  3. House and Senate lawmakers on Tuesday night unveiled plans for a compromise defense authorization bill which would boost the military budget by 8% over fiscal 2022 levels and rescind the military’s COVID-19 vaccine mandate for service members.

The $858 billion plan (which includes roughly $817 billion in Department of Defense spending) also includes plans for a 4.6% pay raise for troops starting next month and nearly $19 billion in extra funding to deal with extra inflation costs on construction, fuel prices and other military purchases

    10.  Only eligible officers may communicate with a continuation
selection board via the letter to the board (LTB) process.  NAVADMIN
220/19 announced the introduction of a new application known as
Electronic Submission of Selection Board Documents (ESSBD),
accessible through MNP.  ESSBD improves the speed, transparency and
confidence of receipt over current LTB submission methods, such as
hard copy and e-mail submitted letters and related attachments.
        a.  ESSBD is available for all promotion, advancement and
    selection boards.
        b.  ESSBD provides board candidates with the capability to
electronically submit LTBs in a standard, consistent format, with or
without attachments and will allow the candidate to see (for content
and clarity) exactly what will be delivered and presented to the
    board.
        c.  To utilize ESSBD, candidates must access document services
    through MNP at https://www.mnp.navy.mil/group/my-record.
On-screen instructions will direct the submitter thereafter.
        d.  Submission and subsequent receipt acknowledgement for LTBs
submitted via ESSBD or other means does not constitute confirmation
of eligibility for the boards to which LTBs are submitted.  If
required, a full visual user guide is available through MNP
    athttps://www.mnp.navy.mil/group/advancement-and-promotion.
        e.  LTBs must be received by Navy Personnel Command no later
than 2359 (central standard time) (CST) 10 days prior to the
convening date of the respective board, as noted below.  Submitters
are cautioned to not wait until the deadline date to submit LTBs via
    ESSBD or other available avenues.

any matter concerning the record of the officer that the officer
considers important.  Written communication may include, as
enclosures, correspondence from any individual concerning the
eligible officer.  Correspondence not originated by the eligible
officer, including endorsement to the letter of the eligible officer
and letters written on behalf of that officer, must contain a
written acknowledgement by the eligible officer that he or she
desires such correspondence be presented to the board.

party correspondence and will be rejected without being presented to
the board.  Classified correspondence will not be accepted.

    11.  All officers are reminded of their responsibility to ensure the
completeness and accuracy of their official records prior to the
    convening date of the board.

    3. In accordance with section 619 of title 10, U.S. Code and reference (a),
and pursuant to CNO's recommendation, the Secretary of the Navy has excluded
from consideration for promotion those officers whose established separation
dates are within 90 calendar days after the convening date of the board for
which they would have otherwise been eligible. The Secretary of the Navy has
approved an exception for the following competitive categories: Medical
Corps, Medical Service Corps, Nurse Corps, and Dental Corps. The board may
consider officers in those competitive categories who have an established
separation date within 90 calendar days after the board.

    4. For promotion to the grade of lieutenant and chief warrant officer 2, an
All-Fully-Qualified-Officers List (AFQOL) consisting of those officers
recommended for promotion on their recent fitness reports will be sent to the
Secretary. The Secretary will certify the AFQOL and forward the list with
Limited Duty Officer permanent appointments attached to the Secretary of
Defense. Those officers determined not fully qualified for promotion will be
omitted from the AFQOL constituting a failure of selection (FOS). The All-
Fully- Qualified (AFQ) standard applies to all designators. The AFQ standard
will also be utilized for the mid-year active-duty lieutenant Judge Advocate
General's Corps and Chaplain Corps promotions and any officers
administratively missed when the original lists were compiled.

    5. Only eligible officers may communicate with a promotion selection board
via the letter to the board (LTB) process. NAVADMIN
220/19 announced the introduction of a new application known as Electronic
Submission of Selection Board Documents (ESSBD), accessible through MyNavy
Portal (MNP). ESSBD improves the speed, transparency and confidence of
receipt over previous Letter To the Board (LTB) submission methods, such as
hard copy and e-mail submitted letters and related attachments.
        a. ESSBD provides board candidates with the capability to electronically
submit LTBs in a standard, consistent format, with or without attachments and
will allow the candidate to see (for content and clarity) exactly what will
be delivered and presented to the board.
        b. To utilize ESSBD, candidates must access document services through MNP
    at https://www.mnp.navy.mil/group/my-record. On-screen instructions will
    direct the submitter thereafter.
        c. Submission and subsequent receipt acknowledgement for LTBs submitted
via ESSBD or other means does not constitute confirmation of eligibility for
the boards to which LTBs are submitted. If required, a full visual user
    guide is available at https://www.mnp.navy.mil/group/advancement-and-
    promotion.
        d. LTBs must be received by Navy Personnel Command not later than 2359
(central standard time) (CST) 10 days prior to the convening date of the
respective board, as noted below. Submitters are cautioned to not wait until
the deadline date to submit LTBs via ESSBD or other available avenues.

        e. If unable to use ESSBD, the CSCSELBOARD(at)navy.mil mailbox account
is capable of receiving encrypted correspondence in line with Department of
Defense policy. If sending a board package from a non-NMCI network
(bumed.mil, eu.navy.mil, etc.), please review procedures listed in NAVADMIN
    220/19.
        f. The written communication may call the board's attention to any
matter concerning the record of the officer that the officer considers
important. Written communication may include, as enclosures, correspondence
from any individual concerning the eligible officer. Correspondence not
originated by the eligible officer, including endorsement to the letter of
the eligible officer and letters written on behalf of that officer, must
contain a written acknowledgement by the eligible officer they desires such
correspondence be presented to the board. Correspondence without such an
acknowledgement is considered third party correspondence and will be rejected
without being presented to the board. Classified correspondence will not be
    accepted.

    6. Questions regarding LTB submission should be directed to MyNavy Career
    Center by calling 1-833-330-MNCC (1-833-330-6622/DSN: 882-6622).

    7. The Secretary of the Navy has authorized the active-duty list line and
staff corps promotion boards for the grades of captain, commander and
lieutenant commander to reorder their recommended promotion list based on
particular merit as allowed by section 616 of title 10, U.S. Code. An
officer may be placed higher on a promotion list only if the officer receives
the recommendation of at least a majority of the members of the board. For
officers recommended to be placed higher on a promotion list, the board will
recommend the order in which those officers should be placed on the list.

    8. In-zone and above-zone eligible officers in the grades of chief warrant
officer 2/3/4, lieutenant, lieutenant commander and commander, whose
placement on the active-duty list is within one year of the convening dates
of these boards, are automatically deferred unless they specifically request
to be considered. The officer may waive this deferment and request
consideration for promotion, in writing, emailed to
    NPC_Officer_SELBD_Elig_Waivers.fct(at)navy.mil or mailed to:

        Commander, Navy Personnel Command (PERS-802)
        5720 Integrity Drive
        Millington, TN 38055-0000

For in-zone and above-zone eligible line officers in the grade of commander,
the request must be received by PERS-802 not later than 2359 CST 15 days
prior to the convening date of the respective board. For in-zone and above-
zone eligible staff corps officers in the grade of commander, in-zone and
above-zone eligible line and staff corps officers in the grade of lieutenant
commander and lieutenant, and in-zone and above-zone chief warrant officers,
the request must be received by PERS-802 not later than 2359 CST 30 days
prior to the convening date of the respective board. Specifically:

  7. Roughly 175 junior sailors were forced to go without their Navy-provided rent money this fall due to a system hiccup that emerged as the service continues to transform its pay and benefits systems.

The issue arose in September and impacted petty officers 3rd class who were attending the Navy’s nuclear power training school in Goose Creek, South Carolina, officials confirmed this week.

  8. An influential governor in southern Japan has lent his support for a central government plan to build a new Self-Defense Force base to accommodate carrier-landing practice for U.S. naval aviators.

Kagoshima Gov. Koichi Shiota cited a “deteriorating” security environment in his decision to support the proposed base on Mageshima, an island 20 miles south of Kyushu, the southernmost of Japan’s four main islands. Shiota announced his decision to the prefectural assembly on Tuesday, according to his remarks posted on the prefectural website.

  9. HONOLULU — The Navy says there is no evidence of any drinking water contamination after a spill of about 1,100 gallons of fire suppressant at a fuel facility in Hawaii.

A cleanup is underway at the Red Hill fuel facility after the spill Tuesday of Aqueous Film Forming Foam, which is used to suppress fires caused by flammable liquids such as fuel and contain PFAS, a class of chemicals that are slow to degrade in the environment.

  10. NAPLES, Italy — Watching the fighter planes launching from zero to 150 mph in two seconds is the roaring main event for visitors to an aircraft carrier during an exercise.

But at some point during the day, a sailor below decks aboard the USS Gerald R. Ford will turn 500 pounds of trash into nearly nothing, saving shipmates the unpleasant job of sorting and storing that continues on other aircraft carriers.

  12. HONOLULU — A U.S. Navy officer stationed in Hawaii cannot be denied a firearms permit solely because he sought counseling for feeling depressed and homesick, a federal judge ruled.

Michael Santucci, a cryptologic warfare officer from Fort Myers, Florida, saw a medical provider at a military hospital for feelings of depression and homesickness a few months after arriving in Hawaii last year, according to his lawsuit, filed in April.

  13. As a combat-decorated former Navy SEAL, Marty Strong spearheaded combat missions and helped create special operations capabilities during his 20 years in uniform. And though Strong left the military decades ago, he still employs the strategies he learned to excel in business today.

Strong, 64, explored several career paths after retiring from the Navy, from being an account vice president to an investment advisor to his current roles as CEO, chief strategy officer, board director, and business investor. However, all of these positions have a common key attribute: leadership.

  14. On Nov. 12, 2022 Cowan became the executive officer (XO) of the Gold Crew of the Ohio-class ballistic missile submarine USS Kentucky (SSBN 737), making her the first woman to serve as XO of a U.S. Navy submarine.

Cowan was in the first cohort of women to serve aboard submarines. After graduating from the University of Washington in 2010, she received her first set of orders to attend Nuclear Power School in Goose Creek, South Carolina, the first of many schools required for submarine officers. The Nuclear Power School curriculum covered topics like math, physics, chemistry and nuclear reactor technology, and after completing Power School she attended Naval Prototype Training Unit and Submarine Officer Basic course. Then Cowan, along with the rest of her classmates, reported to submarines across the Navy as division officers.

Cowan’s first boat was the Ohio-class ballistic missile submarine USS Maine (SSBN 741) (Blue). Over the course of three years, which included three-and-a-half strategic deterrence patrols, she served as the Main Propulsion Assistant, Damage Control Assistant and Tactical Systems Officer.

“I started in the engine room, which is where we build our foundation,” said Cowan. “It teaches officers to trust their enlisted counterparts and also have ownership of and in a watch team.”

One of Cowan’s favorite memories from her division officer tour is from a duty day, when she found herself making rounds at night as the Engineering Duty Officer and Ship’s Duty Officer. Her ship was in dry dock at the time, and as she walked around and under the nearly 600-foot submarine she thought to herself, “I can’t believe it is my job to be in charge of this!”

Following her time with Maine (Blue), she served as the Assistant Nuclear Programs Coordinator at Naval Service Training Command in Pensacola, Fla., and then attended the Submarine Officer’s Advanced Course in Groton, Conn. in preparation to serve as a department head.

By May of 2017 Cowan was serving as the Engineering Officer aboard the Virginia-class fast-attack submarine USS Texas (SSN 775). On Texas, she enjoyed seeing the difference in attack submarine missions compared to her previous experience aboard a ballistic missile submarine. Cowan observed that regardless of the platform, working as a team with the other Sailors on board was essential to mission success.

“A lot of submarining is communicating with others and understanding the people-to-people dynamic in a stressful environment,” Cowan explained.

After Texas, Cowan served at Commander, U.S. Submarine Forces Pacific Fleet as the Force Radiological Controls Officer. When she was selected to serve as an XO, she began the Submarine Command Course at the Naval Submarine Training Center, Pacific.

While the mantle of being the first at something may weigh heavy at times, Cowan takes it all in stride and remembers the inspiring words of one of her grandfathers, who told her, “If anybody’s going to do it, you gotta show ‘em how to do it right.”

Her passion for what she does is visible when she speaks. She talks about submarining as a verb, and fondly remembers the many ‘we really just did that’ moments she’s shared with her shipmates underway. While some may relish shore duty, she’s genuinely excited to be going back to a boat.

“I have missed being a part of a crew, and solving problems together as a team,” said Cowan.

Cowan had this to say to anyone considering the silent service:

“I, we, need smart talented people like you. If you are good with team success, the submarine force is for you as well. It’s going to challenge you in ways you won’t find anywhere else on the planet.”

As of November 2022, women Sailors are assigned to 28 operational submarine crews. Based on overall retention rates and high accession source interest, the Submarine Force plans to integrate 33 submarine crews by 2030.
