US forces have struck a second vessel alleged to be carrying drugs in the Pacific Ocean, amid an escalating US campaign against seaborne drug smuggling. Three people were killed and no US forces were harmed in the strike on Wednesday, Defence Secretary Pete Hegseth said. It came hours after the US struck another boat in the Pacific, killing two people.

Billet Based Advancement (BBA) is expanding to include advancements for eligible E6 candidates for all active duty ratings during the March 2026 Rating Knowledge Exam (RKE) cycle with the exception of the following ratings: Submarine, Nuclear, Musicians (MU), Special Warfare Operators (SO), Special Warfare Boat Operators (SB), Training and Administration of the Reserve (TAR) and Selected Reserves (SELRES). Sailors in these communities will continue to be advanced via the legacy processes. The March 2026 RKE will be utilized to support BBA eligibility. Sailors who pass the RKE may begin applying for advancement opportunities in the August 2026 MyNavy Assignment (MNA) cycle. 3. Command Advance to Position (CA2P) Eligibility. Effective immediately, the minimum time on station requirement for CA2P eligibility has been removed. Commands may only recommend assigned Sailors for CA2P via a Member Realignment Request (MRR) in MNA to fill billets that are projected to be vacant within six months or less. Requests will be initiated using 'CA2P' as the MNA request reason for the transaction. a. Immediate Superior in Command (ISIC), Type Commanders (TYCOMS), or Budget Submitting Offices (BSOs) may also submit IntraUnit CA2P requests to reassign eligible Sailors to another command with a billet available in the next higher paygrade. These moves must be between activities with the same type of duty (sea or shore) and within the same geographic area. b. All CA2P requests will be adjudicated by PERS4. Sailors approved for CA2P sea duty, will be required to obligate service for a minimum of 36 months and will be extended 36 months onboard from the date of advancement. c. Sailors approved for CA2P shore duty, will be required to obligate service for a minimum of 36 months from the date of advancement, while maintaining their original shore tour length. CA2P requests may not be submitted for Sailors within 12 months of their PRD. 4. Senior Enlisted Marketplace (SEM) changes. Advancement Request Alignment (ARA). ARA is only available to board screened Sailors. a. The MRR window for submitting ARAs will open four times a year, starting the day after Detailer Selections and closing the day after TYCOM Requisition Review in the months of January, April, July, and October. This timeframe ensures that ARAs are submitted in alignment with the Sailors selected for assignments through the MNA and TYCOM Requisition Review process, allowing for efficient tracking and review. Requests will be submitted in MNA via a crossdeck or comptour personnel manning action and use 'ARA' as the reason. b. All Sailors approved for ARA will be issued orders; however, if the ARA approved billet has a required Distribution Navy Enlisted Classification Code associated with the billet sequence code, only UICs designated as 'sea duty' will have training included in the orders. c. Commands may request ARA via a MRR in MNA to fill billets that are projected to be vacant within six months or less. d. SEM Eligibility Timeline. Effective FY-27 screening boards, eligibility will be expanded from 24 months to 30 months. Sailors have up to 30 months to be selected for a job in the next higher paygrade. 5. This is the seventh known strike in a series of recent attacks by the US military on vessels that the Trump administration says are involved in drug trafficking. It comes days after another strike on an alleged drug boat that CNN reported appeared to be the first time an attack did not kill everyone on board. President Donald Trump said Saturday the survivors of that strike were released to their home countries of Ecuador and Colombia.

The US military is holding two survivors on a Navy ship after the US carried out a Thursday strike on an alleged drug boat in the Caribbean, according to three US officials. The strike, which has not been publicly acknowledged by the Trump administration, was the sixth known strike on an boat allegedly involved in drug trafficking. The NSO EOD Enlisted Community Manager (ECM) (BUPERS-312-EOD) will act as the NSO EOD RB program manager. All applications for this bonus will be submitted to the program manager for processing and tracking. By law, and as waived by reference (e), Sailors may receive no more than 480,000 dollars in RB monies over a career. Selective reenlistment bonus awards are included in that cap. If eligible, a Sailor may apply for RBs across multiple phases, for a maximum of 150,000 dollar lump sum payment and a corresponding 6 year contract. Within the confines of reference (d), the eligibility criteria stated in this NAVADMIN may be adjusted at any time to address emergent retention challenges, via published business rules located on the MyNavy HR EOD ECM webpage. 3. Eligibility. NSO EOD Sailors with NEC M04A, in paygrades E7 to E9, who meet the following criteria are eligible to apply: a. Between 20 and 28 Years of Active Service (YOAS). Note: Initial applications may be submitted and contracts signed within the 19th YOAS, but payments will not begin until 20 YOAS. b. Serving on Active Duty in a regular component. c. Favorable recommendation from the Sailor's Commanding Officer (CO). 4. Ineligibility: a. Sailors serving under an existing RB contract are not eligible to receive an additional RB for service outlined in their existing RB contract agreement. b. Sailors are not eligible for RB payments past their High Year Tenure (HYT) date. HYT dates are firm, and HYT waiver requests will not be considered during the NSO EOD RB application process. c. Sailors with documented misconduct or below standard performance will be removed from RB eligibility. 5. Contract Terms. NSO EOD RB contract lengths (for a minimum of 3 years), payments, and Active Duty service obligations are outlined below. Only Sailors that are E8 (select) or above can combine Phase one and Phase two. a. E7s are eligible to contract to 24 YOAS. E8s are eligible to contract to 26 YOAS. E-9s are eligible to contract up to 30 YOAS. If a Sailor serves a partial year, that year will be prorated pursuant to the bonus amount of that year. Specific bonus amounts are graduated in line with YOAS. (1) Phase One NSO EOD RB. Sailors must be E7 or above and have NEC M04A to apply for a phase one bonus. Phase one corresponds with E7 HYT and encompasses 20 to 24 YOAS. Sailors will have the opportunity to receive up to 100,000 dollars in RB for phase one contracts. At a minimum, Sailors must contract through 22 YOAS. YOAS Bonus Amount 20 25,000 dollars 21 25,000 dollars 22 25,000 dollars 23 25,000 dollars (2) Phase Two NSO EOD RB. Sailors must be E8 (select) or above and have NEC M04A to apply for a phase two bonus. Phase two corresponds with E8 HYT and encompasses 24 to 26 YOAS. Sailors will have the opportunity to receive up to 50,000 dollars in retention bonuses for phase two contracts. YOAS Bonus Amount 24 25,000 dollars 25 25,000 dollars (3) Phase Three NSO EOD RB. Sailors must be E9 (select) or E9 and have NEC M04A to apply for a phase three bonus. Phase three corresponds with E9 HYT and encompasses 26 to 30 YOAS. Sailors must contract before they reach 28 YOAS. Sailors will have the opportunity to receive up to 40,000 dollars in retention bonuses for phase three contracts. RB contract phases may be combined provided that the Sailors are eligible to receive payments to the contracted end date. b. In line with reference (b) and (d), NSO EOD RB contracts will be for a minimum of 3 and a maximum of 6 years. Sailors under the RB contract will not submit a request for retirement or tender a resignation with an effective date that is prior to completion of the agreement. Enlisted Sailors must reenlist or extend their enlistment contract, soft end of active obligated service, for a period of at least 3 years. Sailors are authorized early reenlistment to align RB and reenlistment contracts. Reenlistments and extensions may be combined to align service dates for the maximum opportunity, up to a reenlistment of 6 years and an extension of up to 12 months. Sailors who are eligible will receive this bonus as a lump sum payment. These payments can be made no earlier than 20 years of service, but must be complete prior to commencing their 28 years of service. 6. Program Execution: a. Sailors should submit requests for NSO EOD RB to the program manager via their chain of command to eod_comm_mgr.fct@navy.mil 60 to 180 days prior to entering into an NSO EOD RB contract. The following documents are required: (1) Letter requesting contract from the Sailor. (2) Endorsement letter from the CO. (3) Most recent performance evaluation or documentation of appropriate milestone qualification or designation, where required. b. Upon acceptance of a Sailor agreement by the program manager, the amount of the bonus becomes fixed, and the Sailor incurs a firm service obligation. c. Sailors will receive the bonus in a lump sum payment, effective from the date of contract execution. Prior to payment, Sailors will submit a copy of the reenlistment contract and/or extension agreement with proof of tax-free status, if applicable. d. RB requests for personnel who are being processed for disciplinary action, NEC removal, or restoration will be held in abeyance pending final resolution. 7. Recoupment and Repayment Policy. In line with references (c) and (d), a Sailor of the uniformed services who enters into a written agreement with specified service conditions for receipt of a bonus is entitled to the full amount of the bonus if the Sailor fulfills the condition of that written agreement. New accession appointees and recruits are exempt from mandatory use of the GTCC. a. Use of the GTCC for PCS travel applies to personnel who are: (1) Active Duty (2) Training and Administration of the Reserves (TAR) (3) Selected Reservist (SELRES) executing Active Duty for Operational Support (ADOS) and Officer Recall PCS orders b. Use of the GTCC for PCS travel does not apply to: (1) Personnel on accession, separation, or retirement orders (2) DoD Contractors (3) Individual mobilization augmentees (4) Individual Ready Reserve Navy personnel (5) Individuals not eligible to obtain a GTCC or are otherwise explicitly exempted by references (c) or (d). 3. To improve oversight and training of the GTCC program, and to reduce GTCC delinquencies associated with misuse and abuse, training at the command level is imperative. Commanders must ensure GTCC training is conducted at the following website utilizing Microsoft Edge browser: https://secure.defensetravel.dod.mil/neowbtraining/Travel_Card/lesso ns/index.php. Additionally, in coordination with the Supply officer and Command Pay and Personnel Administrator (CPPA), Sailors must be counseled by the Command Financial Specialist or Agency Program Coordinator (APC) on proper GTCC use prior to detaching for a PCS. The command must document the training with a signed Page 13 during the command check-in/checkout process. This counseling must also include a signed DD Form 3120 Statement of Understanding and be retained on file. 4. Except for non-concurrent travel and Personally Procured Move (PPM) advances, travel advances are not authorized for Sailors who have a GTCC. Sailors ineligible for a GTCC may be paid travel advances to cover anticipated PCS related costs. Dislocation Allowance is an unauthorized use for the GTCC and will be provided as an advance. 5. Sailors must check-out with their detaching APC to confirm a zero dollar balance on the GTCC, provide updated contact information, and verify their GTCC is ready for use. Detaching APCs must review CitiManager to ensure the traveler's GTCC account is in PCS mission critical status 5 days prior to the approved detachment date and ensure it remains in PCS mission critical status for the duration of the travel period. Sailors must work with their detaching APC during the travel period for credit limit increases. In cases of emergency, Sailors may also contact MyNavy Career Center (MNCC) Human Resources Services Center (HRSC). 6. Sailors will check-in with the gaining CPPA to submit their travel voucher to Transaction Service Center (TSC) Memphis via Enterprise Customer Relationship Management (eCRM) within 5 working days and before executing any permissive TDY. Split Disbursement is mandatory when using GTCC for PCS travel. Commands not supported by TSC Memphis, such as carriers and sub-tenders and who have their own Accounting and Disbursing Station Number (ADSN), will submit PCS travel claims to their respective PCS travel office for processing. 7. Cardholders must ensure all required receipts are submitted with their travel claim and review their GTCC account for accuracy. Sailors are liable for full repayment of the GTCC, regardless of travel voucher reimbursement. Reimbursement is based on PCS allowance rules in accordance with reference (e). GTCC must be paid in full upon travel claim liquidation. Sailors will be reimbursed for PCS expenses up to their maximum entitlement and all available funds due will be used to pay off GTCC balance. Overspending beyond entitlements may result in personal indebtedness. 8. Authorized uses of the GTCC for PCS travel: a. Dual-military PCS. Service Members must each use their own GTCC for respective PCS expenses (meals, fuel, etc.) and file separate travel vouchers for individual travel. b.
