Senate Appropriators Call for GAO Probe into Navy’s Budget Tactic to ‘Deliberately Underfund Programs’

Senate appropriators are worried about the Navy’s budget tactics and are calling upon the Government Accountability Office to conduct a study to address their concerns.

The Senate Appropriations Committee wants the comptroller general, which leads the GAO, to assess the procedures both the Navy and the Pentagon’s Cost Assessment and Program Evaluation (CAPE) use when planning for multi-year procurement contracts and provide a report to lawmakers within three months of the Fiscal Year 2022 defense spending bill becoming law, according to the explanatory statement accompanying a draft of the legislation. The statement language specifically raises concerns over how the Navy has handled its multi-year procurement deals in recent years.

      No U.S. Injuries Following IRGC Navy Lazing Incident at Sea

      “Iran’s Islamic Revolutionary Guard Corps Navy (IRGCN) interacted in an unsafe and unprofessional manner with a U.S. AH-1Z Viper attack helicopter, assigned to the 26th Marine Expeditionary Unit (Special Operations Capable), as the aircraft was conducting routine operations in the international airspace of the Arabian Gulf, Sept. 27. The interaction took place at approximately 7:30 p.m. local time. The aircraft is attached to Marine Medium Tiltrotor Squadron (VMM) 162 (Reinforced), deployed aboard the Wasp-class amphibious assault ship USS Bataan (LHD 5), on a scheduled deployment to the Middle East Region. “IRGCN vessels shone a laser multiple times at the aircraft while in flight. Fortunately, no injuries were reported and the aircraft was not damaged.

      Enlisted Leader Development E6

      Enlisted Leader Development E6: Enlisted Leader Development (ELD) replaced similar levels of the previous Petty Officer Selectee Leadership Courses. ELD courses are to be completed while in current paygrade. The Advanced Leadership Development Course (ALDC) is for Sailors in paygrade E6.
