  1. Headlines over the past several months have highlighted the U.S. Navy’s challenge of suicide within its ranks.

    An alarming sign of the problem was when three junior sailors assigned to the aircraft carrier George Washington completed suicide within a six-day period in April 2022. Then, late last year, four sailors took their lives at the Mid-Atlantic Regional Maintenance Center in Norfolk, Virginia. Most recently it came to light that five sailors and instructors assigned to the Navy’s Nuclear Power School in Charleston, South Carolina died by suicide since 2018 with another 24 suicide attempts within the same timeframe. Reading between the lines, it’s clear that the Navy is struggling with traditional “deck plate” leadership issue.

  2. WASHINGTON — Lockheed Martin will deliver hypersonic missiles to the Navy and Army that can be integrated with the Navy’s Zumwalt-class destroyers under a $1.2 billion deal awarded Friday.

    Lockheed Martin is the integrator for the hypersonic weapon program — which the Navy calls Conventional Prompt Strike and the Army calls Long Range Hypersonic Weapon. The two services leverage a common round, but put them in different launchers.

    RMKS/1.  This NAVADMIN announces the continuation of the Surface 
    Warfare Officer (SWO) Department Head Retention Bonus (DHRB) for 
    eligible SWOs. 
     
    2.  Program Authority.  In line with reference (a), the SWO DHRB is 
    effective through 30 September 2025 unless rescinded or superseded. 
    This program is authorized under section 332 of reference (b).  All 
    applications for the bonuses contained within this program will be 
    submitted to the SWO Assignments Division (PERS-41) for approval, 
    payment processing, and tracking. 
     
    3.  Program Overview.  This message summarizes the provisions of the 
    SWO DHRB.  All information provided herein is applicable to both 
    Active Component (AC) SWO personnel and Training and Administration 
    of the Reserve (TAR) SWO personnel, except where otherwise noted. 
    The following general summary is provided: 
        a.  Year group 2012 and junior are eligible for the DHRB 
    program. 
        b.  Early selection at the SWO department head (DH) screening 
    board will be rewarded with potentially larger compensation. 
        c.  SWO lieutenant junior grades will have the opportunity to 
    commit to DHRB as early as their 3rd year of commissioned service 
    (YCS-3) anniversary date if screened on their first look for DH. 
    The service obligation incurred by DHRB will begin no earlier than 
    the officer's minimum service requirement. 
        d.  References (b) and (c) limit career retention bonus amounts. 
    While officers may receive multiple retention bonuses under section 
    332 of reference (b) over a career, total bonus payments under this 
    authority may not exceed $300K for AC officers and $150K for TAR 
    officers. 
     
    4.  Program Eligibility: 
        a.  Must meet all four of the following requirements: 
            (1) Qualified and serving as an Active-Duty SWO (designator 
    1110 or 1117). 
            (2) Completed at least one division officer tour or be 
    assigned to a fleet-up or single longer tour billet as approved by 
    PERS-41. 
            (3) Administratively screened for DH afloat by the surface 
    DH screening board. 
            (4) Agree to complete two afloat DH tours or a single longer 
    DH tour as assigned by PERS-41, or complete commissioned service 
    through YCS-10, whichever is later. 
        b.  Eligible officers must be sea duty assignable as defined by 
    reference (d).  Additionally: 
            (1) An officer under contract evaluated as no longer fit for 
    sea duty by an appropriate medical authority and placed on temporary 
    limited duty will have a stop payment placed on their account and 
    receive no further SWO DHRB payments. 
            (2) Should a previously ineligible officer later become fit 
    for sea duty, PERS-41, in line with the appropriate medical 
    authority's findings, will determine if retroactive pay is 
    authorized and resume payments at normal intervals for the remainder 
    of the contract relative to the current YCS. 
            (3) An officer found unfit for continued naval service by an 
    appropriate medical authority will have a stop payment placed on 
    their account and receive no further SWO DHRB payments. 
        c.  Operational deferment for medical reasons.  An officer in an 
    operational deferment status for medical reasons will remain 
    eligible to receive DHRB payments. 
        d.  Career Intermission Program (CIP).  An officer participating 
    in CIP will be ineligible to receive DHRB payments during the 
    intermission period.  Scheduled payments will resume upon return to 
    service and in line with the payment scheme. 
     
    5.  Program Execution: 
        a.  The annual SWO DH screening board will determine eligibility 
    by the selection of proven performers and conduct a performance 
    validation of officers already receiving DHRB payments. 
        b.  The SWO community manager is assigned as the program manager 
    and is delegated the authority to administer the SWO DHRB program in 
    line with applicable laws, Department of Defense directives, and 
    this NAVADMIN. 
        c.  PERS-41 receives applications submitted in the format 
    referenced in paragraph 7.  PERS-41 is delegated the authority to: 
            (1) Evaluate the eligibility of officers applying for the 
    SWO DHRB program. 
            (2) Approve SWO contracts to remain on Active Duty for the 
    stated period in exchange for a SWO DHRB. 
            (3) Administer DHRB payments. 
        d.  All applications require written endorsement from the 
    applicant's commander or commanding officer (CO). 
        e.  Officers selected for DH must submit a contract prior to the 
    designated time in paragraph 6.a. to receive maximum compensation. 
        f.  Submissions after YCS-9 will not be accepted or approved 
    unless the delays were caused by factors outside the officer's 
    control.  In those cases, the application submission must include a 
    CO's endorsement explaining the cause of the delay and why the 
    situation was beyond the officer's control.  In all cases, a final 
    determination will be on a case-by-case basis and approved by PERS-41. 
        g.  Officers approved for a DHRB will receive anniversary 
    payments on their YCS anniversary date in line with the payment 
    structure. 
        h.  Officers under a DHRB agreement are not eligible to apply 
    for the permanent military instructor (PMI) program or any 
    redesignation programs resulting in a designator change to any 
    designator other than 1110 or 1117.  An officer under a DHRB 
    agreement may submit an application for PMI or any redesignation 
    program once the date of application is within 12 months of the 
    final day of bonus obligation. 
     
    6.  DHRB Payment Structure: 
        a.  Total compensation is reduced if the DHRB contract is not 
    signed prior to YCS-6 for first-look screeners, YCS-7 for second- 
    look screeners, and YCS-8 for third-look screeners. 
        b.  SWO AC officers (1110) screened for DH on their first look 
    will receive the DHRB in line with the following payment structure 
    ($105K maximum) if signed between YCS-3 and YCS-8:

                (a) $12K on the YCS-6 anniversary; 
                (b) $12K on the YCS-7 anniversary; 
                (c) $12K on the YCS-8 anniversary;

                (e) $12K on the YCS-10 anniversary. 
        f.  Officers enrolled in the revised junior critical skills 
    retention bonus and legacy SWO continuation pay program will remain 
    in those programs until all payments are completed. 
     
    7.  Application Process: 
        a.  General Notes:

    8.  Recoupment and Repayment Policy.  Repayment policy is governed 
    by section 373 of reference (b) and reference (e).  A Service Member 
    of the uniformed services who enters into a written agreement with 
    specified service conditions for receipt of a bonus is entitled to 
    the full amount of the bonus if the member fulfills the conditions 
    of the written agreement.  If the member fails to fulfill the 
    service conditions specified in the written agreement for the pay, 
    then the pay may be terminated, and the Service Member may be 
    required to repay an amount equal to the unearned portion of the 
    pay.  SWO DHRB payments will be stopped for officers who become 
    ineligible for this incentive or fail to complete the full period of 
    additional obligated service. 
        a.  Officers who fail to complete DH school or fail to report to 
    their first DH tour are subject to recoupment of all payments 
    received to date in line with reference (e). 
        b.  Officers processed for detachment for cause (DFC) during 
    either DH tour will have a stop payment placed on their account.  If 
    the DFC is approved, recoupment will be calculated to begin on the 
    date of DFC acknowledgment included in the DFC package.  If the DFC 
    is overturned, the stop payment will be cleared after final 
    adjudication is received by PERS-41 and the officer will continue to 
    receive future scheduled payments.  Retroactive pay for any missed 
    payments will be considered on a case-by-case basis in line with 
    references (c) and (e). 
        c.  For officers who die while serving under a SWO DHRB service 
    agreement, the remaining SWO DHRB balance will be paid as a lump sum 
    as part of the settlement of the final military pay account of the 
    officer.  If death is determined to be the result of the misconduct 
    of the member, future payments will be stopped and unearned portions 
    of the bonus will be recouped, as applicable, in line with 
    procedures established for members whose inability to complete a 
    contracted period of service is voluntary or the result of 
    misconduct. 
        d.  Recoupment exception to policy determinations will be made 
    by Director, Military Personnel Plans and Policy (OPNAV N13).

        a.  SWOs promoted to LCDR will have the opportunity to commit to 
    the SWO LRB.  The Navy will pay qualified officers for 3 years of 
    obligated service from their 12th year of commissioned service (YCS) 
    through the completion of their 15th YCS.  LCDRs with at least 11 
    YCS, but not more than 12 YCS, are eligible for the SWO LRB.  AC 
    SWOs will receive $22K on the second anniversary, $12K on the third 
    anniversary, and $12K on the fourth anniversary of their promotion 
    to LCDR.  In line with references (a) and (b), TAR SWOs will receive 
    $12K on the second, third, and fourth anniversaries of their 
    promotion to LCDR. 
        b.  References (b) and (c) limit career retention bonus amounts. 
    While officers may receive multiple retention bonuses under section 
    332 of reference (b) over a career, total bonus payments under this 
    authority may not exceed $300K for AC officers and $150K for TAR 
    officers. 
     
    4.  Program Eligibility:

    must be sea duty assignable as defined by reference (d). 
    Additionally: 
            (1) An officer under contract assigned to an at-sea tour and 
    evaluated as no longer fit for sea duty by an appropriate medical 
    authority, following a period of temporary limited duty (TLD), will 
    have a stop payment placed on their account and receive no further 
    SWO LRB payments.  However, an officer on TLD who is reasonably 
    expected by the assigned medical officer to make a full recovery and 
    be found fit for sea duty will continue to receive scheduled 
    payments.  This determination will be completed by PERS-41 in line 
    with the appropriate medical authority's findings. 
            (2) An officer found unfit for continued naval service by an 
    appropriate medical authority will have a stop payment placed on 
    their account and receive no further SWO LRB payments. 
            (3) Should a previously ineligible officer later become fit 
    for sea duty, payments will resume at normal intervals for the 
    remainder of the anniversary payment(s).  Retroactive pay is not 
    authorized for any bonus payments that were scheduled during the 
    period the officer was ineligible. 
        c.  Career Intermission Program (CIP).  An officer participating 
    in CIP will be ineligible to receive LRB payments during their time 
    in the program.  Payments will resume upon return to service and in 
    line with the payment scheme. 
        d.  An officer is not eligible to receive both the SWO 
    Department Head Retention Bonus and LRB concurrently. 
     
    5.  Program Execution: 
        a.  The SWO community manager is assigned as the program manager 
    and is delegated the authority to administer the SWO LRB program in 
    line with applicable laws, Department of Defense directives, and 
    this NAVADMIN. 
        b.  PERS-41 receives applications submitted in the format

    LRB program.

    charge.

    the permanent military instructor (PMI) program, or any

    agreement may submit an application for PMI or any redesignation 
    programs once the date of application is within 12 months of the 
    final day of bonus obligation. 
     
    6.  LRB Payment Structure: 
        a.  Applications for LRB must be submitted between the 11th and 
    12th YCS.  Approved applicants will receive payments on the second, 
    third, and fourth anniversary of their promotion to LCDR.  For 
    example, an officer who elects not to apply (or is not eligible) for 
    LRB bonus before their second anniversary of promotion to LCDR, but 
    between their second and third-anniversary elects (or becomes 
    eligible) to apply, will receive a payment for their third 
    anniversary and will have forgone their second-anniversary payment 
    altogether.  The same logic also applies to officers deemed 
    ineligible for the LRB bonus during one payment period, but who 
    subsequently become eligible during another period.  The following 
    table describes the schedule:

        b.  In the case of officers who promote to LCDR below zone,

    RMKS/1.  This NAVADMIN solicits applications and provides guidance for the 
    Fiscal Year (FY) 2024 Seaman to Admiral-21 (STA-21) Commissioning 
    Program.  Due to the Coronavirus Disease 2019 (COVID-19) pandemic, applicants 
    stationed outside the United States at any time between 1 February 2022 and 
    30 June 2023 or those who were deployed at any time between 1 February 2022 
    and 30 June 2023 may apply without a valid Scholastic Aptitude Test (SAT) or 
    American College Test (ACT), if they meet the requirements detailed in 
    paragraph 7h of this NAVADMIN.  The SAT or ACT application requirement is 
    also waived for STA-21 Nuclear option (STA-21(N)) applicants.  Supplemental 
    information for applicant submission is provided in paragraphs 7g and 7h of 
    this NAVADMIN. 
     
    2.  STA-21 is a full-time undergraduate education and commissioning program 
    open to enlisted personnel of all pay grades and ratings who meet the 
    eligibility requirements specified in reference (a). 
     
    3.  Deadline for submission of applications for the FY-24 STA-21 Program is  
    1 July 2023.  Application packages must be postmarked on or before the 
    deadline date.  It is recommended applications be submitted prior to the 
    deadline as early submission allows timely feedback to the Sailor for 
    submission of missing or illegible documents.  The additional documentation 
    submitted must be postmarked on or before 24 July 2023.  No additional 
    documents may be submitted after this date.  The selection board is scheduled 
    to convene in August 2023 and the selectees will be announced via NAVADMIN 
    message. 
     
    4.  The core program and the following target options are open for 
    application for the FY-24 Selection Board:  Surface Warfare Officer (SWO), 
    SWO Engineering Duty Option SWO (ED), Nuclear (Surface and Sub), Special 
    Warfare, Explosive Ordnance Disposal, Naval Flight Officer, Aviator, Civil 
    Engineering Corps, Nurse Corps, and Information Professional. 
     
    5.  The following target options have zero select opportunities for FY-24:   
    Human Resources, Intelligence, Information Warfare, Medical Corps, Supply 
    Corps, SWO Information Professional (IP), Oceanography Officer (OCEANO), and 
    SWO (OCEANO). 
     
    6.  The Nuclear (Surface and Submarine) target option is now open to Sailors 
    who are serving in the Fleet and hold an active nuclear Navy enlisted 
    classification (NEC) (N1XO, N1XS, N2XO, N2XS) and to those Sailors who are in 
    the nuclear training pipeline with the N91T NEC. 
    Applicants holding a nuclear NEC must receive a conditional release from the 
    Nuclear Enlisted Community Manager (OPNAV N133D), in line with reference (b), 
    if applying for an option outside the nuclear community.  All applicants for 
    STA-21(N) must be able to begin their first day of class in the first 
    semester of their coursework prior to reaching 8 years of service.  Reference 
    (c) provides specific information and all other requirements to apply for the 
    STA-21(N) program.  Additional information applicable to this year's STA-21 
    application is as follows: 
        a.  If a physical fitness assessment (PFA) was not performed 
    within the last year, commanding officers (CO) will provide an 
    affirmative statement in their endorsement certifying the applicant 
    is within height and weight requirements as required by paragraph 7 
    of this NAVADMIN. 
        b.  Standardized test scores are required in the application submission 
    in line with paragraph 7h of this NAVADMIN.  Candidates are advised to verify 
    school admission requirements, as the STA-21(N) SAT or ACT waiver does not 
    supersede university admission requirements. 
        c.  The Sailor and Marine American Council on Education Registry 
    Transcript, in line with reference (a), enclosure (1), chapter 8, paragraph 
    6b(9), is not required to be submitted for this application.  A future 
    revision of reference (a) will remove this requirement. 
        d.  The applicant's photograph, in line with reference (a), is no longer 
    required for this application.  A future revision of reference (a) will 
    remove this requirement. 
     
    7.  The following information addresses lessons learned from the FY-23 STA-21 
    selection process and board.  This information is provided to preclude common 
    errors: 
        a.  Of the 265 applications received for FY-23, only 243 were board 
    eligible.  A total of 79 were selected to participate in the FY-23 STA-21 
    Program. 
        b.  Each year, packages are not considered due to non-qualifying SAT or 
    ACT scores, missing CO endorsement or recommendations, recent non-judicial 
    punishment, missing PFA cycles, missing or illegible submission of documents, 
    and not meeting program age or PFA requirements. 
        c.  Minimum eligibility requirements must be met before submitting an 
    application.  Applications should be mailed only when fully completed.   
    Officer interview boards will consist of three officers.  The applicant's CO 
    may not be a board member and should not submit an interview appraisal 
    sheet.  The CO's personal interview should be conducted only after the 
    application is complete and the officer interview board has submitted their 
    appraisals.  The full picture of an applicant's academic and officer 
    potential can only be determined by reviewing the SAT or ACT scores (if 
    required), high school or college transcripts, and a completed application 
    package. 
        d.  The CO's endorsement is extremely important, especially the ranking 
    of the individual among their peers.  The endorsement should contain 
    specifics about the individual's academic potential, commitment, leadership, 
    service above self, and potential as a naval officer.  CO comments should 
    specify the primary option to which the individual is applying and address 
    how the individual meets the qualifications for that option.  For junior 
    Sailors with only schoolhouse evaluations, the CO must address this issue in 
    their endorsement. 
        e.  An interview board and nomination review board will be conducted in 
    line with reference (a).  It is recommended officers of the applicant's 
    designator of choice, if available, be asked to participate in the interview 
    and nomination review board to assess the applicant for their community.   
    Officer appraisals provide important insight into the applicant.  The 
    appraisal from the board should be a frank and honest assessment of the 
    applicant's leadership and academic potential.  Appraisal forms should be 
    typed in 10 or 12-point font. 
        f.  The applicant's personal statement should address why the Sailor 
    wants to become an officer, how the Sailor's selection would improve the 
    Navy, and why the Sailor is applying for a specific option.  Sailors must 
    also address any hardships or unique experiences that shaped their 
    character.  Junior Sailors should provide information on high school 
    experiences as high school transcripts rarely provide in-depth information on 
    involvement in sports, clubs, volunteer hours, work, etc.  Additionally, 
    applicants should address any anomalies in the package (e.g., poor high 
    school grades, college grades, service school grades, or poor evaluation 
    performance).  The explanation should include details of the situation, how 
    the applicant has overcome these issues, and why the applicant will be 
    successful in the future. 
        g.  The application is a reflection of the applicant. 
    Applicants must review their packages in their entirety before submitting 
    them.  Check for misspelled words and improper grammar. 
    Ensure all high school and college transcripts are enclosed. 
    Applicants must submit results from the last PFA completed including their 
    overall score.  Applicants who have not taken the PFA within the past year 
    and meet the exception criteria must have a CO's endorsement including a 
    statement verifying the applicant is currently within height and weight 
    standards. 
        h.  Qualifying SAT or ACT scores are required for all non- nuclear 
    officer candidates except as noted in paragraph 1 of this NAVADMIN.   
    Applications can still be submitted pending receipt of SAT or ACT scores or 
    with a command statement indicating non-availability for overseas locations 
    and deployed units.  SAT or ACT scores can be from exams taken between 1 July 
    2018 and 1 July 2023. Applicants without a SAT or ACT score and who meet the 
    exception criteria should ensure their high school cumulative grade point 
    average (minimum 2.5 GPA) is within the last 5 years or have a minimum 2.5 
    cumulative college GPA on a 4.0 scale with 12 or more semester hours. 
        i.  It is recommended the command retain a copy of the entire application 
    package.  The command portion of the application (such as command endorsement 
    and interview appraisal sheets) should not be given to the applicant.

The 1993 law known as "don't ask, don't tell" — which allowed gay people to serve in the U.S. military, so long as they remained closeted — has been repealed for over a decade, but many of those whose military careers were ended by the policy are still missing out on honorable discharge status and benefits, a CBS News investigation has found.

    COVID-19 vaccination status cannot be considered when determining if someone can be deployed, according to the new standardized guidance for COVID-19, released as a NAVADMIN in response to a Congressional action that removed the requirement as part of the Fiscal Year 2023 National Defense Authorization Act.

    applications for the Navy Flight Demonstration Squadron (Blue

    RMKS/1.  This NAVADMIN announces a one-time reset of all physical 
    fitness assessment (PFA) failures.  As such, all Active Component 
    (AC) and Reserve Component (RC) officers and enlisted Sailors shall 
    be counted as having zero past PFA failures prior to the date of 
    this NAVADMIN when considering authority to reenlist, advance, 
    promote, or execute other career continuation transitions such as 
    extensions and duty station transfers.  All other programs and 
    processes that take PFA failures into account, such as officer 
    commissioning programs, selection or screening boards, special duty 
    screenings, etc. will continue to consider any past PFA failures in 
    line with normal procedures. 
     
    2.  Because the challenges of preparing for and executing the 
    limited number of PFAs throughout the Coronavirus disease pandemic 
    potentially placed some Sailors at a disadvantage, this reset is 
    intended to level the playing field and ensure every Sailor with the 
    drive to continue has an opportunity to meet fitness standards and 
    serve in our Navy to the maximum extent desired.  This policy does 
    not supersede the need for an effective command-level culture of 
    fitness.  It remains incumbent upon individual Sailors to invest in 
    their personal health and wellness in order to maintain warfighting 
    readiness. 
     
    3.  This reset empowers commanding officers (CO) to restore 
    retention and advancement recommendations, as a modification to 
    current policy requirements detailed in references (a) and (b) which 
    mandate their removal after subsequent PFA failures.  The decision 
    to remain in the Navy beyond the normal end of active obligated 
    service (EAOS) or expiration of obligated service (EOS) is 
    voluntary. 
     
    4.  Implementation guidance: 
        a.  Officer personnel: 
            (1) Career Progression Department (PERS-8) will cease 
    processing any officers for administrative separation (ADSEP) based 
    solely on successive failures of the PFA. 
            (2) Special cases or circumstances may be raised via the 
    exception to policy process to the Officer Plans and Policy Branch 
    (OPNAV N131). 
        b.  Enlisted personnel.  This NAVADMIN serves as the authority 
    to restore recommendations without the completion of a mock or 
    official PFA. 
            (1) To restore retention and advancement eligibility 
    withdrawn through an adverse evaluation, the command must issue a 
    non-adverse special evaluation as in line with reference (c), unless 
    precluded by other policy.  With retention and advancement 
    recommendations restored, Sailors may negotiate for orders, or 
    extend onboard and obligate service through their full tour of duty. 
    They may also reenlist and compete for advancement via the Navy-wide 
    advancement exam (NWAE), or advancement selection board, as 
    applicable. 
            (2) To restore advancement for a Sailor whose selection for 
    advancement has been withheld due only to PFA failure, commands 
    should follow the procedures of reference (d) to restore a withheld 
    advancement recommendation.  Contact Naval Education and Training 
    Professional Development Center (NETPDC) N321 for additional 
    guidance on restoring advancement eligibility, using the point of 
    contact in paragraph 6. 
            (3) Cancelling an approved separation or fleet reserve 
    request that was based on PFA failures: 
                (a) Those with approved fleet reserve or retirement 
    (including AC and Ready Reserve) must create and route a fleet 
    reserve or retirement cancellation request via Navy Standard 
    Integrated Personnel System retirements and separations citing this 
    NAVADMIN. 
                (b) Those with approved separation orders from Active 
    Duty must submit a special request or authorization (NAVPERS 1336/3) 
    to their CO, citing this NAVADMIN requesting to remain on Active 
    Duty. 
                (c) In both cases, it is imperative that the command pay 
    and personnel administrators submit the requests to cancel 
    separations or retirements to the Transaction Service Center (TSC) 
    Norfolk, prior to the separation or retirement date.  This will 
    ensure the cancellation of the transaction to avoid separating a 
    Sailor who wants to stay Navy. 
                (d) Selected Reserve Sailors are encouraged to 
    coordinate separation cancellations or modifications closely with 
    their Navy reserve activity (NRA) and Navy reserve unit chains of 
    command.  NRAs are encouraged to contact Reserve Officer 
    Administration (PERS-911) or Enlisted Reserves (PERS-913) via their 
    reserve readiness and mobilization command for cancellation of 
    separations that are within 30 days. 
            (4) Continuing an approved separation or fleet reserve 
    request that was based on PFA failures: 
               (a) Sailors who are approved for separation or fleet 
    reserve due to PFA policy for a date on or before 30 April 2023 may 
    continue their current plans without change. 
               (b) Sailors who are approved for separation or fleet 
    reserve on or after 1 May 2023 may continue their current plans 
    without change, however, separations will be deemed voluntary. 
     
    5.  The Nuclear Propulsion Program (NNPP) Manager, (OPNAV N133), 
    will remain the single point of contact for NNPP personnel PFA 
    matters including instructor screenings and ADSEPs.

    2.  If a selected officer does not decline in writing prior to the 
    projected date of rank (noted above in paragraph 1), that officer is 
    considered to have accepted the promotion on the date indicated.  An 
    officer who chooses to decline promotion must submit the declination 
    in writing to COMNAVPERSCOM (PERS-806) within thirty (30) days of 
    the release of this NAVADMIN. 
     
    3.  The commanding officer (CO), the Secretary of the Navy, or his 
    designee, has the authority to delay projected promotions.  Upon the 
    exercise of a delay, the officer shall be notified in writing before 
    the effective date of the promotion and not be tendered the 
    promoting appointment.  The delay authority will immediately forward 
    the notification of delay with supporting documentation to 
    COMNAVPERSCOM (PERS-83), copy to COMNAVPERSCOM (PERS-806). 
     
    4.  COs are reminded of their responsibility to ensure the officers 
    they are promoting are mentally, physically, morally and 
    professionally qualified in accordance with section 14311 of title 
    10, U.S. Code.  Per reference (a), officers are ineligible for 
    promotion if they have failed the most recent Physical Fitness 
    Assessment.  COs shall verify the promoting officer's information in 
    the Physical Readiness Information Management System to ensure 
    compliance with reference (a), as modified by reference (b), and 
    delay the officers promotion in accordance with paragraph 3 of this 
    NAVADMIN, if required. 
     
    5.  Prepare a Delivery of Permanent Appointment (NAVPERS FORM 
    1421/7) (Rev 10-13).  Use this NAVADMIN as reference (a).  Use 
    section 14308 of title 10, U.S. Code as reference (b) for permanent 
    lieutenants and above.  Use section 12242 of title 10, U.S. Code as 
    reference (b) for chief warrant officers.  Mail the completed form 
    to COMNAVPERSCOM (PERS-806) or email via MyNavy Career Center at 
    askmncc.fct@navy.mil. 
     
    6.  Training and Administration of Reserve (TAR) Officers should 
    review references (c) and (d) for minimum time-in-grade

    2.  If a selected officer does not decline promotion in writing prior to the 
    projected date of rank (noted above in paragraph 1), that officer is 
    considered to have accepted the promotion on the date indicated.  An officer 
    who chooses to decline promotion must submit the declination in writing to 
    COMNAVPERSCOM (PERS-806) within thirty (30) days of the release of this 
    NAVADMIN. 
     
    3.  The commanding officer (CO), the Secretary of the Navy, or his designee, 
    has the authority to delay projected promotions.  Upon the exercise of a 
    delay, the officer shall be notified in writing before the effective date of 
    the promotion and not be tendered the promoting appointment.  The delay 
    authority will immediately forward the notification of delay with supporting 
    documentation to COMNAVPERSCOM (PERS-83), copy to COMNAVPERSCOM (PERS-806). 
     
    4.  COs are reminded of their responsibility to ensure the officers they are 
    promoting are mentally, physically, morally and professionally qualified in 
    accordance with section 624 of title 10, U.S. Code.  Per reference (a), 
    officers are ineligible for promotion if they have failed the most recent

  15. Each year, Supplemental Nutrition Assistance Program (SNAP) benefits help millions of families and adults across the U.S. buy the nutritious food they need to stay healthy on a budget. This includes individuals who have served in the U.S. military.

    In fact, in 2019 alone, SNAP-participating households included 1.1 million veterans.1 And according to Brandy Bauer, director of NCOA’s MIPPA Resource Center, the number who qualify but don’t know it is likely even higher.

  16. SAN DIEGO – A Navy pilot program is testing the role of information warfare sailors and officers aboard submarines, the commander of Naval Information Forces announced Wednesday.

    Two submarines – USS New Mexico (SSN-779) and USS Washington (SSN-787) – each have an information warfare junior officer and three sailors, Vice Adm. Kelly Aeschbach said during a talk at WEST 2023, hosted by the U.S. Naval Institute and AFCEA.

  17. The Navy says it will forgive past fitness test failures for its sailors as part of a broader effort to step up recruitment and retention efforts. The move is one of several tweaks to the service's physical fitness rules that leaders hope will help it keep enough sailors in uniform.

    In an administrative memo released Thursday, the sea service announced that it has reset the counter on physical fitness assessment (PFA) failures and any previous failures won't count "when considering authority to reenlist, advance, promote, or execute other career continuation transitions such as extensions and duty station transfers."

    But the appearance Feb. 1 of the Chinese surveillance balloon that sallied its way across U.S. airspace before being shot down off South Carolina is “absolutely” waking up regular Americans to the Chinese government’s threat to world order, the Navy’s top intelligence official said Wednesday.

  19. SAN DIEGO — As U.S. Naval Information Forces continues to reform how it trains for and carries out its cyber missions, the command expects to announce an enlisted rating name change later this year that better reflects this vital work.

    The Navy already has an existing cyber job rating, known as cryptologic technician networks, or CTN, a job that requires cyber skills 93% of the time, the head of Naval Information Forces, Vice Adm. Kelly Aeschbach, told reporters here Wednesday during the annual West naval conference.

    RMKS/1. This NAVADMIN provides updated COVID-19 Standardized Operational 
    Guidance (SOG 8.0), and rescinds and replaces reference (a) in its entirety, 
    including the requirement that all personnel assigned to operational 
    Navy units be fully vaccinated against COVID-19. Reference (b) rescinded 
    the COVID-19 vaccination requirement for Department of the Navy Service 
    members. Under no circumstances shall a Commander mandate that any Navy 
    Service member receive the COVID-19 vaccination. 
     
    2.  Steady State COVID-19 Posture. Commanders at all levels are directed 
    to balance operational employment with the health and safety of their 
    units in accordance with current USD (P&R) Force Health Protection Guidance 
    (reference (c)). Commanders and medical providers are also encouraged to 
    consider the COVID-19 Operational Risk Management Matrix for Deployments 
    (available at https://media.defense.gov/2023/Feb/13/2003160523/-1/-
    1/0/BUMED%20NAVY%20COVID-19%20OPERATIONAL%20RISK%20MATRIX.PDF as a tool to 
    evaluate risks to mission, force, and individuals. 
     
    3.  Mission Risk.  Commanders should seek advice from medical providers 
    regarding medical readiness of personnel to inform deployment and other 
    operational mission decisions. COVID-19 vaccination status shall not be 
    a consideration in assessing individual service member suitability for 
    deployment or other operational missions. Commanders retain the authority 
    to implement Health Protection Measures at any time or manner deemed 
    necessary in support of operational safety and effectiveness, and where 
    necessary, to restrict movement of service members in order to comply with 
    host nation quarantine regulations. Geographic Navy Component Commanders 
    (GNCC) will coordinate with country teams and local authorities to 
    identify any host nation requirements related to COVID-19 testing 
    or vaccination status that may restrict or create conditions-based 
    criteria for liberty. 
     
    4.  Sovereign Immunity. U.S. Government policy protects the sovereign 
    immunity of warships, naval auxiliaries, and aircraft, including protecting 
    crew information to the maximum extent possible. Within the context of COVID-
    19, host nations may request or require crew or ship information that exceeds 
    that authorized by U.S. policy or international law. 
     
    4.a.  GNCCs will assess and determine in advance any host nation quarantine 
    regulation requirements that may challenge U.S. sovereign immunity policy 
    (see reference (d) for additional guidance). In all cases, GNCCs shall 
    authorize the minimum information necessary to meet operational requirements. 
    The Navy Declaration of Health (NAVMED 6210/3) is the only authorized form 
    for providing health information to foreign officials. If required by the 
    host nation, the GNCC may authorize Commanders to include on the NAVMED 
    6210/3 or on a separate U.S. generated document accompanying the NAVMED 
    6210/3 (e.g., Command Letterhead) that their unit is 100% vaccinated, those 
    disembarking have tested negative within the required timeframe, or that 
    those disembarking have received a COVID-19 vaccine booster. GNCC authority 
    to approve these COVID-19 related exceptions to sovereign immunity policy may 
    be delegated no further than the numbered Fleet Commander. 
     
    4.b.  Exceptions to Policy (ETP). Where host nation quarantine regulations 
    create requirements outside of the exceptions listed in paragraph 4.a, GNCCs 
    shall determine, in accordance with reference (d), whether such requirements 
    constitute a potential waiver of sovereign immunity. Any action the GNCC 
    determines may constitute a waiver of sovereign immunity must be coordinated 
    with OPNAV N3N5 for approval no later than five days ahead of need. To avoid 
    setting precedence beyond COVID-19, ETPs will be messaged to the host nation 
    as explicitly linked to the pandemic. Requests shall include justification 
    for port selection, host nation mitigation and testing requirements, 
    alternate port options, impact to mission if the request is denied, medical, 
    legal, collection and privacy risk, and feedback from country team 
    coordination. ETP notifications and requests may be sent via record message 
    traffic or to the OPNAV N3N5 Legal and Oceans Policy Advisor. 
     
    4.c.  Guidance for Commanders.  Per GNCC direction, Commanders 
    shall comply with domestic and foreign quarantine regulations for port entry 
    and document compliance on NAVMED 6210/3.  Absent GNCC approval in advance, 
    Commanders will not submit to host nation COVID-19 testing nor provide 
    individual or collective medical data, copies of health records, nor any 
    supplementary or locally-demanded health forms, and shall not grant access 
    to ship or crew health records or allow the same to be searched or inspected 
    by host nations. If compelling circumstances require a Commander to acquiesce 
    to additional host nation requirements without obtaining an ETP or GNCC 
    concurrence (e.g., personnel emergency, weather avoidance), report the event 
    and circumstances as soon as practicable to OPNAV N3N5 via the chain of 
    command. 
     
    5.  Reporting Procedures.  Individual COVID-19 cases do not need to be 
    reported. Medical providers shall report pandemic or infectious disease 
    related medical evacuations, hospitalizations, and deaths via Disease 
    Reporting System, internet (DRSi). OPREP-3 Navy Blue messages are required 
    for significant shipboard operational impacts due to pandemic or infectious 
    disease. Format messages per reference (e).
