This NAVADMIN announces and provides temporary guidance for Navy personnel who require Common Access Card Identification (CAC)/(ID) services during the COVID-19 emergency in accordance with reference (a). a. To maximize force health protection and ensure continuity of operations, all Navy Real-Time Automated Personnel Identification System (RAPIDS) sites will only accept customers who have made CAC online appointments. Priority support will be provided to those with time sensitive situations (e.g. active-duty Service Members whose CAC has been lost/stolen or is expiring within the next 60 days, ID card issuance for newly retired members, dependents with cards expiring within the next 30 days and CAC PIN resets). If unable to schedule an appointment, customers will be serviced via a controlled walk-in process for CAC PIN resets only. Navy RAPIDS sites shall screen customers before entry in line with the Center for Disease Control and Navy guidance. All customers are expected to complete a self- screening questionnaire before accessing the RAPIDS facility. The screening questionnaire will be prominently posted at the entrance to each facility. Those currently sick or who have been in close personal contact with someone diagnosed with COVID-19, or those who have recently traveled (internationally or domestically outside their local area) will be denied entry. b. To check the operating status of a RAPIDS site and schedule an appointment, go to the RAPIDS Appointment Scheduler at https://rapids- appointments.dmdc.osd.mil. Additional site specific information will be provided for each location as well as the status of alternate locations. c. Personnel must provide proof of identity documentation and have a valid verified DEERS record in accordance with reference (b). d. Personnel issued a new CAC must logon to a government furnished workstation via a wired network in order to cache their new Public Key Infrastructure (PKI) credentials. Network access to support telework through the workstation will not be available until this action is completed. Impacted personnel should follow local guidance for locations to connect to the network for required log in action. 2. If you or a family member have a dependent or retiree ID card please be aware that your benefits (medical, dental, etc.) will remain in effect as long as your military sponsor is entitled to benefits. For example, the family of a married E-6 with an end of active obligated service date of January 2022 is authorized Department of Defense (DoD) benefits until that date, regardless of the status of their ID card(s). 3. In preparation for a situation in which users are unable to report to a RAPIDS site for CAC reissuance, DoD is developing an online technical solution that will allow users with soon-to-expire PKI certificates to load new PKI certificates that will be valid for up to 1 year. The technical solution will not be available to personnel with expired PKI certificates. Brett Crozier, the commander of an aircraft carrier who was ousted Thursday after sending a letter pleading with Navy leadership to protect his crew from the spreading coronavirus. Over the past couple of weeks we have significantly increased our remote work capabilities using Virtual Private Networks (VPNs) and Outlook Web Access (OWA). To further increase collaboration capabilities for the workforce during mass telework operations, Department of Defense (DoD) has established the Commercial Virtual Remote (CVR) environment. CVR is a limited, DoD-only, instance of Microsoft Teams and OneDrive for Business (ODfB), a communication and collaboration, cloud-based platform integrated with Microsoft Office 365. This is a temporary solution and all stored data will be destroyed at the conclusion of the COVID-19 emergency. All users will be required to migrate critical working documents and official records to approved storage platform. This NAVADMIN provides policy and guidance for the use of CVR for official business. The full CVR rollout plan will be promulgated SEPCOR. 4. Capabilities. a. Teams enables users to create shared workspaces for audio, video, and chat. ODfB enables limited file sharing and storage, integrated with Teams. Email is not included. b. While connecting from government spaces using NMCI or ONENet/BLII, video capabilities will not be available. Audio capabilities must be used in compliance with physical security regulations. Specifically, audio shall not be used in classified spaces, unless authorized by the cognizant Security Manager/Special Security Officer. c. CVR includes Microsoft Online (Word, PowerPoint, and Excel) for online file creation and editing, eliminating the need for users to create and/or edit files on non-government computers. d. CVR will be available from both Navy and commercial networks. Both government and personal devices may be used, including desktop and laptop computers, tablets, and mobile phones. Video and audio restrictions from government spaces apply, as explained in paragraph 4.b. e. Per existing user agreements, data created, used, and shared within CVR are subject to monitoring and applicable policy and guidelines. 5. Onboarding. a. As part of a gradual CVR rollout over the next several weeks, by Command, Navy users will receive an automated email message inviting CVR account registration. This message will contain a username and temporary password. The full CVR Rollout Plan is still being developed and will be promulgated SEPCOR. b. The email address used to reach each Navy member will be the one listed in their Defense Manpower Data Center (DMDC) milConnect military, civilian, or contractor profile. Users should verify their e-mail address and Duty Organization/Sub-Organization on milConnect (https://www.dmdc.osd.mil/milconnect), under Update and View My Profile, select the MIL, CIV, or CTR tab as appropriate. Under that tab, the email to be used for this purpose can be found under the main heading Personnel Email Addresses, and the sub-heading Primary Personnel Email. This is usually the members navy.mil address, and is the email address registered on the users CAC. Users are encouraged to check this, since the address may be from a previous duty station and require updating. To update this email address, users should visit RAPIDS Self-Service (https://www.dmdc.osd.mil/self_service), click Sign In, and click Change CAC Email. c. Users should set up both their work and personal phones for CVR authentication to ensure access from wherever they log in. On initial setup, select a phone the user has access to. Once initial setup is complete, users should add the other number as their Alternate Authentication Phone on the additional security verification page (https://account.activedirectory.windowsazure.com/Proofup.aspx). d. Users may download the Teams application to their personal devices or use the Teams web client with browser Microsoft Edge. Users on government computers should use the Teams web client with browser Microsoft Edge. 6. Restrictions. a. CVR is authorized For Official Use Only (FOUO) information up to Controlled Unclassified Information (CUI), except: (1) CUI under the control and direction of the DoD (Controlled Technical Information, Critical Infrastructure Security Information, Naval Nuclear Propulsion Information, and Unclassified Controlled Nuclear Information Defense); (2) All data types under the Law Enforcement CUI grouping; (3) All data types under Privacy data, except low confidentiality impact Personally Identifiable Information (as defined in reference (c)). b. CVR is established only for the duration of the COVID-19 emergency. Upon return to normal operations, the environment will be shutdown and all data contained therein will be permanently deleted. c. In the event unauthorized information is introduced to a personally owned device, the device may be subject to inspection and sanitization by appropriately authorized Navy personnel. d. No other Microsoft Office 365 capabilities (such as Exchange Online, SharePoint Online, Yammer, etc.) will be offered in this temporary environment. Users will find functionality unavailable or disabled for these items. Since e-mail will not be integrated, users will only be able to conduct ad hoc Teams meetings (not scheduled meetings). e. All personnel shall use cybersecurity best practices for telework as discussed in reference (b). This includes, but is not limited to, patching personal devices, using up-to-date anti-virus software, and limiting download of files to personal devices. 7. Support. a. Commands will continue random urinalysis specimen collection from Sailors during the COVID-19 pandemic to the greatest extent possible. Commanders and Commanding Officers may pause collection and/or reduce collection percentages and numbers of days collected if he/she deems it necessary to support maximum operational flexibility and/or COVID-19 mitigation efforts. a. Drug testing shall be conducted with no more than 10 people, including the urinalysis program coordinator (UPC) and observer, gathering for testing in one place at one time while maintaining social distancing of six feet at all times while continuing to follow all collection procedures outlined in reference (a). b. All command-directed, probable cause, mishap investigations and rehabilitation testing will continue in accordance with reference (a). c. Commands shall not recall individuals who are sick, restricted in movement (ROM), quarantined or self-monitoring and should not recall individuals who are teleworking or in a non-duty status to provide a drug testing specimen. d. Navy Drug Screening Laboratories (NDSL) will continue to operate and test these specimens. 3. Sailors assigned to non-Navy activities will follow the policy of those activities. 4. As a result of this temporary policy change, the requirement in paragraph 6.a., enclosure (2) of reference (a) to provide their echelon 3 commander with the reason for failing to comply with reference (a) is suspended until further notice. 5. Care must continue to be taken when conducting random urinalysis collections. According to the Centers for Disease Control (CDC), it is not known whether non-respiratory body fluids such as urine can contain the virus. The CDC indicates interpersonal contact continues to present the greatest risk of COVID-19 exposure. Please adhere to the following processes to mitigate risks to exposure during urinalysis collections in line with reference (b). a. All urinalysis specimen collection testing shall comply with all current OPNAV policies and CDC Health Guidance. b. All participants must engage in safe hygiene practices, including hand washing, maintaining the six feet social distancing requirement, and refraining from touching their face. c. Administrators shall wipe down all surfaces contacted (after each contact) throughout collection to include tables and door handles. d. UPCs will not handle a specimen bottle after it has been in the possession/control of the Sailor. Sailors providing a specimen will tighten the lids securely to avoid cross contamination, adhere labels, affix security tape on the specimen bottle and place their specimen bottle in a secondary container with absorbent materials under the observation and direction of the UPC. Sailors should use their own pen to sign and initial during the process. Additionally, UPCs should not handle the military identification card of the Sailor. e. Sailors, UPCs and observers must avoid personal touch and wash their hands after any contact during this process. All must avoid the exchange of personal items (i.e., identification cards, pens, etc.). 6. Application Process. To ensure the approval message is released in a timely manner, ESRP reenlistment requests will be submitted 35 to 120 days in advance of the desired reenlistment date. Exceptions to this policy will be approved by the ESRP program manager on an individual basis. a. Officer Personnel Information System (OPINS) and Force Management System is programmed to process ESRP reenlistment requests and employs the same process used to request and approve SRB reenlistment requests. Career counselors and personnel support detachments are familiar with this program and should use it as the primary method of ESRP request submission. The ESRP request type is 3AA for Sailors on active-duty and 3BB for broken service requests. b. If OPINS is not available, the command can e-mail (scanned copy of request) or mail the request directly to the ESRP program manager using the format found in reference (d). If operational commitments limit the ability to submit ESRP applications via this manner, commands should submit the ESRP request via message to the immediate superior in charge, who can submit the OPINS request. ESRP requests sent directly to the ESRP program manager by message or mail may result in a processing delay. c. E-6 and below Zone 1 Sailors not already obligated beyond 14 YOS will require an approved career waypoints reenlistment (C-WAY-REEN) quota. Sailors selected for advancement or frocked to chief petty officer do not require an approved C-WAY-REEN quota. C-WAY submission and quota approval can be pursued in parallel with the OPINS request for ESRP. d. A Sailor must be pre-approved for an ESRP reenlistment. ESRP approval will not currently notify the Defense Joint Military Pay System (DJMS) of the intent of the Sailor to reenlist. Until DJMS can be programmed to accept ESRP reenlistment payments, manual processing is required. Payments should post to the account of the Sailor within 14 days following the day the ESRP program manager receives notification of reenlistment. Initial payment will be authorized as soon as the contract execution is reflected in the enlisted master file (EMF). In order to ensure prompt payment, new contracts must be posted to the EMF in a timely manner. e. Personnel support detachments and commands should contact Officer and Enlisted Nuclear Programs Branch (OPNAV N133), as opposed to Defense Finance and Accounting System to resolve any payment issues. f. A Sailor with an approved pre-certification who does not reenlist on the date specified in the pre-certification message must resubmit a request to revise the reenlistment date and ESRP award amount. g. ESRP eligible Sailors and their command career counselors should review reference (d), which provides further program details. Reference (d) and other helpful information can be accessed via MNP at https://www.mnp.navy.mil/group/career-planning, select the *Enlisted Community Managers* link, then select the *Nuclear* tab in the gray banner. 5. Officer Programs. ESRP entitlement for Sailors who reenlist after applying for an officer program will be held pending selection results. For limited duty officer, the application deadline is considered the suspense date as published in reference (e) and future announcement messages. For all other commissioning programs, the date on which OPNAV N133 approves the conditional release to apply for that program is the date after which additional ESRP entitlements will be held. 6. Recoupment. Repayment policy is governed by section 373 of reference (c), DoD Financial Management Regulation (FMR) Chapter 2, Volume 7A, and reference (d), which collectively determines when repayment of the unearned portion of a bonus is required or not required, but left to Secretarial discretion or is prohibited. Section 373 of reference (c), U.S. Code requires repayment with certain exceptions. As a general rule, repayment of any unearned portion of a bonus will be sought. Examples of situations requiring repayment are provided in reference (d). 7. Service Record Entry. An Administrative Remarks, NAVPERS 1070/613, entry acknowledging recoupment policy via Navy Standard Integrated Personnel System is required in the record of the Service Member prior to execution of an ESRP reenlistment (examples are provided in reference (d)). 8. WASHINGTON (NNS) -- The Navy has suspended all in-person Transition Assistance Program classes due to social distancing rules now in place to prevent the spread of the coronavirus. But the Navy is not eliminating the training requirement and instead is authorizing all separating and retiring sailors to complete this requirement online, allowing them to separate on time. Here’s what you need to know: “Commanders must continue to ensure transitioning Service Members are prepared to reintegrate into the civilian community, especially in the challenging times we face. Vice Adm. John B. Nowell, the Navy’ top uniformed personnel official said in NAVADMIN 082/20. Active-Duty Sailors retiring or separating are exempt from the stop movement, which means that separations and retirements will go on as scheduled, unless Sailors request and are approved to reenlist or extend The course completion requirement is also still in place for Reserve Sailors on active-duty orders for more than 179 days as well as mobilized reservists within 60 days of redeployment and demobilization. For those with enough time left on the books, the message recommends they simply reschedule for a later date. Those inside their 365-days prior to separation start time or 90-days prior to separation Capstone requirement must complete their training through the Joint Knowledge Online Website. Details on the TAP virtual curriculum to include links to the training available on the Department of Defense Transition Assistance Program Website. What’s not changed is the requirement for initial Self-Assessment Counseling, Pre-Separation counseling and Capstone sessions. These can still be done in-person using proper social-distancing protocol or telephonically by command career counselors or TAP managers.
