[USS Tripoli facing ongoing drinking water issues]

The amphibious assault ship Tripoli is having problems with its onboard drinking water system, but officials have declined to fully explain the nature of the problem or why a ship commissioned in 2020 is grappling with such issues.

Expeditionary Strike Group 3 spokeswoman Lt. Cmdr. Lauren Spaziano said that the issue did not impact the Tripoli during its seven-month, maiden deployment. However, the ship is now encountering problems that limit its ability to generate potable water due to ongoing repairs to some reverse osmosis water units.

[Largest Military Pay Raise In 20 Years Headed to Biden's Desk As Part of Defense Bill]

The biggest pay raise for troops in two decades is headed to President Joe Biden's desk for his signature after the Senate approved the annual defense policy bill late Thursday.

This year's National Defense Authorization, or NDAA, endorses a basic pay raise for 2023 of 4.6%, far higher than 2022's 2.7%.

[Pentagon to raise military housing allowances in US by 12% on average]

Financial assistance for housing is on the way in the new year for the vast majority of service members stationed in the United States.

Nearly 97% of stateside military families are going to see a boost to their Basic Allowance for Housing, with an average increase of 12.1%, the Pentagon announced in a statement Wednesday.

The new rates take effect Jan. 1 and reflect the largest year-over-year jump to housing allowances in many years. Housing allowance payments totaling an estimated $26.8 billion will be paid to roughly 1 million service members next year, according to the statement.

[F-35B Joint Strike Fighter Crashes in Texas, Pilot Safely Ejects]

An F-35B Lighting II Joint Strike Fighter crashed on the runaway at Naval Air Station Joint Reserve Base in Fort Worth, Texas, Lockheed Martin said in a statement Thursday.

The pilot ejected safely, according to the statement. The pilot was a U.S. government employee, Pentagon Press Secretary Brig. Gen. Patrick Ryder said during a Thursday press conference.

The plane had not yet been transferred to the U.S. government, Ryder said. Lockheed manufactures the F-35B for the Marine Corps.

RMKS/1.  An engaged force at all levels is our greatest instrument in 
violence prevention.  Every Sailor, Marine, and civilian is responsible for 
cultivating a climate of dignity and respect throughout the Department of the 
Navy (DON).  By failing to uphold these principles, we allow, enable, and 
cannot effectively stop interpersonal violence such as sexual assault, sexual 
harassment, and domestic abuse. 
 
2.  Last year, the Department of Defense provided the Services with a set of 
comprehensive and actionable recommendations to improve our approach to 
sexual assault and sexual harassment across four lines of effort: 
accountability, prevention, climate and culture, and victim care and support. 
 
3.  As the DON works toward full implementation of these recommendations, we 
are committed to rebuilding trust and improving victim response by removing 
barriers to reporting and accessing resources.  To this end, we implemented 
several new policies this year. 
 
4.  Reference (a) improves response to formal reports of sexual harassment 
and requires an investigating officer to come from outside the command of the 
victim and the subject. 
 
5.  Reference (b) ensures victims of sexual assault, sexual harassment, and 
domestic abuse receive the care and support they need - without delay.  A 
victim who contacts a helping professional from any DON victim care and 
support office must either receive services from that office or, with the 
victim's permission, get a "warm hand-off" to the appropriate service 
provider.  This warm hand-off will include direct connection, introduction to 
the responsible staff, and follow-through to ensure the needs of the person 
seeking care are met. 
 
6.  Reference (c) eliminated a critical barrier to Service Members' reporting 
of sexual assault.  A Sailor, Marine, cadet, or midshipman who makes an 
unrestricted report of sexual assault through the Sexual Assault Prevention 
and Response Office or the Family Advocacy Program will not be disciplined 
for minor collateral misconduct. 
 
7.  Reference (d) was expanded to define cyberharassment and distinguishes 
harassing behaviors, including those of sexual nature, that occur online. 
Cyberharassment is defined as:  a form of harassment or sexual harassment 
occurring through or facilitated by an electronic communications system.  As 
used herein, electronic communication systems include internet enabled 
devices, online spaces and platforms, computers, mobile devices, cameras and 
imaging platforms, applications, location tracking devices, smart devices, 
communication technologies, and other emerging technologies.  Cyberharassment 
may include, but is not limited to, threatening, derogatory, or harassing 
text or email messages, instant messages, social media comments, blog 
entries, or similar communications.  The broadcast or public sharing via an 
electronic communications system of non-publicly available information about 
an individual, also referred to as doxing, can be a form of cyberharassment. 
 
8.  Another critical update to victim response was included in reference (e), 
effective November 11, 2021.  This policy ensures sexual assault victims can 
file restricted reports even if:  they disclosed the sexual assault incident 
to their commander or to personnel in the chain of command; there is an 
ongoing military criminal investigative organization (e.g. NCIS, CID, etc.) 
investigation into the sexual assault incident initiated by a third party and 
not due to the victim's disclosure to law enforcement; or a military criminal 
investigative organization investigation into the sexual assault incident has 
been closed.  Victims should work with their local Sexual Assault Response 
Coordinator, Sexual Assault Prevention Response Victim Advocate, and/or the 
Victim's Legal Counsel to get the support they need through this process. 
 
9.  I also remind leaders at all levels they should allow Service Members 
sufficient time to access the care they need with the intent to allow healing 
and recovery from the trauma of sexual assault.  Per reference (f), 
commanders and military treatment facility directors may grant convalescent 
leave (non-chargeable) to Service Members for their treatment and 
recuperation from sexual assault based on a recommendation of a medical or 
mental healthcare provider or sexual assault medical forensic examiner. 
 
10.  Any active duty and reserve Service Members who have experienced sexual 
assault, sexual harassment, or were deployed overseas to hostile fire pay 
zones are also eligible to receive confidential services from the Department 
of Veterans Affairs (VA) without a TRICARE referral at VA Vet Centers.  More 
information on Military Sexual Trauma resources available can be found at 
https://mentalhealth.va.gov/msthome/index.asp.
 
11.  Sexual Assault Response Coordinators and Victim Advocates can also 
assist civilian employees in navigating resources available to them through 
military or civilian channels such as the Employee Assistance Program. 
 
12.  I want to ensure that victims and survivors of sexual assault, sexual 
harassment, and domestic abuse receive the right care and quality services 
they deserve with minimal delay.  The DON is committed to the well-being of 
victims and survivors, from report to referral, from initial appointment 
through continuing care.  I expect leaders at all levels to embrace reform 
and stop destructive behaviors at onset by holding each other to the 
standards we expect and modeling that example.

AMPN/REF A IS THE JOINT FLEET MAINTENANCE MANUAL 2M ELECTRONIC REPAIR 
CHAPTER// GENTEXT/REMARKS/1.  In 1997 the Deputy Chief of Naval Operations 
(Logistics) implemented a CNO Gold Disk Awards program.  This program was 
designed to encourage Fleet personnel in the maritime community to develop 
gold disk test routines and repair circuit card assemblies and electronic 
modules.  The resulting benefits have resulted in improved operational 
readiness of a wide range of C5I and HM&E systems in addition to 
significantly improved OPTAR cost avoidance.  The award consists of a letter 
of commendation signed by Deputy CNO for Integration of Capabilities and 
Resources and a military cash award of up to five thousand dollars.

2.  The cash award criteria is a graduated dollar value dependent upon cost 
avoidance thresholds.  The award program not only rewards the top repair 
technician, but every technician that meets the following quarterly cost 
avoidance thresholds:
$150k to $199k of cost avoidance yields a $2k award $200k to $249k of cost 
avoidance yields a $3k award $250k to $299k of cost avoidance yields a $4k 
award $300k and over of cost avoidance yields a $5k award

3.  The CNO Gold Disk Awards program is administered by the NAVSEA Miniature 
Microminiature Module Test and Repair (2M MTR) program manager.  Fleet 2M MTR 
policy and responsibilities are contained in reference (a).  Gold Disk 
awardees are selected by an awards board at NUWC Detachment Field Engineering 
office in Norfolk.  The MTR engineering agents selection is based on 2M 
repair metrics submitted in the Module Test and Repair tracking system or 
verification of recently submitted gold disk test routines.

RMKS/1.  This NAVADMIN announces guidance regarding administration of the 
Spring 2023 Navy-wide Advancement Exam (NWAE) for Selected Reserve (SELRES) 
and Prior Service Reenlistment Eligibility Reserve (PRISE-R) Sailors (cycle 
112).  It also provides a permanent way forward regarding advancement to E-4. 
Cycle 112 includes those SELRES candidates serving on voluntary recall, 
mobilization or as Canvasser Recruiters. 
 
2.  Effective immediately, the requirement for SELRES E-4 candidates to take 
the NWAE to compete for advancement to E-4 is permanently eliminated. PRISE-R 
E-4 candidates will participate in one final NWAE this spring (cycle 112) and 
then transition in the fall.  The Navy learned many lessons from the COVID-19 
pandemic and use of Alternative Final Multiple Score (A-FMS) to determine E-4 
advancements has proven to be an effective metric of overall Sailor quality 
which places increased emphasis on performance.  Moving forward, we will 
continue to look at other methods of advancing Sailors to E-4 that do not 
involve an exam and support Marketplace-based advancement initiatives. 
 
3.  To facilitate PRISE-R transition away from E-4 advancement exams the 
following policy changes are in effect: 
    a.  Modifying reference (a), PRISE-R E-3 and E-4 Sailors will participate 
in the Spring NWAE process.  These will be the last E-4 exams administered 
specifically to make a PRISE-R Sailors rate permanent.  Further guidance will 
be published via an ALNAVRESFOR message. 
 
4.  In line with references (b) and (c), The Enlisted Advancement Worksheet 
(EAW) is the authoritative source of all data used to determine cycle 112 
advancements.  Any information not reflected in EAW will not be taken into 
account to determine advancement.  EAW discrepancies may be addressed via the 
post-advancement exam administration process. 
 
5.  Timeline: 
    a.  31 December 2022: Professional Military Knowledge - Eligibility Exam 
(PMK-EE) completion deadline.  In line with reference (d), PMK-EE remains 
mandatory for all Sailors to be eligible for exam participation or, in the 
case of SELRES E-4 candidates, to be advancement eligible.  Refer to 
references (e) and (f) regarding special exceptions for new accession E-3 and 
E-4 PMK-EE requirements. 
    b.  1-28 February 2023: Exam administration. 
    c.  28 February 2023: EAW completion due date for E-4 - E-7 candidates. 
 
6.  Cycle 112 specific eligibility requirements: 
    a.  Terminal Eligibility Date for E-4 - E-6 is 1 July 23 and for E-7 is 1 
January 24. 
    b.  Minimum TIR: On or before 1 January 21 for E-7, 1 July 20 for E-6, 1 
July 22 for E-5 and 1 January 23 for E-4. 
    c.  E-6 and E-7 candidate TIR requirements for early promote (EP) can be 
waived by one year with Commanding Officer/Officer-In-Charge approval.  EAW 
must be created manually for all who receive that waiver. 
    d.  High-year tenure (HYT) dates for E-4 - E-6 is 1 July 23 and for E-7 
is 1 September 23.  Eligible candidates must have service obligation to these 
dates or later.  HYT waivers must be approved prior to 1 February 2023. 
    e.  Candidates with a request for voluntary transfer to retired or Fleet 
reserve prior to mandated HYT are not eligible to advance. 
    f.  Security/Interim security clearance (if required):  Refer to chapter 
2 of reference (b).  All NWAE candidates must have applicable adjudication 
(Top Secret or Secret) or Interim clearance prior to 1 February 2023.  If 
clearance is revoked, an exam is not authorized until discrepancy corrected. 
    g.  Performance Mark average (PMA).  Compute PMA for all candidates and 
in addition, Reporting Senior*s Cumulative Average (RSCA) PMA for E-6 - E-7 
candidates in line with references (b) and (g).  Use all evaluations in 
current paygrade with an ending date that falls within following periods: 
        (1) E-4 - 1 June 22 to 31 January 23 
        (2) E-5 - 1 February 22 to 31 January 23 
        (3) E-6 - 1 February 20 to 31 January 23 
        (4) E-7 - 1 February 20 to 31 December 22 
 
7.  Exam Ordering: 
    a.  In line with reference (b), ordering dates and TIR listings for all 
exams are on Navy Enlisted Advancement System (NEAS) website: 
https://neas.ncdc.navy.mil/.  Select Exam and Ordering Date Chart. 
    b.  Submit supplemental exam orders for SCI and non-SCI exams candidates 
not on initial TIR list in NEAS Web using Department of Defense 
Identification Number. 
    c.  Educational Services Officers (ESOs) should verify placing exam 
orders within 7-10 days of ordering at *View Previous Exam Orders* link via 
the NEAS website, and should contact Naval Education and Training 
Professional Development Center (NETPDC N321) as needed for discrepancies. 
    d.  Reference (b) contains information for ordering exams for Sailors in 
congressionally designated combat zones and approved contingency operations 
areas (CDCZ/ACOA) or recalled reservists.  Exams will be ordered by the 
active duty command unit identification code (UIC) where the Sailor is 
assigned. 
 
8.  Exam administration.  Administer exam and return answer sheets in line 
with chapter 6 of reference (b).  An exam tote board on the NEAS website 
displays current status of receiving answer sheets. 
    a.  When an exam is not used during the normally scheduled event, do not 
destroy the exam prior to 1 April 23 as the exam may be used for 
administration as a *late exam* prior to this date. 
    b.  All SELRES late exam requests will be routed through the Navy Reserve 
Force ESOs, carbon copy to immediate superior in command ESO.  Prior to 
routing request to NETPDC N321 for approval, commands should have obtained 
both Reserve Force and ISIC ESO concurrence, indicated on any requests. 
 
9.  Discrepancy Correction: 
    a.  A detailed discrepancy list can be found on the NEAS website. 
    b.  For missed exams due to CDCZ/ACOA, address per reference (a). 
    c.  Selection Board Eligibility Waivers should be conducted in line with 
reference (b).  Modifications are as follows: 
        (1) CDCZ/ACOA Candidates. Submit a list of selection board eligible 
candidates by activity in addition to E-7 letter of transmittal, along with 
an *IA Waiver Granted* entry in *EAW Special Circumstances*. 
        (2) Non-CDCZ/ACOA Candidates.  Submit request for exception to policy 
for selection board eligibility waiver in line with reference (b). 
 
10.  Examination/A-FMS results: 
    a.  E-7 candidates: will be posted via BUPERS Online. 
    b.  E-4 - E-6 candidates: will be available via profile sheets.

[VA to begin processing PACT Act benefits claims immediately for terminally ill Veterans]

WASHINGTON — Today, the Department of Veterans Affairs announced it will begin processing PACT Act benefits claims for eligible terminally ill Veterans.

While VA does not have the authorities or capabilities to begin fully processing PACT Act claims for all other Veterans until Jan. 1, 2023, VA was able to expedite processing for terminally ill Veterans to Dec. 12. This ensures terminally ill Veterans will receive their earned benefits and health care on the earliest possible date.

the correct competitive group on their profile sheet.  Candidates should 
register for e-mail notification for profile sheet updates via MNP at 
https://www.mnp.navy.mil/group/advancement-and-promotion/my-
advancement.  Select My Profiles, then Advancement Profile Sheet Information-
Individual.  Information may change on a weekly basis and both commands and 
Sailors should continue to verify. 
    b.  Terminal eligibility date: 1 October 2023.

        (1) For E-8:  On or before 1 September 2020. 
        (2) For E-9:  On or before 1 July 2020.

exposure to the board process is beneficial to all senior enlisted 
leaders.  Every MCPO, not otherwise restricted from participating in an 
enlisted board, is strongly encouraged to serve as a member on an FY-24 
enlisted board. In order to ensure our board membership requirements are met, 
immediate superior in command (ISIC) and/or type commander leadership are 
encouraged to seek out the best board member candidates within your purview 
and direct them to submit applications for the FY-24 enlisted boards.

    b.  All Navy relatives (Active Duty or Reserve) must be listed on the

    d.  Must not be the subject of an investigation of any kind. 
    e.  If under care for any severe medical issues, the member shall consult 
with a treating physician regarding the possibility of travel in the time 
frame indicated.  The medical provider is not required to endorse the members 
application. 
 
6.  Additional information pertaining to board membership: 
    a.  Frocked MCPOs may participate as board members and are encouraged to 
apply. 
    b.  In select circumstances, Navy Personnel Command (NPC) may provide 
permanent change of station (PCS) order modifications if an applicant with 
PCS orders is selected to serve on an enlisted board. Selected board members 
should contact PERS-805 at (901) 874-3185/DSN 882 or via e-mail at  
pers-805.fct(at)navy.mil, if this applies.  Do not contact your detailer 
directly as they may be eligible before the board. 
    c.  Sailors desiring to sit on a board who are attached to deployed units 
will not normally be approved.  In rare circumstances and driven by needs of 
the board, concurrence on the application from a Fleet Master Chief (FLTCM) 
is required.  Applicants who PCS to a deployable unit after having submitted 
an application should notify PERS-805.  If the unit is due to deploy during 
or close to the board date, applicants should request that their application 
be pulled. 
    d.  Active-Duty and Reserve Component MCPOs are encouraged to 
apply for any of the above boards.  There are no restrictions 
preventing a Sailor of one component from serving on a board of the 
other. 
    e.  SCPOs and CPOs (to include frocked) may serve as recorders on any of 
the above boards for which they are not eligible. 
    f.  SCPOs may only apply to be a board member on CPO boards. 
    g.  Petty officers (E6 and below) may not serve on the boards in any 
capacity. 
    h.  Recorders must be stationed in CONUS, no exceptions.

8.  The signed application must be endorsed by the members commanding officer

805 via e-mail at pers-805.fct(at)navy.mil or will return the endorsed 
applications to the member for submission.  In circumstances where the 
applicant is assigned to a joint command or otherwise does not have a 
FORCM/FLTCM, the application should be sent to PERS-805 by the commands 
senior enlisted leader (SEL), provided the SEL is not eligible for 
advancement on the board for which the applicant is submitting.  If you are 
unsure of your circumstance, please contact PERS-805. 
 
9.  Do not use request chits and do not forward applications through your 
commands administrative support personnel, including those of the command 
master chief (CMC), CO, or those of your FORCM/FLTCM. This will compromise 
board membership and invalidate your application.  Applications go directly 
to the CMC.  Forms received from, or routed through, individuals other than 
the applicant or the FORCM/FLTCM, except as specified in paragraph 8 above, 
will not be considered. 
 
10.  Board membership will be held in the strictest confidence. Once an 
application is submitted, a policy of non-disclosure has been ordered by 
Deputy Chief of Navy Personnel (DCNP).  Do not discuss applications or 
selection, if chosen to serve on a board, with anyone other than the CO, 
reporting senior, CMC, Chief of the Boat (COB), cognizant FORCM/FLTCM, or 
board support personnel at NPC.  It is appropriate for a CMC to be told by a 
member in the command of that members board service.  However, the CMC may 
not disclose their own service on a board to anyone other than the CO or 
next echelon ISIC.  Failure to adhere to this policy is a direct violation of 
the uniform code of military justice and will result in removal from the 
board and possible administrative or disciplinary action by DCNP. 
 
11.  Careful consideration should be given to a nominees application and 
availability to serve as a board member.  CO concurrence is required.  Do not 
recommend personnel that are under an investigation of any kind or those with 
severe medical issues.  If the CO initiates or becomes aware of an 
investigation after the initial nomination is submitted, notify the points of 
contact below immediately.  COs, CMCs, COBs, and applicants should understand 
that once selected, the member is under official orders to the board and 
requests for removal from board duties will not be granted except in extreme 
cases as specified in reference (a).

RMKS/1.  This NAVADMIN provides guidance for eligibility and communication to 
the boards for the Fiscal Year (FY) 2024 Reserve Enlisted Advancement 
Selection Boards for command master chief (CMDCM), master chief petty officer 
(E-9) and senior chief petty officer (E-8) (Cycle 257).  The boards will 
consider Training and Administration of the Reserves (TAR) and Selected 
Reserve (SELRES) Sailors.  Mobilized Individual Ready Reserve (IRR) personnel 
are considered under the SELRES requirements for advancement. 
 
2.  Examination status verification reports (ESVR) will be available on the 
Navy Enlisted Advancement System (NEAS) website via MyNavy Portal (MNP) no 
later than 12 December 2022 at  
https://www.mnp.navy.mil/group/advancement-and-  
promotion/command-information.  Select Command Advancement Tools, then 
Advancement Profile Sheet-ESO.

5.  Eligibility Criteria.  Candidates must meet and maintain the eligibility 
requirements outlined in chapters 2 and 11 of reference (a) and this NAVADMIN 
prior to the board convening date through the adjournment of the board.  The 
authoritative sources required to reflect candidate eligibility are the 
Enlisted Master File for TAR and the Navy Standard Integrated Personnel 
System for SELRES.  Refer to paragraph 616 of reference (a) for candidate 
validation procedures. Eligibility requirements include: 
    a.  The name of the candidate appears on the selection board eligibility 
list in the correct competitive group on their profile sheet.  Candidates 
should register for e-mail notification for profile sheet updates via MNP at 
https://www.mnp.navy.mil/group/advancement-and-promotion/my-
advancement.  Select My Profiles, then Advancement Profile Sheet Information-
Individual.  Information may change on a weekly basis and both commands and 
Sailors should continue to verify. 
    b.  Terminal eligibility date:  1 October 2023. 
    c.  Time-In-Rate date 
        (1) for E-8:  On or before 1 September 2020. 
        (2) for E-9:  On or before 1 July 2020. 
    d.  High year tenure (HYT) date or approved HYT waivers: 1 July 2023 or 
later.  Sailors at HYT for the next higher paygrade (same date) will not be 
considered by the board, regardless of waiver. 
    e.  Sailors with an approved or disapproved Fleet Reserve or retirement 
request prior to the board convene date will need to closely monitor 
eligibility.  Commands may request revalidation based on request adjudication 
by sending an e-mail with the reason for revalidation to PERS-802. 
    f.  Security clearance requirements (if required).  Refer to chapter 2 of 
reference (a). 
    g.  Rate specific and competitive group eligibility requirements.   
Candidates must meet special requirements for certain ratings, as outlined in 
paragraph 203 of reference (a). 
    h.  Refer to reference (b) for non-nuclear submarine Sailors designations 
for advancement eligibility. 
    i.  Senior Enlisted Academy (SEA) completion requirement is held in 
abeyance.  Reference (c) will be revised with guidance for SEA requirements 
in future selection boards.

[Pentagon Unclear How Military Would Manage End of Mandatory COVID-19 Vaccines]

The Pentagon has no ready answers on how the Department of Defense would implement pending legislation that would allow service members to refuse the COVID-19 vaccine without facing separation, officials said this week.

Congressional Republicans negotiated with the Democrat-led House and Senate to include language that would rollback the military’s COVID-19 mandate as part of the Fiscal Year 2023 National Defense Authorization Act, according to a bill released late Tuesday.

The Navy released dates and details for the Active Duty and Training and Administration of the Reserves (TAR) Navy-Wide Advancement Exam (NWAE) Cycle 259 in NAVADMIN 274/22 Dec. 8.

The biggest change in 2023 is that the Navy has officially cancelled E-4 advancement exams for active component and TAR Sailors. Instead, all qualified E-3’s will be selected for advancement using the alternate rank order final multiple process to determine who advances without the exam score.

This new advancement procedure has been in effect since COVID-19 precautions began in early 2020. Navy personnel officials say the decision to make this procedure permanent was due to the success of this method during the pandemic. Fleet feedback from two-years of rank-order E-4 advancements has been positive with no negative performance reported from those advanced this way.

"Use of [an] Alternative Final Multiple Score to determine E4 advancements has proven to be an effective determinant metric of overall Sailor quality which places increased emphasis on performance," Rear Admiral James Waters said in the message.

"Moving forward, we will continue to look at other methods of advancing Sailors to E4 that do not involve an exam and support Marketplace-based advancement initiatives, with the goal of producing the same quality advancements across the force."

Here's some of the key details and dates listed in the message:

E-6 and E-5 candidates will test on March 2 and 9, respectively. Advancement worksheets close one week after the exam administration date stated on the worksheet.

Commands can petition Navy Personnel Command (PERS-8) should the need for an expanded testing be necessary. If approved, all exams must be administered by March 31, 2023.

Leading up to the exams, Sailors must complete their Professional Military Knowledge Eligibility Exams (PMK-EE) by January 31.

The PMK-EE deadline applies to all Sailors regardless of whether they are sitting for an exam or not. Sailors who have already met this military knowledge testing requirement on previous cycles do not have to retake this exam as it is only required once at each paygrade level.

Minimum Time-in-Rate (TIR) is on or before July 1, 2020 for E-6 candidates. For E-5 and E-4, those dates are July 1, 2022 and January 1, 2023 respectively. A one-year TIR waiver for E-6 candidates with early promote recommendations is available with their CO or OIC’s approval.  

Because the Naval Education Training and Professional Development Center will not receive E-4 exam answer sheets, commands must scrub the records of their advancement eligible E-3 Sailors to ensure all E-4 Enlisted Advancement Worksheets (EAWs) in the Navy Standard Integrated Personnel System (NSIPS) are accurate and up to date. The deadline for this requirement is March 31.

Once exams are given, ESO’s are encouraged to expeditiously mail in answer sheet packages to NETPDC and not hold any taken exams until the end of the testing window, ensuring prompt processing of exams.

No dates have yet been set for the release any advancement results as this will depend heavily on accurate worksheets being submitted upfront and the prompt return of answer sheets once exams are taken.

RMKS/1.  This NAVADMIN provides guidance for the administration of the March 
2023 (cycle 259) Navy-Wide Advancement Exam (NWAE) for Active Duty (AD) and 
Training and Administration of the Reserve (TAR) to paygrades E-5 and E-6, as 
well as a permanent way forward on Navy-wide advancement to E-4. 
 
2.  Effective immediately, the requirement for all AD and TAR E-4 candidates 
to take the NWAE to compete for advancement to E-4 is permanently eliminated. 
The Navy learned many lessons from the COVID-19 pandemic and use of 
Alternative Final Multiple Score (A-FMS) to determine E-4 advancements has 
proven to be an effective metric of overall Sailor quality which places 
increased emphasis on performance.  Moving forward, we will continue to look 
at other methods of advancing Sailors to E-4 that do not involve an exam and 
support Marketplace-based advancement initiatives. 
 
3.  In line with references (a) and (b), the Enlisted Advancement Worksheet 
(EAW) is the authoritative source of all data used to determine E4, E5, and 
E6 Advancements.  Commands are to accurately validate, complete, and finalize 
all EAWs in the Navy Standard Integrated Personnel System (NSIPS).  EAW 
discrepancies may be addressed via the post-advancement exam administration 
process. 
 
4.  Timeline: 
    a.  31 January 23:  Professional Military Knowledge - Eligibility Exam 
(PMK-EE) completion deadline.  In line with reference (c), PMK-EE remains 
mandatory for all E5 and E6 candidates to be eligible for exam participation 
and for E4 candidates to be eligible for advancement.  Refer to references 
(d) and (e) regarding special exceptions for new accession E-3 and E-4 PMK-EE 
requirements. 
    b.  2 March 23:  E-6 exam administration.  EAW will close one week after 
the exam date on the worksheet. 
    c.  9 March 23:  E-5 exam administration.  EAW will close one week after 
the exam date on the worksheet. 
    d.  31 March 23:  E-4 EAW must be completed. 
    e.  Deviation from administration dates.  In line with reference (a), 
commands that require an expanded window of NWAE administration (with valid 
reason) may request a deviation of NWAE administration from Navy Personnel 
Command (PERS-8).  If authorized, NWAE administration will be completed by 31 
March 23. 
 
5.  Eligibility requirements are found in chapter 2 of reference 
(a).  The following information is specific to cycle 259: 
    a.  Terminal eligibility date:  1 July 23. 
    b.  Minimum Time-In-Rate (TIR) on or before: 
        E-6 - 1 July 20 
        E-5 - 1 July 22 
        E-4 - 1 January 23 
    c.  E-6 candidate TIR requirements for early promote (EP) can be waived 
by one year with Commanding Officer or Officer-In-Charge approval.  EAW must 
be created manually for all who receive that waiver. 
    d.  High-year tenure (HYT) date:  1 July 23.  Eligible candidates must 
have service obligation to these dates or later.  HYT waivers must be 
approved prior to 1 March 23. 
    e.  Security/Interim security clearance (if required):  Refer to chapter 
2 of reference (a).  All NWAE candidates must have applicable adjudication 
(Top Secret or Secret) or Interim clearance prior to 1 March 23.  If 
clearance is revoked, an exam is not authorized until the discrepancy is 
corrected. 
    f.  Performance Mark average (PMA).  Compute PMA for all candidates and 
in addition, Reporting Senior*s Cumulative Average (RSCA) PMA for E-6 
candidates in line with references (a) and (f).  Use all applicable 
evaluations in current paygrade with an ending date that falls within the 
following periods: 
        E-4 - 1 June 22 to 28 February 23 
        E-5 - 1 December 21 to 28 February 23 
        E-6 - 1 March 20 to 28 February 23 
 
6.  Exam Ordering: 
    a.   In line with reference (b), ordering dates and TIR listings for all 
exams are on the Navy Enlisted Advancement System (NEAS) website: 
https://neas.ncdc.navy.mil/.  Select Exam and Ordering Date Chart.  
    b.  Submit supplemental exam orders for SCI and non-SCI exams candidates 
not on initial TIR list in NEAS Web using Department of Defense 
Identification Number. 
    c.  Educational Services Officers (ESOs) should verify placing exam 
orders within 7-10 days of ordering at *View Previous Exam Orders* link via 
the NEAS website, and should contact Naval Education and Training 
Professional Development Center (NETPDC N321) as needed for discrepancies. 
    d.  Deploying commands and candidates departing to congressionally- 
designated combat zones and approved contingency operations areas (CDCZ/ACOA) 
can order exams up to six months prior to the scheduled exam date.  For 
additional guidance, refer to chapter 4 and paragraph 614 of reference (a). 
    e.  Substitute Exams: 
        (1) The deadline for ordering both SCI and non-SCI substitute exams 
is 31 March 23. 
        (2) NETPDC N321 is the approval authority for all substitute exams. 
        (3) Naval nuclear propulsion program training graduates who are 
enroute to their first at sea assignment during the E-5 examination date, 
will have substitute examinations ordered for them by ultimate duty station, 
if dates permit exam ordering before the published deadline. 
        (4) Substitute examinations may be administered with regular exam 
administration or in line with paragraph 606 of reference (a). 
    f.  Submit *exception to policy* requests for candidates per paragraph 
104 of reference (a). 
    g.  Below candidates are separated into competitive groups: 
        (1) CTI:  Middle East/North Africa (Group 1), East/Far East (Group 
2), Latin/South America (Group 3), Eastern Europe (Group 4)

[VA will launch new life insurance program in January, making life insurance available to more Veterans than ever before]

WASHINGTON — On Jan. 1, 2023, the Department of Veterans Affairs will open enrollment for Veterans Affairs Life Insurance — the first new VA life insurance program for Veterans in more than 50 years — extending VALife access to millions of Veterans.

VALife will provide up to $40,000 of whole life insurance for all Veterans, age 80 or under, with service-connected disabilities rated from 0-100%. Acceptance in the program is guaranteed, and no medical underwriting is required.
