Inactive Duty Training (IDT) execution. 3.a. Prior to a possible lapse in appropriations, non-local Sailors are authorized and encouraged to reschedule IDTs to avoid travel burdens. 3.b. Should a lapse in appropriations occur less than twenty-four hours before the start of a scheduled drill period, Reserve Component personnel, who are not performing excepted activities, may perform an orderly shutdown of unit operations, which includes concluding previously-scheduled operational training requirements and taking action to ensure continuity, mobilization readiness and unit sustainability. Reserve Component personnel, who are on-site at a drill location during a lapse in appropriations, must return to their primary residence within a reasonable period of time after completing an orderly shutdown of unit operations. 3.c. During an extended lapse in appropriations (shutdown), drill weekends will only be conducted as necessary to support excepted missions until appropriations are authorized. NRAs will announce the curtailment of drill weekends no less than two calendar days before the start of each scheduled drill weekend. 4. Orders. 4.a. While under a lapse of appropriation, all orders with a start date of 1 October 2022 or later shall not be executed unless it is in support of an excepted mission. Prior to cancellation of orders, it is essential that NRU, NRA, and Gaining Command RPD are in constant contact regarding status of affected orders. 4.b. Members already on Active Duty orders (i.e., ADT, AT, ADOS, Recall, i.e. Sailor transitioning from FY22 orders to FY23 orders at the same duty location, and Mobilization) at the time of a lapse in appropriation, on or before 30 September 2022, will be allowed to continue orders in support of excepted activities. Orders in support of non-excepted activities will be shortened to facilitate the prompt return of the Service Member to their Home of Record. Member is considered on orders upon commencing travel. 4.c. Order modifications not in support of excepted activities will not be approved unless modification reduces cost of original obligation. 4.d. All personnel are advised that pay and compensation will be deferred. Military personnel in an active status will serve without pay until such time as Congress makes appropriated funds available. No obligation may be made to support non-excepted activity during a lapse in appropriations, as that is a violation of the Anti-Deficiency Act. 4.e. eMuster in NSIPS shall still take place to record check-in and ensure accountability. This muster will ensure payment of the member when funding is approved. 4.f. AT/ADT/IDTT/ATP will not be used to back-fill non-excepted civilian positions. 5. Temporary Duty (TDY) Travel and Conference Participation: 5.a. Training and Administration of Reserve (TAR) and Selected Reservists (SELRES) TDY travel and conference participation scheduled to begin after the shutdown occurs should not be executed during a lapse in appropriation, except for excepted activities as authorized in paragraphs 2 and 3 and SECDEF or DoN guidance. Any TDY travel or conference participation, which does not involve an excepted activity and that began prior to the shutdown should, except as noted below, be terminated (i.e., return to official duty station) as quickly as possible, but in an orderly fashion. This includes TDY travel and conference participation associated with professional military education training. 5.b. Local TDY orders may be authorized if no additional cost to the government is incurred. 6. Follow Commander, Navy Installations Command (CNIC) guidance on Military Funeral Honors (MFH). During inspections earlier this year, federal environmental regulators found the U.S. Navy has been violating state and federal rules in its fuel operations at the Red Hill fuel facility and on Joint Base Pearl Harbor Hickam, according to records made public on Friday. The Environmental Protection Agency found the Navy lacked a necessary spill response plan for a system of pipelines at Red Hill and is not operating that piping system “in accordance with good engineering practice,” an EPA official wrote in an August letter to the Navy.

Sailors couldn't use the potable water system aboard aircraft carrier USS Nimitz (CVN-68) for three days after jet fuel contaminated the fresh water tanks last week, a Navy official told USNI News on Wednesday. After discovering JP5 in the water while the carrier was at sea on Sept. 16, the potable water became safe to use again on Sept. 19 after flushing the system, Cmdr. Zach Harrell, a spokesman for Naval Air Forces, told USNI News.

VIRGINIA BEACH, Va. — Less than a third of the Navy’s attack submarines have made it out of maintenance on time in the last decade as demand for the boats remain high, the head of Naval Sea Systems Command said on Wednesday. “We’re really struggling to get submarines out on time. Over the last ten years, 20 to 30 percent [came] out on time,” said Vice Adm. Bill Galinis at the American Society of Naval Engineers’ annual Fleet Maintenance and Modernization Symposium.

An exhaustive study four years in the making has found nearly a 40% higher rate of veteran suicides than that reported by the Department of Veterans Affairs. The study’s interim report, based on service records from the Defense Department and death records from eight states, examined suicides and “self-injury mortality” — or deaths classified as accidental or undetermined — in people aged 18 to 64 from 2014 to 2018.
