Eighty years after explosions ripped through the Port Chicago naval facility in California, killing 320 sailors, Coast Guard personnel and civilians, the secretary of the Navy announced Wednesday the full exoneration of African American sailors who were charged in 1944 with mutiny and refusing orders to return to work in dangerous conditions loading ammunition.
  2. First Trial Conviction Related to Afghan Allies Protection Act A federal jury convicted a U.S. Navy Reserve commander today on multiple criminal charges related to a years-long bribery scheme involving Special Immigrant Visas (SIVs) for Afghan nationals. According to court documents and evidence presented at trial, Jeromy Pittmann, 53, of Pensacola, Florida, received bribe money from Afghan nationals in exchange for drafting, submitting, and falsely verifying false letters of recommendation for citizens of Afghanistan who applied for SIVs with the U.S. Department of State. Each year, the State Department offers limited SIVs to enter the United States for Afghan nationals employed as translators for U.S. military personnel. In connection with this program, Pittmann signed over 20 false letters in which he represented, among other things, that he personally knew and had supervised the Afghan national visa applicants while they worked as translators in support of the U.S. military and NATO; that the applicants’ lives were in jeopardy because the Taliban considered them to be traitors; and that, based on his personal knowledge of the applicants, he believed they did not pose any threat to the national security of the United States. In reality, Pittmann did not know the applicants and had no basis for recommending them for SIVs. In exchange, Pittmann received several thousands of dollars in bribes. To avoid detection, Pittmann received the bribe money through an intermediary and created false invoices purporting to show that Pittmann was receiving the money for legitimate work unrelated to his military service. The jury convicted Pittmann of conspiracy to commit bribery and false writing, bribery, false writing, and conspiracy to commit concealment money laundering. He is scheduled to be sentenced on Oct. 21 and faces a maximum penalty of 45 years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division; Inspector General Robert P. Storch of the Department of Defense; Inspector General John F. Sopko of the Special Inspector General for Afghanistan Reconstruction (SIGAR); and Special Agent in Charge Greg Gross of the Naval Criminal Investigative Service’s (NCIS) Economic Crimes Field Office made the announcement. SIGAR, NCIS, and the Defense Criminal Investigative Service investigated the case. Trial Attorneys Matt Kahn and Theodore M. Kneller of the Criminal Division’s Fraud Section are prosecuting the case.

The Navy issued HII’s Newport News Shipbuilding a $78 million contract modification for quality-of-life improvements that includes building a facility for sailors who are working on aircraft carriers undergoing their mid-life refueling overhaul, according to Naval Sea Systems Command. The funds are for a “Carrier Refueling Overhaul Workcenter” that sailors and civilians working on the refueling and complex overhauls can use while in the yard at Newport News, NAVSEA wrote in a post to LinkedIn.
  5. The Blue Angels have selected five new officers to join the team for the 2025 air show season. The squadron selected two F/A-18E/F Super Hornet pilots, a C-130J Super Hercules pilot, an events coordinator and a flight surgeon to replace outgoing team members. They were selected during interviews last week at Naval Air Station Pensacola, Fla., the team’s home base, during the week of the Pensacola Beach Air Show. Kules, a former Army captain, was stabilized at a hospital in Baghdad and airlifted to a military hospital in Germany for emergency surgery to clean up and close his wounds.   12. The profanity-laced email that landed in thousands of Coast Guard inboxes this past May wasn’t intended to foment a rebellion in the nation’s most under-the-radar branch of the military. It wasn’t meant to get cited in a congressional hearing. It was just sheer, scorching frustration. The 4,000-word screed from an anonymous, encrypted email account focused on alleged sexual misconduct at Sector Mobile in Alabama and claims the Coast Guard mishandled the investigation. Not long after firing off the email, the sender, who called themself Whistler McGee, also posted the letter on Facebook. “I was just going to make the Facebook account, post it, and then bail,” McGee told The War Horse in an interview last month. “But within two, three hours, it just exploded.”

Terminal Eligibility Date (TED): 1 January 2025. b. In line with reference (a), there is no minimum Time-in-Rate (TIR) requirement for Sailors in the Active Duty ABE and DC ratings. c. Minimum Time-In-Rate for all other Active Duty and TAR Sailors: (1) E6 - 1 January 2022 (2) E5 - 1 January 2024 (3) E6 candidate TIR requirements for Early Promote (EP) can be waived by one year with Commanding Officer (CO) or Officer-In-Charge (OIC) approval.   24. Extensive delays to the mid-life refueling and complex overhauls of two nuclear-powered aircraft carriers were due to damage to the steam turbines that power the ship, USNI News has learned. According to Naval Sea Systems Command, “significant damage” to the generators aboard both USS George Washington (CVN-73) and USS John C. Stennis (CVN-74) added unplanned work that was discovered after both carriers arrived at HII’s Newport News Shipbuilding for maintenance.

In a sign of potential problems within the U.S. Department of Navy, Carlos Del Toro, the Secretary of the Navy, abruptly announced that Erik Raven, the U.S. Navy’s second-highest ranking civilian, is departing in August. The Navy’s failure to simultaneously announce a replacement nominee or even appoint an “acting” deputy, suggests Raven’s departure to, as a Navy public affairs officer told USNI News, “pursue other opportunities and to also focus on family,” was unanticipated.
