The Navy’s small, C-2 Greyhound fleet is picking up additional air time and surging to support aircraft carriers in the Pacific, as all V-22 Ospreys remain grounded following a fatal Air Force crash in Japan last year.
The Navy’s CMV-22 Osprey, tapped to replace the aging C-2 Greyhound to fulfill the carrier onboard delivery mission to ferry personnel, mail and priority cargo from land to an aircraft carrier’s deck, were grounded following a November crash that killed nine airmen.

June 9, 2022, started like any other day—I was up at five a.m. to get ready for work at Marine Aircraft Group 36 in Okinawa, Japan. At the end of my drive, I checked my phone and found a message from my good friend Teedha, my first flight doctor in the fleet.
There had been an Osprey mishap in California, she wrote, possibly at the VMM-364 squadron I’d left a little more than a year before. My stomach dropped as I pictured the faces of my friends still there and I told myself not to panic. I didn’t know anything yet—the severity of the crash or if anyone was hurt.

Tampa, FL - The United States has filed a civil lawsuit against two New Horizons Computer Learning Center franchises and their owner, Robert J. Remington, alleging they submitted false claims to the Department of Veterans Affairs (VA) for Post-9/11 GI Bill tuition payments. The defendants allegedly overcharged the VA by failing to report tuition waivers and scholarships provided to GI Bill students and falsely certifying compliance with Title 38’s ban on incentive compensation tied to student enrollment.
The GI Bill financially supports service members, veterans, and their eligible dependents who attend an education or training program at an educational institution. The longer a person serves in the military, the greater the benefits available under the GI Bill. If a school offers to waive tuition for a student receiving less than 100-percent assistance, that tuition waiver must be reported to the VA and the student’s portion reduced accordingly. Additionally, Title 38 prohibits participating schools from paying any commission, bonus, or other incentive payment based directly or indirectly on securing student enrollments.
In its complaint, the United States alleges Remington and his businesses, LTJ Group V, LLC, and Innovak of Florida, Inc., which did business as New Horizons Computer Learning Centers, repeatedly failed to report tuition waivers for students receiving less than 100-percent assistance under the GI Bill and failed to comply with Title 38 by paying commissions, bonuses, or other incentive payments to enrollment representatives based on sales of New Horizons courses to GI Bill students.
The claims asserted against Remington, LTJ Group V, and Innovak of Florida are allegations only, and there has been no determination of liability.
This case was investigated by the Department of Justice and the Department of Veterans Affairs, Office of Inspector General. It is being prosecuted by Assistant United States Attorneys Lindsay S. Griffin and Mamie V. Wise.

WASHINGTON — Today, VA announced that all Veterans who were exposed to toxins and other hazards while serving in the military — at home or abroad — will be eligible to enroll directly in VA health care beginning March 5, 2024. This means that all Veterans who served in the Vietnam War, the Gulf War, Iraq, Afghanistan, the Global War on Terror, or any other combat zone after 9/11 will be eligible to enroll directly in VA health care without first applying for VA benefits. Additionally, Veterans who never deployed but were exposed to toxins or hazards while training or on active duty in the United States will also be eligible to enroll.

CLASSIFICATIONS AND OCCUPATIONAL STANDARDS (NEOCS)//RMKS/1. In line with reference (a), this NAVADMIN announces the
establishment of the Robotics Warfare Specialist (RW) general rating. RW
Sailors will enable Robotic and Autonomous System (RAS) operations and
maintenance at the tactical edge. RWs will be the subject matter experts for
computer vision, mission autonomy, navigation autonomy, data systems,
artificial intelligence and machine learning on our RAS platforms.2. The RW rating is a major milestone in our Navy's relentless march to
achieve a truly hybrid Fleet. This dedicated robotics rating will accelerate
development of deep expertise in rapidly advancing autonomous technologies.
This new rating is now open to Active Duty Sailors. Selected Reserve
(SELRES) Sailors will be integrated into the RW rating at a later date.3. The primary source ratings for RW conversions will be all those currently
or previously assigned to billets in unmanned vehicle divisions and Sailors
who have earned applicable Navy Enlisted Classification (NEC) codes. E-4
through E-9 Active Duty Sailors meeting those criteria may submit an
Electronic Personnel Action Request (NAVPERS 1306/7) to the Bureau of Naval
Personnel, Enlisted Community Management Division (BUPERS-32). Interested
applicants can find applicable NEC codes, conversion package requirements,
and procedures posted on the MyNavy HR robotics community website:
https://www.mynavyhr.navy.mil/Career-Management/Community-
Management/Enlisted/Robotics-Warfare/.4. All Active Duty ratings are open for conversion to RW, but it is
important to note that this will initially be a small and highly selective
rating. All Sailor requests for conversion to RW are required to be
forwarded to BUPERS-32 expeditiously. However, BUPERS-32 will consider the
recommendations of the current command and losing rating community manager.
Any recommendations for denying conversion to RW for an otherwise qualified
candidate shall be adjudicated by Director, Military Community Management
(BUPERS-3). Rating conversion requests will be accepted on a rolling basis.
Successful applicants will be notified by BUPERS-32. SELRES dates and
requirements will be published in the future.5. The following is the first Navy-Wide AD RW Advancement Exam
schedule:

b. E-7: January 2025 (Cycle 266)6. The following is the first E-7 and E-8/E-9 RW selection/screening board

RMKS/1. SITUATION. Over the last two years of implementing adaptive
mobilization (AM) to fulfill steady state activation requirements,
Commander, Navy Reserve Force (CNRF) has identified barriers to the
execution of the mass activation capabilities of AM. A major barrier
to the success of AM is manning wholeness.
2. BACKGROUND.
2.A In October and November of 2023 an operational planning
team (OPT) was stood up to perform mission analysis, course of
action (COA) development, and COA analysis/comparison via a table
top exercise (TTX). During that TTX a number of barriers to success
were identified including manning wholeness in support of AM.
2.B Over the past two years significant efforts to distribute
mobilization processing have been underway. The most notable result
of these efforts is the Navy's expansion from a single Navy
Mobilization Processing site (NMPS)to now 16 NMPSs distributed
across the continental United States. The establishment of multiple
NMPSs has resulted in increased mobilization processing throughput
capacity and provided redundancy to the Navy's ability to mobilize
Sailors for Individual Augmentee (IA) steady-state requirements.
2.C The expansion from a single NMPS to 16 NMPSs brings with it a
need to evaluate manning associated with echelon-respective AM
processes. The actions prescribed in this PLANORD will ensure
alignment in planning and fulfillment of these manning needs
utilizing the processes outlined in reference (a) and reference (b)
to:
2.C.i. Ensure a common understanding of the situation regarding
manning needs and requirements for headquarters, supporting
commanders, adaptive mobilization readiness teams (AMRTs) and
mobilization processing teams (MPTs).
2.C.ii. Historical analysis of NMPS throughput.
2.C.iii. Determination of manpower requirements to perform
steady-state mobilization and demobilization processing.
2.C.iv. Review of steady state manpower requirements to ensure
support of a scalable mobilization process i.e. ability to execute
mass-activation.
3. SCHEDULE.
3.A. FY-24 AM Manning Mission Analysis and Course of Action
Development.
3.A.i. CNRF will coordinate and stand up an OPT in order to
execute analysis and COA development and analysis/comparison phases
of the Navy planning process ISO manning of adaptive mobilization
readiness teams and mobilization processing teams on or
about 5-6 March 2024. This OPT will be held in-person in Norfolk, VA
at the Joint Expeditionary Base - Little Creek library and will
include up to two members from each Echelon II/III/IV stakeholders.
3.A.ii. The OPT will utilize processes of reference (a) and
reference (b) to validate and update all manning analyses performed
and to develop courses of action to identify barriers to appropriate
manning fulfillment and application.
4. TASKS
4.A. CNRF will plan, coordinate, and execute, the event described
in paragraph 3. Attendance will be coordinated with attending
stakeholders via separate correspondence.
4.B. Supporting commanders designated representative will
participate in these events, in-person, and participate as subject
matter experts (SMEs). These SMEs should be associated with
manpower (N1) and AM processing (N3/N5). Enlisted SME attendance is
highly encouraged.
4.C. For these events, objectives include the following tasks:
4.C.i. Review previous AM manning plans including mission and
intent, purpose, externally imposed limitations, and facts and
assumptions.
4.C.ii. Validate/update previous facts and assumptions, staff
estimates, risk assessments, and decision tools.
4.C.iii. Identify resource shortfalls.
4.C.iv. Ensure that if resourced properly for steady-state
activations, these processes are scalable at determined staff levels
to support mass-activation.
5. ADMINISTRATION AND LOGISTICS. This directive does not appropriate
funds. Conduct events on a not-to-interfere basis with real-world
operations and mobilizations.

RMKS/1. Consistent with the direction and authority contained in
references (a) through (d), this ALNAVRESFOR message provides
additional guidance for the submission and processing of High Year
Tenure (HYT) waiver requests for Selected Reserve (SELRES) Sailors
under the HYT Plus program.
2. Reference (a) announced the indefinite extension of the HYT Plus
Pilot, reference (b), with modifications.
3. Selected Reserve (SELRES, drill with pay)
a. Under HYT Plus, all HYT requests will be approved for all
SELRES paygrades and ratings except for Command Master Chiefs
(CMDCM) and Command Senior Chiefs (CMDCS). Effective
1 October 2024, CMDCM and CMDCS will be required to meet HYT
requirements in accordance with references (c) and (d).
Otherwise, all HYT requests for SELRES who drill with pay
will be liberally approved in two year increments, provided
the members remain in valid SELRES billets. Sailors may
continue to apply for further waivers, while HYT Plus
remains in effect.
b. SELRES Sailors desiring to participate in HYT Plus
will submit an HYT waiver request using a
NAVPERS 1306/7, Electronic Personnel Action Request:

c. All requests will be submitted to a Sailor's
Navy Reserve Activity (NRA) via their Unit Mobilization
Unit Identification Code (UMUIC) Commanding Officer,
where the member holds a current billet assignment.
The UMUIC CO will validate that the member is
satisfactorily participating and is recommended
for retention. If the UMUIC CO is unavailable,
the UMUIC Executive Officer or Command Senior
Enlisted Leader may endorse the request. The
NRA CO (or delegate) will validate and/or confirm
that the member is in good standing.
d. The NRA will submit the endorsed and signed
HYT waiver request to BUPERS-352 via My Navy Career,
askmncc.fct(at)navy.mil. This allows for a simple and
consistent tracking method. The NRA will update NSIPS
with approved HYT information.
4. Per reference (a), NRAs are required to submit a
detailed list of all updated HYT obligated service
and projected rotation dates to CNRFC N12 at
usn.norfolk.comnavresforcomva.mbx.cnrfc-enlistedassignments(at)us.navy.mil and BUPERS-352 at
BUPERS-352(at)navy.mil. This list should include
all HYT waivers issued under reference (b),
which began on 22 December 2022.

6. Per reference (c), SELRES Sailors will continue
to follow normal assignment policy. CNRFC N12 will
make any required PRD adjustments and adjudicate any
required assignment changes in conjunction with HYT
Waiver approvals under this program.
7. Per reference (d), Exceptions to Policy (ETP) for
Length of Service (LOS) waivers are still in effect
and will still be required to be routed to Commander,
Navy Reserve Forces (CNRF) for final adjudication
prior to HYT waiver approval. LOS ETP requests are
required for members who serve in the Voluntary
Training Unit (VTU) or USNR-S1 beyond 30 years LOS.
8. All other policies outlined in references (a)
and (b) not addressed in this announcement remain unchanged.

RMKS/1. This ALNAVRESFOR message supersedes reference (a) and
provides guidance for Calendar Year (CY) 2024 Season One (S1)
Meritorious Advancement Program (MAP) for Selected Reserve (SELRES)
Sailors, beginning 1 March and ending 30 April 2024.
2. To improve MAP in the Navy Reserve, we are empowering
reserve command triads to identify and recognize their
most talented Sailors through the meritorious advancement process.
Our Reserve Force is largely prior service with unique accession
pathways. SELRES overall rating health and advancement outlook is
similar but not identical to AC/TAR planning factors. Reserve MAP
has specific controls to ensure our force maintains a healthy and
balanced total advancement opportunity for each rating.
3. For MAP-R CY24 Season One, Navy Reserve Force will convene
an Echelon II MAP board for E-4 to E-5 and E-5 to E-6 candidates
in non-CNIFR readiness units and all E-5 to E-6 controlled ratings
for operational and CNIFR units. The ECH II MAP board will ensure
MAP selections are determined utilizing a board precept, convening
order and selection standards consistent with promotion boards.
4. CY24 Reserve MAP-R Season One
a. Each MAP-R season is aligned with the Navy-wide advancement
exam (NWAE) cycles to reward the best performing Sailors. This
will require command triads to select their best and fully qualified
Sailors for MAP-R nominations, without regard to NWAE results;
however it does not relieve Sailors from the need to study for the
technical rating information tested by the NWAE.
b. Season one window: 1 March - 30 April 2023.
c. Action: All Navy Reserve Units must request Unit Approver
access using NSIPS. Readiness and Mobilization Commands (REDCOMs)
and Immediate Superior in Command (ISIC) Commands must request
REDCOM (RCC) Approver and ISIC Approver access respectively. MAP-R
NSIPS tutorials are located at https://www.nsips.cloud.navy.mil
under the training tab. Reference (b) contains guidance on NSIPS
MAP-R user roles.
5. Eligibility. MAP-R is open to all E-3, E-4 and E-5 Sailors who
meet MAP-R advancement eligibility requirements per references
(c) and (d) and are in a valid pay billet. Prior Service
Re-enlistment Eligibility - Reserve (PRISE-R) Sailors are eligible
only if their new rate is permanent before 1 March 2024.
a. Sailors may only meritoriously advance one paygrade.
Sailors in a frocked status are not eligible for advancement to the
next higher paygrade until advanced (i.e., frocked E-5 cannot be
meritoriously advanced to E-6).
b. MAP-R Time-in-Rate (TIR) requirements. The minimum TIR dates
must be on or before:
(1) E-6: 1 January 2023
(2) E-5: No TIR requirement
(3) E-4: No TIR requirement
c. Mobilized, Definite Recall, ADOS, and Canvasser Recruiter
(CANREC) Sailors. Sailors who are currently mobilized or serving
on Definite Recall, ADOS, or CANREC orders may compete for a SELRES
MAP-R nomination opportunity but are ineligible for AC/TAR quotas.
Nomination packages for Sailors on Mobilization, Definite Recall,
and ADOS orders must be submitted in NSIPS via the automation tool
by the Sailor's respective Navy Reserve Unit (specifically their
Unit Mobilization Unit Identification Code (UMUIC)). Nomination
packages for Sailors on CANREC orders must be submitted manually to
CNRF via their respective recruiting region. Nomination packages
for Sailors supporting the Navy Reserve Center on long term ADOS or
Definite Recall orders must be submitted manually to the REDCOM.
d. PMK-EE. Per reference (e), Sailors must complete PMK-EE for the
desired advancement paygrade to be eligible for the Meritorious
Advancement Program.
e. Required attachments for E-4 to E-5 and E-5 to E-6 MAP-R
candidates (all readiness units and operational units submitting
a Sailor in a controlled rating listed in paragraph 10):
(1). MAP-R nominations must contain a minimum of two
evaluations from 1 March 2022 through 1 March 2024. Packages
submitted without the required evaluations will be determined
ineligible for MAP-R unless a waiver is submitted in the NSIPS MAP-R
package on tab 2.
(2). MAP-R nominations must contain the two most recent
physical fitness assessment (PFA) data. Packages submitted without
the required PFA data must submit a waiver in the NSIPS MAP-R
package on tab 2.
6. Nominations. Readiness units receive one nomination to E5 and one
nomination to E6. Additional MAP-R nomination opportunities are
allocated as follows:
a. CANREC. Each Talent Acquisition Group (NTAG/RTAG) will
compete for nominations within their respective region (East, West
or Reserve). Region East and Region West both are allotted one E-6
nomination. Recruiting Reserve Command is allotted two E6
nominations. Navy Recruiting Command HQ and PERS-9 are allotted one
E-6 nomination each.
7. Quotas. Non-CNIFR Readiness units receive one E3 to E4 quota. The
list of MAP-R quotas by UIC for Operational and CNIFR ISICs will be
loaded into the NSIPS automation tool and will be visible after the
guidance sheet is released.
8. E-3 to E-4 MAP-R process:
a. The authority to select and MAP-R Sailors to E-4 is delegated
to reserve readiness and operational unit Commanding Officers (CO)
so they may recognize their most deserving E-3 Sailor.
b. Each Unit CO will receive one E-3 to E-4 MAP-R quota.
c. Advanced Electronic Field and Advanced Technical Field ratings
are ineligible for E-4 MAP-R due to rating requirements described in
reference (c).
9. E-4 to E-5 MAP-R process for operational units and CNIFR units:
a. The authority to select and MAP-R Sailors to E-5 is delegated
to each squadron CO, operational unit CO and NIFR Region CO.
b. MAP-R quotas for all operational units will be loaded into
the NSIPS automation tool.
c. Full MAP-R packages are not required in NSIPS but should follow
paragraph 11b guidance if authorized by the respective CO.
10. E-5 to E-6 MAP-R process for operational units and CNIFR units:
a. The authority to elect and MAP-R Sailors to E6 is delegated to
each squadron CO, operational unit CO, and NIFR Region CO.
b. In order to control over advancing particular E6 rates and
to maintain rating health, several ratings will be controlled. MAP-R
candidates in controlled ratings will not automatically be advanced.
Instead, they will be reviewed at the ECH II MAP-R board, where a
completed NSIPS MAP-R package will be evaluated.
c. Controlled ratings: ABF1, ABH1, AC1, AE1, AME1, AO1, AT1, AWF1,
AWO1, AWR1, AWS1, AZ1, CE1, DC1, EA1, EM1, ETV1, FC1, FCA1, FT1, GSE1,
GSM1, ITS1-COMMS, ITS1-EW, LN1, MC1, MM1, MMA1, MR1, ND1, PR1, RP1,
SB1 RS1, STG1, STS1, SW1, and TM1
11. Process:
a. To utilize E-3, E-4 and E-5 MAP-R quotas, UMUIC must use NSIPS to
process and validate the meritorious advancement. MAP-R Unit
Approvers will use steps 1-5 in paragraph 11b of this message for
MAP-R validation.
b. NSIPS utilizes mandatory gates for MAP-R submission. Following
the below steps is crucial for MAP-R quota usage and must be
completed NLT 2359 on 18 March 2024 by the MAP-R Unit Approver.
(1) MAP-R Unit Approver selects the E-3/E-4/E-5 Sailor in
NSIPS.
(2) MAP-R Unit Approver writes the MAP package using the
"nomination comments" blocks. E-3 to E-4 applications can
use N/A. Readiness units and Operational Units with Controlled
ratings must submit a full package.
(3) MAP-R Unit Approver will upload the two most recent PFA
results and current evaluations to satisfy system requirements.
See paragraph 5(e) for additional information.
(4) MAP-R Unit Approver will save the document which will
automatically be forwarded on 18 March 2024 at 2359 to
the respective ISIC.
(5) In the upper right hand corner, the MAP-R submission will
update from "Not Recommended" to "Recommended when all
requirements are met.
12. Timeline. The MAP-R automation tool is designed to route MAP-R
packages automatically on the dates below. Failure to comply with
selection due dates is irrevocable, resulting in commands forfeiting
their opportunity to submit MAP-R nomination package(s) for season
one.
a. 18 March 2024: Deadline for all readiness and
operational units to submit nomination packages in NSIPS. The
automation tool will automatically route the nomination to the
appropriate REDCOM or ISIC on this date at 2359.
b. 18 March 2024: Deadline for NTAG/RTAGs to submit nomination
packages to their respective region. Navy Recruiting Regions will
provide submission guidance to their commands.
c. 29 March 2024: Deadline to submit ranked nomination
packages to CNRF for the below commands.
(1) Operational ISIC HQ units and aviation commands. The
automation tool will automatically route selected and ranked
packages to CNRF at 2359 on the deadline date.
(2) Readiness and Mobilization Commands. The automation tool
will automatically route selected and ranked readiness unit packages
to CNRF at 2359 on the deadline date.
(3) Navy Recruiting Command HQ, NRC Region, PERS-9, CANREC
and MARFORRES nominations will be submitted to the POC listed in
paragraph 14 below.
d. 15 April 2024: MAP-R board convenes for E-4 to E-5 and E-5
to E-6 readiness unit nominations and all E-5 to E-6 operational
unit nominations for controlled rates.
13. MAP-R Board membership. We are seeking MAP-R board membership,
including a Board President and eight Board Members. All MAP-R board
participants must be available 14-18 April 2024 with travel dates
of 14 and 18 April.
a. All candidates for board president and membership should
submit requests directly to NRFORCM(at)us.navy.mil no later than 11
March 2024 and include the following information: full name, rank,
current command, UIC, NRC, NRC UIC, e-mail address and best phone
number.
b. TAR or SELRES board president solicitation. The Board
President must be an O-5 or O-6, and be currently serving or
post-tour CO/OIC.
c. TAR and SELRES board membership solicitation. Board members
must be a Senior Chief or Master Chief and be able to gain NSIPS
MAP-R access upon selection.

I meant to add this some time ago after a Sailor (very sharp Sailor in my opinion) retired, a bit disgruntled with the Navy because they thought they had the SSP needed to make Chief - I truly wish she would have made it.

The Navy is adding new ratings eligible for incentives under the Detailing Marketplace Assignment Policy, the enlisted career management tool introduced last year to reduce manning gaps at sea.
DMAP allows sailors in sea-intensive ratings at E-4 and below who wrap up a four-year apprentice sea tour to receive certain benefits if they sign on to another three-year journeyman sea tour as an E-5.

A U.S. Army officer says a squatter moved into her DeKalb County home while she was serving on active duty, and now she can’t have him evicted.
She told Channel 2 Consumer Investigator Justin Gray that she found out when her real estate agent was making final preparations to sell the house.
“He’s not a tenant. He’s a squatter,” Lt. Colonel Dahlia Daure said.

WASHINGTON — At 296 ships today, the Navy is nowhere near its stated 355-ship goal. The Government Accountability Office (GAO) found back in January that the Navy is struggling to maintain many of its warships. According to that report, the analysis of key metrics showed that 10 ship classes are experiencing sustainment challenges.
