  1. The requirement to live in a state for more than 90 days before applying for citizenship could be waived for military spouses under a new bill introduced Friday by House lawmakers.

Reps. Marilyn Strickland, D-Wash., and Maria Salazar, R-Fla., filed legislation called the Ensuring Security for Military Spouses Act of 2023 after learning about a spouse in Washington state whose application was denied because of the rule, which is part of Immigration and Nationality Act.

  2. The Commanding Officer of Navy Talent Acquisition Group (NTAG) Golden Gate, Cmdr. Jared Samuelson, was relieved by Rear Admiral Lex Walker, Navy Recruiting Command, due to loss of confidence in his ability to command.

He has been temporarily assigned to the staff of Navy Reserve Center San Jose. Cmdr. Clint Ceralde, previously NTAG Golden Gate Executive Officer, has assumed duties as NTAG Golden Gate Commanding Officer.

Navy Commanding Officers are held to high standards of personal and professional conduct. They are expected to uphold the highest standards of responsibility, reliability and leadership, and the Navy holds them accountable when they fall short of those standards.  For questions related to this release, contact CNRC PAO, Cmdr. Dave Benham, david.a.benham4.mil@us.navy.mil, 901-874-9462.

  3. WANTED:  Hard charging Navy professionals to transform civilians into Sailors.  E5 & above are eligible for the #1 Sailorization and Mentoring shore duty that the Navy has to offer.

In addition to the immeasurable professional development and personal gratification, RDC's will also receive SDAP, up to 24 months waived off their follow-on sea tour, as well as post tour choice of coast after a successful Recruit Training Command assignment (RTC).

  4. TAMPA, Florida — By the end of the month, Navy SEALs conducting clandestine underwater missions could arrive at their destinations bone dry rather than sopping wet.

The Dry Combat Submersible is expected to reach initial operational capability by Memorial Day, acquisition executives at Special Operations Command said May 10 during the SOF Week conference in Tampa, Florida.

  5. ANNAPOLIS, Md. – Navy rifle head coach Mike Anti announced that rising senior Mark Dely (Fort Wayne, Ind.) has been selected by his teammates to serve as the Mids' team captain for the 2023-24 season.

"We have a great group of hardworking and talented athletes on our team, and I am truly honored that they chose me to lead them into the next season," Dely said. "I am confident that we are going to do really great things this upcoming year and continue to train hard and get better every day. This position is not something that I will take for granted, and I am looking forward to our competitions starting this fall."

  6. A search is underway for three people who were aboard a Navy contract aircraft that crashed in the Pacific Ocean off Southern California on Wednesday morning, officials said.

The Learjet crash was first reported a little before 8 a.m. PT, about a mile southwest of San Clemente Island, according to the U.S. Coast Guard.

A Coast Guard spokesperson confirmed to CBS News that the crash involved a Navy contract plane that had taken off from Point Mugu, which is part of Naval Base Ventura County, located about 60 miles northwest of Los Angeles.

  7. Spain and the United States took the next steps in increasing the number of U.S. guided-missile destroyers based in Rota.

Under the new agreement, the U.S. can host six naval warships at Naval Station Rota, Spain, an increase of two. The agreement between the two countries follows a commitment last summer to allow the U.S. to increase the number of ships, Reuters reported.

U.S. Ambassador to Spain Julissa Reynoso and Spanish Defense Minister Margarita Robles signed the agreement Monday, according to the U.S. embassy in Spain.

  8. Are you enrolled in a TRICARE Prime plan? Whether you’re a new or longtime enrollee, you need to know about your primary care manager (PCM). Your PCM is the health care provider you’ll visit for most of your care.

“Everyone enrolled in a TRICARE Prime plan will have a primary care manager,” said Shane Pham, program analyst with TRICARE Health Plan’s Policy and Programs Section at the Defense Health Agency. “Depending on your status, you may have the option of choosing your own TRICARE network provider or having one assigned to you.”

  11. QUANTICO, Va. — The U.S. Naval Community College officially began accepting applications for its Associate of Science in Logistics (Maritime) degree program Tuesday, May 9.

USNCC worked with Arizona State University to provide a naval-relevant degree program focused on those who work in supply and logistics for the Navy, Marine Corps, and Coast Guard.

“We’re excited to further the lifelong learning process of the naval logistics community,” said USNCC’s President Randi R. Cosentino, Ed.D. “These Sailors, Marines, and Coast Guardsmen will develop a set of skills and earn credentials that set them up for success for the rest of their lives.”

  12. After decades of military service, retired Navy Cmdr. Stephanie Murdock went to check her retiree pay statement in early April and was shocked to find that she was going to be receiving $1,118 less each month.

The cut troubled Murdock, but perhaps not as much as the lack of explanation from the Navy or the Defense Finance Accounting Service, which processes military and retiree pay based on information provided by the services.

    POC/NHHC DECK LOG PROGRAM//LOC: WASHINGTON, DC/EMAIL:

RMKS/1.  The Naval History and Heritage Command (NHHC) is excited to announce
the winners of the 2023 New Year's Day Deck Log Poem Contest:
        a.  USS BUNKER HILL (CG-52), written by LT Artem Sherbinin.
        b.  USS FITZGERALD (DDG-62), written by GM2 Austin Canterbury.
        c.  USS FARRAGUT (DDG-99), written by QM3 Anthony Bentley.

    2.  The winning poems and author biographies can be found at
    https://www.history.navy.mil/research/archives/resources-for-the-fleet/deck-logs/new-years-contest/2022.html

    3.  The focus of the New Year's Day Deck Log contest is to celebrate the
voices of our Sailors and to preserve a Navy tradition.  A deck log is the
official record maintained by all commissioned U.S. Navy vessels.  While
regulations normally restrict the types of entries in logbooks, the Navy has
long held the tradition of the Midnight New Year's Poem.  The first entry of
the New Year, written in verse, allows Sailors to express their creativity
about the experiences of shipboard life and their pride in their
command.  The contest also serves to remind the Fleet of the importance of
the deck log as a historical document; one that preserves for future
generations the actions and voices of our United States Sailors.

    4.  Congratulations to the winners!

RMKS/1.  This NAVADMIN announces Military Housing Privatization Initiative
(MHPI) companies operating Public-Private Venture (PPV) military housing on
or near Navy installations are permitted to require refundable pet deposits.

    2.  In alignment with standard industry practice and other military Services,
our privatized housing partners now have the option of requiring refundable
pet deposits from active duty military tenants who sign a new universal
    lease.
This option aligns with current pet deposit requirements from other
authorized tenants of PPV military family housing; such as, affiliated and
unaffiliated civilians.  This NAVADMIN does not apply to active duty military
tenants living in government-owned and controlled military family housing on
Navy installations; most of which is located overseas.

    3.  The implementation of a refundable pet deposit is at the discretion of
the individual PPV military family housing partner and may vary across
locations. Pet deposits may not be retroactively applied to existing leases.

    4.  The maximum pet deposit is $250.00 per pet, up to $500.00 per household.
Pet deposits are fully refundable, subject to pet-specific damages that may
occur during the term of the tenants lease.  Military family housing partners
will be expected to identify pet damage charges separately from standard
move-out damage charges when providing detailed damage amounts to tenants.
The refundable pet deposit cannot be applied toward non-pet damages.  In
accordance with applicable laws, pet deposits will not be required for
    service or assistance animals.

    5.  For questions concerning refundable pet deposits, contact your local Navy
Housing Service Center (HSC).  Contact information for all Navy HSCs is
available on the Commander, Navy Installations Command website at

  15. HONOLULU (AP) — An investigation found that a spill of about 1,300 gallons of fire suppressant at a fuel facility in Hawaii was caused by a maintenance contractor improperly installing an air vacuum valve, U.S. military officials said Friday.

Aqueous Film Forming Foam, which is used to suppress fires caused by flammable liquids, contain PFAS, a class of chemicals that are slow to degrade in the environment.

  16. A retired Navy officer said he saw a metallic orb in Afghanistan that's similar to the one shown in a video during last month's Senate hearing, but there's no secure way for him to come forward.

"I’m going to be honest with you. I’d love to tell everything in detail, but I’m not willing to go to jail to do it," said a retired Navy senior chief, whose name is being withheld for fear of repercussions.

  17. Facing a relentless tide of illegally parking scofflaws, Naval Base San Diego officials have in recent months beefed up the penalties that sailors, civilians and contractors face for parking where they shouldn’t.

At the same time, base leaders acknowledge the lack of parking space along the waterfront on the installation, which is cleaved in half by Interstate 5, and say they are working to figure out better solutions.
