RMKS/1.  This ALNAV implements references (a) and (b) for all military and 
civilian personnel affiliated with the Department of the Navy.  Reference (a) 
defines "covered individuals" and establishes reporting requirements for all 
covered individuals who have access to classified information or hold a 
sensitive position; reference (b) expands these requirements by adding 
Department of Defense-specific categories of reportable information.   
Reference (b) does not apply to contractors operating under the National 
Industrial Security Program (NISP), unless applied by contract; however, it 
does apply to non-NISP contractors occupying sensitive or national security 
positions.  Contractors covered under the NISP are required to follow the 
requirements listed in 32 Code of Federal Regulation, Part 117 and the 
relevant Industrial Security Letters.  Individuals with access to Sensitive 
Compartmented Information must also comply with the additional reporting 
requirements listed in reference (d). 
 
2.  Reference (b) expands on reporting requirements listed in reference (a) 
to include contact with media, cryptocurrency, mental health treatment and 
counseling, concerning behavior and/or conduct, foreign travel, foreign 
contacts, marriage and cohabitation. 
 
3.  In addition, reference (b) requires commanders and supervisors of covered 
individuals and supporting security management personnel who receive 
information from a covered individual or other specified sources to forward 
that information or send an incident report to the Consolidated Adjudication 
Service via the Defense Information Security System or successor system. 
 
4.  Loss of an Activity Security Manager or Special Security Officer's 
cognizance of a covered individual does not remove their responsibility to 
report information for covered individuals who transfer or separate if the 
reportable behavior or situation occurred while under the security manager's 
cognizance. 
 
5.  Commanders, supervisors, or supporting security management personnel are 
not authorized to mitigate potentially derogatory information nor are they 
authorized to restrict reporting of information based on its source. 
 
6.  Deliberate failure to report information may trigger an adverse security 
action against the individual that failed to report the information.
