  4. I kinda' heard different. There can't be a lot of packages with SSP, otherwise there wouldn't be anything superior to choose. From what I've heard more than once, it's more of a vetting process of selecting only the best packages. And I'm not 100% sure of the selection process but I'm sure that many people have a misconception of what Sustained Superior Performance is. The key still is SSP (above others) so when someones says "I have SSP nail", I say, only the board with those packages currently in the room will be able to determine that. My 2 cents worth...

Today is the 50th anniversary of the establishment of the office of the Master Chief Petty Officer of the Navy (MCPON). At that time, the Navy was experiencing extremely low morale across its enlisted force, very low retention and very high attrition across its ranks. At the same time, our force was engaged in supporting the United States' involvement in the Vietnam War. Out of all of this, it was decided a senior enlisted advisor was needed, someone who had the enlisted person's mentality, experience and tenacity to be honest with Navy leadership about real challenges concerning the enlisted force. Of a very prestigious group, GMCM Delbert Black was selected to be our first MCPON. 2. Many of you are familiar with this story, but on this day, 50 years hence, I request each of you to please take a moment to stop and reflect upon all the changes the Navy has made to improve the quality of life for enlisted Sailors and their families, and what we as Chief Petty Officers have played in that role. The Navy-Wide Advancement Exam (NWAE) will be administered on January 19 for all Active Duty and Full Time Support chief petty officer candidates, as well as PO1s who are applying for the LDO program. The 175-question exam has 150 occupational questions and 25 Professional Military Knowledge (PMK) items. Every question was verified by a rating subject matter expert and tied to a reference. Those references make up the exam-specific bibliography that can be downloaded on NAC's NKO portal or via Navy COOL. Exam topics and subtopics are also available to help candidates prepare for the exam. Exam scores are based on how well a candidate does in comparison to all other candidates taking the same exam.   10. Only the administrating Educational Services Officer (ESO) can approve the use of a personal calculator for the Navy-Wide Advancement Exam (NWAE). When in doubt, be sure to show the calculator to the ESO days before the exam is administered. DO NOT wait until exam day! -- What calculator features are permitted? Solar- or battery-powered, hand-held electronic calculators of any key configuration may be used so long as they are not capable of displaying only a single line of numeric and mathematical characters. Graphing calculators, calculators capable of displaying running text, mini-laptop computers, and similar items supporting information storage and retrieval are not authorized. Each candidate must provide a calculator for their own use. Additionally, examination proctors shall determine that your personal calculator is for mathematical use only and cannot be used for retrieving or storing text. Seabee ratings are not authorized to use preprogrammed construction, electrician, plumbing and other calculators designed specifically for tradesman use (such as Construction Master IV). Candidates must meet the eligibility requirements outlined in chapter 2 of reference (a) prior to the scheduled board convening date. Requirements achieved after the scheduled board convening date will be considered late and not make a candidate eligible for the regularly scheduled board or entitle a candidate for an enlisted special selection board. The authoritative source to determine selection board eligibility is the profile sheet. The AC/FTS cycle is 234 and the SELRES cycle is 100. Because eligibility status can change without direct notification, candidates should verify their profile sheet on a continuous basis and commands must verify their Exam Status Verification Report (ESVR) weekly through the projected board adjournment date. The profile sheet and ESVR are updated as changes are processed by PERS- 802. a. The candidate shares equal responsibility with their parent command to ensure: (1) the candidates name appears on the selection board eligibility list. (2) the candidate is listed in the correct competitive group. (3) the candidates Official Military Personnel File (OMPF) codes 30- 38 and Performance Summary Record (PSR) are up-to-date. b. If necessary, take the following actions per reference (a): (1) If an otherwise eligible candidate was not able to participate in the CPO advancement examination or obtain an examination waiver as per reference (b), the candidate and the command must submit an exception to policy request (waiving the exam) to OPNAV N132. This request should be submitted not later than one week after the scheduled substitute examination deadline. If approved, the candidate and the command must take appropriate action to ensure the candidate receives a profile sheet reflecting selection board eligible prior to the board convening date. (2) If listed candidates on the ESVR are ineligible or later become ineligible, submit a message to Naval Education and Training Professional Development Center (NETPDC) N321 and Navy Personnel Command (NPC) PERS-802 requesting invalidation of eligibility status and provide explanation for invalidation. Per paragraph 721b of reference (a), withdrawal of advancement recommendation must be completed and documented prior to message transmission. (3) If candidates are validated in the wrong competitive category, submit a message notification to NETPDC N321 and NPC PERS- 802 detailing the discrepancy. (4) If candidates are invalidated and later regain eligibility, submit a message to NETPDC N321 and NPC PERS-802 requesting validation of eligibility status and provide explanation. c. Candidates who do not have a recommendation for advancement on their most recent evaluation shall be invalidated. Evaluations that restore a recommendation for advancement must be made available to the selection board prior to the board convening date. d. Terminal Eligibility Date (TED) used to compute TIR is 1 January 2018. The minimum TIR date must be on or before l January 2015. If a TIR waiver is granted, the evaluation used to grant the TIR waiver must be available to the board. e. High Year Tenure (HYT) date or approved HYT waiver for the current paygrade must be 1 September 2017 or later. Candidates who will be at HYT on 1 September 2017 for the next higher paygrade are ineligible for advancement, regardless of any approved HYT waiver. f. SELRES candidates who have submitted a request to NPC for voluntary transfer to the retired reserve (with or without pay) on a date prior to their mandated HYT are ineligible for advancement. Members who were validated as Selection Board Eligible (SBE) and have submitted a request for voluntary transfer to the retired reserve (with or without pay) may regain SBE status provided disapproval of the original request or cancellation of previously approved request is adjudicated at NPC prior to selection board convening date. Otherwise, they are ineligible. Commands must revalidate members whose, disapproved or cancelled retirement authorization is adjudicated prior to selection board convening date by sending an e-mail with reason for revalidation to PERS-802. g. Commissioning Programs. Candidates who have been selected for Seaman to Admiral (STA-21), Medical Enlisted Commissioning Program (MECP), Medical Service Corps (MSC) in-service procurement, or Judge Advocate General's Corps in-service procurement programs remain eligible for advancement consideration. Selection to any other officer commissioning program renders candidates ineligible. Commands are required to request those candidates be invalidated by PERS-802. Per reference (c), nuclear candidates who are assigned Navy Enlisted Classification (NEC) 3359/3389 upon transfer from a nuclear propulsion plant operator to a non-nuclear billet at sea or ashore, or to duty under instruction including special college education programs are ineligible for advancement. This includes nuclear candidates transferred to a STA-21 duty station. h. Security Clearance. Candidates in a rating requiring a security clearance must have a favorable investigation adjudication issued by the Department of Defense Central Adjudication Facility, and it must be reflected properly in Joint Personnel Adjudication System (JPAS) prior to board convening. If the candidates commanding officer grants an interim clearance, JPAS must be updated prior to board convening. Candidates who have a clearance must maintain that clearance eligibility. Ratings requiring a security clearance are AC, AE, AG, AO, AT, AWF, AWO, AWR, AWS, AWV, AZ, CTI, CTM, CTN, CTR, CTT, EOD, ET, FC, FT, GM, HT, IC, IS, IT, ITS, LN, MA, MC, MN, MT, ND, OS, QM, SB, SO, STG, STS, and YN, as well as all nuclear and submarine ratings. This guidance supersedes reference (a). i. Branch class (BRCL) and special program indicator (SPI) code. SPI for BRCL 32 candidates must be verified via the Billet Based Distribution system. BRCL 32 with a blank SPI code is invalid. Commands must correct the error via the Navy Standard Integrated Personnel System (NSIPS) or the candidate may seek relief by petitioning the Board for Correction of Naval Records (BCNR). Candidates whose SPI code is invalid as of the board convening date will be invalidated. j. Refer to reference (b) regarding examination options for Sailors who are pending deployment to, or are deployed and operating in Iraq, Afghanistan, or the Horn of Africa. Commands must submit the command letter of transmittal per reference (a). The in-theater selection board eligibility waiver is not an automatic process. k. Competitive group specific eligibility requirements. Candidates must meet special requirements (citizenship, medical, etc.) for certain ratings as outlined in paragraph 204 of reference (a). Required NECs listed below must be posted in the enlisted master file prior to the regular scheduled board convening date. NECs that post to the enlisted master file after the regular scheduled board convening date, even with a prior date will not entitle a candidate to a special selection board. Commands must verify and submit a message to NETPDC N321 and NPC PERS-802 requesting invalidation of those selection board eligible candidates who no longer meet the qualifications listed in reference (a) or below by the scheduled board convening date. (1) Air Traffic Controller personnel must possess a valid Federal Aviation Administration 7220-1 ATCS Certificate and meet requirements established in reference (d). (2) Aerographers Mate personnel must complete the Aerographers Mate Class C-1 course and hold the 7412 NEC. (3) To ensure the best possible candidates are selected for chief petty officer, Aviation Electronics Technician (Intermediate) and Aviation Electronics Technician (Organizational) board eligible personnel are merged into one competitive group. (4) Cryptologic Technician Interpretive personnel must achieve a minimum of L2/R2 on the Defense Language Proficiency Test (DLPT) in their primary language, as assigned by their commanding officer, at least once in their current paygrade. Acceptable documentation of L2/R2 includes an evaluation with language scores or letter from the candidate's command forwarded to the board via the candidate's LTB. (5) Explosive Ordnance Disposal personnel must hold the Master EOD Technician NEC (5337). (6) Navy Diver personnel must hold the first class diver NEC (5342). (7) Nuclear Trained personnel (a) Submarine Sailors in nuclear ratings must hold a supervisor NEC (3363, 3364, 3365, 3366). Additionally, these personnel must have qualified as Engineering Watch Supervisor (EWS). Acceptable documentation of EWS qualification includes an evaluation with EWS documented or a letter from the candidates command forwarded to the board via the candidates LTB. (b) Surface Sailors in nuclear ratings must hold a supervisor NEC (3393, 3394, 3395, 3396). Additionally these personnel must have qualified as EWS or Propulsion Plant Watch Supervisor (PPWS). Acceptable documentation of EWS or PPWS qualification includes an evaluation with EWS or PPWS documented or a letter from the candidate's command forwarded to the board via the candidate's LTB. (8) Non-Nuclear Submarine Ratings. To be eligible for advancement, submarine Sailors must be designated as either SS, SU, or SQ per reference (e) as of the board convening date. Candidates designated as SG or SP are not eligible for advancement. l. Canvasser recruiter personnel are ineligible for advancement to E7. 4. Competitive Groups. Candidates and commands share responsibility to ensure that the candidate is listed in the correct competitive group and that any issue is identified and forwarded to PERS-802 prior to board convening. The below active-duty ratings are separated into competitive groups: a. CS, LS, YN Group 1 - Submarine Group 2 - Surface b. CTI Group 1 - Middle East and North Africa Group 2 - East and Far East Asia Group 3 - Latin and South America Group 4 - Eastern Europe c. Record review and communication with the E7 selection board. a. Candidates should check their evaluation continuity via BUPERS Online (BOL). Any evaluation gaps should be resolved by either submitting the missing evaluations in the candidates LTB or a statement in lieu of missing report per chapter 17 of reference (f). b. Communication to the board must originate from the individual candidate and must be accompanied under the candidates signed LTB. (1) The LTB may address any information that the candidate considers important. Candidates should not include items in their LTB that are already included in their OMPF or PSR unless the OMPF version is unreadable or the PSR is incorrect. Submission of a LTB to only state that the candidates OMPF and PSR have been verified and is correct is not desired. (2) The LTB must be either digitally signed using the candidates military identity certificate or a hand-written signature. Unsigned LTBs will not be presented to board members. (3) Third party correspondence is any communication to the board which is not accompanied by the candidates signed LTB and will not be permitted. Commands are not authorized to submit a message to NPC requesting information be presented to the board. This supersedes reference (a). (4) Information received that is not under a signed LTB or not received by NPC Customer Service Center (CSC) by the established deadline will not be presented to the board. SSBs may be approved for candidates who have demonstrated they were precluded from consideration at the selection board or were considered at the selection board in the incorrect competitive category and the administrative error was beyond the candidates control and not the direct or indirect result of their error, delay, or omission. SSB requests are to be submitted per paragraph 102d of reference (a) to PERS-803 vice PERS-811/812. b. All requests for SSBs must be received by PERS-803 no later than two years after the date the contested board results were made public. Requests received more than two years after the date the contested board results were made public will be treated as untimely and will normally be denied by Deputy Chief of Naval Personnel. If a request is delayed past the two year requirement and justification can be provided for the delay (BCNR or Inspector General (IG) action), the request will be considered. (NNS) -- The Navy is seeking five enlisted Sailors for its 2017 enlisted to medical degree preparatory program (EMDP2) cohort at the Uniformed Services University of the Health Science (USUHS) beginning September 2016. EMDP2 is a two-year program for academically-promising enlisted service members to complete preparatory coursework making them competitive medical school applicants. "This program is an opportunity for any enlisted Sailor, regardless of rate or specialty, to enter the medical field" said Lt. Cmdr. Jami Peterson, Navy and Marine Corps EMDP2 board president. "We're looking forward to seeing more qualified candidates apply this year." The program convened in 2014 with a class of five Soldiers and five Airmen. In 2016, the program welcomed its first cohort of Sailors and Marines. The application deadline is Nov. 1 and the selection board will convene in December 2016. EMDP2 is a partnership between USUHS and the armed services. It is a 24-month, full-time academic program that includes intensive coursework, preparation, and mentoring for the student's medical school application. Once students complete the program, they are eligible to compete for entrance into USUHS or any civilian medical school in the United States. Students are not guaranteed admission or commission upon successful completion of the program. The program is open to all enlisted Sailors with less than 10 years of service. Applicants must have a bachelor's degree from an accredited four year university. International bachelor degrees are accepted only if the applicant has a master's degree obtained in the United States or Canada. The minimum TIR date must be on or before: E7 - 1 January 2015 E6 - 1 July 2014 E5 - 1 July 2016 E4 - 1 January 2017 d. E6 and E7 candidate TIR requirements for early promote Sailors can be waived for one year with commanding officer (CO)/officer in charge approval. e. High year tenure (HYT) date or approved HYT waiver for E4-E6 must be effective 1 July 2017 or later. HYT date or approved HYT waiver for E7 must be effective 1 September 2017 or later. f. Candidates who have submitted a formal written request for voluntary transfer to the retired reserve (with or without pay) or fleet reserve on a date prior to their mandated HYT are ineligible for advancement. g. Candidates in a rating requiring a security clearance must have a favorable investigation adjudication issued by the Department of Defense Central Adjudication Facility or a CO's interim clearance must have been granted before 1 February 2017. Once Sailors have a clearance they must maintain that clearance eligibility. If for any reason a clearance is denied or revoked, an exam is not authorized until a new clearance is granted. Rates requiring a security clearance are AC, AE, AG, AO, AT, AWF, AWO, AWR, AWS, AZ, CTI, CTN, CTR, CTT, EOD, ET, ETR, ETV, FC, GM, HT, IC, IS, IT, LN, MA, MC, MM, MMA, MMW, MN, ND, OS, QM, SB, SO, STG, STS, and YN. Refer to reference (b) for additional guidance. h. Change of rate and retention approvals must be approved and completed no later than 31 January 2017. This includes approvals from Navy Personnel Command (NPC), "A" schools, etc. i. Compute performance mark average (PMA) using all evaluations in the candidate's current rank with an ending date that falls within the following time periods: E7 exam - 1 February 2014 to 31 December 2016 E6 exam - 1 February 2014 to 31 January 2017 E5 exam - 1 February 2016 to 31 January 2017 E4 exam - 1 June 2016 to 31 January 2017 j. For additional guidance on computing PMA, refer to reference (a), chapter 3. For PMA guidance for individual augmentee (IA) Sailors refer to reference (c). k. Branch class (BRCL) and special program indicator (SPI) code: BRCL 32 with a blank SPI code is an invalid Navy accounting status. Commands should take action to have this corrected for Sailors reflecting no SPI code. Sailors in this status will be invalidated. l. Cryptologic Technician Interpretive Sailors must achieve a minimum of L2/R2 on the Defense Language Proficiency Test in their primary language, as assigned by their CO, at least once in current pay grade. m. Sailors assigned to a Submarine source rating must be fully qualified, in accordance with the Submarine Qualifications Designation for Enlisted Members (MILPERSMAN 1220-040.) 3. Rating Specific Information. a. To be eligible for advancement to E7, (1) Air Traffic Controllers must possess a valid Air Traffic Control Specialist Certificate (Federal Aviation Administration Form 7220-1) and meet requirements established in Manual of the Medical Department U.S. Navy. (2) Aerographers Mate must have the Meteorological and Oceanographic Forecaster (Navy enlisted classification (NEC) 7412). (3) Explosive Ordnance Disposal (EOD) personnel must hold the Senior EOD Technician (NEC 5335), or the Master EOD Technician (NEC 5337) prior to the E7 board convening date. (4) Navy Diver personnel must hold the first class diver NEC 5342, prior to the E7 board convening date. b. Commands must verify and invalidate examination results for those selection board eligible Sailors who fail to meet these qualifications. c. Aviation Electronics Technician personnel. Administer Aviation Electronics Technician (Intermediate) examinations for intermediate maintenance personnel and Aviation Electronics Technician (Organizational) examinations for organizational maintenance personnel. Personnel will continue to be tested via two separate examinations, but will be merged together for E7 selection board processes. d. Separate exams are given for the Electronics Technician, Electronics Technician (Communications), Electronics Technician (Navigation). Separate exams are also given for Machinists Mate, Machinists Mate (Auxiliary), and Machinists Mate (Weapons). Refer to reference (d) for the establishment of new submarine and nuclear service ratings. 4. Exam Ordering. a. Deploying commands can order exams up to six months prior to the scheduled examination date. Exams required prior to the TIR list opening are ordered via message or in the preferred message format via e-mail to sfly_N321_exam_order(at)navy.mil following the guidelines in chapter 4 and figure 4-1 of reference (a). Specify in the subject line that the request is for the early ordering of examination material. Ensure a point of contact (POC) is included in the message. Refer to reference (e) for IA Sailors who are pending deployment to, or are deployed to and operating in a Congressionally designated combat zone. b. Cryptologic Technician-Interpretive/Cryptologic Technician- Network/Cryptologic Technician-Collection, sensitive compartmented information (SCI) exam ordering dates can be found on the Navy Enlisted Advancement System (NEAS) website at https://prod.neas.netc.navy.mil. (1) ESOs must verify TIR eligibility lists on NEAS Web for initial exam ordering. (2) Additional exams are ordered via message or in message format via e-mail to sfly_cryptologic.products(at)navy.mil following the guidelines of reference (a), chapter 4. Commands must include their Department of Defense activity address code account number, POC, and the number of exams required. Commands requesting the forwarding of exams should include the forwarding command as an info addressee on the message. The deadline for additional orders is 1 January 2017. c. Exam ordering for non-SCI exams begins 27 November 2016. ESOs must verify TIR eligibility lists on the NEAS website during the following time periods: (1) Initial TIR lists will be available 27 November 2016 to 6 December 2016. (2) Additional TIR lists will be available 7 December 2016 to 25 January 2017. Deadline to order SELRES exams is 6 March 2017. (3) Exams required after the TIR list has closed as well as exams for prior service reenlistment eligibility Reserve Sailors should be ordered via message or in message format via e-mail to sfly_N321_exam_order(at)navy.mil following the guidelines of reference (a), chapter 4. Ensure a POC is included in the message. d. Exams for IA Sailors or recalled reservists will be ordered by the command holding the service record of the member. Authority is granted for these candidates to be administered exams with the command's active-duty candidates. However, these candidates are still required to take the Cycle 100 exam and not the Cycle 234 or 235 exams. e. When an exam is not used during the normally scheduled event, do not destroy the exam prior to 1 April 2017. Submit a request with justification via e-mail to sfly_N321_exam_order(at)navy.mil for permission to retain exams for administration on the next drill weekend in March 2017. Ensure reason for requested delay is included. f. ESOs must verify the exam order at the "View Previous Exam Orders" link via NEAS Web within 14 days of placing examination orders. If discrepancies are noted, contact Naval Education and Training Professional Development Center (NETPDC). 5. Exam Administration and Answer Sheet Returns. a. For exam administration and answer sheet return instructions, refer to the exam verbatim at https://prod.neas.netc.navy.mil. b. ESOs must check the exam tote-board on NEAS Web https://prod.neas.netc.navy.mil/Public/Toteboard.aspx often to ensure answer sheets have been received and processed. c. Late exams should be kept to a minimum as they are for candidates who, through no fault of their own, are unable to take the exam at the regularly scheduled time. Exam Ordering and Discrepancies Division (NETPDC (N321)) is the approving authority for all late exams. d. The deadline to administer regular exams is 28 February 2017. Approved late exams must be administered no later than 31 March 2017. e. A detailed discrepancy list will be maintained on NEAS Web. For guidance on correcting discrepancies via encrypted e-mail, refer to reference (a), chapter 7. f. Refer to reference (e) regarding procedures for missed exam cycle for E4-E6 IA candidates. Missed exam cycle considerations are not an automatic process. Commands must submit the command letter of transmittal and worksheet or answer sheet. g. Refer to reference (e) regarding examination options for E7 IA candidates. Commands must submit the command letter of transmittal in accordance with reference (a). The in-theatre selection board eligibility waiver is not an automatic process. 6. Examination Results. a. E4-E7 results will be provided via Bureau of Naval Personnel On-Line to authorized command representatives prior to release of profile sheets. b. Commands are directed to verify the examination status verification report (ESVR) for accuracy before frocking and/or advancement of E4-E6 candidates. c. Commands are directed to verify the ESVR for accuracy and re-verify weekly thereafter until scheduled board convening date for E7 candidates. Commands must submit a message to NETPDC (N321), info Career Administration Department Navy Enlisted Advancement Systems Active Duty/Reserve Advancements (PERS-812)/ Eligibility and Promotions Branch (PERS-802), requesting invalidation for candidates no longer eligible or no longer recommended for advancement. Withdrawal of advancement must be documented as directed in reference (a), paragraph 721b. d. Individual Sailors may view/download their profile sheet via a .mil domain computer at https://prod.neas.netc.navy.mil/NEASRpts/Individual.aspx. 7.
