This has become more glaringly obvious to me as my spouse has risen now to the rank of commander, and there has been an increasing expectation that I will devote my my time in support of his career, most notably with my invitation to attend a week-long course on how to be the spouse of a commanding officer.

This recertification is vital in verifying that every Sailor who is assigned to an eligible billet remains qualified to fill that billet and is receiving the correct level of SDAP. 2. Certification shall commence upon the release of this NAVADMIN and continue through 31 August 2021. Enlisted Incentive Program Department (BUPERS-328) will stop SDAP for all SDAP recipients at all commands failing to complete the recertification process on time. Commands should prioritize timely completion of this process to preclude pay disruptions for eligible Sailors. SDAP recertification reports received at BUPERS-328 will not be forwarded to the servicing personnel support detachment (PSD). Any action required to start, stop or change the level of SDAP of a Sailor must be submitted to PSD via the command pay and personnel administrator (CPPA) using the transaction online processing system (TOPS). 3. To verify if a Sailor is eligible and receiving the correct level of SDAP, a complete list of authorized skills and pay amounts can be found by visiting the MyNavy Portal (MNP) website at https://www.mynavyhr.navy.mil/Career-Management/Community- Management/Enlisted-Career-Admin/SRB-SDAP-Enl-Bonus/, then scroll to and click on *SDAP Levels with Admin Updates.* 4. Follow these procedures to certify the SDAP report of your Command. a. Obtain and print the annual SDAP report of your command. The annual SDAP report only pulls those Sailors that are currently drawing SDAP. The report will not highlight potentially eligible Sailors who are not currently receiving SDAP. (1) The command annual SDAP report may be obtained by sending a digitally signed e-mail to the SDAP recertification report help desk at mill_sdap_recert.fct(at)navy.mil. You may also contact BUPERS-328 at (901)874-3260/DSN 882 for additional assistance with this process. (2) Annual SDAP report requesters are to include their primary unit identification code (UIC) in the subject line and any required subordinate UICs in the e-mail body. (3) Reports will only be provided to command career management system-interactive detailing (CMS-ID) users with the activity manning manager (AMM) role. Requester must have CMS-ID AMM access for all subordinate UICs requested. (2) Draw a line through any Sailor who is no longer eligible and provide a brief description (transfer/separation/loss of Navy enlisted classifications). In the roughly six months since the military first began offering COVID-19 vaccines to its frontline personnel, the Navy has outpaced the other services with its vaccination rate, which stands at 77 percent for active-duty sailors, the head of the Defense Health Agency told reporters on Wednesday.

The call for applications, announced in NAVADMIN 141/21 and released on June 28, says that qualified Sailors and civilians can apply for the program through Navy Recruiting Command. Applications to be considered by the board are due on July 26. Last December, the program’s approval came when the Navy formally established the Aerial Vehicle Operator (AVO) warrant officer specialty in NAVADMIN 315/20. Over the next six to 10 years, the Navy plans to recruit, train and send to the fleet a community of roughly 450 aviation warrants. The community is expected to eventually have warrant officers in grades spanning W-1 through W-5. Those selected for the program will first complete Officer Candidate School in Newport, Rhode Island. Upon graduation, they will commission as Warrant Officer One (W-1). They must then complete basic flight training as well as advanced training on the MQ-25 aerial vehicle. Once basic flight training has been completed, these officers will earn their own distinctive Navy "wings of gold" warfare devices and be assigned the 737X designator. The basic eligibility requirements are outlined in Navy Program Authorization 106A, which applicants can download at https://www.mynavyhr.navy.mil/Portals/55/Career/OCM/PA-106A_CWO1-7371_AVO_Feb-2021.pdf. Both enlisted and civilian candidates can apply, though through separate channels. The writing component is not required for consideration for admission. For applicants who have taken the American College Test (ACT) within the last two years, scores of 22 in English and 24 in Math are recommended. Potential candidates with SAT or ACT scores that are older than two years or below these guidelines are strongly encouraged to retake the test. (3) Typically completed four years of mathematics, including a strong foundation in geometry, algebra, and trigonometry, four years of english, and one year of chemistry. Additionally, physics, calculus, history, and two years of a foreign language are strongly recommended. Continued education since high school is vital; candidates are encouraged to strengthen their admission application with college courses in higher level math and sciences. (4) If schedule permits, applicants are encouraged to complete college courses that display current academic ability. b.   19. WASHINGTON — The Defense Department released guidelines Thursday on how troops can now sue the military for medical malpractice, which they had been barred from doing for more than 70 years. The Pentagon will begin paying service members or their estates next month for substantiated claims of less than $100,000 that were filed within two years of a medical malpractice incident, according to the information published in the Federal Register.

WASHINGTON – Military Housing Privatization Initiative (MHPI) companies at all Department of the Navy (DoN) installations have fully implemented all 18 rights contained in the Tenant Bill of Rights as of June 1. “The team did tremendous work with our privatized housing operators to arrive at full implementation of the Tenant Bill of Rights across the Department of the Navy’s installations,” said Todd Schafer, the acting Assistant Secretary of the Navy (ASN) for Energy, Installations and Environment (EI&E). “Ensuring the implementation of the tenants’ rights is an important step in our long-term plans to continue to improve transparency and communication for Service members and their families who live in public-private venture housing.” The MHPI Tenant Bill of Rights was created under the 2020 National Defense Authorization Act to ensure that Service members and their families who reside in homes and communities on Department of Defense (DoD) installations receive quality housing and fair treatment from the MHPI companies that operate and maintain privatized housing. The universal lease framework, a key common document across the DoD, will begin to be rolled out for renewing or prospective new tenants over the next several months. “We have privatized housing on 57 Navy and 19 Marine Corps installations. These installations are not only a workplace, but a home to many of our Sailors, Marines, DoN civilian employees and their families,” said Schafer. “We owe it to our personnel to ensure access to safe, quality, and well-maintained homes.”

NORFOLK --- In this era of Great Power Competition, the Navy Reserve is serious about ensuring its Sailors are warfighting ready, which means that starting next year, all Cross-Assigned Out (CAO) Sailors’ Fitness Reports (FITREPS) and Evaluations (EVAL) will be signed by a Reporting Senior (R/S) in their supported command (UMUIC), no longer their training command (TRUIC). “I can’t emphasize enough this is a major cultural shift for our Selected Reserve (SELRES) Sailors,” said Commander, Navy Reserve Forces Command, Rear Adm. John Schommer, during a recent briefing with senior Reserve leaders. “We need our Sailors to know and train to their assigned UMUIC billet, at their assigned command, so that they can perform their duties immediately upon activation. Training at your TRUIC and not at your UMUIC is no longer enough. Our Navy needs us to be ready for the high-end fight, which means all of our Sailors need to be trained in their mobilization billet, not just locally assigned Sailors.” The shift is aligned with the Navy Reserve Fighting Instructions (NRFI), released in late 2020, which reaffirms the Navy Reserve’s strategic direction in alignment with the National Defense Strategy, while accounting for recent global events and Navy organizational changes to rapidly move the Reserve Force forward. According to Schommer, the current R/S construct for some Navy Reserve Readiness units does not align with the NRFI in support of warfighting readiness, specifically for CAO Sailors whose FITREP/EVALs are signed by their TRUIC instead of their UMUIC. The TRUIC is responsible for the CAO Sailor’s monthly drill periods and maintains administrative and mobilization readiness (PFAs, medical/dental, and GMTs), such as a Navy Operational Support Center (NOSC) Operational Support Unit (OSU). The UMUIC, on the other hand, is a Readiness Unit assigned to an active Navy unit, such as a numbered Fleet Reserve unit. “Members of my staff have submitted a change request to the Bureau of Naval Personnel (BUPERS) to update the R/S FITREP/EVAL responsibility for CAO Sailors from their TRUIC to their UMUIC in the next Navy instruction update for performance evaluations,” said Schommer. “Sailors should be performing their drills and Annual Training with their UMUIC, and if not already, will be evaluated as a result of that performance.” The new construct will go into effect no later than Aug. 1, 2022, but CAO Sailors will be able to start submitting their FITREP/EVALs with their UMUIC R/S as earlier as Feb. 1, 2022. According to Schommer, the R/S shift from TRUIC to UMUIC “…will ultimately increase awareness and engagement for both the supported command and Sailor, while also increasing participation in support of warfighting readiness and mission requirements. We need Sailors to be trained in their billet so on day one of a crisis they are an effective member of the team.” Until the applicable instruction (BUPERSINST1610.10F, Navy Performance Evaluation System) is updated, the current R/S construct for all CAOs still stands. Additionally, once the policy is in effect, NOSC Commanding Officers (CO) will have the option to write concurrent FITREPS/EVALS for Sailors who provide significant support to their command. CNRFC expects the release of revised instruction later this year. CNRFC will ensure that the 14,000 CAO Sailors who currently obtain their FITREP/EVALs from their TRUIC switch to their UMUIC Aug. 1, 2022. “I strongly encourage our UMUIC triads to begin planning for this major change and prepare to assume FITREP/EVAL responsibilities next year,” said Schommer. “I also encourage CAO Sailors affected by this change to begin planning their Reserve participation for next year so that they can best support their active command and increase the likelihood of a strong FITREP or EVAL.” For over 106 years, the Navy Reserve has provided vital support to the Nation, particularly during the COVID-19 pandemic, from providing medical care ashore to supporting our critical shipyards.
