WASHINGTON — The Pentagon has decided to keep an aircraft carrier in the Middle East to help provide protection for American and coalition troops during their planned withdrawal from Afghanistan in coming weeks, U.S. defense officials said Friday. Also, two U.S. Air Force bombers will be deployed to Afghanistan as part of the pre-pullout bolstering of security.
  6. The Navy has identified a sailor who died April 18 on Tinian, an island near Guam in the Northern Marianas, as a Seabee from Port Hueneme, Calif. CMCN Gen Sun, 35, was assigned to the Naval Mobile Construction Battalion 4 as a constructionman and deployed to Tinian with a Seabee construction detail for infrastructure improvement projects, according to a news release Tuesday from the 7th Fleet.

WASHINGTON — A Pentagon panel is recommending that decisions to prosecute service members for sexual assault be made by independent authorities, not commanders, in what would be a major reversal of military practice and a change long sought by Congress members, The Associated Press has learned. The recommendation by an independent review commission created by Defense Secretary Lloyd Austin goes against decades of vehement Pentagon arguments to keep cases within the chain of command. It was among a number of initial recommendations delivered to Austin on Thursday, according to two senior defense officials.
  8. The Coast Guard’s newest fast-response cutter sailed out of Key West, Fla., early Wednesday, beginning a roughly 70-day voyage to its future homeport on Guam. The 154-foot Sentinel-class cutter Frederick Hatch is expected to arrive at the U.S. island territory in early July, according to a Coast Guard statement provided to Stars and Stripes. It will join two similar cutters — Myrtle Hazard and Oliver Henry — that arrived there in the latter half of 2020.

Four national-security officials involved in the investigation told Politico that the Department of Defense has been investigating the incidents of suspected attacks since last year. Motor vehicle leases may be terminated if they were executed by or on behalf of a person who thereafter and during the term of the motor vehicle lease: (1) Enters the military service under a call or order for a period of not less than 180 days; or (2) Enters the military service under a call or order of less than 180 days and who, without a break in service, receives orders extending the period of military service to not less than 180 days; or (3) While in the military service, executes a motor vehicle lease and thereafter receives PCS orders from a location in the continental United States to a location outside the continental United States or from a location in a state outside the continental United States to any location outside that state, or receives orders to deploy with a military unit, or as an individual in support of a military operation, for a period of not less than 180 days; or (4) Executes a motor vehicle lease upon receipt of military orders described in section 2.b, and thereafter is unable to use the motor vehicle for personal or business transportation due to a SMO issued by the SECDEF. 3. Other rights and protections available to SMs and their dependents under the SCRA: a. The maximum amount of interest creditors can charge SMs on certain financial obligations incurred prior to military service cannot exceed six percent per year. b. In any civil proceeding where the defendant SM is aware of the proceeding but current military duty requirements materially affect the SMs ability to appear in court, the SM can request the court delay the proceedings. c. In any civil proceeding where a defendant SM is not aware of the proceeding, the plaintiff must file a court affidavit stating the defendant is either: (1) in the military service; (2) not in the military service; or (3) the plaintiff is unable to determine the military status of the defendant after a good faith search effort. d. A court is prohibited from making permanent revisions to a custody order based solely on a SMs pending or potential military deployment. e. Landlords and property managers cannot evict SMs or their dependents during a period of military service without a court order. f. During a SMs period of military service, and for one year after the period of military service, creditors cannot foreclose on a SMs mortgage without first obtaining a court order. g. If the SM paid a deposit on a vehicle or made at least one installment payment on a vehicle loan, a creditor cannot repossess the vehicle during the SMs period of military service without a court order. h. During the period of a SMs military service and for 90 days thereafter, any lien against the property or the personal effects of a SM cannot be enforced without a court order. i. During the period of military service or within 180 days of termination of or release from military service, SMs can apply to a court for relief from any obligation or liability incurred before the SMs military service or from a tax or assessment becoming due before or during the SMs military service. If the SMs ability to comply with the obligation or pay such tax has been materially affected by reason of military service, the court may stay enforcement of certain real estate contracts, any other obligations, liabilities, tax, or assessments. j. SMs shall neither lose nor acquire residency or domicile for tax or voting purposes in a state if their presence in such state is solely for compliance with military orders. k. Spouses of SMs shall neither lose nor acquire residency or domicile for tax or voting purposes in a state if their presence in such state is solely to co-locate with the SM.   17. When former Navy Secretary Kenneth Braithwaite first pitched the idea to resurrect a numbered fleet in the Pacific that hasn't been active in nearly 50 years, not everyone was on board. Braithwaite said this week that in looking at the Navy's challenges, he saw "a need to reorient the structure of the department." In November, he announced plans to bring back U.S. First Fleet between the Indian and Pacific oceans to counter China.
  18. WASHINGTON — Lawmakers are questioning the Navy and its push to decommission warships years before the end of their life expectancy. The Internal Revenue Service (IRS), the Department of the Treasury, and the Bureau of the Fiscal Service recently announced they are disbursing more than 25 million payments in the fourth batch of Economic Impact Payments from the American Rescue Plan. Many of these payments will go directly to Veterans and their beneficiaries. How are payments determined? The Veterans Benefits Administration (VBA) and the IRS worked together quickly to ensure that Veterans and their beneficiaries would receive their stimulus checks without additional paperwork or IRS filings. VBA shared data with IRS on Veterans and their beneficiaries who receive Compensation and Pension (C&P) benefit payments who don’t normally file a tax return. People who do not normally file a tax return and do not receive federal benefits may qualify for these Economic Impact Payments. This includes those experiencing homelessness, the rural poor, and others. Individuals who did not get a first or second round Economic Impact Payment or got less than the full amounts may be eligible for the 2020 Recovery Rebate Credit, but they’ll need to file a 2020 tax return. See the special section on IRS.gov: Claiming the 2020 Recovery Rebate Credit if you aren't required to file a tax return. When can I expect my payment? The IRS has already started processing these VA payment files. Because the majority of these payments are disbursed electronically, they should have been received on the official payment date of April 14. OSLO (Reuters) -Norway, which shares a short border with giant neighbor Russia, said on Friday it has signed a revised agreement with the United States on how to regulate U.S. military activity on its soil. The agreement between the two NATO allies will let the U.S. build facilities at three Norwegian airfields and one naval base, but will not amount to separate U.S. bases, the government said.

The Pentagon has scrapped a potential Black Sea transit by two Navy destroyers this week due to concerns about escalating tensions between Russia and Ukraine, according to two U.S. officials familiar with the plans. Earlier this month, the Navy notified Turkey, which manages traffic through the Bosporus and Dardanelles straits leading to the Black Sea under the 1936 Montreux Convention, that they were tentatively planning a routine transit by the two destroyers, according to a U.S. defense official.
  24. The Navy released the seventh set of documents from a previously classified investigation into the April 10, 1963 loss of USS Thresher and its crew of 129 sailors off the coast of New England. A freedom of information lawsuit from retired Navy Capt. James Bryant, a former Thresher-class submarine commander, compelled the Navy to release the documents on a rolling basis.
