forward the notification of delay with supporting
documentation to COMNAVPERSCOM (PERS-83), copy to COMNAVPERSCOM (PERS-806).
4. COs are reminded of their responsibility to ensure the officers they are
promoting are mentally, physically, morally and professionally qualified in
accordance with section 14311 of title 10, U.S. Code. Per reference (a),
officers are ineligible for promotion if they have failed the most recent
Physical Fitness Assessment. COs shall verify the promoting officer's
information in the Physical Readiness Information Management System to ensure
compliance with reference (a), as modified by reference (b), and delay the
officers promotion in accordance with paragraph 3 of this NAVADMIN, if
required.
5. Prepare a Delivery of Permanent Appointment (NAVPERS FORM 1421/7) (Rev
10-13). Use this NAVADMIN as reference (a). Use section 14308 of title 10,
U.S. Code as reference (b) for permanent lieutenants and above. Use section
12242 of title 10, U.S. Code as reference (b) for chief warrant

6. Training and Administration of Reserve (TAR) Officers should review
reference (c) and (d) for minimum time-in-grade (TIG)/service-in-grade
requirements for purposes of active-duty voluntary retirement. (NOTE: TIG
TAR LCDR voluntary retirements changed with National Defense Authorization
Act 2021; Update to reference (c) is pending.) TAR officers and those

for the FY-24 Chaplain Corps Advanced Education Program (CHC AEP).

The U.S. military received hundreds of new reports of potential UFOs over the span of just over a year, according to an unclassified document released by the government last week.
The filing documents 366 total incidents in which unidentified aerial phenomena (UAPs) were observed between March 2021 and August 2022. More than half of those were categorized as “unremarkable” and attributed to objects like balloons, drones and “clutter.” But that left 171 that could not be readily explained, including some that appeared to demonstrate “unusual flight characteristics or performance capabilities.”

RMKS/1. Per reference (a), this message announces the rescission of the
Coronavirus Disease 2019 (COVID-19) vaccination requirement for members of
the Armed Forces. As a result, reference (b) is hereby canceled.
2. COVID-19 vaccines have proven to be safe, effective, and life-saving. I
am confident that our high vaccination percentage across the Department of
the Navy (DON) has both saved lives, and prevented hospitalizations across
our entire force.
3. The Navy and Marine Corps are inherently expeditionary forces in
readiness, and my expectation continues to be that all Sailors and Marines be
worldwide deployable. To defend the nation, we need a healthy and ready
force, this means a Navy and Marine Corps that is ready to deploy. Having
credible, capable forces requires the DON to minimize addressable risks –
contagious disease is a threat to our fighting forces. We will continue to
consider medical readiness, of which vaccination plays a key role, in all
appropriate settings. All commanders have the responsibility and authority
to maintain military readiness, unit cohesion, good order and discipline, and
the health and safety of their commands.
4. Because reference (b) is now canceled, the Services shall cease any
ongoing reviews of current Service Members' religious, administrative, or
medical accommodation requests solely for exemption from the COVID-19 vaccine
or appeals of denials of such requests. No currently serving Sailor or
Marine shall be separated solely on the basis of their failure to receive the
COVID-19 vaccination if they sought an accommodation on religious,
administrative, or medical grounds.
5. We will continue to promote and encourage the COVID-19 vaccination for
everyone. As with all of our vaccinations, healthcare providers will
continue to medically screen for contraindications. I thank you for your
selfless devotion to your colleagues, military and civilian, throughout this
pandemic.

Specialists (MC) for the Syracuse University Newhouse School's Advanced
Military Visual Journalism (AMVJ) training program for academic year 2023-
2024. The class reporting date for both the photojournalism and graphic
design programs is tentatively scheduled for 25 July 2023 with a projected
graduation date of 14 May 2024. Specific portfolio requirements are in
paragraph 2d. Applicants may apply to programs by submitting the appropriate

2. Applications must be submitted via the CHINFO Portal no later than 10

RMKS/1. This NAVADMIN cancels reference (a) and announces the authorization
of the Naval Special Warfare (NSW) Navy Sea, Air, and Land (SEAL)/Special
Warfare Combatant-Craft Crewmen (SWCC) Senior Enlisted Retention Bonus
(SSRB). The NSW SSRB is part of the overarching effort of the Navy to size,
shape, and stabilize the force.
2. Program Overview. This bonus is authorized under references (b) and
(c). The Naval Special Warfare Enlisted Community Manager (BUPERS-324) will
act as the NSW SSRB program manager. All applications for this bonus will be
submitted to the program manager for processing and tracking. By law,
Sailors may receive no more than 360,000 dollars in retention bonus monies
over a career.
Selective reenlistment bonus (SRB) awards are included in that cap.
The eligibility criteria stated in this NAVADMIN can be reduced at any time
by the program manager based on the needs of the NSW community, with the
approval of the Director, Military Personnel Plans and Policy (OPNAV N13).
3. Eligibility. NSW senior enlisted Sailors with the O26X or O52X
Navy enlisted classification (NEC), in paygrades E-7 and above, who have
between 20 and 28 years of active service (YOAS), will be eligible to apply
for the NSW SSRB, but must also meet the following eligibility criteria:
a. Be serving on active duty in the Active Component.
b. Have the favorable recommendation of the commanding officer (CO) for
receipt of NSW SSRB.
4. Ineligibility:
a. Sailors serving under an existing critical skills retention bonus
contract are not eligible to receive a SSRB for service outlined in the
original contract agreement.
b. Sailors who are approved for the High Year Tenure (HYT) Plus pilot
are not eligible for SSRB payments past their HYT date.
c. Sailors with documented misconduct or below standard performance may
be removed from SSRB eligibility.
5. Contract Terms. NSW SSRB contract lengths, payments, and Active
Component service obligations are outlined below.
a. Sailors may sign a contract in their 19th year of active service.
SSRB payments begin at 20 YOAS. Enlisted Sailors may contract to their HYT
mark. E-7s are eligible to contract to 24 YOAS. E-8s are eligible to
contract to 26 YOAS. E-9s are eligible to contract to 30 YOAS. If a Sailor
serves a partial year, that year will be prorated pursuant to the bonus
amount of that year.
All payments must be completed before the Sailor reaches 28 YOAS, and all
Sailors must contract prior to reaching 28 YOAS. Specific bonus amounts are
graduated in line with YOAS.
(1) Phase One NSW SSRB. The Sailor must be E-7 or above and carry
the O26X/O52X NEC to apply for a phase one bonus. Phase one corresponds with
E-7 HYT and encompasses 20 to 24 YOAS. Sailors will have the opportunity to
receive up to 80,000 dollars in retention bonuses for phase one
contracts. At a minimum, members must contract through 21 YOAS.

(2) Phase Two NSW SSRB. The Sailor must be E-8 (select) or above and

Members will have the opportunity to receive up to 50,000 dollars in
retention bonuses for phase two contracts.

(3) Phase Three NSW SSRB. The Sailor must be E-9 (select) or above
and carry the O26X/O52X NEC to apply for a phase three

YOAS. Sailors may not enter contracts after they reach 28 YOAS.
Sailors will have the opportunity to receive up to 100,000 dollars in
retention bonuses for phase three contracts, which must be paid before they
reach 28 YOAS.

(4) SSRB Contract. SSRB contract phases may be combined as long as
the Sailor is eligible to receive payments to the contracted end dates.
b. NSW SSRB contracts will be for a minimum of 2 and a maximum of
3 years. Sailors under the SSRB contract will not submit a request for
retirement with an effective date that is prior to the completion of the
agreement. Sailors must reenlist or extend their enlistment contract, soft
end of active obligated service, for a period of at least 2 years. Sailors
are authorized early reenlistment in order to align SSRB and reenlistment
contracts.
Reenlistments and extensions may be combined to align service dates for the
maximum opportunity, up to a reenlistment of 6 years and an extension of up
to 12 months.
6. Program Execution:
a. Sailors should submit requests for NSW SSRB to the program manager 60
to 180 days prior to entering into an NSW SSRB contract via their chain of
command. If operational commitments limit the ability to submit SSRB
applications via this manner, commands should submit requests through their
immediate superior in the chain of command who can submit the request to the
program manager.
b. Upon acceptance of an agreement of the Sailor by the program manager,
the amount of the bonus becomes fixed and the Sailor incurs a firm service
obligation.
c. Sailors will receive the bonus in a lump sum payment, effective from
the date of contract execution.
d. SSRB requests for personnel who are being processed for disciplinary
action, NEC removal, or restoration will be held in abeyance pending final
resolution.
7. Payment Processing. SSRB approval does not currently update the Navy
Standard Integrated Personnel System (NSIPS) of the intent of the Sailor to
reenlist. Until NSIPS can be programmed to accept SSRB reenlistment
payments, manual processing is required. Payment should post to the account
of the member by the second pay period following the day the SSRB program
manager receives the notification of reenlistment. Master Military Pay
Account (MMPA) must reflect contract or obligated service for enlisted
Sailors and tax-free status (if applicable) must post to MMPA prior to final
payment.
8. Application. The following documents are required:
a. 60-180 days prior to contract:
(1) Letter of the Sailor requesting a NSW SSRB contract.
(2) COs endorsement letter.
b. Prior to payment, Sailors will submit a copy of reenlistment contract
and/or extension agreement with proof of tax-free status, if applicable.
