WASHINGTON – Military Housing Privatization Initiative (MHPI) companies at all Department of the Navy (DoN) installations have fully implemented all 18 rights contained in the Tenant Bill of Rights as of June 1. “The team did tremendous work with our privatized housing operators to arrive at full implementation of the Tenant Bill of Rights across the Department of the Navy’s installations,” said Todd Schafer, the acting Assistant Secretary of the Navy (ASN) for Energy, Installations and Environment (EI&E). “Ensuring the implementation of the tenants’ rights is an important step in our long-term plans to continue to improve transparency and communication for Service members and their families who live in public-private venture housing.” The MHPI Tenant Bill of Rights was created under the 2020 National Defense Authorization Act to ensure that Service members and their families who reside in homes and communities on Department of Defense (DoD) installations receive quality housing and fair treatment from the MHPI companies that operate and maintain privatized housing. The universal lease framework, a key common document across the DoD, will begin to be rolled out for renewing or prospective new tenants over the next several months. “We have privatized housing on 57 Navy and 19 Marine Corps installations. These installations are not only a workplace, but a home to many of our Sailors, Marines, DoN civilian employees and their families,” said Schafer. “We owe it to our personnel to ensure access to safe, quality, and well-maintained homes.”

Navy personnel officials confirmed the resumption of fitness testing while releasing additional guidance and program updates June 16 in NAVADMIN 129/21. The service has not conducted an official PFA cycle since 2019, excusing both 2020 cycles to mitigate Sailor exposure to the COVID-19 virus. The Navy’s single 2021 Physical Fitness Assessment (PFA) Cycle starts July 1 and will continue until the end of the calendar year. Navy personnel officials confirmed the resumption of testing while releasing additional guidance and program updates June 16 in NAVADMIN 129/21. The service has not conducted an official PFA cycle since 2019, excusing both 2020 cycles to mitigate Sailor exposure to the COVID-19 virus. As previously announced, this year’s single cycle will see the plank exercise replace curl ups as an exercise. For this initial cycle, plank scores will not count towards individual scores, however officials will use the results further validate the scoring tables. A 2000-meter row will also premier as one of the cardio options. This latest update announces new rules for pregnant and postpartum Sailors by giving them extra time to recover from childbirth without having to take the Navy’s PFA for the record. Mask guidance has been updated to reflect the Department of Defense and Centers for Disease Control’s recent updates for vaccinated personnel. Also, the message announced that the Navy’s revamped Physical Readiness Information Management database, known as PRIMS 2, will go live at the beginning of September. Sailors are reminded that everyone deemed qualified to test, must do so on the upcoming cycle. This means that no exemptions will be allowed for those who scored excellent or above from the previous 2019 cycle. The reason is that DoD has long-mandated all services conduct fitness testing at least annually. Since there has been no on-the-record PFA's since 2019 the Navy is unable to honor those exemptions because of this time limit. However, going forward, those who score high enough on the upcoming 2021 PFA will be exempt from calendar year 2022’s first cycle. Failure rules are altered for this cycle, too. Because both 2020 cycles were excused, the normal consecutive failure rules will not apply for Sailors who fail 2021's PFA the message says. This means if a Sailor failed Cycle 2 in 2019 and fails the upcoming 2021 PFA, it will not count as two consecutive PFA failures. Going forward, though, any Sailor who fails their 2021 PFA and the first cycle in 2022, will be subject to adverse administrative action. The postpartum policy update, effective July 1, increases to a full year the allowed healing after the birth of a child. This is a three-month increase over the previously allotted nine months. The exemption applies the body composition assessment (BCA) as well as the physical readiness test (PRT). “This change will allow postpartum Sailors time to fully recover in a healthy manner before being required to adhere to fitness and body composition standards,” Vice Adm. John B. Nowell, Jr., the chief of naval personnel, wrote in the message. PFA exemption for pregnant Sailors starts once a healthcare provider confirms their status. After that, Sailors are excused from the PFA until 12 months after giving birth. Still, the Navy wants to make sure these Sailors get back in shape safely. That is why at the six-to-nine month point in their postpartum exemption, all Sailors will take an unofficial “Wellness PFA” to gauge their fitness level. Assessments will be scheduled by command fitness leaders once a Sailor has obtained medical clearance from their healthcare provider. Those not cleared for the Wellness PFA will be re-evaluated until fit enough to participate. “The intent of this new policy is to assist postpartum Sailors return to PFA standards and provide [commanding officers] visibility on the health and fitness level.,” Nowell wrote in the message. Those who pass their Wellness PFA can return to participating in command or unit physical training. At this point, they are still exempt from the PFA until the end of their 12-month recovery period. Failing the wellness assessment will not count against the Sailor but will trigger additional postpartum nutrition and fitness resources to assist their postpartum recovery. The rollout of the new Physical Readiness Information System -- known as PRIMS-2 will be available by September. Though starting the fitness cycle without the new database fully online isn’t optimal, moving ahead is necessary, he wrote, because "it is important that we return to a normal routine for our physical readiness program.”. Also, the wearing of masks during the PFA will not be required for fully vaccinated Sailors, those who are at least two weeks beyond their final dose. Those not yet fully vaccinated must continue to follow the applicable DoD mask guidance. However, the message says Sailors may unmask when performing PRT events. Those seeking more guidance on conducting the PFA should refer to NAVADMIN 129/21. Those seeking more guidance on the new events should also consult NAVADMIN 304/20 and the Navy’s library of physical fitness program guides. For the upcoming 2021 cycle, an all-new Physical Readiness Program Guide 10 entitled "How to Conduct CY2021 PFA" is now available. This new guide along with Guide 3, the PFA Checklist direct commands in conducting the upcoming fitness cycle. In addition, Guides 4 (Body Composition Assessment), 5 (Physical Readiness Test), and 15 (Conduct of the PFA in COVID-19 Conditions), should also be consulted, the message said. The Navy’s Physical Fitness Program has also been updated with the new events an information and is available for download in the Navy App Locker or from any of the commercial app stores at no cost.

PRIMS-2 has been designed to provide greater ease of use for Command Fitness Leaders (CFL) and better connectivity with associated human resources systems. CFLs/Assistant Command Fitness Leaders (ACFLs) will enter all PFA documentation/results, with the exception of PARFQ data, into PRIMS-2 when available for use. c. As a reminder, Sailors are required to complete a Periodic Health Assessment (PHA) and if required, a Deployment Health Assessment (DHA) prior to commencing a Physical Readiness Test (PRT) or physical conditioning. As COVID-19 has impacted PHA and DHA completion, commands are strongly encouraged to consider their annual PHA and DHA completion rates when scheduling the command PFA. Commands may schedule multiple PFA periods during the cycle to accommodate PHA and DHA completion by Sailors. 3. Additional Guidance to Conduct the CY2021 PFA a. Preparation. Since the official announcement on the new PRT modalities (forearm plank and 2000-meter row) in references (a) and (b), Sailors have been strongly encouraged to practice and prepare for the CY2021 PFA, but commands should use this entire PFA window to ensure adequate notification and allow for preparatory training and readiness assessment prior to execution of the PRT. b. Scoring of Plank Modality. Since the plank is a new mandatory modality, the score for the plank will not be included in their final score. Medically cleared Sailors will participate in the plank modality and should give it their best efforts as we will use scores to validate our scoring tables. c. Mask Use During PFA. CFLs/ACFLs shall conduct official BCAs and PRTs as outlined in PRP Guides 4, 5, 10 and 15. In line with Guide 15, fully vaccinated Department of Defense (DoD) personnel (who are at least two weeks beyond their final dose) are no longer required to wear a mask indoors or outdoors at DoD facilities. All DoD personnel should continue to comply with Centers for Disease Control and Prevention (CDC) guidance regarding areas where masks should be worn. Personnel who are not fully vaccinated should continue to follow applicable DoD mask guidance when conducting BCA and use social distancing when performing PRT events. PRP Guide 15 will be updated as COVID-19 guidance changes and contains mask guidance. Sailors may unmask when actually performing PRT modalities. Note: If local requirements for masks are more or less restrictive, local requirements take precedence. d. Records and Data Management (1) CFLs are required to retain original written documentation (notes, worksheets, Body Composition Assessment (BCA) and PRT Score sheets, etc.) of official command PFAs and Fitness Enhancement Program for a period of five years and in line with current personal identifiable information (PII) policy. (2) All official PFA forms can be downloaded on the PRP Website forms section: https://www.mynavyhr.navy.mil/Support-Services/21st-Century- Sailor/Physical-Readiness/Forms/ to include the revised PARFQ (NAVPERS 6110/3) and PRT Score Sheet (NAVPERS 6110/11). (3) CFLs should refer to PRP Guide 10 for roster maintenance upon PRIMS-2 release. 4. Reponses to Fleet Feedback. The following items are provided for clarification to frequently asked questions: a. Excellent or Above Performance Validation. All Sailors must participate in the CY2021 PFA cycle. Sailors who pass the BCA within the Navy age-adjusted standards and score an overall excellent low or better (with no single event lower than good low) on the PRT modalities consisting of the push-ups and cardio options only are eligible to be exempt from participation in PRT Cycle 1-2022. Forearm plank scores will not to be used in the calculation. In order to validate, Sailors must also be within BCA age-adjusted standards in PFA Cycle 1-2022. b. Consecutive PFA Failures. Due to CY2020 PFA Cycle being excused, PFA failures prior to 2021 will not be used in determining future consecutive failures. For clarification: (1) If a Sailor failed PRT Cycle 2-2019 and the official CY2021 PFA Cycle, it will not count as two consecutive PFA failures. (2) However, going forward, if a Sailor fails the official CY2021 PFA Cycle and PFA Cycle 1-2022, this will be two consecutive failures and member will be subject to adverse administrative action. c. Fitness Report/Evaluation Guidance. In line with reference (f), enter the one-letter code for the result of each official PFA conducted in the reporting period in block 20. Due to CY2020 PFA Cycle being excused, the one-letter code *N* is to be used if the reporting period includes a PFA Cycle in 2020. Format for block 20 must be from oldest to most recent PFA performed during the reporting period. For example, *NNP* in block 20 and *PFA: 20-1/20-2/CY2020* in block 29 indicates that the member was excused for CY2020 PFA Cycle and passed the CY2021 PFA Cycle. d. Preparing for the upcoming PFA. CFLs/ACFLs should be conducting command group physical training and BCA spot checks while following social distancing guidelines and preparing Sailors for the upcoming PFA proactively. Another useful tool is the Official Navy PFA App, which is available for download from the App Store. 5. Postpartum Policy Change. Effective 1 July 2021, pregnant and postpartum Sailors are exempt from participating in the PFA, to include BCA and PRT, from the time a pregnancy is confirmed by a Health Care Provider (HCP) until the end of 12 months (vice previous 9 months guidance) following a qualified birth event (QBE) in line with PRP Guide 8. This change allows postpartum Sailors time to fully recover in a healthy manner prior to being required to meet fitness and body composition standards. a. Postpartum Sailors will be required to participate in a wellness (unofficial) PFA between six to nine months postpartum, following a QBE as defined in line with reference (e). The intent of this new policy is to assist postpartum Sailors return to PFA standards and provide commanding officers (CO) visibility on their health and fitness level. (1) Postpartum Sailors will obtain a medical clearance form (NAVMED Form 6110/4) by HCP or Authorized Medical Department Assessment prior to participating in the wellness PFA. If not cleared to participate, a postpartum Sailor will be rescreened as appropriate prior to participating in the wellness PFA. (2) Upon receiving medical clearance, postpartum Sailors will participate in a wellness PFA. If a postpartum Sailor passes the wellness PFA, they can return to command/unit physical training. If a postpartum Sailor fails to screen, they will be provided postpartum nutrition and fitness resources to assist with their postpartum recovery. b. Pregnancy and Postpartum Physical Training resources will be available in July 2021 to assist Sailors. These resources will include information on pregnancy/postpartum nutrition and a safe physical training program complete with recommended exercises and contraindicated exercises. NORFOLK --- In this era of Great Power Competition, the Navy Reserve is serious about ensuring its Sailors are warfighting ready, which means that starting next year, all Cross-Assigned Out (CAO) Sailors’ Fitness Reports (FITREPS) and Evaluations (EVAL) will be signed by a Reporting Senior (R/S) in their supported command (UMUIC), no longer their training command (TRUIC). “I can’t emphasize enough this is a major cultural shift for our Selected Reserve (SELRES) Sailors,” said Commander, Navy Reserve Forces Command, Rear Adm. John Schommer, during a recent briefing with senior Reserve leaders. “We need our Sailors to know and train to their assigned UMUIC billet, at their assigned command, so that they can perform their duties immediately upon activation. Training at your TRUIC and not at your UMUIC is no longer enough. Our Navy needs us to be ready for the high-end fight, which means all of our Sailors need to be trained in their mobilization billet, not just locally assigned Sailors.” The shift is aligned with the Navy Reserve Fighting Instructions (NRFI), released in late 2020, which reaffirms the Navy Reserve’s strategic direction in alignment with the National Defense Strategy, while accounting for recent global events and Navy organizational changes to rapidly move the Reserve Force forward. According to Schommer, the current R/S construct for some Navy Reserve Readiness units does not align with the NRFI in support of warfighting readiness, specifically for CAO Sailors whose FITREP/EVALs are signed by their TRUIC instead of their UMUIC. The TRUIC is responsible for the CAO Sailor’s monthly drill periods and maintains administrative and mobilization readiness (PFAs, medical/dental, and GMTs), such as a Navy Operational Support Center (NOSC) Operational Support Unit (OSU). The UMUIC, on the other hand, is a Readiness Unit assigned to an active Navy unit, such as a numbered Fleet Reserve unit. “Members of my staff have submitted a change request to the Bureau of Naval Personnel (BUPERS) to update the R/S FITREP/EVAL responsibility for CAO Sailors from their TRUIC to their UMUIC in the next Navy instruction update for performance evaluations,” said Schommer. “Sailors should be performing their drills and Annual Training with their UMUIC, and if not already, will be evaluated as a result of that performance.” The new construct will go into effect no later than Aug. 1, 2022, but CAO Sailors will be able to start submitting their FITREP/EVALs with their UMUIC R/S as earlier as Feb. 1, 2022. According to Schommer, the R/S shift from TRUIC to UMUIC “…will ultimately increase awareness and engagement for both the supported command and Sailor, while also increasing participation in support of warfighting readiness and mission requirements. We need Sailors to be trained in their billet so on day one of a crisis they are an effective member of the team.” Until the applicable instruction (BUPERSINST1610.10F, Navy Performance Evaluation System) is updated, the current R/S construct for all CAOs still stands. Additionally, once the policy is in effect, NOSC Commanding Officers (CO) will have the option to write concurrent FITREPS/EVALS for Sailors who provide significant support to their command. CNRFC expects the release of revised instruction later this year. CNRFC will ensure that the 14,000 CAO Sailors who currently obtain their FITREP/EVALs from their TRUIC switch to their UMUIC Aug. 1, 2022. “I strongly encourage our UMUIC triads to begin planning for this major change and prepare to assume FITREP/EVAL responsibilities next year,” said Schommer. “I also encourage CAO Sailors affected by this change to begin planning their Reserve participation for next year so that they can best support their active command and increase the likelihood of a strong FITREP or EVAL.” For over 106 years, the Navy Reserve has provided vital support to the Nation, particularly during the COVID-19 pandemic, from providing medical care ashore to supporting our critical shipyards. Washington (CNN)The US Navy's highest-ranking officer pushed back strongly against what he called efforts by two Republican congressmen to portray the US military as "weak" and "woke" in a hearing on Tuesday. Chief of Naval Operations Adm. Michael Gilday's comments came during a House Armed Services budget hearing as Reps. Doug Lamborn and Jim Banks questioned his recommendation of the book "How to be an Antiracist" by Ibram X. Kendi on a voluntary reading list for Navy sailors, which Gilday tied directly to efforts to combat misinformation by adversaries such as Russia and China.

The Navy will keep existing COVID-19 precautions in place for the upcoming fall E-4 through E-6 active and reserve advancement cycles. It’s the same method used successfully for the last few advancement cycles. This means E-4 advancement exams for active duty (AD), full-time support (FTS), and drilling reserve Sailors are cancelled. Instead, qualified E-3s will be identified for advancement using the alternate Final Multiple Score (FMS) process that has been in effect since COVID-19 precautions started in March 2020. The cancellation was announced in NAVADMINs 104/21 for AD and FTS, and 105/21 for Selected Reserve (SELRES) Sailors, both released on May 25. These cancellations impact all E-4 exams scheduled as part of the AD and FTS Cycle 252, as well as the SELRES Cycle 109. The only exception will be those drilling reservists taking the exam through the E-4 Prior Service Reenlistment Eligibility – Reserve (PRISE-R) program. All other eligible E-3 Sailors will instead be ranked for advancement using an alternative FMS rank-order method without inclusion of the exam score, from a proctored exam. Fleet feedback from previous rank-order E-4 advancements has been positive. The message also outlined the Navy’s plans for administering September’s E-5 and E-6 exams on a staggered schedule throughout the month as a further precaution against the virus. “With uncertainty as to where the COVID-19 situation will be this fall, the Navy’s advancement team continues to work to ensure the safety of our Sailors,” said Rear Adm. James P. Waters, Director, Military Personnel Plans and Policy. “We are sure this method of advancing Sailors continues to advance qualified Sailors, maintaining the standards and culture of learning that drive our fleet enlisted advancement system.” The Naval Education Training and Professional Development Center (NETPDC) will not receive E-4 exam answer sheets. It is essential commands scrub the records of their advancement eligible E-3 Sailors to ensure all their E-4 Enlisted Advancement Worksheets are uploaded to the Navy Standard Integrated Personnel System, and up to date. For Active Duty and Full Time Support Cycle 252, exams will be executed in two-week windows in September. The E-6 window will run Sept. 1 through 16, while the E-5 exams will follow, Sept. 17 through 30. The window for the Selected Reserve E-5 and E-6 and E-4 PRISE-R Cycle 109 exams will run from Aug. 1 through Sept. 12. Every effort should be made to spread the administration of exams evenly throughout each window in order to minimize the number of exam takers at one time, as well as allowing for maximum physical distancing. Commands are strongly encouraged to test all candidates for a given rating and paygrade at the same time to maintain exam integrity. Once exams are given, Educational Services Officers are encouraged to quickly mail in answer sheet packages to NETPDC. Used exams should not be held until the end of the testing window. This will ensure exams are processed and results are released in a timely manner. Currently, the anticipated release for the total force results is November 2021. However, release of the results are heavily dependent upon prompt submission of completed answer sheets. Leadership at all levels should read NAVADMINs 104/21 and 105/21 in their entirety and direct questions to the listed points of contact.

PORTSMOUTH, Va. — President Joe Biden is sending $26 million in federal funds back to a U.S. Navy shipyard in Virginia. The money had been diverted by President Donald Trump to pay for a wall along the Mexico border. The Virginian-Pilot reported Monday that the shipyard money is a sliver of the $3.6 billion that Trump had moved from the Department of Defense to pay for the wall. The Biden Administration is now sending billions of dollars back to a series of military projects.

WASHINGTON — The new National Strategy to Combat Domestic Terrorism calls for ramping up the screening processes for military recruits and implementing training for troops leaving the services to ensure they are not lured into domestic terrorist organizations seeking new members. “This strategy is narrowly tailored to focus specifically on addressing violence and the factors that lead to violence – violence that violates the law, threatens public safety, and infringes on the free expression of ideas,” President Joe Biden said in the strategy document.
