This NAVADMIN cancels reference (a) and provides additional guidance regarding the type of Controlled Unclassified Information (CUI) authorized in FLANK SPEED Microsoft Office 365 (M365). Users must be vigilant as CUI is not allowed on non-government devices (i.e. personal desktop and laptop computers, tablets, and mobile phones). 2. Key definitions (from references (b) and (c)): a. CUI. UNCLASSIFIED information the Government creates or possesses, or that an entity creates or possesses for or on behalf of the Government, that a law, regulation, or Government-wide policy requires or permits an agency to handle using safeguarding or dissemination controls, but does not meet the requirements for classification per Executive Order 13526 or the Atomic Energy Act. b. Legacy for Official Use Only (FOUO). Prior to the CUI program, this was a dissemination control marking applied to unclassified information that disclosure to the public of that particular Record, or portion thereof, would reasonably be expected to cause a foreseeable harm to an interest protected by one or more Exemptions of the Freedom of Information Act (FOIA). FOUO information does not automatically become CUI and is not interchangeable with CUI. (1) Legacy FOUO material is not required to be re-marked or redacted while it remains under Department of Defense (DoD) control or is accessed online and downloaded for use within the DoD. (2) Legacy FOUO material or new derivative documents must be marked as CUI if the information qualifies as CUI, particularly if it is being shared with other government departments. c. DoD CUI Registry. Provides an official list of Categories used to identify the various types of CUI. Individuals must use the DoD CUI registry to ensure proper identification of all CUI material. The registry is located at: https://www.dodcui.mil/Home/DoD-CUI-Registry. d. Authorized Holders. Individuals that designate or handle CUI and are responsible for determining, at the time of creation, whether information in a document falls into a CUI category. If so, the authorized holder is responsible for applying CUI markings and dissemination instructions accordingly, in accordance with reference (b) and (c). e. Lawful Government Purpose. Any activity, mission, function, operation, or endeavor that the U.S. Government authorizes or recognizes as within the scope of its legal authorities or the legal authorities of non- executive branch entities (such as state and local law enforcement). f. Limited Dissemination Controls (LDC). Any control used to limit or specify CUI dissemination. (1) Only Authorized Holders can apply this additional marking and will only be used to promote a Lawful Government Purpose. (2) All LDCs must be approved by the CUI Executive Agent (EA) listed in the CUI Registry (for example, CUI marked FED ONLY further restricts sharing to Federal Employees; CUI marked NOCON prohibits sharing with Contractors). Lawful Government Purpose requires that Authorized Holders of CUI must not share CUI where sharing is prohibited, restricted, or further subject to LDCs. 3. General CUI Guidelines. a. The FLANK SPEED Authority to Operate permits processing and storage of CUI data types, as listed in reference (b), up to moderate impact Personally Identifiable Information (PII). All policies for handling permitted CUI data types still apply. (1) The following data types are not yet authorized on FLANK SPEED: (a) Health Insurance Portability and Accountability Act information, to include Protected Health Information (b) Navy Nuclear Propulsion Information (NNPI) (c) Law Enforcement Sensitive (LES) data (2) Authorization for above listed data types is planned as part of future capability releases. Users will be notified when these data types are authorized. (3) Users are responsible for verifying with their Information System Security Manager (ISSM) and Command Security Manager (CSM) the permitted CUI data types authorized on the network(s) they are using. b. Organizations and all Navy military, civilian, and contractor personnel are responsible for following the guidelines outlined in references (b) and (c) for handling and protecting CUI. c. Per references (b) and (c), personnel will not use unofficial or personal (e.g., .net, .com, etc.) e-mail accounts, messaging systems, or other non-DoD information systems to conduct official business involving CUI. d. Approved/authorized government contractor systems are permitted to handle CUI. e. Access to CUI is based on whether the individual has a Lawful Government Purpose. While similar to Need to Know for classified information, Lawful Government Purpose has a different litmus test. See reference (b) for guidance on Lawful Government Purpose. 4. Training. All personnel (military, civilian, and contractor) who are authorized access to classified information systems must receive initial and annual refresher CUI education and training. The Center for Development of Security Excellence (CDSE), an element of the Defense Counterintelligence and Security Agency (DCSA), has developed and released the only authorized and approved DoD CUI training module. Applicants must maintain eligibility throughout the selection and promotion process. (Not required for Nuclear Power LDO 620X) Active duty interview appraisal boards will be coordinated and approved by the CO/OIC and consist of three Active Duty Naval Officers (LDOs or CWOs preferred). Every effort (including teleconference media) shall be made to ensure the senior board member is from the LDO or CWO designator family for which the applicant is applying. a. It is highly recommended that the senior member of the interview panel for applicants applying for LDO is an in-designator commander (CDR) or above. If not available, a LDO CDR or above in another designator can serve in this capacity with at least one board member from the designator family. Officers who were CDR or CAPT LDOs that reverted to another designator via Without Board Action (WOBA) process can serve as the senior member. In communities where there are no longer senior LDOs within the community, a CDR or CAPT from the parent community can act as the senior board member, e.g., a Supply Corps (3100) CDR or CAPT for Supply (651X) applicants. b. For CWO applicants, the senior member of the interview panel shall be a LCDR or above with at least one in-designator CWO4 or CWO5 as a board member. If a LCDR or above is not available, a CWO5 can serve as the senior board member as long as the other members are junior (CWO3, CWO4). c. Minimum grade requirements for board members are Lieutenant or CWO3. d. Only three interview appraisals are authorized to be submitted for each applicant. e. Interview Appraisal Board member preparation for applicant appraisal boards is an important part of a well-run board. Review of the applicant application, review of discrete requirements for the applicant designator, having well thought out questions on technical expertise, leadership and knowledge of the designator they are applying for to include future career path if selected are all great examples of board member preparation. f. The technical ability and potential block on the interview appraisal sheet must be marked for LDO and CWO candidates. Only the current version of the interviewer appraisal sheet will be accepted. Application Submission. Communication to the board (application, addendums, etc.) should originate from the applicant via their CO. However, it is acceptable for the command to submit an applicants package on their behalf, provided that the package has been endorsed by the CO and the applicant has been provided a copy of their entire package prior to submission. Information received that is not under the cover letter of the applicant (e.g., third party correspondence) and endorsed by the command, or not received by the MyNavy Career Center (MNCC) by the established deadline(s) will not be presented to the board. a. All applications must be submitted along with a command screened LDO/CWO Eligibility Checklist. b. Each applicant and CO/OIC must ensure applications/addendums are complete and accurate. Incomplete applications could result in non- selection. Applications must be signed by the CO/OIC of the applicant or *Acting*. Addendums can be signed *By direction* if the CO or OIC is unavailable. c. As previously stated, all applicants must possess a security clearance prior to commission. Refer to reference (a), (chapters 2 and 7) for security clearance information, program overview and eligibility criteria. d. CO/OIC endorsements must contain the following statement: *Applicant meets all requirements outlined in OPNAVINST 1420.1B, NAVADMIN 116/21, the physical fitness standards of OPNAVINST 6110.1J, and is worldwide assignable.* The endorsement must clearly identify the command, and must be signed by the CO/OIC, and include the CO or OICs command point of contact information. e. Applicants must ensure a copy of their most recent periodic evaluation is included in the application or provided via addendum for board review and continuity if they are not already in Official Military Personnel File (OMPF). f. Applicants are not required to include an obligatory service statement to remain on active duty as part of their personal statement. g. Applicants currently serving in an IAMM, GSA or OSA assignment may have their application endorsed by the field commander. Field commanders must obtain parent command endorsement prior to submission. Engineering Watch Supervisor (EWS) or Propulsion Plant Watch Supervisor (PPWS) qualification as documented by Navy Enlisted Classification (NEC) N33Z is required to apply for Nuclear Power LDO (620X). d. Sailors selected for Nuclear Power LDO (620X) will require a separate technical interview at Naval Reactors to receive a commission. Sailors who do not successfully complete a final technical interview will maintain their enlisted status and will not be commissioned. Additionally, these Sailors are ineligible to submit future applications to the Nuclear Power LDO (620X) program. Technical interviews will be scheduled by Nuclear Placement and Assignments (PERS-422) and selectees notified via separate correspondence. 7. Application/Addendum Due Dates. All non-nuclear power applications must be received by MNCC no later than 1 October 2021. Routine addendums to applications, including evaluations and awards, must be received no later than 15 December 2021. The time and date (Central Standard Time) received by MNCC inbox is the time and date used for deadline verification. Applications and addendums received after the designated due dates will not be presented to the board. Interview appraisal boards shall be constructed and approved by the CO/OIC and consist of only three Reserve or Active Component officers. LDOs or CWOs should be utilized as board members to the maximum extent possible. The senior member of the interview panel should be a lieutenant commander or above. Every effort must be made to ensure at least one board member is from the designator for which the applicant is applying (including but not limited to teleconference, video teleconference, defense connect online, etc.). Minimum grade requirements for board members are lieutenant junior grade or CWO2. CWO2 panel members must have at least two years time in grade. The interviewing board should, whenever possible, be comprised of officers who are not in the applicants command or at least not directly in the chain of command. If it is not possible to assemble a panel of three officers, the interviews may be conducted separately. Only three interview appraisals must be submitted for each applicant. The potential block on interview appraisals must be marked for LDO and CWO candidates. Only the current version of the interviewer appraisal sheet will be accepted. Sailors still are not getting enough sleep more than three years after the Navy issued a policy to address fatigue in the wake of two deadly collisions blamed in part on sleep deprivation, a government watchdog said. Only about 14% of officers received the recommended seven hours or more of sleep during their most recent deployment, and 67% received five hours or less, the Government Accountability Office found. About 84% said fatigue-related conditions among the crew often or sometimes affect ship operations.

A former US Navy fighter pilot recently shared details and some of her thoughts on an unusual experience almost two decades ago, an encounter with an unidentified flying object nicknamed the "Tic Tac." In mid-November 2004, as the Navy's Nimitz Carrier Strike Group trained off the West Coast in preparation for an upcoming deployment, the destroyer USS Princeton detected several UFOs, also called anomalous aerial vehicles or unidentified aerial phenomena, moving in inexplicable ways around the carrier group.

Sailors who have been fully vaccinated against COVID-19 can now make some port calls, often go mask-free and deploy without quarantining beforehand, the Navy has announced. “With more than a year operating in the COVID environment, we have gained significant expertise in mitigating and preventing the spread of COVID-19,” Vice Adm. Phillip Sawyer, deputy chief of naval operations for operations, plans and strategy, said in a statement. “Now with vaccines and CDC scientific data, we are able to relax many of the procedures we put in place and still provide for the health protection of the force.”

PENSACOLA, Fla. — As Memorial Day approaches every year, it is customary for the Navy to release E-4 through E-6 total force advancement results for more than 90,000 eligible candidates on active duty, full-time support (FTS) and in the Selected Reserve (SELRES). This year, like the last, results will be delayed due to COVID-19 mitigations and the expanded window of exam administrations. For Reserve E-4 through E-6 candidates (cycle 108), the command triads will be notified June 24, and the results will be published on profile sheets in the Navy Enlisted Advancement System (NEAS) Web on June 25. For the active-duty and full-time support E-4 through E-6 candidates (cycle 251), the command triads will be notified on July 8, and the results will be published on profile sheets in NEAS Web on July 9. “One of the biggest questions we receive is, ‘why do the results take so long?’” said Navy Advancement Center Deputy Director, Tom Updike. To understand the answer to this question, it is important to know the process and advancement timeline associated with each exam cycle. First, exams are created and distributed from Naval Education and Training Professional Development Center (NETPDC) in Pensacola, Florida, to all of the requesting commands around the fleet. “Typically you have a single exam administration date, but now that is a two-week window of testing for each paygrade [due to COVID-19],” said Updike. “Exam answer sheet returns are mostly delayed until the end of the [30-day] administration windows.” Once exams are administered, commands have an additional window of time to administer substitute exams to Sailors who may have missed the original window. “The exam scoring process requires we get back all substitute answer sheets as well,” said Updike. “Substitute exams administered aboard fleet units in the Indian Ocean take much longer to receive than answer sheets express-mailed from San Diego or Norfolk.” Next, the employees of the fleet services branch of NETPDC, who work up to eight advancement cycles at a time and scan more than 230,000 answer sheets a year, then scan Sailor exam answer sheets the day they arrive in the mail. “All answer sheets are scanned into the system within 24 hours of them arriving on site,” said Updike. “Fleet services staff work diligently to ensure errors are corrected and the data is uploaded into NEAS as quickly and efficiently as possible.” Once 95% of a cycle’s exam answer sheets have arrived and processed, to include all aircraft carriers, NETPDC creates an advancement plan (ADPLAN). “An ADPLAN is a report listing the number of Sailors that passed the exam in each rating,” said Updike. “That report is made available to the enlisted community managers, and at that point there is a process they go through to complete rating quota determinations.” NETPDC continues to scan late answer sheets and validate data in NEAS until quotas are provided from the Chief of Naval Personnel (CNP). Up until the time for publishing the results, NETPDC works continuously to correct discrepancies using the Sailors’ Enlisted Advancement Worksheet (EAW). “We try to clear as many discrepancies as we can,” said Updike. “We don’t want Sailors to get a profile sheet that says you don’t have any results because you still have a discrepancy in NEAS.” Educational Service Officers (ESOs) can submit discrepancy corrections for Sailors via the EAW Post-Exam Administration Change (PAC) in the Navy Standard Integrated Personnel System (NSIPS) after the worksheet is locked and data is sent to NEAS. The advancement results schedule is set by CNP. After publication of results, commands are authorized to frock Sailors to the next-higher pay grade. NETPDC then processes pay increments and sets advancement dates. Spring cycle advancements are incremented from July to December, with the majority of Sailors advanced in the final increment. Similar to previous COVID mitigation exam cycles, E-4 candidates (except some rating entry Reserve Sailors) did not take an exam. Rather, each E-4 advancement candidate will be given the same exam score when calculating their final multiple score (FMS) to establish a rank-order standing among peers. This means the E-4 rank order is mostly influenced by each Sailor’s performance mark average. Because quotas are developed the exact same way, the advancement opportunity for E-3 Sailors is not impacted by the rank order without taking an exam. “The primary goal of NEAS is that no Sailor is disadvantaged in the advancement processes, said Updike. “Another delay in our cycle results due to COVID is only acceptable when we know that every Sailor was given a fair opportunity to compete for advancement.” As part of the MyNavy HR Force Development team, NETPDC provides products and services that enable and enhance education, training, career development and personnel advancement throughout the Navy. June marks the start of "PCS Season." Over the next few months, thousands of Sailors and their families are beginning to pack up and move to a new duty station. Here are a few helpful tips from the experts. Finding your next job and getting to your next duty station successfully starts long before the packing begins. Sailors nearing the start of their orders negotiation window should check their records and ensure all qualifications and Navy Enlisted Classifications are listed and up to date. This simple records check will significantly impact what you are qualified to apply for and might make the difference in getting the orders you want and need for your career. Sailors with questions about the process or what is available to them should reach out to their detailer, who is one of their main advocates during the orders process. Once a Sailor is approved for orders and knows where they are headed, that is the time when they can build a personalized timeline, get packing tips, to-do lists and checklists with the Plan My Move online tool. A good idea is to not finalize any personal plans until orders are in hand. It is recommended, if able, to schedule move dates and begin packing once orders are in hand. Take a full inventory of your belongings. A smartphone, tablet or computer is an easy way to keep records of everything in your home. Free home inventory software is available at Ready.gov. You could also check with your insurance company to see if they have recommendations for an inventory app. Start early in planning what you will carry with you and what will be packed by the movers. Knowing what to pack and what to take with you is vital. Once you arrive at your new duty station, you may have to wait for your belongings to be delivered. This is especially true for those relocating overseas, where furniture and vehicles could take several months to arrive. Examples of essential items that you’ll need to keep with you at all times during your move include a copy of your orders, military IDs, driver’s licenses, social security cards and passports for every member of the family. If anything is damaged or lost during the move, you’ll need your insurance company information and your inventory on hand to file insurance claims. Don’t pack your inventory and send it with the movers — it might not make your destination. Bring it with you. Consider whether you will need other documents such as marriage, divorce, birth and naturalization certificates, as well as medical and medication information for each family member. Consider bringing electronic copies of items as a backup on your computer or smart devices. Research the area you are going to before you leave and have your temporary lodging details worked out ahead of time. If you haven’t been assigned one, ask your new command for a sponsor. Line up a sponsor and leverage them for details and points of contact to ensure you have someone to ask as urgent questions arise. As you get ready to leave your current house for the last time, don’t forget to forward your mail and make sure your pets are prepared for the move. Take a deep breath as you head off on your new adventure. Just remember to be as flexible as possible because things don’t always go according to plan. Part of taking charge of your move is expecting the unexpected. Moving is a challenging experience for children. Tell them about the move as soon as possible. Reassure them that the essential things in life – such as how much you love them – won’t change. Priestley, Commander, Navy Recruiting Command Public Affairs MILLINGTON, Tenn. - The Canvasser Recruiter (CANREC) Program is put in place to give Reserve Sailors a chance to be a Reservist recruiter for five years. The program is available to both enlisted and officers and gives Sailors an opportunity to get more involved with their local communities while supporting the Navy’s mission. Joining the Navy Reserve is a great option for people who want to serve their country, while also pursuing a civilian career. However, if there comes a time when a career on active duty sounds appealing, there are several opportunities that exist for Reserve sailors to make the switch. One of those opportunities recruiting. Hospital Corpsman 2nd Class Randy Isom, assigned to Commander, Navy Recruiting Command here, has been travelling to Navy Operational Support Centers (NOSC) across the nation to educate Reserve Sailors about this opportunity. “We found out that a lot of Reservists were interested in recall orders, but they just didn’t know about the CANREC opportunity,” said Isom. “This is why we are trying to spread the word as much as possible.” Navy Recruiting Command is looking for individuals who are highly motivated and passionate about being recruiters. Reserve Sailors are normally familiar with the civilian job market, and when talking to potential Sailors, their understanding of both worlds can offer a new perspective. “CANREC is actually a really big help because their input and their contributions are critical to the overall mission of the Navy,” said Isom. Qualifications for the CANREC program include; must be an active Selected Reservist at the time of recall, eligible for Permanent Change of Station (PCS) orders, and meet rank requirements - E-4 to E-6 for enlisted and O-3 or below for officers. Selected Sailors are sent to Pensacola, Florida, for a 25-day recruiting skills course covering public speaking, prospecting, marketing and more. “If someone is interested in CANREC then they should get a hold of us,” said Bob Stolt, program manager for CANREC contracts. “We actually have funds to PCS sailors. So, if they are in the middle of nowhere and are interested in going somewhere like Florida then we can try to get them out there.
