  1. PENTAGON – The Navy wants to buy six battle force ships and decommission 19 ships in the next fiscal year, according to the service’s latest budget request.

    Faced with fiscal constraints, the Navy’s Fiscal Year 2025 budget prioritizes readiness over modernization, leading to a smaller shipbuilding request and a delay for several new programs and research and development efforts.

  2. WASHINGTON — Today, the Department of Veterans Affairs announced that it will soon be able to provide in vitro fertilization (IVF) to eligible unmarried Veterans and eligible Veterans in same-sex marriages. VA will also be able to provide IVF to Veterans using donated sperm or eggs – a critical step toward helping Veterans who are not able to produce their own sperm or eggs due to service-connected injuries and health conditions.

    Under existing law, all Veterans who receive IVF from VA must be unable to procreate without the use of fertility treatment due to a health condition caused by their military service. Before today’s expansion of care, VA was only allowed to provide IVF services to Veterans who were legally married and – within that relationship – able to produce their own gametes (both eggs and sperm). Under this expansion of care, VA will offer IVF benefits to qualifying Veterans regardless of marital status and – for the first time – allow the use of donor eggs, sperm, and embryos.

    RMKS/1. This message shall be read in its entirety to ensure all stakeholders 
    in the ship inactivation process are aware of the projected retirement 
    schedule for fiscal year 2024 (FY24), their respective responsibilities, 
    necessary follow-up actions, and planning required. Ship retirement decisions 
    reflected in paragraph 2 below are adjusted for completed Congressional 
    action.  This plan will be adjusted if necessary based on subsequent 
    execution year decisions made by leadership or as required by Congressional 
    action.

    2. To facilitate fleet planning efforts to conduct decommissioning continuous 
    maintenance availability (CMAV) or inactivation availability (INAC), the 
    projected schedule for inactivating U.S. battle force and non-battle force 
    naval vessels in FY24 is promulgated as follows:

    3. Per ref (b), Fleet Commanders shall submit an Organizational Change 
    Request for commissioned U.S. ships to formally notify the Office of the 
    Chief of Naval Operations (OPNAV) of a ship's decommissioning, inactivation, 
    or end of service.  Submit revisions due to operational schedule changes per 
    references (a) and (b).  It is the responsibility of Commander, U.S. Fleet 
    Forces Command and Commander, U.S. Pacific Fleet in coordination with their 
    respective Type Commanders (TYCOM) to ensure the appropriate lower echelon 
    commands are notified of any changes in the ship inactivation schedules, as 
    well as Director, Integrated Warfare (OPNAV N9I) and OPNAV resource sponsor.

    4. Adjustments to paragraph 2 ship inactivations that cross the current 
    fiscal year must be coordinated with OPNAV N9I due to Congressional 
    requirements for execution year force structure changes that differ from what 
    Congress authorized/appropriated and signed into law by the President.  OPNAV 
    shall promulgate changes to the inactivation fiscal year as required.

    5. Per ref (a), the ships listed in paragraph 2 as Logistics Support Assets
    (LSA) will be used as a primary means of cannibalization and equipment 
    removal for ships.  Cannibalizations and equipment removal from these vessels 
    is authorized without replacement.

    6. The ship's commanding officer, masters, or Immediate Superior In Command, 
    shall submit a final naval message (normally transmitted in conjunction with 
    the decommissioning ceremony) announcing the ship's official retirement date 
    and include a brief history of the significant events in the life of the ship 
    per ref (a).  The Naval History and Heritage Command (NAVHISTHERITAGE 
    WASHINGTON DC) and Naval Vessel Register Custodian (NVR NORFOLK VA), shall be 
    included as INFO addresses.

    RMKS/1.  This NAVADMIN announces the Chief of Naval Personnel, Navy Counselor 
    Professional Development Training Symposium (NCPDTS) at the Pat Thompson 
    Theater, in Millington, Tennessee from 23-25 July 2024.  This symposium and 
    training will focus on the force of the future initiatives and Command Career 
    Counselor (CCC) professional development.  The NCPDTS will provide the 
    opportunity to review and discuss a broad range of career issues and 
    retention concerns.

    2.  All rated Navy Counselors (NC), and Command Career Counselors
    (CCC) that hold the Career Information Program Advisor (806-R) Navy Enlisted 
    Classification are encouraged to register and attend.
    Counselors approved to attend are expected to participate in all three days 
    of training and information.  Return flights should not be scheduled prior to 
    26 July 2024.

    3.  The NCPDTS theme is "50 years of change" and the purpose is to increase 
    retention by informing all Navy personnel of policy improvements and 
    opportunities for making the Navy their career.

    RMKS/1.  This NAVADMIN announces the convening of the Spring Fiscal Year 2024 
    (FY-24) Training and Administration of the Reserve (TAR) Officer In-service 
    Procurement Program (ISPP) Board on 22 April 2024.  This board will send 
    qualified enlisted Sailors directly to Officer Candidate School (OCS) to 
    commission as a TAR officer.
    Applicants may apply for up to three TAR officer designators based on 
    community health determinations prior to the board.  For the Spring FY-24 TAR 
    Officer ISPP Board, Surface Warfare (1117), Human Resources (1207), Permanent 
    Professional Recruiter (1287), Supply (3107), and Aerospace Engineering Duty 
    - Aviation Maintenance (1527) designations will be open for applications.

    2.  This program is open only to TAR enlisted Sailors.

    4.  Selection process:  Nominations will occur at the Commanding Officer (CO)

    Nominations from the initial training pipeline will not be accepted.  The 
    nominating and endorsing officers do not need to be TAR officers.  Applicants 
    must be favorably nominated using the CO's Recommendation section in the 
    officer programs application, OPNAV 1420/1.  Specific requirements for CO 
    endorsement can be found in reference (a).

    5.  All applicants must login to MyNavy Portal to complete the electronic 
    personnel action request (NAVPERS 1306/7) requesting release from their 
    current community by their respective Enlisted Community Manager (ECM) for 
    purposes of this board.  A copy of the approval e-mail from the ECM should be 
    included with the final application submission.

    6.  Completed applications must be submitted and received no later than 2359 
    Central Standard Time on 22 March 2024.  Applicants should e-mail completed

    they are applying, with the exception of Surface Warfare
    (1117) who align with PA 100.  Regardless of the selected designator, all 
    applicants must submit three interviewer appraisals with the OPNAV 1420/1 
    application.  Interviewer appraisals should be conducted by at least one 
    officer in the designator(s) for which the Sailor is applying.  Specific rank

    2.  Eligibility criteria.  Application procedures and requirements are

    3.  Applications will be accepted for the following specialties:

    4.  Applicants must include a conditional release in their application.
        a.  Applicants assigned to a nuclear training command or who hold a

        c.  Physician Assistant:
            (1) Official transcripts from all attended academic institutions must 
    be requested and sent by the institution directly to the University of 
    Nebraska Medical Center (UNMC) Centralized Application Service (CAS) no later 
    than 14 June 2024.  The UNMC online application provides the instructions and 
    appropriate mailing address.  Application to the UNMC Physician Assistant 
    Program must be initiated online via the UNMC CAS system on the MyNavy Portal
    (MNP) website at https://www.mnp.navy.mil/group/career-
    planning/commissioning-programs via the MSC IPP, UNMC application link no 
    later than 14 June 2024.  No documents need to be uploaded into the UNMC CAS 
    system.
            (2) Completion of the online application does not qualify as 
    submission of the application.  Hard copy applications must be mailed to 
    Naval Medical Leader and Professional Development Command
    (NMLPDC) no later than 31 July 2024 (see paragraph 9).  Applicants will be 
    notified of their academic eligibility well before the official MSC IPP 
    application deadline.

    7.  Applicants must not have reached their 42nd birthday by the time of 
    initial appointment and commissioning.  Age waivers up to age 48 are 
    available.

    8.  In line with references (a) and (c), applicants are reminded to be 
    eligible for voluntary retirement, an applicant appointed as an officer is 
    required to complete 20 years of Active Duty service, with at least 10 years 
    of service as an active commissioned officer.

    2.  During his 30 years of distinguished service to the Navy, MCPON Delbert 
    D. Black was an exceptional deck plate leader committed to Sailor and family 
    advocacy.  His unselfish ability to lead Chief Petty Officers, unwavering 
    loyalty to the Navy, and commitment to developing junior officers and Sailors 
    set a positive tone for the Navy.  This award is presented to recognize a 
    first-tour Command Master Chief, Chief of the Boat, or Command Senior Chief 
    who exhibits this same ideal of service with sacrifice as demonstrated by 
    MCPON Delbert D. Black.

    3.  The criteria for this award and all nominee packages shall be submitted 
    in accordance with reference (a).  The reporting period for this award is 1 
    April 2023 to 31 March 2024, and eligible candidates should have served at 
    the same command the entire reporting period.  Fleet Master Chiefs from

    RMKS/1.  Department of the Navy environmental programs play an important role 
    in achievement of our National Defense Strategy.  The environment is an 
    essential part of our mission and a strategic asset that enables warfighter 
    readiness.  Environmental stewardship protects and enhances the mission 
    capabilities of our installations and training/testing areas, ensures 
    operational flexibility by complying with environmental laws and regulations, 
    and sustains the resources and public trust and support needed to carry out 
    the mission.  The United States Navy (USN) and United States Marine Corps 
    (USMC) take a proactive role in maintaining and improving the environmental 
    quality on installations and ranges to ensure our ability to use them for 
    their intended purposes, raise the quality of life for Sailors, Marines,

  10. A pair of men were indicted in San Diego Thursday for participating in a bribery scheme that resulted in more than $100 million in government contracts.

    Former Naval Information Warfare Center civilian employee James Soriano and defense contractor Russell Thurston allegedly conspired to commit fraud to the tune of more than $100 million, according to an indictment brought by the U.S. Southern District of California.

  11. There is conflicting information coming from the Virginia Beach Police Department about the wrongful arrest of a Navy wife, so I'll be posting any updates that are released to the media. It originally started with an arrest at JEB Little Creek-Fort Story by Navy police. 

    Some of the information includes:

    • VBPD stated that the name was the same but a different middle initial (shouldn't they have dug deeper.)
    • VBPD referred to the name difference as an "alias."
    • VBPD stated that the birthday was the same except a slight different in the year. (try applying for something with a slight different in your birth date.)
    • VBPD did not originally release the fact that they already had a mugshot picture of the real person that was wanted.
    • The Magistrate said there was an issue with the fingerprints but the VBPD states that there is not and issue with the fingerprints.

    My concern: How would you like to go through the gate of a Navy base only to be arrested for someone else's crime? 😮

  12. The Pentagon released details Friday of its plans to construct a temporary pier off the Gaza Strip’s coast to help flow more than 2 million meals a day into the territory, using an established military capability that officials say can build and deploy the structure without having any American troops on the ground.

    Over the next 60 days, roughly 1,000 troops will deploy to the Mediterranean Sea to build a floating platform where cargo ships can offload aid onto smaller military vessels, which will transfer them to a causeway attached to the beach, where trucks can pick it up and distribute it within Gaza, Air Force Maj. Gen. Pat Ryder, a Pentagon spokesman, told reporters.

  13. The remains of a Navy sailor who was killed in the attack on Pearl Harbor during World War II has been identified, the Defense Department reported Thursday. 

    Navy Fire Controlman 2nd Class Lawrence J. Overley was assigned to the USS Oklahoma, which was on Battleship Row in Pearl Harbor when Japanese forces attacked on Dec. 7, 1941, the Defense POW/MIA Accounting Agency said in a news release. 

  14. An issue has been brought up that CFL/ACFLs are using their own PRIMS-2 record for training purposes on how to transfer members. As a reminder, users should NEVER use a live record to conduct training of any type. 

    If this incident occurs, your PRIMS-2 account access will be completely removed. The user will have to re-submit all new CFL or ACFL required documents to PRIMS@navy.mil to reestablish access and roles.

  15. Rep. Ronny Jackson (R-Texas), the former White House physician, retired as a Navy rear admiral in 2019 but was demoted less than two years later, The Washington Post reported.  

    Following a damning March 2021 Defense Department Inspector General’s (DODIG) report, in which allegations of Jackson’s inappropriate behavior while at the White House were substantiated, the Navy chose to demote him from rear admiral to captain in July 2022, a current defense official and a former U.S. official told the Post. 

  16. Will the Seabees do this? Standby...

    President Joe Biden is to announce that the US military will construct a port in Gaza to get more humanitarian aid into the territory by sea, senior US officials say.

    The temporary port will increase the amount of humanitarian assistance to Palestinians by "hundreds of additional truckloads" per day, officials say.

    However it will not include US troops on the ground in Gaza, they said.

  17. The Navy is considering a policy change that would speed up the timeline for junior officer promotions as the service contemplates new ways to improve retention.

    Whereas promotion to lieutenant j.g. previously occurred after 24 months of service, the Navy is now considering advancing officers to O-2 18 months after commissioning, according to Rear Adm. James Waters III, director of the Military Personnel Plans and Policy Division.
