This NAVADMIN announces the Navy*s new Senior Enlisted Marketplace (SEM) for Active Component (AC) Sailor advancement to master chief. This is the first phase in a process that will ultimately include all chief petty officers and is a fundamental change in how the Navy advances senior enlisted leaders. In this first phase, all eligible E-8s, with the exception of those listed in paragraph 2, will be screened (not selected) by an E-9 board. Those who successfully screen will not be automatically advanced, but will be given the opportunity to apply for an E-9 position. To advance to E-9, successfully screened E-8s must be matched to an E-9 position via MyNavy Assignment (MNA), obligate to serve the prescribed tour length, complete any in-route training, and actually report to the E-9 billet. In line with reference (a), candidates must have their commanding officer*s recommendation to advance and must meet normal time in rate requirements. 2. This NAVADMIN does not apply to the Command Senior Enlisted Leader Program, Submarine Force, Surface Nuclear, Musician, Naval Special Warfare (SO and SB), or Reserve Component Sailors. Sailors in these communities will continue to be advanced and detailed via legacy processes. 3. Screening board. The SEM E-9 screening board will operate in the same manner as the legacy E-9 selection board, with the exception that it will provide a list of E-8s eligible to apply for E-9 positions and will identify up to the top 15% of screened E-8s as merit screened. Following the SEM E-9 screening board, a NAVADMIN will announce the results with a full listing of those screened and will indicate those that are merit screened with an asterisk next to their names. a. Merit screened Sailors are those E-8s whose records contain documented sustained performance consistently superior to the performance of other Sailors screened for advancement by the board. Merit screened Sailors will be given numerical advantage in the Sailor scoring criteria used to determine E-9 assignments (described below) and will receive *concierge detailing*. Specifically, merit screened Sailors will be contacted by their detailer if they are not being recommended for selection to one of their top two E-9 job preferences during an MNA cycle. In this conversation, merit screened Sailors may (1) agree to a lower preference E-9 assignment, (2) agree to another E-9 assignment not previously on their list of preferences, or (3) turn down lower priority orders in order to participate in future MNA cycles within their 24 months of eligibility. 4. Marketplace. Beginning with the August 2023 MNA cycle, both current E-9s in their detailing window and those E-8s successfully screened at the SEM E-9 screening board will be able to apply and compete for E-9 jobs. Current E-9s will continue to enter the SEM based on existing MNA business rules. All screened E-8s may enter the SEM to apply for an E-9 position during an MNA cycle within the first 24 months following the announcing NAVADMIN. Screened E-8s outside of the normal projected rotation date (PRD) window will have their PRDs manually adjusted by PERS-4 to allow access to MNA in line with para 4.a below, but will not transfer before completing a minimum of 12 months onboard their current command. a. MNA cycles. Between May and July of each year, screened E- 8s will not be allowed to participate in the MNA marketplace as PERS-8 conducts retention and advancement eligibility reviews for newly screened E-8s and those remaining screened E-8s who were not matched to an E- 9 position in the first year of their eligibility. Because there are five MNA cycles per year that are outside of the May to July window (August, October, December, February and April), each screened E- 8 will have any of ten MNA cycles to be matched to an E-9 assignment during their 24 months of eligibility. If not aligned to an E-9 assignment after 24 months (10 MNA cycles), the member will lose their screened status and be detailed as an E-8 at their PRD per current detailing policies. In such a case, the member will be reconsidered at the next E-9 screening board if they continue to meet all eligibility requirements. b. Sailor Scoring Criteria. The SEM is competitive. As such, current E-9s and screened E-8s will be evaluated utilizing weighted elements from a paygrade specific Sailor Scoring Criteria (SSC) to compare Sailor attributes in light of job requirements to determine who is recommended for each available job. For each job, detailers will use the SSC to select the highest ranked eligible Sailor, with any exceptions approved by PERS-4. Once matched to a billet requirement, current E-9s and screened E-8s are required to obligate service for the prescribed tour length set forth in their PCS orders prior to detaching from their current command. The SSC will be available on the Detailing Marketplace website: (https://www.mynavyhr.navy.mil/Career- Management/Detailing/Enlisted/Detailing-Marketplace/) by 30 November 2022. c. There are three marketplace outcomes that can occur for screened E- 8s: (1) Matched to an E-9 position: After passing all required screenings and obligating service for the prescribed tour length, the member can be frocked as early as 30 days prior to transfer and will permanently advance to E-9 upon reporting to the E-9 billet following completion of any required schools. To ensure that Sailor outcomes are aligned with SEM orders/obligations, there will be no type commander manning actions (such as cross-decks, diverts or temporary additional duty) for Sailors assigned via the SEM unless deemed absolutely essential by the applicable Fleet N1. (2) Choose another E-8 assignment: Sailors within their PRD window who choose to be matched to another E-8 position will lose their screened status at that point, but will be reconsidered by the next SEM E-9 screening board if they retain all eligibility requirements. (3) Not matched to a follow-on position during the first year: Upon passing the PERS-8 performance eligibility review (May- June), these Sailors will maintain their screened status (including Merit Screened status if applicable) for an additional year and will be automatically added to the next SEM E-9 screening board announcement NAVADMIN (in a separate section). These Sailors may then participate in the following August through April MNA cycles, but may need to request a PRD shift with PERS-4, via NAVPERS 1306/7, Electronic Personnel Action Request. d. Exceptions and limitations: (1) If a Sailor is unable to report to their E-9 assignment, the Sailor*s command must contact PERS-4 immediately, and if applicable, make the Sailor *unavailable* to their detailer as prescribed in reference (b). Once the Sailor*s status is resolved, the Sailor can continue tracking to the original E-9 assignment, if available. If the original assignment is no longer available, the Sailor and their command must work with the detailer to determine a course of action for follow-on E-9 assignment. Otherwise, the Sailor will enter the E-8 marketplace per current detailing policies. (2) E-8 Sailors who are already under orders to an E-8 billet when the SEM screening message is released will normally execute those orders and serve at least one year at the gaining command. In all other cases, the screened E-8 will normally enter the E-9 SEM. (3) Special and Incentive Pays. Screened E-8s receiving Special Duty Incentive Pay (SDIP) will continue to receive it if they continue to serve in an SDIP eligible billet upon advancement to E-9. If not yet receiving SDIP when advanced to E-9, Sailors are not eligible to start SDIP until completion of their service obligation for the E-9 position. (4) High Year Tenure (HYT). E-8 Sailors approaching their HYT length of service (LOS) gate remain advancement eligible unless precluded by policy contained in references (a) and (c). Screened E-8s who actively participate in the marketplace, will have their HYT LOS gate suspended, as applicable, but not to exceed 24 months, unless otherwise waived in line with reference (c). (5) Advancement Recommendation. As with other enlisted advancement programs, advancement via the SEM process is conditional on the commanding officer*s recommendation for advancement. 5. WASHINGTON — The US Navy is eyeing a new improvement program focused on swapping various components from the Zumwalt-class destroyer to make the warship have more in common with the rest of the surface fleet, the latest potential changes for an expensive program already under the congressional microscope. The service’s chief ship acquisition agency, Naval Sea Systems Command, initiated the nascent idea, dubbed the Zumwalt Enterprise Upgrade Solution, or ZEUS, with a public request for information to industry on Nov. 17, just days after the Navy was celebrating the Zumwalt’s (DDG-1000) first successful employment, during which it visited both US 3rd Fleet and US 7th Fleet.

Influenza (flu) is a contagious viral respiratory illness, which can cause mild to severe illness resulting in hospitalization or death. Flu has the potential to adversely impact Navy force readiness and mission execution. 2. Influenza Vaccination and Reporting a. Influenza Disease Prevention. Vaccination is the primary method to reduce risk of influenza by enhancing force immunity. Maintaining a clean work environment, good hygiene practices including cough/sneeze hygiene, and managing workforce exposure (e.g., social distancing, teleworking, and sick leave) are effective methods to reduce the risk of spreading influenza. b. Influenza Vaccine. Two influenza vaccines, Northern Hemisphere (NH) and Southern Hemisphere (SH), are available based on service member location and timing requirements as described in reference (b). The 2022-2023 Department of Defense (DoD) influenza season vaccine supply will be comprised of injectable vaccines. Intranasal vaccine will not be provided through the central ordering process. c. Influenza Vaccine Priority. U.S. Navy ships, operational assets, and training commands have been identified by the DoD and Department of the Navy (DON) as vaccine priority groups for the 2022-2023 influenza season. d. Influenza Vaccine Ordering. All Defense Health Agency (DHA) Military Treatment Facilities (MTFs) will follow the MMQC-22-1438 guidance instructing them to submit the influenza requirements for their MTFs and the Branch Health Clinics that they support into the U.S. Army Medical Materiel Agency ordering portal. All Fleet, USMC units, and reserve commands will continue to submit their requirements in the Vaccine Information and Logistics System (VIALS). VIALS is the online requisition system for seasonal influenza vaccine. VIALS tracks requisitioned vaccine electronically via Military Standard Requisitioning and Issuing Procedure (MILSTRIP) from requisition to receipt. The VIALS Web site is common access card enabled: https://gov_only.med.ds.osd.mil/int_code03/vials/. e. Operational Forces Support, Naval Medical Readiness Logistics Command (NMRLC), Detachment, Fort Detrick is responsible for ordering and distributing influenza vaccine for all Navy and Marine Corps activities. Additional quantities required must be coordinated with the VIALS helpdesk at: usn.detrick.navmedlogcomftdmd.list.vialhelp(AT)mail.mil. f. Influenza Vaccine Shipping. All commands will verify their correct shipping address and point of contact information in VIALS to ensure prompt delivery. g. Influenza Vaccine Integrity (1) Temperature Monitors. All Influenza vaccine shipments include temperature monitors. All monitors must be returned to the Defense Logistics Agency - Troop Support Medical (DLA-TSM) cold chain office after receipt per the included instructions and shipping materials. (a) No Alarm Status. The vaccine is ready for immediate use. (b) Alarmed Status. Do not administer vaccine. Segregate the vaccine in the refrigerator with a sign saying "DO NOT USE," return temperature monitor to DLA-TSM, and await disposition. h. Influenza Vaccine Exercise. Previous influenza seasons have been used to exercise and evaluate mass vaccination scenarios. These coordinated mass vaccination campaigns provide rapid and efficient vaccinations to protect the maximum number of susceptible persons. Process improvements are made to delivery and reporting procedures based on lessons learned. Ensure masking, social distancing, group size limitations, and other appropriate precautions during any mass vaccination exercises, if undertaken, when appropriate. i. Vaccine Delivery. Due to vaccine demand and manufacturer limitations, complete vaccine delivery may be delayed. This delay will unintentionally test the ability to conduct rapid and complete mass vaccination exercises. j. Influenza Vaccination Compliance (1) Navy Military Personnel. The seasonal influenza vaccination is mandatory for all DoD uniformed personnel who are not medically or administratively exempt, per references (a), (b), and (d). Any refusal to receive the influenza vaccine will constitute a failure to obey a lawful order and may be punishable under the Uniform Code of Military Justice and/or result in administrative action. Prior to receiving the influenza vaccine, Navy Active and Reserve Component personnel will have access to healthcare providers to address questions or concerns with influenza vaccination. Commands must consult with the servicing Staff Judge Advocate General for additional guidance on influenza vaccination non-compliance. (2) Navy Civilian Personnel. Influenza vaccination is required for all civilian healthcare personnel as per reference (b), and is strongly encouraged for all other Navy civilian employees. (3) TRICARE Beneficiaries. Reference (c) authorizes retail network pharmacies to administer the seasonal influenza vaccine. TRICARE beneficiaries may receive influenza vaccinations with no co-pay at authorized retail network pharmacies. Beneficiaries are encouraged to contact the pharmacy regarding age restrictions as some pharmacies do not administer the influenza vaccine to individuals younger than 18 years of age. k. Influenza Vaccination Reporting. Active and Reserve Component Navy force vaccination administration compliance will be monitored via the Medical Readiness Reporting System (MRRS). Designated command personnel will access MRRS to track their personnel to ensure compliance. (1) Shore-based commands will request access to MRRS based on their unit identification code by submitting a system access authorization request available at: //mrrs.dc3n.navy.mil/mrrs (note: MRRS Web address is case sensitive). Ship-based commands may utilize Navy Medicine Online (NMO) or Shipboard Non- Tactical Automated Data Processing Automated Medical System (SAMS) to populate MRRS. (2) Commands must ensure that documentation of influenza vaccine administration is coded to accurately reflect the type of vaccine given. (3) Afloat units will enter influenza immunizations into the Shipboard Automated Medical System / Theater Medical Information Program for subsequent transfer to MRRS. (4) All personnel who receive the vaccination from a retail network pharmacy must provide documentation of vaccination no later than the next duty or drill day to ensure compliance is appropriately recorded in their electronic health records and MRRS. The following information will need to be provided, at a minimum: date vaccine was administered, vaccine name or code, manufacturer, and lot number. (5) Vaccination Timeline (a) Due to the risk of infection transmission within the unit and impact on operations, it is imperative that the vaccine be given with as minimal delay as possible. Active duty units have 72 hours (three business working days) following receipt of the vaccine to document, begin administering, and report vaccination. The 72-hour requirement begins immediately only if the temperature monitor is in "no alarm" status upon receipt; if in "alarmed" status the timed requirement begins once / if the vaccine is cleared for use by DLA-TSM. If the 72 hour requirement cannot be met, unit situation reports will be submitted to the respective Immediate Superior in Command and Type Commanders. Situation reports are not required if the temperature monitor is in alarmed status and the unit is awaiting disposition from DLA-TSM. (b) As Reserve Component Command schedules vary, NMRLC and DLA- TSM will coordinate to make every effort for the vaccine to arrive the week of a drill weekend. Units have one drill weekend following receipt of the vaccine to document, administer, and report vaccination if the temperature monitor is in a "no alarm" status. If in "alarmed" status, the timed requirement begins once / if the vaccine is cleared for use by DLA-TSM. (6) Per paragraph 2.i, uniformed member compliance must be tracked in MRRS. WASHINGTON — The stealth destroyer Zumwalt has returned from three months of operations in the Western Pacific, achieving a number of firsts for the new class of ship even as its primary payload — a hypersonic missile — remains under development. Zumwalt departed its San Diego homeport Aug. 1 and returned Nov. 10, ship commanding officer Capt. Amy McInnis told reporters Wednesday. After a full year of workups, the ship headed toward Guam and then on to Japan, conducting a number of joint and bilateral training events along the way.

For the third consecutive year, sailors will participate in one physical fitness assessment cycle in 2023. Historically, two cycles are conducted each calendar year, but that changed in March 2020 when the Navy called off all physical fitness assessments due to the COVID-19 pandemic. The tests didn’t resume until July 2021 as part of a single PFA cycle.

Amphibious warship USS John P. Murtha (LPD-26) is back in San Diego to fix an unspecified maintenance issue after departing on deployment last week, USNI News has learned. Ship spotters saw the 25,000-ton warship entering San Diego harbor on Tuesday. Murtha left San Diego on Nov. 9 for its deployment as part of the Makin Island Amphibious Ready Group. A spokesperson for Expeditionary Strike Group 3 told USNI News the warship was back in port to “evaluate a maintenance issue.” The spokesperson did not have additional details on the mechanical issue.

HONOLULU -- More than two dozen families have joined a lawsuit accusing the U.S. Navy of making them sick from jet fuel that leaked into the tap water in their Hawaii homes. There are now more than 100 people in an amended lawsuit filed Thursday that also accuses the Navy of destroying more than 1,000 water samples collected from affected homes. The families say in the lawsuit the samples could have revealed chemicals in the water.

The Navy’s next-generation guided-missile destroyer could cost up to $3.4 billion a ship, while its next-generation SSN(X) attack boat could cost up to $7.2 billion – figures that are billions over the service’s own estimates, according to the Congressional Budget Office’s annual analysis of the Navy’s long-range shipbuilding plan. The procurement of both SSN(X) and DDG(X) comes as the Navy faces several years of flat budgets heading into the into the 2030s and as several major procurement programs compete for money within the service and with the priorities of the Office of Secretary of Defense. OSD took a more active role in crafting the Navy’s congressionally mandated Fiscal Year 2023 shipbuilding plan.
