  1. Screenings signal key step for PACT Act implementation 


    WASHINGTON — The Department of Veterans Affairs marks a historic milestone by screening 1 million Veterans for military exposures as part of the PACT Act signed into law Aug. 10.

    The screenings are a key component of the law — which empowers VA to deliver care and benefits to millions of toxic exposed Veterans and their survivors.  

    “Since we launched the toxic exposure screening program, VA connected with 1 million Veterans around the country,” said VA Under Secretary for Health Shereef Elnahal, MD. “Our health care teams reached an incredible breakthrough in a short length of time. These screenings are paramount to improving the health outcomes for Veterans and providing them with the health care and benefits they’ve earned as quickly as possible. This is among the first steps we have taken to deliver even more benefits and health care to Veterans who have been exposed to toxins during their service.” 

    VA surpassed initial screening expectations through extensive outreach campaigns to include hosting more than 90 Week of Action events across all 50 states, the District of Columbia and Puerto Rico. While The PACT Act Week of Action ended Dec. 17, 2022, Veterans can obtain screenings at any time of the year with their VA health care provider. 

    Veterans enrolled in VA health care will be offered an initial toxic exposure screening then follow-up screenings at least once every five years. 

    The screening takes an average of five to 10 minutes and begins by asking Veterans if they believe they experienced any toxic exposures while serving in the Armed Forces. Veterans who answer “yes” are then asked about specific exposures, including open burn pits, Agent Orange, radiation, contaminated water and other exposures. If a Veteran has been exposed to toxins during their time of service, VA wants to know. It not only impacts their individual future care, but it can also improve overall toxic exposure-related care and outcomes. 

    If you are a Veteran who has not been screened for toxic exposure or has never received care at VA, we encourage you to contact VA about enrolling in the VA health care system and about obtaining a toxic exposure screening. VA encourages all eligible Veterans and survivors to apply for their earned PACT Act-related health care and benefits now. Don’t wait until something is wrong before coming to VA — our providers are trained to recognize issues and concerns unique to Veterans.

Many U.S. sailors want to be able to grow a beard, even as some of those allowed to grow a beard say they are ostracized for their facial hair. Big Navy has said no to allowing everyone to grow a beard, citing concerns that sailors can’t get a proper oxygen mask seal with facial hair should they have to fight a shipboard fire. In 2022, Navy Secretary Carlos Del Toro mandated that the sea service take a fresh look at the Navy’s beard question as part of its diversity, equity and inclusion efforts.

  3. Amid recruiting challenges across all branches of the military, the Navy is rolling out new incentives for sailors to participate in the service’s “Every Sailor is a Recruiter” program.

    Now, sailors can earn up to two Flag Letters of Commendation if they successfully refer someone who signs a future sailor contract, according to a new naval administrative message.

  4. The Navy will roll out the Senior Enlisted Marketplace in 2023 — the service’s latest initiative supporting billet-based advancement to address gaps at sea.

    The new marketplace will launch in March, coinciding with the fiscal 2024 senior enlisted advancement cycle for promotion to E-9. The goal is for the marketplace to eventually include E-7 and E-8 advancements and detailing.

  5. WASHINGTON — On Jan. 1, 2023, the Department of Veterans Affairs will begin processing PACT Act benefit claims for all Veterans and their survivors.

    The PACT Act is the most significant expansion of Veteran benefits and care in more than three decades, empowering VA to help millions of toxic exposed Veterans and their survivors. Since President Biden signed the PACT Act into law Aug. 10, more than 213,000 PACT Act-related claims for benefits have been submitted. Additionally, more than 959,000 Veterans have received VA’s new toxic exposure screenings, with nearly 39% reporting a concern of exposure.

    “Taking time to learn about your TRICARE plan can help you make the best health care decisions for you and your family,” said Debra Fisher, TRICARE Health Plan policy and programs analyst at the Defense Health Agency. “Understanding your plan’s covered services, costs, and eligibility requirements and knowing when you need to take action can help keep your out-of-pocket costs lower and ensure you have no gaps in coverage.”

    3.  For promotion to the grade of lieutenant, an All-Fully- Qualified-
    Officers List (AFQOL) consisting of those officers recommended for promotion 
    on their most recent fitness reports will be sent to the Secretary of the 
    Navy, who will certify the AFQOL and forward the list to the Secretary of 
    Defense.  Those officers determined not fully qualified for promotion will be 
    omitted from the AFQOL, constituting a failure of selection.  The All-Fully- 
    Qualified (AFQ) standard applies to all designators.  The AFQ standard will 
    also be utilized for any officers administratively missed when the original 
    lists were compiled.
    
    4.  Officers in the grades of lieutenant, lieutenant commander, and commander 
    are eligible for consideration for promotion only if they have served 
    continuously on either the RASL or Active Duty List (or a combination of both 
    lists) during the one-year period ending on the date of the convening of the 
    promotion board.  Accordingly, officers returning to an active status from a 
    period of inactive or broken service (USNR-S2, discharge) are eligible for 
    consideration for promotion only after continuously serving in an active 
    status for one full year.  Membership in the Individual Ready Reserve does 
    not qualify for deferment of eligibility for consideration.
    
    5.  Only eligible officers may communicate with a promotion selection board 
    via the letter to the board (LTB) process.  NAVADMIN
    220/19 announced the introduction of a new application known as Electronic 
    Submission of Selection Board Documents (ESSBD), accessible through MyNavy 
    Portal (MNP).  ESSBD improves the speed, transparency, and confidence of 
    receipt over current LTB submission methods, such as hard copy and e-mail 
    submitted letters and related attachments.
        a.  ESSBD will be available for all promotion and selection boards.
        b.  ESSBD provides board candidates with the capability to electronically 
    submit LTBs in a standard, consistent format, with or without attachments and 
    will allow the candidate to see (for content and clarity) exactly what will 
    be delivered and presented to the board.
        c.  To use ESSBD, candidates must access document services through MNP at 
    https://www.mnp.navy.mil/group/my-record.  On-screen instructions will direct 
    the submitter thereafter.
        d.  Submission and subsequent receipt acknowledgement for LTBs submitted 
    via ESSBD or other means does not constitute confirmation of eligibility for

  9. The next high-speed accessory for naval aviators is being designed with women in mind.

    In 2023, the Navy plans to make a design decision on a biosensing bra and undershirt intended to monitor the vital signs of aircrew while in flight. These compressive garments, designed in partnership with the Defense Innovation Unit, feature built-in sensors that can measure breathing, heart rate and acceleration. These garments may offer a new way to detect early signs of trouble in the cockpit before they turn into a “physiological episode,” or medical emergency. Just as notably, the development process marks an effort to tailor designs to female pilots in a service that has often treated their needs as an afterthought.

    RMKS/1.  This NAVADMIN announces Navy policy and procedures for the 
    implementation of basic needs allowance (BNA).

    2.  In line with reference (a), reference (b) established Department of 
    Defense policy for BNA.  Reference (c) authorizes the Chief of Naval 
    Personnel to implement BNA policy.  The BNA program provides a monthly 
    allowance to Sailors whose gross household income (GHI) and household size 
    place them below 130 percent of Federal Poverty Guidelines (FPG) for their 
    permanent duty station (PDS) location.
    BNA provides additional income to address the difference between GHI from the 
    previous calendar year (CY) and 130 percent of the FPG for the current CY.  
    BNA is payable to eligible Sailors who voluntarily apply beginning on or 
    after 23 December 2022.  These references, frequently asked questions, 
    templates, and other BNA resources can be found here:

    3.  Eligibility.  In line with paragraph 3.2.a of reference (b), eligibility 
    for BNA requires that a Sailor meets all of the following criteria:
        a.  They have completed initial entry training (IET).  For purposes of 
    BNA, this coincides with a Sailor arriving at the first PDS after completion 
    of all required training at any location, including training locations that 
    are considered a PDS.
        b.  Their GHI during the most recent CY did not exceed 130 percent of the 
    FPG for that year.
        c.  They have dependents enrolled in Defense Enrollment Eligibility 
    Reporting System (DEERS) and listed on their legacy dependency 
    application/record of emergency data (NAVPERS 1070/602).
        d.  They voluntarily applied for BNA and were certified by MyNavy Career 
    Center (MNCC).

    4.  Ineligibility.  In line with paragraph 3.2.b of reference (b) Sailors are 
    ineligible to receive BNA if any of the following items
    apply:
        a.  They have not completed IET.
        b.  They do not have any dependents.
        c.  Their GHI during the most recent CY exceeded 130 percent of the FPG 
    for that year.
        d.  Their current, annualized GHI exceeds 130 percent of the FPG for the 
    previous CY.
        e.  They are a midshipman at the United States Naval Academy or in the 
    Naval Reserve Officer Training Corps.

    5.  Screening.  MNCC will conduct monthly screenings.  No input from Sailors 
    or commands is required for this screening.  The first monthly screening will 
    be completed after the FPGs are released for the current CY.  MNCC will 
    provide each command with a list of Sailors who have been screened as 
    potentially eligible for BNA via enterprise customer relationship management 
    (eCRM).

    6.  Notification.  Sailors who screen as potentially eligible to receive BNA 
    will be officially notified by their chain of command via a NAVPERS 1070-613 
    (page 13) screening notification and be provided an application cover sheet 
    as described in paragraph 13.
        a.  Units are required to report to MNCC the total Sailors notified each 
    month by the fifth day of the following month.  Units will use the BNA 
    monthly report described in paragraph 13 and submit it to MNCC via eCRM.  The 
    report will include all subordinate unit identification codes that do not 
    have their own commanding officer (CO).  Reports are not required if there 
    have been no notifications.
        b.  If a Sailor is notified via page 13 that they may be eligible for 
    BNA, they have 180 days to submit an application or they are deemed 
    ineligible until rescreened.  Sailors who are notified during IET have 180 
    days to apply after arrival at their first PDS after completion of IET or 
    they are deemed ineligible until rescreened.
        c.  Once notified of potential eligibility to receive BNA, Sailors should 
    further determine their eligibility based on their total GHI before starting 
    an application.  Resources available to assist Sailors include but are not 
    limited to their Command Pay and Personnel Administrators (CPPA), Personal 
    Financial Managers (PFMs) at the local Fleet and Family Support Center 
    (FFSC), and their Command Financial Specialists (CFS).  Additional resources

    7.  Application Process:
        a.  Sailors may submit an application whether or not they have been 
    notified as potentially eligible for BNA.
        b.  Sailors in IET cannot submit an application until they have arrived 
    at the first PDS after completion of all required training at any location, 
    including training locations that are considered a PDS.
        c.  Sailors in receipt of separation orders may not apply for BNA.
        d.  Applications will be submitted to MNCC via eCRM in a single pdf file 
    and must include the following:
            (1) Completed application cover sheet signed by the CPPA or other 
    designated verifying official and endorsed by the CO.
            (2) Supporting documentation to confirm GHI in line with the 
    definition of GHI in section G.2 of reference (b).
            (3) Copy of page 13 screening notification, if applicable.
        e.  Additional GHI considerations are described in paragraph

    3.4.b.(8) and (9) of reference (b).
        f.  Sailors are encouraged to seek assistance during the application 
    process.  Personnel available to assist with the application include but are 
    not limited to CPPAs, PFMs at the FFSC, and CFSs.

    8.  Application Adjudication.  MNCC is the adjudicating authority for BNA 
    applications.  Adjudication will occur within 30 days of receipt of a 
    complete and verified application endorsed by the CO.
    MNCC will adjudicate applications as certified, ineligible, or incomplete, 
    and will provide a detailed explanation of the outcome to the Sailor via the 
    command through eCRM.
        a.  Correspondence to Sailors will be expeditiously retrieved from eCRM 
    by the command and delivered to the Sailor.  The Sailor is required to 
    initial the correspondence next to their name to confirm receipt.
        b.  If an application is adjudicated as certified, BNA is effective on 
    the date of certification and the first payment will be made within 30 days.  
    Counseling requirements listed in paragraph

    3.7.c of reference (b) will be explained in the certification notification 
    letter to the Sailor.
        c.  MNCC will maintain documentation, disaggregated by month, of all 
    items listed in paragraph 3.5.f of reference (b).

    9.  Special BNA Eligibility Considerations.  See paragraph 3.2.c of reference 
    (b).  BNA will terminate 60 days after Sailors become ineligible due to their 
    monthly GHI when annualized, exceeding 130 percent of the previous year FPG.  
    For example, a Sailor that receives a promotion and becomes ineligible for 
    BNA due to the pay increase will continue to receive BNA at the previously 
    calculated rate for 60 days after the date of promotion.

    10.  Computation of Allowance.  Monthly BNA payment is equal to 1.3 times the 
    most recently published annual FPG for the CY during which the allowance is 
    paid based on the Sailor household size, minus the Sailor GHI during the 
    previous calendar year, divided by 12.  A sample BNA payment computation and 
    information on BNA proration for periods of duty under 30 days are found in 
    Figure 1 and paragraph

    3.6.c of reference (b), respectively.

    11.  Recertification Requirements.
        a.  In line with paragraph 3.7.b of reference (b), for Sailors receiving 
    BNA, recertification by MNCC is required if any of the following occur:
            (1) 12 months have elapsed since their BNA was last certified.
            (2) Their monthly, recurring GHI increases by $150 or more per month.
            (3)  The number of dependents in their household changes.
        b.  If GHI increases by $150 or more per month due to changes other than 
    military compensation, Sailors receiving BNA are responsible to notify MNCC 
    via their CPPA through eCRM within 60 days.  MNCC will monitor changes in 
    military compensation and will recertify eligibility when military 
    compensation increases.
            (1)  GHI changes that require notification to MNCC will be submitted 
    in eCRM using the GHI Update Document described in paragraph 13.  A new 
    application is not required when providing routine GHI updates.
            (2)  Failure to notify MNCC within 60 days of a qualifying GHI change 
    may result in termination of BNA eligibility and recoupment of any 
    overpayment.
            (3)  GHI updates do not require CO endorsement.  CO endorsement is 
    required for applications only.
        c.  MNCC will automatically recertify and recalculate BNA payments due to 
    changes in military compensation or the number of dependents of a 
    participating Sailor as long as DEERS is current and updated by the Sailor.  
    MNCC will provide an updated adjudication via eCRM detailing any changes to 
    BNA status.
        d.  No later than 10 January each year, Sailors receiving BNA will submit 
    a GHI Update Document with substantiating documentation to MNCC to establish 
    their previous CY GHI.

    12.  Reserve Component (RC).  Members of the RC on Active Duty as defined in 
    section 101 of title 37, U.S. Code may apply for BNA if otherwise eligible.  
    For purposes of BNA, if the Active Duty orders are for temporary duty, the 
    PDS is the Navy Reserve Center to which the member is assigned.  If the 
    Active Duty orders involve a PCS, the new PDS location is used for purposes 
    of BNA.

    13.  BNA Documents.  Specific tools and templates are required to be utilized 
    during the screening, notification, and application processes.  All items can

        a.  The following document templates are required to be used in the 
    execution of BNA:
            (1)  NAVPERS 1070-613 Screening Notification.  Utilized for all 
    official notifications once a Sailor is screened as potentially eligible.
            (2)  Application Cover Sheet.  Required to be utilized for 
    application submission to MNCC via eCRM.
            (3)  GHI Update Document.  Submitted by Sailors receiving BNA when 
    criteria are met as described in paragraph 11.b and by 10 January each CY.
            (4)  BNA Monthly Report.  Units will submit the reporting template 
    monthly via eCRM no later than the fifth day of each month with the total 
    number of Sailors notified of potential eligibility.
    No report is required if no Sailors were notified.

    14.  This NAVADMIN will remain in effect until superseded or canceled, or 31

    RMKS/1.  This NAVADMIN announces the High Year Tenure (HYT) Plus pilot 
    program which offers a new opportunity for talented and experienced Sailors 
    to continue their Navy careers beyond the HYT limits listed in reference (a).  
    This pilot also offers additional looks for advancement and more time to 
    build retirement benefits, to include E5 retirement.

    2.  Active Component (AC) and Training and Administration of the Reserve 
    (TAR).
        a.  With the exception of command master chiefs (CMDCM), command senior 
    chiefs (CMDCS) and nuclear trained master chiefs, all AC and TAR enlisted 
    Sailors of all ranks and rates with a HYT date in Fiscal Year (FY) 2023 or 
    2024 may chose to remain on active duty beyond their original HYT date by 
    applying for a job in MyNavy Assignment and then obligating for a full tour 
    when matched to an assignment.  It is also possible to extend at the current 
    command to complete an additional full tour there, if a valid billet exists 
    and the assignment is approved by the detailer and the command.  Once 
    obligated for a follow-on tour, the Sailors HYT date will be matched to the 
    end of the new tour.  If you are an E5 Sailor approaching your HYT threshold 
    of 16 years, this pilot not only allows you to continue your naval career and 
    potentially advance to the next rank, it provides a path for you to become 
    eligible for retirement.  In all cases, Sailors must be recommended for 
    retention by their commanding officer on their most recent evaluation.
        b.  In order to facilitate this pilot program, all AC and TAR enlisted 
    HYT dates occurring between 1 March 2023 and 30 September
    2024 are hereby suspended, with the exception of CMDCM, CMDCS and nuclear 
    trained master chiefs.  HYT Plus eligible AC and TAR Sailors with a HYT date 
    in that time frame will no longer be involuntarily separated or involuntarily 
    transferred to the fleet reserve due to reaching HYT as prescribed in 
    reference (a).  The decision to remain on active duty beyond the normal end 
    of active obligated service
    (EAOS) is voluntary and will not require the submission of a HYT waiver 
    request.  Sailors who otherwise would have reached HYT between 1 March 2023 
    and 30 September 2024, but opt to transfer to the fleet reserve, or separate 
    at their EAOS will be deemed a voluntary separation.
        c.  HYT Plus eligible Sailors who are approved for HYT-based separation 
    or retirement on or before 28 February 2023 may opt into the HYT Plus pilot 
    any time prior to their separation or retirement date.  In all cases, the 
    request must be received by MyNavy Career Center (MNCC) prior to the 
    separation date.  If satisfied to continue on their current path, separating 
    or retiring Sailors may execute HYT-based separation or retirement orders 
    effective on or before 28 Feb 2023 as an involuntary separation without any 
    additional action required based on this NAVADMIN.  In order to opt into the 
    HYT Plus pilot:
            (1) Those with approved Fleet Reserve/Retirement must create and 
    route a Fleet Reserve/Retirement cancellation request via Navy Standard 
    Integrated Personnel System Retirements and Separations citing this NAVADMIN.
            (2) Those with approved HYT-based separation must submit a special 
    request/authorization (NAVPERS 1336/3) to their commanding officer requesting 
    to opt into the HYT Plus Pilot program.
            (3) In both cases, it is imperative that Command Pay and Personnel 
    Administrators submit the requests to cancel separations/retirements to 
    Transaction Service Center (TSC) Norfolk, prior to the separation/retirement 
    date.  This will ensure cancellation of the transaction to avoid separating a 
    member who wants to stay Navy.

    3.  Selected Reserve (SELRES, drill with pay).
        a.  SELRES Sailors are automatically approved to continue service through 
    30 September 2024 independent of HYT gates outlined in reference (a) as long 
    as they remain in good standing with respect to the requirements outlined in 
    references (b) and (c) and are recommended for retention on their most recent 
    evaluation.
    SELRES Sailors are encouraged to coordinate necessary changes to their 
    obligated service or projected rotation date with their Navy Reserve Activity 
    Command Career Counselor.  SELRES Sailors will continue to follow normal 
    assignment policy in line reference (c).
        b.  Voluntary Training Unit (VTU) Sailors.  E6 and below VTU Sailors who 
    are not pending administrative or disciplinary action may affiliate with the 
    SELRES in line with reference (d) in a paid status for service through 30 
    September 2024 unless restricted by other policies.

    4.  Advancement Eligibility.  All Active and Reserve Sailors eligible for HYT 
    Plus may participate in Navy-wide advancement exams (NWAE), advancement 
    selection boards, and other advancement programs without regard to HYT 
    requirements outlined in reference (e).  When completing enlisted advancement 
    worksheets, Sailors should provide their educational support officer (ESO) 
    with their intent to continue service.  Additionally, ESOs shall order 
    substitute exams for the upcoming AC, TAR, and SELRES advancement cycles for 
    Sailors who are now eligible under HYT Plus.  NWAE participation will not be 
    prohibited solely based on HYT for Sailors eligible for HYT Plus.
    Additionally, if Fleet Reserve retirement was preventing a Sailor from being 
    eligible for an advancement board, the Sailor should contact the Selection 
    Board Eligibility Branch (PERS-802) via e-mail at 
    NPC_Enlisted_SELBD_Elig.fct(at)navy.mil or phone at (901) 874-
    3217 to confirm renewed eligibility.

    5.  All other policies outlined in reference (a) not addressed in this

  13. The Navy announced a two-year suspension of enlisted high-year tenure Dec. 22 to improve Navy retention efforts and Fleet readiness.  

    “This suspension means more of our talented and experienced Sailors can stay in the Navy,” said Rear Adm. James Waters III, director, Military Personnel Plans and Policy Division, N13, Office of the Chief of Naval Operations. “By removing this barrier to retaining career-minded Sailors, the Navy is broadening career progression opportunities for Sailors and allowing them the opportunity to advance to the next higher paygrade.”

  14. (Tribune News Service) — Congress is poised to allocate another $1 billion to shutting down the Navy's Red Hill fuel facility.

    The funding is expected to cover major repairs to the facility's pipelines and other infrastructure that will facilitate the safe draining of approximately 104 million gallons of fuel from aging underground tanks, as well as remediating the soil and groundwater that's been polluted by past fuel spills.

    The funding is included in the annual appropriations bill, which is expected to be signed by Friday by President Joe Biden.

  15. An investigation into the circumstances surrounding the deaths of three USS George Washington (CVN-73) sailors who died by suicide in April found that the cases were largely unrelated but revealed an overworked mental health system aboard the carrier that had trouble keeping up with the demands of the crew.

    The report, released this week concluded that while all three of the sailors experienced stress from George Washington’s extended refueling and complex overhaul period, they did not know each other, and each had unique personal factors that contributed to their deaths. The investigation looked into suicide contagion — the idea that one suicide can lead to another person thinking about taking their life — and it could not be ruled out.

    RMKS/1.  This NAVADMIN announces the approval of several uniform and grooming policy changes, and 
    provides an update on current Navy uniform improvement initiatives.  Changes do not add to the 
    required seabag and are the result of Sailor feedback, uniform working group discussions, and command 
    sponsored requests.

    2.  The following uniform and grooming policy changes are approved for implementation:
        a.  Black Cold Weather Parka.  Effective immediately, the black cold weather parka (CWP) may be 
    optionally worn with the Navy Working Uniform (NWU) Type III when ashore in non-operational and 
    non-industrial environments.  The CWP material is not conducive to wear in industrial or operational 
    environments and would result in premature wear, tear, and extra expense to the Sailor.  The NWU 
    Type III parka remains a prescribed and required outer garment for wear with the NWU Type III.  The 
    CWP also remains a prescribed and required outer garment for wear with service and service dress 
    uniforms.
        b.  Dinner Dress Blue and White Jacket.  Effectively immediately, mandatory possession and wear of 
    the Dinner Dress Blue and White Jacket uniform is required for officers O-5 through O-10 vice O-4 
    through O-10.  Optional wear of the Dinner Dress Blue and White Jacket uniform are authorized for E-1 
    through O-4 in line with reference (a).
        c.  Earrings.  Effectively immediately, female Sailors are authorized for optional wear of silver, white 
    gold, yellow gold, white pearl, and colorless diamond stud type earrings with all Navy uniforms.  Earring 
    manner of wear and authorized size while in uniform (4-6 millimeters or one-eighth to one-fourth of an 
    inch) will remain the same in line with reference (a).  Commanding officers may restrict the wear of 
    earrings if determined to present a foreign object debris hazard.
        d.  Belted White Skirt.  Effective immediately, the belted white skirt is authorized for wear with a 
    female officer and chief petty officer (CPO) Summer White and Service Dress White uniforms.  The 
    unbelted white skirt remains optional for wear with the female officer and CPO Service Dress White 
    uniform.
        e.  Physical Training Uniform Fitness Suit.  Due to supply chain issues in producing reflective piping, an 
    alternate design fitness suit (jacket and pants) without reflective piping is authorized for wear in line 
    with existing fitness suit guidelines contained in reference (a).  The alternate design fitness suit is of the 
    same basic design, color, and Navy logos as the standard fitness suit, but without reflective piping.  
    Sailors may wear fitness suit jackets and pants that do not match with respect to reflective piping but 
    are advised to wear a reflective belt or vest when wearing the physical training uniform to conduct 
    outdoor physical activities during reduced visibility hours.  The alternate design fitness suit jacket will be 
    available for purchase at your local Navy Exchange Uniform Center approximately by December 2022.  
    The alternate design pants are expected to be available by approximately May 2023.
        f.  Navy Security Force (NSF) Identification Badge.  Effective immediately, a security force 
    identification badge with an engraved black star is added to the list of authorized security force badges 
    worn by security force personnel.  The security force badge with the four digit alpha-numeric serial 
    number previously issued is also authorized for wear until the NSF member is honorably discharged or 
    retired from the Navy.  The new NSF metal identification badges will be available for command purchase 
    via military standard requisitioning and issue procedures requisition or through the Defense Logistics 
    Agency FedMall e-commerce acquisition platform.
    National stock numbers are 8455-01-617-6192 for metal badges and
    8455-01-617-6354 for embroidered badges.
        g.  NSF Qualification Breast Insignia.  Effective immediately, wear of the new NSF qualification insignia 
    is authorized by qualified security force personnel in line with reference (b).  The manner of wear of the 
    NSF insignia is in line with reference (a).
    The new breast insignia will be available for purchase through Navy Exchange Uniform Stores in 
    December 2022.

    3.  The following uniform improvement initiatives are actively under review, development, or 
    implementation:
        a.  I-Boot-5.  Introduction of the I-Boot 5 as a seabag requirement commenced on 1 October 2022 at 
    Recruit Training Command, Great Lakes.  The I-Boot 5 is a lightweight constructed safety boot, black or 
    brown with full inner lining, steel toed, and smooth outer leather.  The I-Boot 5 is suitable for wear in 
    multiple Navy environments and weather conditions afloat, airborne, and ashore.
    Availability for fleet purchase via Navy Exchanges is expected to commence in April 2023.  Existing NWU 
    boots, to include the I-Boot 4, will remain authorized for wear as long as serviceable.  Other optional 
    boots will remain authorized for wear as applicable in line with reference (a).
        b.  Improved Black Fleece Liner and Jacket.  An improved design and functional black fleece liner and 
    jacket are being developed as a replacement for the current black fleece parka liner.  The new fleece 
    liner and jacket concept encompasses two zippered side pockets, an attached rank tab, and weather 
    resistant fabric that is suitable for wearing as an outer garment during most weather conditions.
        c.  Maternity Service Dress Blue Coat.  Design improvements to the maternity Service Dress Blue coat 
    will incorporate adjustable side tabs to align with all existing maternity uniform tops.  The introduction is 
    planned for Summer 2023.
        d.  Size Standardization.  Size standardization is a collaborative effort between the Chief of Naval 
    Personnel, Navy Exchange Service Command, and Navy Clothing and Textile Research Facility to improve 
    the design and fit of male and female uniforms.
    The overall goal of this initiative is to improve the fit/design of male and female uniforms to 
    accommodate the current population and reduce the requirement or need for other than standard 
    hemming alterations.  The current effort is focused on female slacks, skirts, and shirts and blouses.
        e.  Summer White and Service Dress White Over Blouse.  Two new female over blouse concepts are 
    being developed in conjunction with the size standardization initiative for optional wear with female 
    officer and CPO Summer White and Service Dress Blue uniforms.
    Concepts are currently in their initial development phase and will be showcased during size 
    standardization fit demonstrations and concept advertisement articles via media publications.

  17. WASHINGTON -- Three suicides by sailors assigned to a U.S. Navy aircraft carrier, which set off alarms about conditions on and around the ship, were not connected, but the poor quality of life onboard was a “contributing factor” in one of the deaths, according to a Navy report released Monday.

    The suicides, which happened while the USS George Washington was docked at the shipyard in Newport News, Virginia, between April 9-15, triggered questions about whether the sailors knew each other or if something similar, associated with their jobs or the ship, had caused them. The report concludes that while all three were assigned to the ship, which was undergoing extensive maintenance, they had no social or working relationships with each other.

  18. QUANTICO, Va. - The U.S. Naval Community College selected Embry-Riddle Aeronautical University as the Pilot II aviation maintenance technology associate degree program November 30, 2022.

    This new agreement provides active duty enlisted Sailors, Marines, and Coast Guardsmen an opportunity to earn a naval-relevant associate degree in aviation maintenance technology that will directly contribute to the readiness of the naval services and set them on a path of life-long learning.

    The Pentagon said that they have has not yet been able to find any evidence that extraterrestrials may be responsible for the hundreds of UFO incidents they are reviewing or that any alien beings may have crashed on Earth.

    Senior Pentagon officials relayed this to reporters Friday in a briefing to highlight the broad review headed by the new All-domain Anomaly Resolution Office (AARO) working with other federal agencies to review unidentified aerial phenomena incidents. Unidentified anomalous phenomena or UAP's is the new term for UAP's and has itself gone a name change as it is no longer limited to aerial phenomena.
