I believe that the appraisal ranking isn't as important as breakouts on your evaluation.  I was talking to a good friend of mine that got picked up for 641x last year and he said he was 3 of 3 at his command with a P evaluation (it was his first year at his shore command).  So don't put too much weight on the ranking.  He certainly got picked up based on his evals in all, as he was a DOOW qualified First Class (then put on Chief), and was COMSUBPAC SOY... the 3/3 ranking was trumped but everything else outstanding he accomplished.

Just my 2 cents.

You are correct. That's because the newbies will always be ranked at the bottom of the pack.

Random Question . . . under what conditions might someone decide to decline a comission, if offered? Have you known anyone who made it but declined? I'm sure it's rare, but am curious what might cause an accepted applicant to make that decision.

Yes, there was a member on this forum who declined but for the life of me I cannot remember the reason or how far back. If any oldtimers remember shoot a post please. I read it and was like "Oh Ok", but was still banging my head on the forum bulkhead.

I know of a few who have done this.  Some reasons are family issues and some people just change their minds.  Also, some people get medical issues.

My LT here on the staff told me there was an instance where someone was selected and the detailer told him he was going to sea and the person declined the promotion solely to avoid sea duty.  Like YNC(SS) said, family reasons, and medical as well.  Also, I knew someone that was selected for LDO and then selected for Chief and turned down LDO to wear anchors, at least that's what he told me.

I have been told by a few CDR's that have sat a few boards that people get wrapped up too much about whether they get an EP.  They said what matters the most is that you are consistently above the RS average.  That is the definition of sustained superior performance.

I have seen a few decline because they picked up Chief just prior to package submittal, grew into the Anchors and just simply loved being the Chief.

Most CWO decline because of type of duty and location offered.

Ok, I'm glad someone had posted their reason but when things get busy on the forum I can only glance and as usual I forget...

That does put a light on the importance of alternates though...

I have seen it a couple of times from members that do not want to have to complete more sea time due to family reasons. For them it would have meant more deployments and time away from family when they were commissioned.

Absolutely correct. In the tank, they look at your PSR to determine SSP. Remember, your evals get you in the tank, but your PSR gets you selected

So we have an admin LDO saying it goes through the triad, and others saying it doesn't. Does anyone know 100% for sure?

As I sit here reading the various posts, one thing I find interesting is that most of you folks are active duty personnel.  Are there any Reservist here?  And if so, do the results normally post for the Reserves first or last?  I am on ADSW orders running a recruiting station and am in unchartered waters concerning the LDO notification process.  Thanks to all.
