The Navy is delaying the retirement of its old personnel evaluation system due to technical glitches with the new system, according to officials and a fleet-wide message.
The new evaluation system, known as eNavFit, is supposed to be the next-generation program for filling out and submitting annual enlisted sailor evaluations and officer fitness reports.

House and Senate lawmakers on Tuesday night unveiled plans for a compromise defense authorization bill which would boost the military budget by 8% over fiscal 2022 levels and rescind the military’s COVID-19 vaccine mandate for service members.
The $858 billion plan (which includes roughly $817 billion in Department of Defense spending) also includes plans for a 4.6% pay raise for troops starting next month and nearly $19 billion in extra funding to deal with extra inflation costs on construction, fuel prices and other military purchases

RMKS/1. This NAVADMIN announces the fiscal year (FY) 2024 Active-
Duty Navy Officer Continuation Selection Boards. The FY-24 Active-
Duty Navy Officer Continuation Selection Boards will convene, when
required, immediately following the corresponding FY-24 Active-Duty
Navy Officer and Chief Warrant Officer Promotion Selection Boards.
Eligible officers on the Active-Duty List (ADL) who are fully
qualified to remain on active duty and meet the requirements in
paragraphs 2 through 6 will be considered for continuation.
2. Captains (CAPT) in the engineering duty officer (EDO) and
unrestricted line (URL) officer competitive categories who have a
specific designation as acquisition workforce (AW) members will be
considered for continuation. Eligible officers on the ADL who are
not on a rear admiral (lower half) promotion list and who meet the
requirements in subparagraph 2a will be considered for expanded
continuation.
a. CAPT EDO and URL officers who are AW members with 28 or more
years of active commissioned service on the convening date of the
board and hold one or more of the following additional qualification
designation (AQD) codes:
(1) AA3 or AA4 Program Management
(2) AG3 Production, Quality, and Manufacturing
(3) AS3 Engineering
b. Officers selected by these boards will be continued to 33
years of active commissioned service, subject to the statutory
maximum age requirement of 62 years. These expanded continuation
boards are part of the Navy's "Up and Stay" initiative.
3. Lieutenant commander (LCDR) URL, restricted line (RL) and staff
corps (limited duty officers (LDO) continuation policy is
promulgated in paragraph 5):
a. Twice failure of selection (2XFOS) LCDRs with 14 to 18 years
of active service (YOAS) on the date of mandatory discharge.
Officers selected for continuation will be continued until eligible
for retirement at the completion of 20 YOAS.
b. 2xFOS LCDRs with less than 14 YOAS on the date of mandatory
discharge. Officers selected for continuation will be continued for
a period of 3 years.
c. 2xFOS LCDRs with 18 or more YOAS, in line with reference
(a), will not be considered for continuation, but will be retained

d. 2xFOS URL 1310 aviators with primary additional
qualification designations (AQD) of professional flight instructor

Corps (SC) LCDRs will be considered for continuation who would
statutorily retire in FY-24 with 20 YOAS. URL 1310 aviators with
primary AQDs of DIP or DA5/DA7/DB2/DB5/DB6/DD1/DL3/DS2 (TACAIR) and
JAGC officers selected for continuation will be continued for a
period of 3 years to 23 YOAS. CHC, DC, IP, MC, MSC, NC (with
primary subspecialties of CRNA 1972, Critical Care 1960, Labor and
Delivery 1920, and MHNP 1973) MSO, and SC officers selected for
continuation will be continued until the last day of the month in
which the officer completes 24 YOAS.
e. In no case will any LCDR be continued or retained beyond the
last day of the month in which the officer becomes 62 years of age.
4. Lieutenant (LT) aerospace engineering duty officer (AEDO), CHC,
Cyber Warfare Engineer (CWE), Cryptologic Warfare (CW), DC, Foreign
Area Officer (FAO), Intelligence Officer (INTEL), IP, JAGC, MC, MSC,
MSO, NC, and SC will follow the below as applicable:
a. 2XFOS LTs covered in paragraph 4 with less than 18 YOAS and
selected for continuation will be continued for a period of three
years, but not beyond retirement eligibility at 20 YOAS.
b. 2XFOS LTs covered in paragraph 4 with 18 or more YOAS, in
line with references (a) and (b), will not be considered for
continuation, but will instead be retained on active-duty until
retirement eligible at 20 YOAS.
c. In no case will any 2xFOS LTs covered in paragraph 4 be
continued or retained beyond the last day of the month in which the
officer becomes eligible for retirement under reference (a) or the
last day of the month in which the officer becomes 62 years of age,
whichever is earlier.
5. Commander (CDR), LCDR, and LT LDOs:
a. All LDOs selected for promotion in FY-24 who are subject to
mandatory retirement for YOAS prior to their scheduled promotion
dates and/or prior to completing the time-in-grade (TIG) necessary
to retire in the next higher grade after promotion will be
considered for continuation. If selected, these officers will be
continued for a period sufficient to allow them to accept promotion
and, as required, attain sufficient TIG to retire at the higher
grade.
b. All LDOs who are on active duty at the time when the
promotion board meets and are considered in zone for promotion and
who are subject to mandatory retirement for YOAS prior to the end of
FY-23 will be considered for continuation. If selected, these
officers will be continued for a period sufficient to allow them to
accept promotion and, as required, attain sufficient TIG to retire
at the higher grade or, if not selected for promotion, until the end
of FY-23.
6. Chief Warrant Officers (CWO):
a. All CWOs selected for promotion in FY-24 who are subject to
mandatory retirement for YOAS prior to their scheduled promotion
dates and/or prior to completing the TIG necessary to retire in the
next higher grade after promotion will be considered for
continuation. If selected, these officers will be continued for a
period sufficient to allow them to accept promotion and complete the
minimum TIG for retirement to the next higher CWO grade.
b. All CWOs who are on active duty at the time the promotion
board meets and are considered in zone and who are subject to
mandatory retirement for YOAS prior to the end of FY-23, will be
considered for continuation. If selected, these officers will be
continued for a period sufficient to allow them to accept promotion
and complete the minimum TIG for retirement to the next higher CWO
grade. All CWOs who are not selected for promotion to the next
higher CWO grade will be continued on active duty, until the end of
FY-23.
7. Officers on the ADL who meet any of the criteria in paragraphs 2
through 6 must check BUPERS Online, via MyNavy Portal (MNP) at
https://my.navy.mil/quick-links.html, after release of the
respective promotion selection ALNAV message, to determine if they
were selected for continuation. Once logged into BUPERS Online,
click on Advancements/Selection Boards and then on the appropriate
officer (Promotion/Continuation) board to determine the results.

confidence of receipt over current LTB submission methods, such as
hard copy and e-mail submitted letters and related attachments.
a. ESSBD is available for all promotion, advancement and
selection boards.
b. ESSBD provides board candidates with the capability to
electronically submit LTBs in a standard, consistent format, with or
without attachments and will allow the candidate to see (for content
and clarity) exactly what will be delivered and presented to the
board.
c. To utilize ESSBD, candidates must access document services
through MNP at https://www.mnp.navy.mil/group/my-record.

In accordance with section 619 of title 10, U.S. Code and reference (a), and pursuant to CNO's recommendation, the Secretary of the Navy has excluded from consideration for promotion those officers whose established separation dates are within 90 calendar days after the convening date of the board for which they would have otherwise been eligible. Roughly 175 junior sailors were forced to go without their Navy-provided rent money this fall due to a system hiccup that emerged as the service continues to transform its pay and benefits systems.
The issue arose in September and impacted petty officers 3rd class who were attending the Navy’s nuclear power training school in Goose Creek, South Carolina, officials confirmed this week.

An influential governor in southern Japan has lent his support for a central government plan to build a new Self-Defense Force base to accommodate carrier-landing practice for U.S. naval aviators.
Kagoshima Gov. Koichi Shiota cited a “deteriorating” security environment in his decision to support the proposed base on Mageshima, an island 20 miles south of Kyushu, the southernmost of Japan’s four main islands. Shiota announced his decision to the prefectural assembly on Tuesday, according to his remarks posted on the prefectural website.

HONOLULU — The Navy says there is no evidence of any drinking water contamination after a spill of about 1,100 gallons of fire suppressant at a fuel facility in Hawaii.
A cleanup is underway at the Red Hill fuel facility after the spill Tuesday of Aqueous Film Forming Foam, which is used to suppress fires caused by flammable liquids such as fuel and contain PFAS, a class of chemicals that are slow to degrade in the environment.

RMKS/1. The Surface Navy Association (SNA) will hold its 35th Annual National
Symposium in Arlington, VA, at the Hyatt Regency, Crystal City from 10
through 12 January 2023. This year's theme is "Sharpening our Competitive
Edge!"
2. The SNA Annual National Symposium provides an opportunity for discussions
on a broad range of professional and career issues.
This is a forum where personnel can discuss innovative solutions to current
and future Surface Warfare challenges.
3. Reference (a) designates SNA as a Tier 2 level non-DOD hosted conference,
granting a designated agent approval authority if the conference cost does
not exceed $500,000, per reference (b). SNA 2023 meets this threshold.
Reference (c) approves Department of the Navy attendance at this conference.
a. All Navy participation in SNA 2023 shall be consistent with
references (d) through (g).
b. SNA has four meal events planned as part of the symposium.

(b) OPNAV N9 Legal Counsel determined that free attendance
and acceptance of the Annual Banquet by all military personnel and Navy
Government Civilians is authorized.
4. Registration information is available on the SNA website at
http://www.navysna.org/. There is no charge to attend the SNA Seminar
Sessions for Active Duty in Uniform and Government Civilians. All others are
charged in accordance with respective status as determined when registering.
5. COVID-19 Mitigation Measures. Travel to, from and during the SNA
Symposium complies with all Navy mitigation measures for Force Health
Protection Guidance (FHPG) addressed in reference (d). Meeting request
approval by UNSECNAV for more than 50 in attendance is not required for this
symposium. The CDC assess all nine counties in the National Capital Region as

6. TAD Travel. The estimated cost allocations for Temporary Additional
Duty (TAD) travel are provided below. Reference (c) limits TAD
attendance to 310 individuals and attendance is controlled by OPNAV

both attendee and cost thresholds are not exceeded without prior
approval from OPNAV N96. Additional TAD funds will not be provided.
There is no Line of Accounting associated with this conference. All
attendees should arrange for TAD funds through parent command.

HONOLULU — A U.S. Navy officer stationed in Hawaii cannot be denied a firearms permit solely because he sought counseling for feeling depressed and homesick, a federal judge ruled.
Michael Santucci, a cryptologic warfare officer from Fort Myers, Florida, saw a medical provider at a military hospital for feelings of depression and homesickness a few months after arriving in Hawaii last year, according to his lawsuit, filed in April.

As a combat-decorated former Navy SEAL, Marty Strong spearheaded combat missions and helped create special operations capabilities during his 20 years in uniform. And though Strong left the military decades ago, he still employs the strategies he learned to excel in business today.
Strong, 64, explored several career paths after retiring from the Navy, from being an account vice president to an investment advisor to his current roles as CEO, chief strategy officer, board director, and business investor. However, all of these positions have a common key attribute: leadership.

On Nov. 12, 2022 Cowan became the executive officer (XO) of the Gold Crew of the Ohio-class ballistic missile submarine USS Kentucky (SSBN 737), making her the first woman to serve as XO of a U.S. Navy submarine.
Cowan was in the first cohort of women to serve aboard submarines. After graduating from the University of Washington in 2010, she received her first set of orders to attend Nuclear Power School in Goose Creek, South Carolina, the first of many schools required for submarine officers. The Nuclear Power School curriculum covered topics like math, physics, chemistry and nuclear reactor technology, and after completing Power School she attended Naval Prototype Training Unit and Submarine Officer Basic course. Then Cowan, along with the rest of her classmates, reported to submarines across the Navy as division officers.
Cowan’s first boat was the Ohio-class ballistic missile submarine USS Maine (SSBN 741) (Blue). Over the course of three years, which included three-and-a-half strategic deterrence patrols, she served as the Main Propulsion Assistant, Damage Control Assistant and Tactical Systems Officer.
“I started in the engine room, which is where we build our foundation,” said Cowan. “It teaches officers to trust their enlisted counterparts and also have ownership of and in a watch team.”
One of Cowan’s favorite memories from her division officer tour is from a duty day, when she found herself making rounds at night as the Engineering Duty Officer and Ship’s Duty Officer. Her ship was in dry dock at the time, and as she walked around and under the nearly 600-foot submarine she thought to herself, “I can’t believe it is my job to be in charge of this!”
Following her time with Maine (Blue), she served as the Assistant Nuclear Programs Coordinator at Naval Service Training Command in Pensacola, Fla., and then attended the Submarine Officer’s Advanced Course in Groton, Conn. in preparation to serve as a department head.
By May of 2017 Cowan was serving as the Engineering Officer aboard the Virginia-class fast-attack submarine USS Texas (SSN 775). On Texas, she enjoyed seeing the difference in attack submarine missions compared to her previous experience aboard a ballistic missile submarine. Cowan observed that regardless of the platform, working as a team with the other Sailors on board was essential to mission success.
“A lot of submarining is communicating with others and understanding the people-to-people dynamic in a stressful environment,” Cowan explained.
After Texas, Cowan served at Commander, U.S. Submarine Forces Pacific Fleet as the Force Radiological Controls Officer. When she was selected to serve as an XO, she began the Submarine Command Course at the Naval Submarine Training Center, Pacific.
While the mantle of being the first at something may weigh heavy at times, Cowan takes it all in stride and remembers the inspiring words of one of her grandfathers, who told her, “If anybody’s going to do it, you gotta show ‘em how to do it right.”
Her passion for what she does is visible when she speaks. She talks about submarining as a verb, and fondly remembers the many ‘we really just did that’ moments she’s shared with her shipmates underway. While some may relish shore duty, she’s genuinely excited to be going back to a boat.
“I have missed being a part of a crew, and solving problems together as a team,” said Cowan.
Cowan had this to say to anyone considering the silent service:
“I, we, need smart talented people like you. If you are good with team success, the submarine force is for you as well. It’s going to challenge you in ways you won’t find anywhere else on the planet.”
As of November 2022, women Sailors are assigned to 28 operational submarine crews. Based on overall retention rates and high accession source interest, the Submarine Force plans to integrate 33 submarine crews by 2030.

2. If a selected officer does not decline in writing prior to the

section 14308 of title 10, U.S. Code as reference (b) for permanent
lieutenants and above. Use section 12242 of title 10, U.S. Code as
reference (b) for chief warrant officers. Mail the completed form
to COMNAVPERSCOM (PERS-806) or email via MyNavy Career Center at
askmncc.fct@navy.mil.
6. Training and Administration of Reserve (TAR) officers should
review references (c) and (d) for minimum time-in-grade
(TIG)/service-in-grade requirements for purposes of active-duty
voluntary retirement. (NOTE: TIG TAR LCDR voluntary retirements
changed with National Defense Authorization Act 2021; Update to
reference (c) is pending.) TAR officers and those officers
temporarily on active-duty anticipating release from active-duty
under reference (e) may accept promotion without incurring any
additional active-duty obligation.
7. New photographs are required for all officers within three

The FY-23 Chief Warrant Officer, W-3 results are still pending
administrative review as of the preparation date of this message.
2. If a selected officer does not decline promotion in writing
prior to the projected date of rank (noted above in paragraph 1),
that officer is considered to have accepted the promotion on the
date indicated. An officer who chooses to decline promotion must
submit the declination in writing to COMNAVPERSCOM (PERS-806) within
thirty (30) days of the release of this NAVADMIN.
3. The commanding officer (CO), the Secretary of the Navy, or his
designee, has the authority to delay projected promotions. Upon the
exercise of a delay, the officer shall be notified in writing before
the effective date of the promotion and not be tendered the
promoting appointment. The delay authority will immediately forward
the notification of delay with supporting documentation to
COMNAVPERSCOM (PERS-83), copy to COMNAVPERSCOM (PERS-806).
4. COs are reminded of their responsibility to ensure the officers
they are promoting are mentally, physically, morally and
professionally qualified in accordance with section 624 of title 10,
U.S. Code. Per reference (a), officers are ineligible for promotion
if they have failed the most recent Physical Fitness Assessment.
COs shall verify the promoting officer's information in the Physical
Readiness Information Management System to ensure compliance with
reference (a), as modified by reference (b), and delay the officers
promotion in accordance with paragraph 3 of this NAVADMIN, if
required.
5. Prepare a Delivery of Permanent Appointment (NAVPERS form
1421/7) (Rev 10-13). Use this NAVADMIN as reference (a). Use
section 624 of title 10, U.S. Code as reference (b), for permanent
lieutenants and above. Use section 578 of title 10, U.S. Code as
reference (b), for chief warrant officers. Mail the completed form
to COMNAVPERSCOM (PERS-806) or email via MyNavy Career Center at
askmncc.fct@navy.mil.
6. Officers should review references (c) and (d) for minimum time-
in-grade (TIG)/service-in-grade (SIG) requirements for purposes of
voluntary retirement. (NOTE: TIG/SIG requirements for active-duty
LCDR voluntary retirements changed with National Defense
Authorization Act 2021; Update to reference (c) is pending.)
Training and Administration of Reserve officers and those officers
temporarily on active-duty anticipating release from active-duty
under reference (e) may accept promotion without incurring any
additional active-duty obligation.
7. New photographs are required for all officers within three
months after acceptance of promotion. See reference (f) for
specific requirements.
