The U.S. Naval Academy (USNA) is seeking top performing, energetic male and female Sailors and Marines, active and reserve, who have demonstrated strong leadership, for admission to the Naval Academy Class of 2026. Among each USNA class is a corps of prior-enlisted Sailors and Marines who infuse peer-level fleet experience into the Brigade of Midshipmen. Twenty years from now, these young men and women, from all walks of American life, will lead our fleet. Commanding Officers (CO) are encouraged to identify motivated enlisted personnel who meet the criteria and may be good candidates for selection to USNA. 2. Successful candidates will be top-quality Sailors and Marines who fit the following profile: a. Academics. (1) Possess a strong high school grade point average indicating the potential to succeed at USNA. Fleet applicants ranked in the top 40 percent of their high school class are typically considered competitive. (2) Scholastic Aptitude Test (SAT) scores taken within the last two years. The SAT is a three-part test consisting of reading, math, and writing. Applicants should aim to score above 500 in reading (verbal) and above 550 in math, with a combined minimum of 1050. The writing component is not required for consideration for admission. For applicants who have taken the American College Test (ACT) within the last two years, scores of 22 in English and 24 in Math are recommended. Potential candidates with SAT or ACT scores that are older than two years or below these guidelines are strongly encouraged to retake the test. (3) Typically completed four years of mathematics, including a strong foundation in geometry, algebra, and trigonometry, four years of english, and one year of chemistry. Additionally, physics, calculus, history, and two years of a foreign language are strongly recommended. Continued education since high school is vital; candidates are encouraged to strengthen their admission application with college courses in higher level math and sciences. (4) If schedule permits, applicants are encouraged to complete college courses that display current academic ability. b. Top performers who have demonstrated or possess strong leadership (e.g., past and present Command Junior Sailors/Bluejackets of the Quarter/Year, top 20 percent performers in "A" and "C" schools, class leaders, Honor Guard members, and community volunteers). c. Good moral character and unquestionable loyalty to the United States, as determined by a command interview and military recommendations. d. No record of disciplinary action under Article 15, Uniform Code of Military Justice, or conviction by civil court (except minor traffic violations) during the three years preceding application for admission. Waivers are on a case-by-case basis. e. We are seeking candidates with outstanding physical fitness. In addition to passing the Candidate Fitness Assessment in the USNA application, candidates need to have demonstrated the ability to pass the Naval Academy physical fitness requirements within the last year. The USNA Physical Readiness Test standards (Minimum Passing Scores) are: (1) Push-ups (Two Minutes): 45 (Male); 20 (Female) (2) Front Plank: 1:45; and (3) 1.5 Mile Run: 10:30 (Male); 12:40 (Female). f. Must not have passed their 23rd birthday on 1 July of the year of admission to USNA. g. Must not be married, pregnant, or have incurred obligations of parenthood. 3. Candidates with superior academic performance and strong military backgrounds may receive direct appointments to USNA. Top performers who need to strengthen their academic background may be selected to attend the Naval Academy Preparatory School (NAPS) in Newport, RI for one year and receive an appointment to USNA the following year. 4. Personnel selected to attend USNA or NAPS must be medically qualified by the Department of Defense Medical Examination Review Board (DoDMERB) in order to be commissioned as an officer in the Navy or Marine Corps. Once candidates complete 50 percent of the application, their name will be sent to DoDMERB for the physical and eye exams. The candidate will be contacted by Concorde, the DoDMERB contractor, with information on where to receive the physical and eye exams. The Service Member will be contacted by the USNA Fleet Coordinator with information on how to get the physical and eye exam completed at their own Military Treatment Facility as an alternative. Reference (a) provides medical standards. 5. Up to 170 regular and reserve personnel may be appointed to USNA each year. The deadline to apply to the Class of 2026 is 31 December 2021. The deadline for all completed application documents is 31 January 2022. Applicants are strongly encouraged to complete their application as soon as possible. Packages completed before 31 January 2022 will be reviewed by the Admissions Board as soon as they are received. Packages will not be reviewed without the CO's endorsement. References (b) and (c) provide guidance. 6. An applicant becomes an official candidate by submitting a preliminary application on-line at https://www.usna.edu/Admissions/. A follow-on e-mail back to the fleet applicant will provide them with a candidate number and instructions for completing the full application. USNA operates on a rolling admissions process and fleet applicants are encouraged to complete their applications early to improve competitiveness. 7. Direct application questions to the Fleet Liaison at (410) 293-1839/DSN 281-1839 or siegfrie@usna.edu, or write to: U.S. Naval Academy, Candidate Guidance Office, Halsey Field House, 52 King George St, Annapolis, MD 21402-1318, Attn: Fleet Liaison. 8. 11. WASHINGTON — The Defense Department released guidelines Thursday on how troops can now sue the military for medical malpractice, which they had been barred from doing for more than 70 years. The Pentagon will begin paying service members or their estates next month for substantiated claims of less than $100,000 that were filed within two years of a medical malpractice incident, according to the information published in the Federal Register.
  12. WASHINGTON – Military Housing Privatization Initiative (MHPI) companies at all Department of the Navy (DoN) installations have fully implemented all 18 rights contained in the Tenant Bill of Rights as of June 1. “The team did tremendous work with our privatized housing operators to arrive at full implementation of the Tenant Bill of Rights across the Department of the Navy’s installations,” said Todd Schafer, the acting Assistant Secretary of the Navy (ASN) for Energy, Installations and Environment (EI&E). “Ensuring the implementation of the tenants’ rights is an important step in our long-term plans to continue to improve transparency and communication for Service members and their families who live in public-private venture housing.” The MHPI Tenant Bill of Rights was created under the 2020 National Defense Authorization Act to ensure that Service members and their families who reside in homes and communities on Department of Defense (DoD) installations receive quality housing and fair treatment from the MHPI companies that operate and maintain privatized housing. The universal lease framework, a key common document across the DoD, will begin to be rolled out for renewing or prospective new tenants over the next several months. “We have privatized housing on 57 Navy and 19 Marine Corps installations. These installations are not only a workplace, but a home to many of our Sailors, Marines, DoN civilian employees and their families,” said Schafer. “We owe it to our personnel to ensure access to safe, quality, and well-maintained homes.”

  17. The Navy will keep existing COVID-19 precautions in place for the upcoming fall E-4 through E-6 active and reserve advancement cycles. It’s the same method used successfully for the last few advancement cycles. This means E-4 advancement exams for active duty (AD), full-time support (FTS), and drilling reserve Sailors are cancelled. Instead, qualified E-3s will be identified for advancement using the alternate Final Multiple Score (FMS) process that has been in effect since COVID-19 precautions started in March 2020. The cancellation was announced in NAVADMINs 104/21 for AD and FTS, and 105/21 for Selected Reserve (SELRES) Sailors, both released on May 25. These cancellations impact all E-4 exams scheduled as part of the AD and FTS Cycle 252, as well as the SELRES Cycle 109. The only exception will be those drilling reservists taking the exam through the E-4 Prior Service Reenlistment Eligibility – Reserve (PRISE-R) program. All other eligible E-3 Sailors will instead be ranked for advancement using an alternative FMS rank-order method without inclusion of the exam score, from a proctored exam. Fleet feedback from previous rank-order E-4 advancements has been positive. The message also outlined the Navy’s plans for administering September’s E-5 and E-6 exams on a staggered schedule throughout the month as a further precaution against the virus. “With uncertainty as to where the COVID-19 situation will be this fall, the Navy’s advancement team continues to work to ensure the safety of our Sailors,” said Rear Adm. James P. Waters, Director, Military Personnel Plans and Policy. “We are sure this method of advancing Sailors continues to advance qualified Sailors, maintaining the standards and culture of learning that drive our fleet enlisted advancement system.” The Naval Education Training and Professional Development Center (NETPDC) will not receive E-4 exam answer sheets. It is essential commands scrub the records of their advancement eligible E-3 Sailors to ensure all their E-4 Enlisted Advancement Worksheets are uploaded to the Navy Standard Integrated Personnel System, and up to date. For Active Duty and Full Time Support Cycle 252, exams will be executed in two-week windows in September. The E-6 window will run Sept. 1 through 16, while the E-5 exams will follow, Sept. 17 through 30. The window for the Selected Reserve E-5 and E-6 and E-4 PRISE-R Cycle 109 exams will run from Aug. 1 through Sept. 12. Every effort should be made to spread the administration of exams evenly throughout each window in order to minimize the number of exam takers at one time, as well as allowing for maximum physical distancing. Commands are strongly encouraged to test all candidates for a given rating and paygrade at the same time to maintain exam integrity. Once exams are given, Educational Services Officers are encouraged to quickly mail in answer sheet packages to NETPDC. Used exams should not be held until the end of the testing window. This will ensure exams are processed and results are released in a timely manner. Currently, the anticipated release for the total force results is November 2021. However, release of the results are heavily dependent upon prompt submission of completed answer sheets. Leadership at all levels should read NAVADMINs 104/21 and 105/21 in their entirety and direct questions to the listed points of contact.

This NAVADMIN announces updates to the CPPA program in order to further improve Fleet readiness and warfighting effectiveness through more timely and accurate pay and personnel transactions. 2. Since the reorganization of Personnel Support Detachments (PSD) and Transaction Service Centers (TSC), CNPC has noticed an unforeseen fracture of accountability that has developed between the Fleet and the processors at PSDs/TSCs. As CNPC continues to make iterative changes to processes to serve the Fleet better, it must be stressed that improving this situation cannot be done from Millington alone. To ensure that the correct personnel are sent to the correct billets at the correct time with the correct pay, Fleet involvement and command emphasis on the CPPA program must be promoted. 3. In reference (a), Chief of Naval Personnel (CNP) discussed an update to MILPERSMAN 1000-021, CPPA Program, and future replacements to the Transaction Online Processing System (TOPS) and the Navy Pay and Personnel (NP2) system. Due to delays concerning system security and budget shortfalls, these updates have been pushed to the right. As such, the update to MILPERSMAN 1000-021 has also been delayed. 4. Key areas where CPPAs are critical to the success of providing timely and accurate pay and personnel transactions to our Sailors around the Fleet are: 1) professionalization, 2) adherence to Navy Standard Integrated Personnel System (NSIPS) reporting requirements, 3) timely submission of system access requests, and 4) command support and engagement. Continued focus and improvement on these programs, processes and policies will ensure that the CPPAs and PSD/TSC processors are able to provide world-class support to improve Fleet readiness and warfighting effectiveness. a. Professionalize the CPPA workforce. Reference (a) announced updates to the CPPA program, designed to professionalize the CPPA workforce. Key enablers included coding billets with the A16A CPPA Navy enlisted classification (NEC) to deliver trained Sailors to commands, providing increased systems access via the expanded NSIPS CPPA User role and enabling CPPAs to gain Sailors to commands and upload Key Supporting Documents (KSD) directly. As Navy Pay and Personnel Support Center (NPPSC) continues to refine how to solve pay issues and report metrics, it is imperative that trained, decentralized CPPAs push accurate information delivered from Sailors. Commands ensuring this first step and NPPSC providing timely feedback will reduce pay issues. b. NSIPS Reporting Requirements: (1) In line with reference (a), CPPAs were directed to submit completed NSIPS Panel 1 gains by the end of the first business day after a Sailor reports for duty. Since 1 December 2020, pay and personnel metrics indicate CPPAs have steadily increased their use of NSIPS Panel 1 reporting but are not in full compliance. The March 2021 metrics revealed that only a third of all gains use NSIPS Panel 1 and the remaining two thirds of gains were performed by the supporting PSD/TSC, based on receiving KSDs via TOPS. The latency associated with using TOPS and a transaction initiated by a PSD/TSC clerk adds unnecessary delays in personnel reporting and updating unit readiness. This lack of compliance leads to inaccurate reporting of Fleet manning. (2) CPPA use of NSIPS Panel 1 reporting to gain Sailors is now mandatory. Starting 1 June 2021, NPPSC will provide monthly metrics data to the Fleet and Type Commanders of all units consistently out of compliance, focusing on those unexcused, expired gains beyond 10 business days. c. System Access Requests. Unit readiness has a direct correlation to CPPAs providing accurate and timely NSIPS activity reporting. All PSD/TSC- supported commands were directed by reference (a) to ensure a minimum of two CPPAs had access to and actively used the NSIPS CPPA User role by 1 December 2020. CPPA access to NSIPS via system access request is now mandatory. d. Command Support. The following is a review of the actions that must be taken by Commands and their CPPAs: (1) Commands must verify they have the appropriate A16A Billets Authorized and Sailors have attended CPPA C-School. Distribution will assign the CPPA C-School en route if the billet is coded with the A16A NEC. If not, there is no demand signal from the Fleet that the requirement exists. If there is insufficient billeted CPPA support at the command, COs must take the appropriate action through their respective ISICs/TYCOMs to assign the CPPA NEC to those PS and/or YN billets. CPPA is not an appropriate collateral duty outside these administrative ratings, and the legacy CPPA training course will retire by the end of FY-21. (2) When gaining new Sailors, CPPAs submit completed NSIPS Panel 1 events by the end of the first business day after a Sailor reports for duty, and have the KSDs submitted to the supporting PSD/TSC by the end of the second business day. A review of expired gains should be completed monthly. (3) All PSD/TSC-supported commands must ensure a minimum of two CPPAs have access to and actively use the NSIPS CPPA User role. Commands must provide the names of their CPPAs to their supporting PSD/TSC and keep information current as CPPAs transfer in and out of their commands. (4) Within 36 months of assignment, CPPAs must complete the 24 required eLearning courses along with related personnel qualification standards line items. e. CNPC Support. In March, CNPC held the first CPPA town hall event that highlighted some of these important collaborations. Additionally, CNPC will provide monthly feedback to leadership with the status of CPPA-to-processor partnership. 5. TOPS Replacement Update a. The transition from TOPS to the MyNavy Career Center (MNCC) Customer Relationship Management (CRM) tool has been delayed. Cutover from TOPS to MNCC CRM is driven by the customer base requesting and obtaining accounts and may vary across the PSDs/TSCs. The transition will re-commence in June 2021. b. To gain access to the MNCC CRM, users must submit a complete and timely System Authorization Access Request Navy (SAAR-N) request using the Account Request/SAAR-N step-by-step guide, which may be requested by contacting MNCC at 833-330-MNCC (6622) or via e-mail at askmncc(at)navy.mil. Users should expect account creation within 10 business days of submitting their request to the centralized mailbox ecmr_perspay.fct(at)navy.mil. New account holders will receive an e-mail once the MNCC CRM account has been created. If corrections are required, an e-mail identifying areas for correction will be sent to the user. If, after 14 business days of submitting a SAAR-N you have not received an e-mail that your account has been created or that corrections are required, send a status request inquiry to the MNCC e-mail account. For proper routing, the subject line should be *SAAR-N STATUS REQUEST ICO Your Name, UIC Number* c. Users must login at least every 30 days to prevent account lock out. d. PSDs/TSCs and NPPSC will provide additional MNCC CRM training upon request. 6. NPC, MNCC, and NPPSC staffs continue to seek improvements to personnel and pay service delivery across the global network, a key component of which is CPPA performance. The success of the enterprise requires collaboration, communication and feedback, as well as command triad leadership support and engagement. Similarly, it is imperative that Sailors review their personnel data early and often and report issues to their CPPA, MNCC, or the Navy Reserve Activity/Navy Operational Support Center. Sailors are encouraged to contact MNCC for any issues or to provide feedback. For CPPAs only, MNCC call center option 2 is the CPPA Pro-to-Pro Cell and provides a direct line for subject matter expert assistance. 7. This NAVADMIN will remain in effect until superseded or cancelled, whichever occurs first. 8. Released by Vice Admiral John B. Nowell, Jr, N1.// BT #0001 NNNN UNCLASSIFIED//
