  1. A US Navy fighter pilot has become the first American woman to score a victory in air-to-air combat, the service has revealed. The female pilot, who was not named in the Navy release, was flying an F/A-18 Super Hornet off the aircraft carrier USS Dwight D Eisenhower as part of Strike Fighter Squadron 32, nicknamed the “Flying Swordsmen.”

If a selected officer does not decline promotion in writing prior to the projected date of rank (noted above in paragraph 1), that officer is considered to have accepted the promotion on the date indicated. An officer who chooses to decline promotion must submit the declination in writing to COMNAVPERSCOM (PERS-806) within thirty (30) days of the release of this NAVADMIN. 3. The Commanding Officer (CO), the Secretary of the Navy, or his designee, has the authority to delay projected promotions. Upon the exercise of a delay, the officer shall be notified in writing before the effective date of the promotion and not be tendered the promoting appointment. Active duty includes the following: full-time training duty, annual training duty, and attendance while in the active military service at a school designated as a Service school. c. If the letter identifies the Member as on active duty (or if the Member is otherwise reasonably identifiable as a member of the Armed Forces), the letter should clearly state that the views expressed are those of the individual only and not those of the DoD; (7) Make monetary contributions to a political organization, party, or committee favoring a particular candidate or slate of candidates, subject to the limitations of campaign finance law and the limitations against campaign solicitations in the federal workplace; (8) Display one political bumper sticker on the Member's privately owned vehicle; (9) Attend partisan and nonpartisan political fundraising activities, meetings, rallies, debates, conventions, or activities as a spectator when not in uniform and when no inference or appearance of official sponsorship, approval, or endorsement can reasonably be drawn; (10) Participate fully in the Federal Voting Assistance Program; (11) Express personal views on social media that do not promote the success or failure of a partisan political candidate or party; and (12) "Friend," "like," or "follow" a social media page or the social media account of a political party or partisan candidate, campaign, group, or cause. e. Service Members on active duty shall not: (1) Participate in partisan political fundraising activities (except as permitted in subparagraph 3.d.), rallies, conventions (including making speeches in the course thereof), management of campaigns, or debates, either on one's own behalf or on that of another, without respect to uniform or inference or appearance of official sponsorship, approval, or endorsement. Participation includes more than mere attendance as a spectator; (2) Use official authority or influence to interfere with an election, affect the course or outcome of an election, solicit votes for a particular candidate or issue, or require or solicit political contributions from others; (3) Allow or cause to be published partisan political articles, letters, or endorsements signed or written by the member that solicits votes for or against a partisan political party, candidate, or cause. This is distinguished from a letter to the editor as permitted under the conditions noted in subparagraph 3.d.(6). (4) Serve in any official capacity with or be listed as a sponsor of a partisan political club; (5) Speak before a partisan political gathering, including any gathering that promotes a partisan political party, candidate, or cause; (6) Participate in any radio, television, or other program or group discussion as an advocate for or against a partisan political party, candidate, or cause; (7) Conduct a political opinion survey under the auspices of a partisan political club or group or distribute partisan political literature; (8) Perform clerical or other duties for a partisan political committee or candidate during a campaign, on an election day, or after an election day during the process of closing out a campaign; (9) Solicit or otherwise engage in fundraising activities in federal offices or facilities, including military installations, for any political cause or candidate; (10) March or ride in a partisan political parade; (11) Display a large political sign, banner, or poster (as distinguished from a bumper sticker) on a private vehicle; (12) Display a partisan political sign, poster, banner, or similar device visible to the public at one's residence on a military installation, even if that residence is part of a privatized housing development; (13) Participate in any organized effort to provide voters with transportation to the polls if the effort is organized by or associated with a partisan political party, cause, or candidate; (14) Sell tickets for or otherwise actively promote partisan political dinners and similar fundraising events; (15) Attend partisan political events as an official representative of the Armed Forces; (16) Make a campaign contribution to, or receive or solicit (on one's own behalf) a campaign contribution from, any other member of the Armed Forces on active duty; and (17) Promote the success or failure of a partisan political candidate or party on social media, which includes posting or distributing direct links to a political party, candidate, campaign, or cause or suggesting that others like, friend, or follow the political entity. (18) Additional restraints on impermissible activities can be found in reference (a). Activities not expressly prohibited may be contrary to the spirit and intent of reference (a). Any activity that may be reasonably viewed as directly or indirectly associating the DoD, or any component, with a partisan political activity shall be avoided. f. Reserve members not on active duty and retired members: Per reference (a), while Reserve members not on active duty, as defined in 3.b., and retired members are not subject to the prohibitions of paragraph 3.e., they still shall not: (1) Use their military rank, job title, and photographs in uniform in campaign literature (including web sites, videos, television, and conventional print advertisements) to imply DoD or DON endorsement; (2) Use or allow the use of photographs of themselves in uniform in campaign literature, unless: (1) such photographs are not the primary graphic representation; and (2) are accompanied by a prominent and clearly displayed disclaimer that neither the military information nor photograph implies endorsement by the DoD or the DON; (3) Depict themselves in campaign literature or in uniform in a manner that does not accurately reflect their actual performance of duty (i.e., reserve or retired status); (4) Use the official Navy or Marine Corps seals or emblems in campaign literature; and (5) On social media, act in a manner that could reasonably create the perception or appearance of official sponsorship, approval, or endorsement by the DoD or DON. g. Article 88, UCMJ, reference (c), prohibits contemptuous speech by any commissioned officer directed at the President, the Vice President, Congress, the Secretary of Defense, the Secretary of a Military Department, the Secretary of Homeland Security, or the Governor or legislature of any State, Commonwealth, or possession in which the officer is on duty or present. 5. DoD civilians a. Reference (d), the Hatch Act, governs participation in political activities by DoD civilians. DoD policy further restricting the political activities of certain political appointees is addressed in reference (j). These restrictions vary depending on an employee's position or office. There are two sets of restrictions for civilian employees: those for Less Restricted employees and those for Further Restricted employees. b. Further Restricted employees include individuals appointed by the President and confirmed by the Senate, career Senior Executive Service (SES) employees, and non-career SES employees, Contract Appeals Board members, or employees of the National Security Agency, Defense Intelligence Agency, or National Geo-Spatial-Intelligence Agency. c. First Trial Conviction Related to Afghan Allies Protection Act A federal jury convicted a U.S. Navy Reserve commander today on multiple criminal charges related to a years-long bribery scheme involving Special Immigrant Visas (SIVs) for Afghan nationals. According to court documents and evidence presented at trial, Jeromy Pittmann, 53, of Pensacola, Florida, received bribe money from Afghan nationals in exchange for drafting, submitting, and falsely verifying false letters of recommendation for citizens of Afghanistan who applied for SIVs with the U.S. Department of State. Each year, the State Department offers limited SIVs to enter the United States for Afghan nationals employed as translators for U.S. military personnel. In connection with this program, Pittmann signed over 20 false letters in which he represented, among other things, that he personally knew and had supervised the Afghan national visa applicants while they worked as translators in support of the U.S. military and NATO; that the applicants’ lives were in jeopardy because the Taliban considered them to be traitors; and that, based on his personal knowledge of the applicants, he believed they did not pose any threat to the national security of the United States. In reality, Pittmann did not know the applicants and had no basis for recommending them for SIVs. In exchange, Pittmann received several thousands of dollars in bribes. To avoid detection, Pittmann received the bribe money through an intermediary and created false invoices purporting to show that Pittmann was receiving the money for legitimate work unrelated to his military service. The jury convicted Pittmann of conspiracy to commit bribery and false writing, bribery, false writing, and conspiracy to commit concealment money laundering. He is scheduled to be sentenced on Oct. 21 and faces a maximum penalty of 45 years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division; Inspector General Robert P. Storch of the Department of Defense; Inspector General John F. The 4,000-word screed from an anonymous, encrypted email account focused on alleged sexual misconduct at Sector Mobile in Alabama and claims the Coast Guard mishandled the investigation. In line with references (b) and (c), the Enlisted Advancement Worksheet (EAW) is the authoritative source of data used to determine Cycle 264 E5 and E6 eligibility. a. Commands are to accurately validate, complete, and finalize all EAWs in the Navy Standard Integrated Personnel System (NSIPS). b. For some ABE and DC Sailors, Educational Services Officers (ESOs) may be required to wait until the effective advancement date for the applicable paygrade is updated before an EAW can be created manually. c. EAW discrepancies may be addressed via the Post-exam Administration Comment (PAC) process after worksheets are locked for the cycle. 3. Cycle 264 timeline: a. 31 July 2024: Professional Military Knowledge – Eligibility Exam (PMK-EE) completion. In line with reference (d), PMK-EE remains mandatory once per paygrade for all E5 and E6 candidates to be eligible for NWAE cycle participation. Refer to reference (e) regarding special exceptions for E4 new accessions. b. 5 September 2024: E6 exam administration. EAW will close one week after the exam date on the worksheet. c. 12 September 2024: E5 exam administration. EAW will close one week after the exam date on the worksheet. d. Deviation from administration dates. In line with reference (b), commands that require rescheduling of NWAE or RKE administration date (with valid reason) may request a deviation of NWAE or RKE administration from Navy Personnel Command (PERS-803). If authorized, administration will be completed by 30 September 2024. 4. Eligibility requirements are found in chapter 2 of reference (b). The following information is specific to Cycle 264: a. Terminal Eligibility Date (TED): 1 January 2025. b. In line with reference (a), there is no minimum Time-in-Rate (TIR) requirement for Sailors in the Active Duty ABE and DC ratings. c. Minimum Time-In-Rate for all other Active Duty and TAR Sailors: (1) E6 - 1 January 2022 (2) E5 - 1 January 2024 (3) E6 candidate TIR requirements for Early Promote (EP) can be waived by one year with Commanding Officer (CO) or Officer-In-Charge (OIC) approval. EAW must be created manually for all who receive that waiver. EP candidates are still bound by the same PMK-EE deadline as regular TIR candidates. d. High-Year Tenure (HYT) date: In line with references (f) and (g), the HYT Plus Pilot program allows for Sailors to continue their Navy careers beyond the HYT limits. References (f) and (g) should be read in their entirety. In the EAW, the "HYT Exceeded" entry may reflect "Yes" - when applicable, select "Yes" for "HYT Waived." e. Security/Interim security clearance (if required): Ratings requiring a security clearance are: AC, AE, AG, AO, AT, AWF, AWO, AWR, AWS, AWV, AZ, CTI, CTM, CWT, CTR, CTT, EOD, ET, FC, FCA, GM, HT, IC, IS, IT, LN, MA, MC, MN, ND, OS, QM, SB, SO, STG and YN, as well as all nuclear and submarine ratings. Performance Mark Average (PMA). Compute PMA for E5 candidates and Reporting Senior's Cumulative Average (RSCA) PMA for E-6 candidates in line with references (b) and (h). Use all applicable evaluations in current paygrade with an ending date that falls within the following periods: E6 - 1 September 2021 to 31 August 2024 E5 - 1 June 2023 to 31 August 2024 g. In line with reference (b), for E4 new accession Sailors who have graduated from "A" School and are eligible for the upcoming E5 NWAE or Sailors in the ABE and DC ratings and do not have a current evaluation in paygrade, a one-time PMA of 3.60 will be assigned on their EAW and transposed to their answer sheet. h. Use of EAW is mandatory, in line with reference (c). 5. Exam Ordering: a. In line with reference (b), ordering dates and TIR listings for all NWAE and RKE exams are on the Navy Enlisted Advancement System (NEAS) website: https://neas.ncdc.navy.mil/. Select the Exam and Ordering Date Chart. b. Sensitive Compartmented Information (SCI) exam orders not included on the initial TIR list must be ordered from sfly_cryptologic.products@navy.mil. Order exams in line with reference (b). c. Non-SCI exam orders not included on initial TIR list must be ordered on the NEAS website using Department of Defense Identification Number. d. ESOs should verify placing exam orders within 7-10 days of ordering at *View Previous Exam Orders* link via the NEAS website and should contact Naval Education and Training Professional Development Center (NETPDC N321) as needed for exam order inquiries and issues. e. Deploying commands and candidates departing toCongressionally- Designated Combat Zones and Approved Contingency Operation Areas (CDCZ/ACOA) can order exams up to six months prior to the scheduled exam date. For additional guidance, refer to chapter 4 and paragraph 614 of reference (b). f. Substitute Exams: (1) The deadline for ordering both SCI and non-SCI substitute exams is 30 September 2024. (2) NETPDC N321 is the approval authority for all substitute exams. Commanding officers (CO) are encouraged to identify motivated enlisted personnel who meet the criteria and may be good candidates for selection to USNA. 2. Successful candidates will be top-quality Sailors and Marines who fit the following profile: a. Academics: (1) Possess a strong high school grade point average indicating the potential to succeed at USNA. Fleet applicants ranked in the top 40 percent of their high school class are typically considered competitive. (2) Scholastic Aptitude Test (SAT) scores taken within the last two years. The SAT is a three-part test consisting of reading, math, and writing. Applicants should aim to score above 500 in reading (verbal) and above 550 in math, with a combined minimum of 1050. There is no recommended score for the writing component, but it may be used for evaluation purposes. For applicants who have taken the American College Test (ACT) within the last 2 years, scores of 22 in English and 24 in Math are recommended. Potential candidates with SAT or ACT scores that are older than two years or below these guidelines are strongly encouraged to retake the test. We will accept applications with no SAT/ACT scores or scores older than two years, but candidates should inform the USNA Fleet Coordinator the reason the tests were not taken. (3) Typically completed four years of mathematics, including a strong foundation in geometry, algebra, and trigonometry, four years of english, and one year of chemistry. Additionally, physics, calculus, history, and two years of a foreign language are strongly recommended. Continued education since high school is vital; candidates are encouraged to strengthen their admission application with college courses in higher math that includes trigonometry/pre-calculus and sciences. (4) If schedule permits, applicants are encouraged to complete college courses that display current academic ability. b. Top performers who have demonstrated or possess strong leadership (e.g., past and present Command Junior Sailors/Bluejackets of the Quarter/Year, top 20 percent performers in "A" and "C" schools, class leaders, Honor Guard members, and community volunteers). c. Good moral character and unquestionable loyalty to the United States, as determined by a command interview and military recommendations. d. No record of disciplinary action under Article 15, Uniform Code of Military Justice, or conviction by civil court (except minor traffic violations) during the three years preceding application for admission. Waivers are considered on a case-by-case basis. e. Outstanding physical fitness. In addition to passing the candidate fitness assessment in the USNA application, candidates need to have demonstrated the ability to pass the USNA physical fitness requirements within the last year. The USNA physical readiness test standards (Minimum Passing Scores) are: (1) Push-ups (2 minutes): 35 (Male), 20 (Female). (2) Front Plank: 1 minute and 45 seconds (1:45). (3) 1.5 Mile Run: 10 minutes and 30 seconds (10:30) (Male), 12 minutes and 40 seconds (12:40) (Female). f. Must not have passed their 23rd birthday on 1 July of the year of admission to USNA. g.
