The Pentagon has no ready answers on how the Department of Defense would implement pending legislation that would allow service members to refuse the COVID-19 vaccine without facing separation, officials said this week. Congressional Republicans negotiated with the Democrat-led House and Senate to include language that would rollback the military’s COVID-19 mandate as part of the Fiscal Year 2023 National Defense Authorization Act, according to a bill released late Tuesday.

Jan 31, 2023: PMK-EE due Mar 02, 2023: E-6 Exam Mar 09, 2023: E-5 Exam Mar 31, 2023: E-4 EAWs due The Navy released dates and details for the Active Duty and Training and Administration of the Reserves (TAR) Navy-Wide Advancement Exam (NWAE) Cycle 259 in NAVADMIN 274/22 Dec. 8. The biggest change in 2023 is that the Navy has officially cancelled E-4 advancement exams for active component and TAR Sailors. Instead, all qualified E-3’s will be selected for advancement using the alternate rank order final multiple process to determine who advances without the exam score. This new advancement procedure has been in effect since COVID-19 precautions began in early 2020. Navy personnel officials say the decision to make this procedure permanent was due to the success of this method during the pandemic. Fleet feedback from two-years of rank-order E-4 advancements has been positive with no negative performance reported from those advanced this way. "Use of [an] Alternative Final Multiple Score to determine E4 advancements has proven to be an effective determinant metric of overall Sailor quality which places increased emphasis on performance," Rear Admiral James Waters said in the message. "Moving forward, we will continue to look at other methods of advancing Sailors to E4 that do not involve an exam and support Marketplace-based advancement initiatives, with the goal of producing the same quality advancements across the force." Here's some of the key details and dates listed in the message: E-6 and E-5 candidates will test on March 2 and 9, respectively. Advancement worksheets close one week after the exam administration date stated on the worksheet. Commands can petition Navy Personnel Command (PERS-8) should the need for an expanded testing be necessary. If approved, all exams must be administered by March 31, 2023. Leading up to the exams, Sailors must complete their Professional Military Knowledge Eligibility Exams (PMK-EE) by January 31. The PMK-EE deadline applies to all Sailors regardless of whether they are sitting for an exam or not. Sailors who have already met this military knowledge testing requirement on previous cycles do not have to retake this exam as it is only required once at each paygrade level. Minimum Time-in-Rate (TIR) is on or before July 1, 2020 for E-6 candidates. For E-5 and E-4, those dates are July 1, 2022 and January 1, 2023 respectively. A one-year TIR waiver for E-6 candidates with early promote recommendations is available with their CO or OIC’s approval. Because the Naval Education Training and Professional Development Center will not receive E-4 exam answer sheets, commands must scrub the records of their advancement eligible E-3 Sailors to ensure all E-4 Enlisted Advancement Worksheets (EAWs) in the Navy Standard Integrated Personnel System (NSIPS) are accurate and up to date. The deadline for this requirement is March 31. Once exams are given, ESO’s are encouraged to expeditiously mail in answer sheet packages to NETPDC and not hold any taken exams until the end of the testing window, ensuring prompt processing of exams. No dates have yet been set for the release any advancement results as this will depend heavily on accurate worksheets being submitted upfront and the prompt return of answer sheets once exams are taken. EAW discrepancies may be addressed via the post-advancement exam administration process. 4. Timeline: a. 31 January 23: Professional Military Knowledge - Eligibility Exam (PMK-EE) completion deadline. In line with reference (c), PMK-EE remains mandatory for all E5 and E6 candidates to be eligible for exam participation and for E4 candidates to be eligible for advancement. Refer to references (d) and (e) regarding special exceptions for new accession E-3 and E-4 PMK-EE requirements. b. 2 March 23: E-6 exam administration. EAW will close one week after the exam date on the worksheet. c. 9 March 23: E-5 exam administration. EAW will close one week after the exam date on the worksheet. d. 31 March 23: E-4 EAW must be completed. e. Deviation from administration dates. In line with reference (a), commands that require an expanded window of NWAE administration (with valid reason) may request a deviation of NWAE administration from Navy Personnel Command (PERS-8). Terminal eligibility date: 1 July 23. b. Minimum Time-In-Rate (TIR) on or before: E-6 - 1 July 20 E-5 - 1 July 22 E-4 - 1 January 23 c. E-6 candidate TIR requirements for early promote (EP) can be waived by one year with Commanding Officer or Officer-In-Charge approval. EAW must be created manually for all who receive that waiver. d. VALife will provide up to $40,000 of whole life insurance for all Veterans, age 80 or under, with service-connected disabilities rated from 0-100%. Acceptance in the program is guaranteed, and no medical underwriting is required.

  6. WASHINGTON — Lawmakers in Congress agreed Tuesday night to scrap the military’s coronavirus vaccine mandate in an $847 billion compromise defense policy bill that also boosts pay for troops. The agreement, hammered out during months of bicameral negotiations, adds $45 billion to the fiscal 2023 budget request from the White House for defense programs, and notably rebukes the administration’s stance on coronavirus vaccinations for service members.

  9. The Navy is delaying the retirement of its old personnel evaluation system due to technical glitches with the new system, according to officials and a fleet-wide message. The new evaluation system, known as eNavFit, is supposed to be the next-generation program for filling out and submitting annual enlisted sailor evaluations and officer fitness reports.

House and Senate lawmakers on Tuesday night unveiled plans for a compromise defense authorization bill which would boost the military budget by 8% over fiscal 2022 levels and rescind the military’s COVID-19 vaccine mandate for service members. In accordance with section 619 of title 10, U.S. Code and reference (a), and pursuant to CNO's recommendation, the Secretary of the Navy has excluded from consideration for promotion those officers whose established separation dates are within 90 calendar days after the convening date of the board for which they would have otherwise been eligible. The Secretary of the Navy has approved an exception for the following competitive categories: Medical Corps, Medical Service Corps, Nurse Corps, and Dental Corps. The board may consider officers in those competitive categories who have an established separation date within 90 calendar days after the board. 4. For promotion to the grade of lieutenant and chief warrant officer 2, an All-Fully-Qualified-Officers List (AFQOL) consisting of those officers recommended for promotion on their recent fitness reports will be sent to the Secretary. At least four U.S. Navy sailors assigned to the same facility in Virginia died by suicide in the last few weeks, including one as recently as Saturday, military officials and family members said. It is the latest cluster of Navy suicides this year to spark concerns of a fleetwide mental health crisis. The four sailors worked for the Mid-Atlantic Regional Maintenance Center (MARMC), which maintains military ships and is based in Norfolk, Virginia.

Roughly 175 junior sailors were forced to go without their Navy-provided rent money this fall due to a system hiccup that emerged as the service continues to transform its pay and benefits systems. The issue arose in September and impacted petty officers 3rd class who were attending the Navy’s nuclear power training school in Goose Creek, South Carolina, officials confirmed this week.
  19. An influential governor in southern Japan has lent his support for a central government plan to build a new Self-Defense Force base to accommodate carrier-landing practice for U.S. naval aviators. Kagoshima Gov. Koichi Shiota cited a “deteriorating” security environment in his decision to support the proposed base on Mageshima, an island 20 miles south of Kyushu, the southernmost of Japan’s four main islands. Shiota announced his decision to the prefectural assembly on Tuesday, according to his remarks posted on the prefectural website.
  20. The crew of USS Abraham Lincoln (CVN-72) extinguished a fire that broke out Tuesday, U.S. 3rd Fleet announced Wednesday. Lincoln is currently operating approximately 30 miles off the coast of southern California and will continue to do so despite the fire, Lt. Samuel Boyle, 3rd Fleet spokesperson, told USNI News. Boyle could not give a damage assessment of the Nimitz-class aircraft carrier other than to say it is, “still operating.” The fire was “quickly” extinguished by crew without assistance from other units, Boyle said. He did not have a specific timeline for when the fire was reported and put out.
  21. HONOLULU — The Navy says there is no evidence of any drinking water contamination after a spill of about 1,100 gallons of fire suppressant at a fuel facility in Hawaii. A cleanup is underway at the Red Hill fuel facility after the spill Tuesday of Aqueous Film Forming Foam, which is used to suppress fires caused by flammable liquids such as fuel and contain PFAS, a class of chemicals that are slow to degrade in the environment.
  22. The Navy is investigating what led to two service ships nearly colliding Tuesday in San Diego Bay. The purported close call involved the guided-missile destroyer Momsen and the dock landing ship Harpers Ferry.
  23. A petty officer was awarded the Navy Marine Corps Medal, the sea service’s highest non-combat award for heroism, on Nov. 21 for a daring mountain rescue last year in Washington state. Hospital Corpsman 2nd Class Anthony Anglikowski was recognized for his actions during a helicopter rescue mission to aid two “critically injured” hikers in Washington’s Olympic National Forest on May 23, 2021, according to a Navy release.
