  1. A sailor who disappeared from the aircraft carrier USS Abraham Lincoln more than two weeks ago has voluntarily returned to the Navy base in San Diego, the service said Tuesday. Seaman Sergio Valoura, 19, from East Brunswick, N.J., was located last week in the Los Angeles area by the Naval Criminal Investigative Service with assistance from Los Angeles police, according to the Naval Air Forces Pacific in San Diego. This NAVADMIN provides guidance for the administration of the September 2025 (Cycle 268) Navy-Wide Advancement Exams (NWAEs) and Rating Knowledge Exams (RKEs) for Active Duty and Training and Administration of the Reserve (TAR) E5 and E6 Sailors. a. In line with reference (a), all Active Duty Sailors in the ABE, ABF, ABH, AME, AO, CS, DC, EM, IC, GM, GSM, MM, QM, and RS ratings will be administered the RKE, which is executed through the exam process. RKE advancements will be conducted via Advance to Position (A2P) and Command Advance to Position (CA2P). Reference (a) should be read in its entirety for Billet Based Advancement (BBA) policy. b. In line with reference (b), all other Active Duty and TAR Sailors will take NWAEs to compete for advancement via NWAE cycle- based legacy advancements. 2. In line with references (b) and (c), the Enlisted Advancement Worksheet (EAW) is the authoritative source of data used to determine Cycle 268 E5 and E6 eligibility. a. Commands are to accurately validate, complete, and finalize all EAWs in the Navy Standard Integrated Personnel System. b. For some Sailors in BBA ratings, Educational Services Officers (ESOs) may be required to wait until the effective advancement date for the applicable paygrade to be updated before an EAW can be created manually. c. EAW discrepancies should be addressed via the Post- examination Administration Comment (PAC) process after Cycle 268 worksheets are locked. 3. Cycle 268 timeline: a. 31 July 2025: Professional Military Knowledge - Eligibility Exam (PMK-EE) completion deadline. b. 31 August 2025: Enlisted Leader Development (ELD) course completion deadline. c. 4 September 2025: E6 exam administration. EAW will close one week after the exam date on the worksheet. d. 11 September 2025: E5 exam administration. EAW will close one week after the exam date on the worksheet. e. Deviation from administration dates. In line with reference (b), commands that require rescheduling of NWAE or RKE administration date(s) (with valid reason) may request a deviation of NWAE or RKE administration from Navy Personnel Command (PERS- 803). If authorized, administration will be completed by 30 September 2025. 4. Eligibility requirements are found in chapter 2 of reference (b). The following information is specific to Cycle 268: a. Terminal eligibility date: 1 January 2026. b. In line with reference (a), there is no minimum Time-in-Rate (TIR) requirement for Sailors in the Active-Duty BBA ratings. However, E4 and E5 Sailors are required to have an in-grade Commanding Officer (CO) or Officer in Charge (OIC) recommendation for advancement periodic evaluation to participate in an RKE. c. Minimum TIR for all other Active Duty and TAR Sailors: (1) E6 - 1 January 2023. (2) E5 - 1 January 2025. (3) E6 candidate TIR requirements for Early Promote (EP) can be waived by one year with CO/OIC approval, in line with reference (b). An EAW must be created manually for all who receive an EP waiver. EP candidates are still bound by the same PMK-EE and ELD deadline as regular TIR candidates. d. In line with reference (d), PMK-EE remains mandatory once per paygrade for all E5 and E6 candidates to be eligible for exam cycle participation. Refer to reference (e) regarding special exceptions for E4 new accessions. Waivers are normally not approved without extraordinary circumstances. e. In line with reference (f), intermediate leader development course completion is mandatory for all E6 candidates to be eligible for exam cycle participation. ELD course completion is not mandatory for E5 candidates. Waivers are normally not approved without extraordinary circumstances. f. High-Year Tenure (HYT) and HYT plus: In line with references (g) and (h), the HYT plus pilot program allows for Sailors to continue their Navy careers beyond the HYT limits. References (g) and (h) should be read in their entirety. In the EAW, the "HYT Exceeded" entry may reflect "Yes" - when applicable, select "Yes" for "HYT Waived." g. Security/Interim clearance (if required): Ratings requiring a security clearance are AC, AE, AG, AO, AT, AWF, AWO, AWR, AWS, AWV, AZ, CTI, CTM, CWT, CTR, CTT, EOD, ET, FC, FCA, GM, HT, IC, IS, IT, LN, MA, MC, MN, ND, OS, QM, RW, SB, SO, STG and YN, as well as all nuclear and submarine ratings. All E5 and E6 exam cycle candidates must have applicable adjudication (Top Secret or Secret) or CO/OIC Interim clearance dated prior to 1 September 2025. If clearance is revoked, an exam is not authorized until the discrepancy is corrected. An eligibility determination of "No Determination Made" constitutes an unfavorable adjudication. h. Performance Mark Average (PMA). Compute PMA for E5 candidates and reporting senior's cumulative average PMA for E6 candidates in line with references (b) and (i). Use all applicable evaluations in current paygrade with an ending date that falls within the following periods: (1) E6 - 1 September 2022 to 31 August 2025. (2) E5 - 1 June 2024 to 31 August 2025. i. In line with reference (b), for E4 new accession Sailors who have graduated from "A" School and are eligible for the upcoming E5 NWAE, who do not have a current evaluation in paygrade, a one-time PMA of 3.60 will be assigned by the ESO on their EAW and transposed to their answer sheet. j. Use of EAW is mandatory, in line with reference (c). 5. Exam Ordering: a. In line with reference (b), ordering dates and TIR listings for all NWAEs and RKEs are on the Navy Enlisted Advancement System (NEAS) website: https://neas.ncdc.navy.mil/. Select the Exam and Ordering Date Chart. b. Sensitive Compartmented Information (SCI) exam orders not included on the initial TIR list must be ordered from netpdc_cryptologic_products@us.navy.mil. Order exams in line with reference (b). c. Non-SCI exam orders not included on initial TIR list must be ordered on the NEAS website using Department of Defense Identification Number. d. ESOs should verify placing exam orders within 7-10 days of ordering at *View Previous Exam Orders* link via the NEAS website and should contact Naval Education and Training Professional Development Center, Fleet Services Branch (NETPDC N321) as needed for exam order inquiries and issues. e. Deploying commands and candidates departing to Congressionally Designated Combat Zones and Approved Contingency Operation Areas can order exams up to six months prior to the scheduled exam date. For additional guidance, refer to chapter 4 and paragraph 614 of reference (b). f. Substitute Exams: (1) The deadline for ordering both SCI and non-SCI substitute exams is 30 September 2025. (2) NETPDC (N321) is the approval authority for all substitute exams. (3) Naval nuclear propulsion program training graduates who are enroute to their first at sea assignment during the E5 examination date will have substitute examinations ordered for them by their ultimate duty station, if dates permit exam ordering before the published deadline. (4) Substitute examinations may be administered with regular exam administration or in line with paragraph 606 of reference (b). g. Submit exception to policy requests for candidates per paragraph 104 of reference (b). h. Below candidates are separated into competitive groups: (1) CTI: Middle East/North Africa (Group 1), East/Far East (Group 2), Latin/South America (Group 3), Eastern Europe (Group 4). (2) EMN, ETN, and MMN: Submarine (Group 1), Surface (Group 2), Training (Group 3). 6. Exam administration and answer sheet returns. But now, in response to President Donald Trump’s January executive order on “gender ideology,” “national origin,” “politics,” and “marital status” have been removed from the list, allowing medical staff to deny treatment based on their personal politics, according to the newspaper.

The BNA program provides a monthly allowance to Sailors whose Gross Household Income (GHI) and household size place them below 200 percent of Federal Poverty Guidelines (FPG) for their Permanent Duty Station (PDS) location. BNA provides additional income to address the difference between GHI from the previous Calendar Year (CY) and 200 percent of the FPG for the current CY. These changes are effective 12 May 2025. In line with paragraph 3.2.a of reference (b), eligibility for BNA requires that a Sailor meets all of the following criteria: a. They have completed Initial Entry Training (IET). For purposes of BNA, this coincides with a Sailor arriving at the first PDS after completion of all required training at any location, including training locations that are considered a PDS. b. Their GHI during the most recent CY did not exceed 200 percent of the FPG for that year. c. They have dependents enrolled in Defense Enrollment Eligibility Reporting System (DEERS) and listed on their Dependency Application/Record of Emergency Data (NAVPERS 1070/602). d. They voluntarily applied for BNA and were certified by Navy Pay and Personnel Support Center (NPPSC). 4. Ineligibility. In line with paragraph 3.2.b of reference (b), Sailors are ineligible to receive BNA if any of the following items apply: a. They have not completed IET. b. They do not have any dependents. c. Their GHI during the most recent CY exceeded 200 percent of the FPG for that year. d. Their current, annualized GHI exceeds 200 percent of the FPG for the previous CY. e. They are a midshipman at the United States Naval Academy or in the Naval Reserve Officer Training Corps. 5. Screening. NPPSC will conduct monthly screenings. No input from Sailors or commands is required for this screening. NPPSC will provide each command a list of Sailors who have screened as potentially eligible for BNA via enterprise Customer Relationship Management (eCRM), if available, and an email to the command triad and Command Pay and Personnel Administrators (CPPA). Commands can also review potentially eligible members by reviewing BNA reports available in the Enhanced Unit Commander's Financial Report. 6. Notification. Sailors who screen as potentially eligible to receive BNA will be officially notified by their chain of command via an Administrative Remarks (NAVPERS 1070/613) and be provided an application as described in paragraph 13. a. Units are required to report to NPPSC the total number of Sailors notified each month by the 5th day of the following month. Units will use the BNA monthly report described in paragraph 13 and submit to NPPSC via eCRM, if available, or via email using nppsc- audit@us.navy.mil. The report will include all subordinate unit identification codes that do not have their own Commanding Officer (CO). No report is required if no Sailors were screened as potentially eligible. b. If a Sailor is notified via NAVPERS 1070/613 that they may be eligible for BNA, they have 180 days to submit an application or they will be deemed ineligible until rescreened. Sailors who are notified during IET have 180 days to apply after arrival at their first PDS after completion of IET or they will be deemed ineligible until rescreened. c. Once notified of potential eligibility to receive BNA, Sailors should further determine their eligibility based on their total GHI before starting an application. Resources available to assist Sailors include but are not limited to their CPPAs, Personal Financial Managers (PFM) at the local Fleet and Family Support Center (FFSC), and their Command Financial Specialist (CFS). Sailors may submit an application whether or not they have been notified as potentially eligible for BNA. b. Sailors in IET cannot submit an application until they have arrived at the first PDS after completion of all required training at any location, including training locations that are considered a PDS. c. Sailors in receipt of separation orders may not apply for BNA. d. Applications will be submitted to NPPSC via eCRM. If eCRM is not available, commands may submit via email using nppsc- audit@us.navy.mil. This application should be in a single pdf file and must include the following: (1) Completed application signed by the CPPA or other designated verifying official and endorsed by the CO. (2) Supporting documentation to confirm GHI in line with the definition of GHI in section g.2 of reference (b). (3) Copy of NAVPERS 1070/613 screening notification, if applicable. e. Additional GHI considerations are described in paragraph 3.4.b.(8) and (9) of reference (b). f. Sailors are encouraged to seek assistance during the application process. Personnel available to assist with the application include, but are not limited to: CPPAs, PFMs at the FFSC, and CFSs. 8. Application Adjudication. NPPSC is the adjudicating authority for BNA applications. Adjudication will occur within 30 days of receipt of a complete, verified application endorsed by the CO. NPPSC will adjudicate applications as certified, ineligible, or incomplete, and will provide a detailed explanation of the outcome via eCRM or e-mail. a. Correspondence to Sailors will be expeditiously retrieved from eCRM or e-mail by the command and delivered to the Sailor. The Sailor is required to initial the correspondence next to their name to confirm receipt. b. If an application is adjudicated as certified, BNA is effective on the date of certification and first payment will be made within 30 days. Counseling requirements listed in paragraph 3.7.c of reference (b) will be explained in the certification notification letter to the Sailor. c. NPPSC will maintain documentation, disaggregated by month, of all items listed in paragraph 3.5.f of reference (b). 9. Special BNA Eligibility Considerations. See paragraph 3.2.c of reference (b). BNA will terminate 60 days after Sailors become ineligible due to their monthly GHI, when annualized, exceeding 200 percent of the previous year FPG. For example, a Sailor that receives a promotion and becomes ineligible for BNA due to the pay increase, will continue to receive BNA at the previously calculated rate for 60 days after the date of promotion. 10. Computation of Allowance. Monthly BNA payment is equal to 2.0 times the most recently published annual FPG for the CY during which the allowance is paid based on the Sailor household size, minus the Sailor's GHI during the previous calendar year, divided by 12. A sample BNA payment computation and information on BNA proration for periods of duty under 30 days are found in figure 1 and paragraph 3.6.c of reference (b), respectively. 11. Recertification Requirements: a. In line with paragraph 3.7.b of reference (b), for Sailors receiving BNA, recertification by NPPSC is required if any of the following occur: (1) 12 months has elapsed since their BNA was last certified. (2) Their monthly, recurring GHI increases by $150 or more per month. (3) The number of dependents in their household changes. b. If GHI increases by $150 or more per month due to changes other than military compensation, Sailors receiving BNA are responsible to notify NPPSC via their CPPA through eCRM or email within 60 days. NPPSC will monitor changes in military compensation and will recertify eligibility when military compensation increases. (1) GHI changes that require notification to NPPSC will be submitted to NPPSC using the GHI update document described in paragraph 13. A new application is not required when providing routine GHI updates. (2) Failure to notify NPPSC within 60 days of a qualifying GHI change may result in termination of BNA eligibility and recoupment of any overpayment. (3) GHI updates do not require CO endorsement. CO endorsement is required for applications only. c. NPPSC will automatically recertify and recalculate BNA payments due to changes in military compensation or number of dependents of a participating Sailor as long as DEERS is current and updated by the Sailor. NPPSC will provide an updated adjudication via eCRM or email detailing any changes to BNA status. d. No later than 10 January each year, Sailors receiving BNA will submit a GHI update document with substantiating documentation to NPPSC to establish their previous CY GHI. 12. Reserve Component (RC). Members of the RC on Active Duty (AD) as defined in Section 101 of Title 37, U.S.C. may apply for BNA if otherwise eligible. The United States is shifting military resources, including ships, in the Middle East in response to Israel’s strikes on Iran and a possible retaliatory attack by Tehran, two U.S. officials said Friday. The Navy has directed the destroyer Thomas Hudner, which is capable of defending against ballistic missiles, to begin sailing from the western Mediterranean Sea toward the eastern Mediterranean and has directed a second destroyer to begin moving forward so it can be available if requested by the White House.

The U.S. has both ground-based Patriot missile defense systems and Terminal High Altitude Air Defense systems in the Middle East capable of intercepting ballistic missiles, which Iran fired in multiple barrages in retaliation for Israel’s initial attack. A Navy destroyer in the eastern Mediterranean Sea also shot down Iranian missiles heading toward Israel, one official said.
  25. A retired US Navy rear admiral blasted the US intelligence community for a 'disinformation' campaign in covering up alleged military sightings of UAPs. Tim Gallaudet said that the Navy "has a trove" of data on UAP from pilots and other personnel. Yet none of it has officially been released. Gallaudet called on the White House to share this information with the public and noted that he had just received reports from Navy members who had seen UAPs.
