Active Duty and Full Time Support First Class Petty Officers eligible to advance to Chief Petty Officer will spend some of their holiday leave preparing for the upcoming advancement exam on January 18. Candidates will be compared to peers with only two Final Multiple Score (FMS) factors - performance evaluations (promotion recommendations) and rating knowledge (exam). All candidates who fall in the top 60% of the FMS rank order in their rating will be selection board eligible. For more information, refer to NAVADMIN 175/17. Good luck to all candidates!

Sailors who took the fall exams and were recently selected for advancement in Cycle 236 or Cycle 101 will be advanced from January to June 2018. No less than 3% will be advanced in the first five pay increments (January to May), with the majority being advanced in June. Pay increments begin on the 16th of the month, with the pay bump showing in the paycheck at the beginning of the following month. Advancements are determined by Final Multiple Score standing, not exam percentile. The system looks at all ratings and uses fair share incrementation when determining what pay increment a Sailor falls in. Best thing to do is sign up for email notification at the top of your profile sheet. You will be sent an email whenever your advancement status changes.

Typically, an AERR is held annually in Pensacola, where E7-E9 personnel review exam banks, write new questions and verify exam reference material. WASHINGTON (NNS) -- The Navy recently authorized the posthumous award of a combat medal to a Sailor who was present at Pearl Harbor during the Japanese attack of Dec. 7, 1941, officials announced Dec. 1. Secretary of the Navy Richard V. Spencer awarded the Bronze Star Medal with V device for valor to Chief Boatswain's Mate Joseph L. George for heroic achievement while serving aboard the repair ship USS Vestal (AR 4). George, a second class petty officer at the time, saved the lives of several Sailors from the battleship USS Arizona (BB 39). He survived the war and retired from the Navy in 1955, but passed away in 1996. The Bronze Star Medal will be presented by Rear Adm. Matthew J. Carter, deputy commander of the U.S. Pacific Fleet, to George's daughter, Joe Ann Taylor, on Dec. 7 during a 4:30 p.m. (Hawaii-Aleutian time) ceremony at the USS Arizona Memorial in Pearl Harbor. "The presentation of the medals is not only appropriate but simply the right thing to do," said Spencer. "One of my highest priorities is to honor the service and sacrifice of our Sailors, Marines, Civilians, and family members and it is clear that Lt. Schmitt and Chief George are heroes whose service and sacrifice will stand as an example for current and future service members." In addition to George's Bronze Star, the Secretary also awarded the Silver Star Medal to Lt. j.g. Aloysious H. Schmitt for action at Pearl Harbor while serving on the battleship USS Oklahoma (BB 37). In 1942 George was officially commended by his commanding officer following the attack, but he was not awarded any medal. Lauren Bruner and Don Stratton, two of the USS Arizona Sailors saved by George's actions, petitioned for him to be presented a medal. George's family is happy to celebrate the heroism of their loved one. In keeping with the tendency of World War II veterans, Taylor says her father never really talked about Pearl Harbor or World War II when she was growing up. But after he retired, he started going to reunions and that is when she began to get the full story. "It was kind of surreal. You grow up with your dad thinking of him as dad; you're not used to thinking of him as a hero," said Taylor. "But it's a wonderful story and I'm quite proud of him. Plus I've gotten to know the men he saved and have developed a real bond with the Stratton and Bruner families." As recounted in an oral history interview conducted by the University of North Texas on Aug. 5, 1978, George said on Dec. 7 he was settling down to read the Sunday newspaper when General Quarters (battle stations) was sounded. That's when he realized there was an attack underway. To get a better sense of what was going on, he went outside, and the first thing he saw was a Japanese plane going down. With no time to think, his training kicked in and he began to act. With Japanese torpedoes passing under his ship then striking Arizona, fires were breaking out everywhere. George recalled that the first thing he did, with help from several of his shipmates, was remove the awning covering the guns so that Vestal could fight back. Then he ran across the deck from fire to fire to help put them out. Meanwhile, Arizona was taking a pounding with explosions and fires encircling the Sailors on her decks. There were "people over on the Arizona that were trying to get off, and there was fire all around," George said. "I threw a line over." After securing the line as best he could, George returned to fighting fires and controlling damage aboard Vestal. When it became apparent Arizona was doomed, George assisted with getting Vestal underway and away from the burning and fast-sinking battleship. Arizona lost 1,177 crewmembers during the attack. Vestal lost seven. George went on to serve throughout the war and retired in 1955 as a chief petty officer after twenty years in the Navy. NEWPORT NEWS, Va. (NNS) -- Thousands of Sailors take the advancement exam twice a year and await the results of those exams twice a year. The results of these exams determine their careers, and thus their intentions. While many Sailors will advance, unfortunately, some will not. The most important thing for Sailors that did not advance this cycle to understand is why they did not advance, and what areas they can strengthen for the next cycle. Every Sailor that took an exam will have a profile sheet that they can review. "A profile sheet is a snapshot of the exam," said Personnel Specialist 1st Class Gilberto Vaz, a member of the Nimitz-Class aircraft carrier USS George Washington (CVN 73) educational services office (ESO). "It is a breakdown of your score on the exam. It has your performance mark average (PMA), your passed-not-advanced (PNA) points, your standard score, your time in rate and how well you did on various sections on your exam." Your PMA uses only the Promotion Recommendation block (Block 45) from evaluations in the current paygrade. For E4, your ESO uses evaluations from the past eight to nine months. For E5, the past 14 to 15 months are used, and E6, the past 36 months. Block 45 marks are added together and then divided by the number of evaluations used in the computation. "An 'EP' (early promote) evaluation gives you a 4.0, a 'MP' (must promote) evaluation gives a 3.8 and a 'P'(promote) evaluation gives a 3.6," said Personnel Specialist Seaman Apprentice Langston Hooper. "With a 'SP' (significant problems) evaluation, you wouldn't be able to take the exam, so with that, you can determine what your PMA is yourself and make sure that it is correct." Evaluations are important, but the standard score is weighted more for junior Sailors. The standard score is the score from the examination itself. "For Sailors taking the second or third class exam, if they score well enough, they can advance even with a 'P' evaluation," said Vaz. "For the first class exam however, their PMA will have a much larger influence on whether or not they will advance." Although one may pass the exam, that does not necessarily mean a Sailor will advance to the next paygrade. You will fall under one of three areas: selectee, pass not advance, or fail. Selectee means that the Sailor passed the exam and will be promoted. Pass not advance (PNA) means that a Sailor passed the exam, but did not end up with a high enough final multiple score (FMS) to advance. Fail means the Sailor failed this cycle's advancement examination. For Sailors with pass not advance, if they scored well enough, they can get PNA points. Sailors will be able to get a maximum of three PNA for each cycle. They can get a maximum of 1.5 PNA points from scoring well and another 1.5 PNA points from having a high PMA. "That's why it's important to be able to read your profile sheet," said Vaz. "We all make mistakes and you wouldn't want to miss advancing because of a mistake. Some people will have incorrect information on their profile sheet such as a wrong PMA because the Sailor bubbled in the wrong information, we took in the wrong evaluation, or they just didn't give us the evaluation. If they knew how to read it, they would be able to spot potential incorrect information and tell us so we can correct it." Sailors who find discrepancies in their profile sheet can go to the ESO department to fix them. These discrepancies can include their PMA, their PNA points, education points, or award points. "We can't change the standard score from the test, but we can fix your PMA and award points," said Vaz. "We don't deal with the education points either but if you bring in supporting documents such as a transcript or award letters, we can send a correction letter and get it changed." Having a clear understanding of one's profile sheet is a vital step in ensuring all possible points are awarded. "Being able to read your PMA and award points will be the most important part of understanding your profile sheet," said Vaz. "As long as you can read those two and potentially get some additional points, you should be good to go." Profile sheets also show how well you scored in certain sections pertaining to your rating. Sailors are able to tailor a custom study program for themselves to study what topic or section they scored lowest on based on the information from the profile sheet. You can find your profile sheet by logging into NSIPS at https://nsipsprod.nmci.navy.mil/nsipsclo/jsp/index.jsp. Eligibility Criteria. Candidates must meet the eligibility requirements outlined in chapter 2 of reference (b) and this NAVADMIN prior to the scheduled board convening date. All requirements must be reflected in the enlisted master file prior to the board convening. Requirements achieved or posted to a candidates record after the scheduled board convening date will be considered late and not make a candidate eligible for the regularly scheduled board or entitle a candidate to an enlisted special selection board. The authoritative source to determine selection board eligibility is the profile sheet. The AC/FTS/SELRES cycle is 237. Because eligibility status can change without direct notification, candidates should verify their profile sheet on a continuous basis and commands must verify their ESVR weekly through the projected board adjourn date. The profile sheet and ESVR are updated as changes are processed by NPC PERS-802. a. The candidate shares equal responsibility with the parent command to ensure: (1) The candidates name appears on the selection board eligibility list. (2) The candidate is listed in the correct competitive group. (3) The candidates Official Military Personnel File (OMPF) field codes 30-38 and Performance Summary Record (PSR) are up-to-date. b. Sailors not selected to continue from a Senior Enlisted Continuation Board are ineligible for advancement. f. Candidates who do not have a recommendation for advancement on their most recent chief evaluation will be invalidated. Evaluations that restore a recommendation for advancement must be made available to the selection board prior to the board convening date. g. Per reference (b), the terminal eligibility date used to compute the TIR is 1 October 2018. TIR date for E8 candidates must be on or before 1 September 2015. TIR date for E9 candidates must be on or before 1 July 2015. h. High Year Tenure (HYT) date or approved HYT waiver for the current paygrade must be 1 July 2018 or later. HYT waivers must be approved prior to the board convening. Candidates who will be at HYT on 1 July 2018 are ineligible for advancement, regardless of any approved HYT waiver. i. Members who have submitted voluntary Fleet Reserve (FLTRES)/ retirement requests to NPC are not eligible. Voluntary FLTRES are those not mandated by HYT. Requests due to HYT are eligible for advancement and selection board consideration provided the HYT date for the present paygrade is 1 July 2018 or later per reference (b). An approved or pending voluntary FLTRES/retirement request must be successfully disapproved, canceled, or modified to an involuntary date prior to the board convening to render a candidate selection board eligible. j. Commissioning Programs. Candidates who have been selected for Seaman To Admiral (STA-21), Medical Enlisted Commissioning Program, Medical Service Corps in-service procurement, or Judge Advocate General Corps in-service procurement programs remain eligible for advancement consideration. Selection to any other officer commissioning program renders candidates ineligible. Commands are required to request those candidates be invalidated by NPC PERS-802. k. Per reference (c), nuclear candidates who are assigned NEC 3359/3389 upon transfer from a nuclear propulsion plant operator to a non-nuclear billet at sea or ashore, or to duty under instruction including special college education programs are ineligible for advancement. This includes nuclear candidates transferred to a STA-21 duty station. l. Security clearance requirements. Candidates in a rating requiring a security clearance must have a favorable investigation adjudication issued by the Department of Defense Central Adjudication Facility (DODCAF) and it must be reflected properly in Joint Personnel Adjudication System (JPAS) prior to board convening. If the candidate's commanding officer (CO) grants an interim clearance, JPAS must be updated prior to board convening. Refer to reference (d) for additional guidance. Sailors who have a clearance must maintain that clearance eligibility. Ratings requiring a security clearance are AC, AE, AG, AO, AT, AW, AWF, AWO, AWR, AWS, AWV, AZ, CTI, CTM, CTN, CTR, CTT, EOD, ET, FC, FCA, FT, GM, HT, IC, IS, IT, LN, MA, MC, MN, MT, ND, OS, QM, SB, SO, STG, and YN, as well as all nuclear and submarine ratings. This guidance supersedes reference (b). m. Branch class (BRCL) and special program indicator (SPI) code. SPI for BRCL 32 Sailors must be verified via the Billet Based Distribution (BBD) system. BRCL 32 on active duty orders with a blank SPI code is invalid. Commands must correct the error via the Navy Standard Integrated Personnel System (NSIPS) or the Sailor may seek relief by petitioning the Board for Correction of Naval Records (BCNR). Sailors whose SPI code is invalid as of the board convening date will be invalidated. n. Competitive group specific eligibility requirements. Candidates must meet special requirements (citizenship, medical, etc.) for certain ratings as outlined in paragraph 204 of reference (b). Commands must verify and submit a message to NETPDC (N321) and NPC PERS-802 requesting those selection board eligible Sailors be invalidated who no longer meet the qualifications listed in reference (b) or below by the scheduled board convening date. (1) Air Traffic Controller personnel must possess a valid Federal Aviation Administration 7220-1 ATCS Certificate and meet requirements established in reference (e). (2) Cryptologic Technician Interpretive (CTI) personnel must achieve a minimum of L2/R2 on the most recent Defense Language Proficiency Test (DLPT) in their primary language, as assigned by their CO, within 12 months of LTB deadline for E8/9 selection boards. However, a CTI who achieves a maximum of L3/R3 on the most recent DLPT in his/her primary language, as assigned by his/her CO, within 24 months of LTB deadline for E8/E9 selection boards will be eligible for advancement. Acceptable documentation of DLPT scores includes an evaluation with language scores or the official Navy DLPT letter from Center of Information Warfare Training, Corry Station, forwarded to the board via the candidate's LTB. Any CTI whose primary language DLPT has expired must possess a valid "Inability to Test" waiver from the Navy Language, Regional Expertise, and Culture Office (OPNAV N13F) in order to be considered by the board. (3) Explosive Ordnance Disposal (EOD) personnel must hold the Master EOD technician NEC (5337) to be eligible for advancement to E8 and E9. Among each USNA class is a corps of prior -enlisted Sailors and Marines who infuse peer-level Fleet experience into the Brigade of Midshipmen. 20 years from now, these young men and women from all walks of American life will lead our Fleet. Commanding Officers (CO) are encouraged to identify motivated enlisted personnel who meet the criteria and may be good candidates for selection to USNA. 2. Successful candidates will be top-quality Sailors and Marines who fit the following profile: a. Academics (1) Possess a strong high school grade point average indicating the potential to succeed at USNA. Fleet applicants ranked in the top 40 percent of their high school class are typically considered competitive. (2) Scholastic Aptitude Test (SAT) scores taken within the last two years. The SAT is a three-part test consisting of Reading, Math, and Writing. Applicants should aim to score above 500 in Reading (verbal) and above 550 in Math, with a combined minimum of 1050. There is no recommended score for the Writing component, but it may be used for evaluation purposes. For applicants who have taken the American College Test (ACT) within the last two years, scores of 22 in English and 24 in Math are recommended. Potential candidates with SAT or ACT scores that are older than two years or below these guidelines are strongly encouraged to retake the test. (3) Typically completed four years of Mathematics, including a strong foundation in Geometry, Algebra, and Trigonometry, four years of English, and one year of Chemistry. Additionally, Physics, Calculus, History, and two years of a foreign language are strongly recommended. Continued education since high school is vital; candidates are encouraged to strengthen their admission application with college courses in higher Math and Sciences. b. Top performers who have demonstrated or possess strong leadership (e.g., past and present Command Junior Sailors/Bluejackets of the Quarter/Year, top 20 percent performers in "A" and "C" schools, class leaders, Honor Guard members, and community volunteers). c. Good moral character and unquestionable loyalty to the U.S., as determined by a command interview and military recommendations. d. No record of disciplinary action under Article 15, Uniform Code of Military Justice, or conviction by civil court (except minor traffic violations) during the three years preceding application for admission. e. Outstanding physical fitness, as determined by the candidate fitness assessment and recent command physical fitness assessments. f. Must not have passed their 23rd birthday on 1 July of the year of admission to USNA. g. Must not be married, pregnant, or have incurred obligations of parenthood. 3. Candidates with superior academic performance and a strong military background may receive direct appointments to USNA. Top performers who need to strengthen their academic background may be selected to attend the Naval Academy Preparatory School (NAPS) in Newport, RI for one year and receive an appointment to USNA the following year. 4. Personnel selected to attend USNA or NAPS must be medically qualified by the Department of Defense Medical Examination Review Board (DoDMERB) in order to be commissioned as an officer in the Navy or Marine Corps. Once candidates complete 50 percent of the application, their names will be sent to DoDMERB for the physical and eye exams. Candidates will be contacted by Concorde, the DoDMERB contractor, with information on where to receive their physical and eye exams. 5. Up to 170 regular and reserve personnel may be appointed to USNA each year. The deadline to apply to the Class of 2022 is December 31, 2017.
