A nurse accused of hitting and killing a U.S. Navy chief petty officer with his car after a dispute at a Virginia Beach bar in July was indicted this month on new charges. Joshua Ceruti Robinson was initially charged with malicious wounding, which carries a maximum sentence of 20 years in prison, after police said he hit 40-year-old Stephen “Tyler” Murphy with his car. A grand jury indicted him on one count each of involuntary manslaughter and hit-and-run, which both carry maximum sentences of 10 years, according to Macie Allen, a spokesperson for the Virginia Beach commonwealth’s attorney.

On the day that Airman Apprentice Antonio D. Miller ditched his Navy unit and deserted from the Navy, “Night Fever” by the Bee Gees was the number one song in America, Jimmy Carter was president and junior enlisted sailors couldn’t even begin to explain the meaning of #FYP. But desert Miller did, on April 14, 1978, giving the slip to his Naval Station Norfolk, Virginia, command and remaining on the lam until May of last year, when the long arm of Navy law finally caught up with him, more than 44 years later.

January 24, 2023 UPDATED PHYSICAL READINESS PROGRAM GUIDES FOR 2023 With the release of OPNAVINST 6110.1K (22 April 2022) and the incorporation of previously released Physical Readiness Program (PRP) NAVADMINS, along with feedback from the Fleet, we have condensed the PRP Guides from 15 to 11. CFL/ACFLs are highly encouraged to thoroughly review each PRP Guide in its entirety, as several guides have been updated to provide clarity to the Fleet. Although the guides are written primarily for CFL/ACFLs, all personnel may review the new PRP Guides to fully understand the policies of the Navy Physical Readiness Program. Seminar XXI Fellows develop broad perspectives and analytical skills that enable them to evaluate and formulate national policy. 2. Seminar XXI is an educational program for current and future leaders in the U.S. national security and foreign policy communities. Administered by MIT's Center for International Studies, the program is intended for professionals with significant potential to move into key decision-making roles in the next 5-10 years. Program participants, known as Fellows, come from a wide range of sponsoring organizations including the armed forces, Federal agencies, non-governmental organizations, and private companies. The goal of Seminar XXI is to equip rising military officials and civilian executives with the multi-dimensional analytic skills needed to understand foreign relations and shape effective policy options for the United States. 3. Course Schedule. Participants will meet for a total of nine sessions during the 2023-24 academic year, beginning in September 2023 and ending in May 2024. Sessions will include one (1) introductory session; three (3) weekend sessions in Warrenton, VA; and five (5) weeknight sessions in Washington, D.C. 4. Eligibility. Navy Seminar XXI Fellows will be Navy officers (O5-O7) and civilians (GS14-15, SES, or equivalent) with clear promotion potential, and opportunity to apply these skills in their future assignments in the Navy. This application process is open only to individuals serving in Navy organizations, in the Office of the Secretary of Defense (OSD), or other offices without dedicated Seminar XXI quotas attached to commands located within a 225-mile driving distance from the National Capital Region for the entire period of September 2023 through May 2024. Navy personnel in Government and Defense Agencies with MIT Seminar XXI programs or at the Joint Staff must apply through their parent organizations. A total of twelve (12) Navy officers and Civilians will be selected for the AY23-24 Seminar XXI fellowships. Selectees must meet minimum attendance requirements and are encouraged to attend every class with the full support of their command. There is no tuition cost to the participants or their individual commands, regardless of duty station. However, participants or their commands are responsible for all non-tuition expenses, including travel, for Seminar XXI meetings and activities. 6. Admission Process. For AY23-24, MIT will select a total of 80 personnel across the Federal Government. Of these, 12 will be Navy nominees. A Navy selection panel will choose, from all Navy applicants, those 12 individuals with the best combination of experience, accomplishments, and clear potential for significant future advancement and leadership positions. 7. Application Package. Each nomination package must include the following: an application letter including a personal statement, a Curriculum Vitae (CV), and two letters of recommendation (one of which should be from the individual's reporting senior). Prospective applicants should contact OPNAV N7 to request templates for the required documents. All applications should be submitted by applicants directly to OPNAV N712; copy your ranking authority as applicable. The deadline for submission of all individual application materials to OPNAV N712 is 17 February 2023. Reserve Officers, please contact OPNAV N095 for appropriate guidance, as the reserve process may vary. 8. Organization Rankings. Organizations should rank all candidates submitting application packages from their command. Echelon 5 medical departments will initiate an MRR if they determine that a Navy Reserve member has a service-limiting condition, which was not incurred on Active orders, does not improve within the period of Temporarily Not Physically Qualified (TNPQ), and the condition meets at least one of the following: a. Does not meet published retention standards in reference (b) and any future published Navy and Marine Corps-specific retention standards. b.Makes Reserve member incapable of serving on a large deck surface ship with the medical support of a senior medical officer; c.Requires a waiver to deploy per reference (c); or d.Makes Reserve member incapable of working in an operational setting for at least six months without access to specialty medical care. e.If it is unclear whether a Navy MRR submission is necessary and consistent with applicable guidance, the echelon 5 medical representative must discuss with the next higher echelon. MRR submissions are often unnecessary for conditions that meet published medical retention standards and do not interfere with drilling or mobilization. Medical representatives will consider both medical standards and the members ability to satisfactorily perform appropriate military duties commensurate with the members office, grade, rank, or rate. A condition that does not necessitate an MRR, or which has been determined physically qualified (PQ) during an MRR, might still require an area of responsibility waiver if the Reserve member is mobilizing to a more restrictive theater. 3. The Navy MRR package will be sent, via appropriate chain of command, to the echelon 4 Medical Director for submission. 4. The echelon 4 Medical Director will review Navy MRR packages and provide one of the following recommendations regarding qualification for retention: a.Physically qualified: For Navy Selected Reserve deemed PQ for retention, echelon 4 will provide documentation of PQ status and a Page 13 for entry into the members medical record. b.Physically qualified for retention but with potential Mobilization limitations: For Navy Selected Reserve deemed PQ but with potential Mobilization limitations, echelon 4 will submit determination to NAVPERSCOM (PERS-95) for message release. c.Not physically qualified (NPQ): All NPQ determinations by the echelon 4 Medical Director will be routed to BUMED-N34 to determine whether NPQ retention is recommended, or NPQ retention is not recommended, prior to sending to PERS. For NPQ determinations, when a recommendation can be made regarding retention in the Reserve Component, BUMED will send the recommendation to NAVPERSCOM (PERS-95) for adjudication and final action. d.If a recommendation cannot be made regarding retention (e.g., incomplete information, not enough time after treatment initiated to demonstrate stability or instability), the echelon 4 Medical Director or BUMED-N34 will request further information from the cognizant echelon 5 medical representative and the member via the members administrative chain of command. 5. Receipt of Veterans Affairs disability compensation for one or more service-connected conditions does not, in and of itself, render a Service member unfit for retention. The U.S. military received hundreds of new reports of potential UFOs over the span of just over a year, according to an unclassified document released by the government last week. The filing documents 366 total incidents in which unidentified aerial phenomena (UAPs) were observed between March 2021 and August 2022. More than half of those were categorized as “unremarkable” and attributed to objects like balloons, drones and “clutter.” But that left 171 that could not be readily explained, including some that appeared to demonstrate “unusual flight characteristics or performance capabilities.”

A former American Navy SEAL was killed this week during Russia’s assault on eastern Ukraine while fighting alongside Ukrainian forces, a Navy official tells TIME. Daniel Swift, a Navy Special Warfare Operator First Class who had gone AWOL, died Jan. 18 after suffering injuries with a unit under attack by Russia, the official said.

The Navy removed the commanding officers of a guided-missile destroyer and an amphibious warship on Wednesday, the sea service announced Thursday. Both commanders were not accused of misconduct and were removed from command for performance issues, a Navy official told USNI News on Thursday. Capt. Michael Nordeen was removed as the commanding officer of amphibious warship USS Mesa Verde (LPD-19), by Expeditionary Strike Group 2 commander Rear. Adm. Tom Williams cited a lack of confidence in his ability to lead, according to a Navy release. Nordeen was reassigned to the staff of commander, Naval Force Atlantic. Nordeen assumed command of the Norfolk-based ship on Aug. 3, 2022, according to his Navy biography.

Alexandria, Va. – A jury has convicted a Navy reservist from Virginia accused of storming the Capitol on Jan. 6 on separate charges that he illegally possessed silencers disguised to look like innocuous cleaning supplies. The conviction Wednesday night against Hatchet Speed in U.S. District Court in Alexandria comes a month after a jury failed to reach a verdict in his first trial, resulting in a mistrial.
