This NAVADMIN announces an update to several uniform and grooming policies. Navy uniform policy updates directly support Sailor 2025 objectives to attract and retain the very best Sailors by finding greater flexibility in our policies and practices, including uniforms. 2. Navy Uniform Regulations apply to all Sailors equally, regardless of their rank, grade, ethnicity, position held or community assigned. Any difference between male and female grooming policies recognizes the differences between the genders. Navy uniform policy updates are the result of Fleet feedback, uniform working group discussions, command sponsored requests and direction from Navy leadership. 3. The following uniform and grooming policy changes are effective as stated: a. Female Hosiery. Effective immediately, wearing hosiery with slacks or skirts is optional vice mandatory for female Sailors when wearing pumps or flats footwear. When hosiery is not worn, shoe liners or no-show socks are required to be worn for hygienic purposes and to avoid abrasions or blisters caused by direct contact and rubbing between the foot and shoe. b. Female Officer/Chief Petty Officer (CPO) Summer White Uniform. Effective immediately, the female officer/CPO summer white uniform belted slacks are re-designated as a basic component of both summer white and service dress white uniforms. This policy change facilitates use of the same slacks for either uniform. c. Female Officer/CPO Service Dress White Uniform. Effective immediately, the beltless dress white slacks worn with the female officer/CPO Service Dress white uniform is re-designated as an optional vice mandatory component for purchase and wear. d. Rank Insignia Worn on Rank Tabs. Effective 1 October 2022, all Navy Service Members will wear the black cold weather parka (CWP) rank insignia on all uniform components with rank tabs. Uniform components requiring the black rank insignia in addition to the CWP include the Navy working uniform (NWU) type II and III shirts and parkas, black fleece liner and brown fleece liner. Matching pattern NWU type II/III rank insignia will only be worn on the NWU type II/III during tactical training and operations as designated by the applicable commanding officer. e. Retired Male Sailor Uniform Grooming Standards. Effective immediately, retired male Sailors are authorized to have facial hair (beard) when wearing Navy uniforms during authorized ceremonial events. Facial hair must be neatly groomed and be in keeping with a professional appearance. f. NWU Type III Maternity Top. Redesign of the NWU type III maternity top is in progress to include the ability to add shoulder patches to align with the design of standard NWU shirt. The availability of the redesigned maternity top will be announced in a future NAVADMIN. 4. Navy Uniform Regulations are continuously reviewed for policy applicability, accuracy, clarity and comprehension. This NAVADMIN announces the updated nuclear Enlisted Supervisor Retention Pay (ESRP) policy memorandum, reference (a). This ESRP policy memorandum and NAVADMIN supersede reference (b) and reference (c), respectively, effective 1 August 2022. The ESRP Program provides a retention incentive to senior Navy nuclear- trained enlisted Sailors with highly specialized skills. A detailed program description is outlined in reference (a) and can be found at https://www.mynavyhr.navy.mil/Career-Management/Community- Management/Enlisted/Nuclear/Enlisted-Programs/. The legal authority for ESRP is contained in section 331 of reference (d) and reference (e). Current ESRP requirements limit the program as follows: a. The minimum reenlistment length is 3 years. b. The maximum bonus amount for each year of additional obligated service (AOS) is limited to 30,000 dollars as stated in section 331 of reference (d). The implication of this limit is that to earn a 100,000- dollar bonus the minimum AOS required is 40 months. c. The maximum reenlistment lifetime bonus amount is 360,000 dollars. d. All ESRP payments must be received prior to completion of 28 years of service (YOS). The implication of this limit is that any ESRP installment that would be due after 28 YOS will be paid in the final installment prior to completion of 28 YOS. 2. Notable changes in reference (a) are as follows: a. Zone 2 eligibility is now defined as greater than or equal to 14 years but less than completion of 17 years. b. Zone 3 eligibility is now defined as greater than or equal to 17 years but less than completion of 23 years. c. Provides guidance for ESRP requests to be submitted through the Navy Standard Integrated Personnel System (NSIPS). d. Updates compensation for any term of reenlistment is limited to 30,000 per year of AOS (2,500/month of AOS). e. Updates a service member cannot exceed combined SRB and ESRP payments totaling 360,000 dollars in a career. f. Updates that anniversary payments may not be made after completion of 28 YOS. g. Provides clarity that each reenlistment must obligate service into the next zone. 3. ESRP Award Multiples. ESRP requests and anniversary payments for personnel with special category NECs (N59X/N89X) will be held in abeyance pending final resolution. Overall, ESRP eligibility requirements are defined in reference (a). To encourage career progression and provide incentive for continued superior at-sea service, the following supplementary eligibility requirements remain in place for each ESRP zone: a. ESRP Zone 1. In addition to the requirements of reference (a), be assigned an active nuclear supervisor NEC (see paragraph 3). b. ESRP Zone 2. In addition to the requirements of reference (a), be a frocked E-7 or in the paygrade of E-7, E-8 or E-9 on the date of the ESRP Zone 2 reenlistment. c. ESRP Zone 3. In addition to the requirements of reference (a): (1) Be a frocked E-8 or in the paygrade of E-8 or E-9 on the date of the ESRP Zone 3 reenlistment and (2) Have successfully previously served as, be currently serving as (on orders) or have been issued and accepted orders as a submarine engineering department master chief, nuclear aircraft carrier (CVN) major division leading chief petty officer, CVN reactor training division officer or CVN reactor department master chief. 5. Application Process. To ensure the approval message is released in a timely manner, ESRP reenlistment requests should be submitted 35 to 120 days in advance of the desired reenlistment date. Exceptions to this policy can be approved by the ESRP program manager on an individual basis. a. ESRP eligible service members must be recommended for reenlistment by their commanding officer. The command may use the checklist (enclosure (l) of reference (a)) to assist in submitting the ESRP request within the NSIPS. b. NSIPS is programmed to accept ESRP reenlistment requests and is the only method of submission. If the command is unable to submit ESRP reenlistment requests due to operational commitments, then the commands immediate superior in command may submit the request via NSIPS. Due to the transition from Officer Personnel Information System Force Management to NSIPS, the ESRP Program Manager can no longer submit a request for a Sailor or command. Entering an ESRP request in NSIPS is similar to that of submitting a SRB request. Other specifics for submitting ESRP requests in NSIPS are stated in reference (a). 6. Officer Programs. ESRP entitlement for Sailors who reenlist after applying for an officer program will be held pending selection results. For limited duty officer, the application deadline is considered the suspense date as published in reference (f) and future announcement messages. For all other commissioning programs, the date on which Nuclear Community Manager (OPNAV N133) approves the conditional release to apply for that program is the date after which additional ESRP entitlements will be held. 7. Recoupment. Repayment policy is governed by section 373 of reference (d), chapter 2 of reference (g) and reference (a), which collectively determines when repayment of the unearned portion of a bonus is required or not required, but left to Secretarial discretion or is prohibited. Section 373 of reference (d), requires repayment with certain exceptions. As a general rule, repayment of any unearned portion of a bonus will be sought. Examples of situations requiring repayment are provided in reference (a). 8. Service Record Entry. An Administrative Remarks (NAVPERS 1070/613) entry acknowledging recoupment policy via NSIPS is required in the record of the Service Member prior to execution of an ESRP reenlistment (examples are provided in enclosure (2) of reference (a)). 9. The Navy has officially changed the status of 13 Sailors lost when the USS Indianapolis (CA 35) was sunk in 1945 from “Unaccounted for” to “Buried at Sea,” Navy Casualty announced May 27. The change in status is the result of extensive research between Naval History and Heritage Command (NHHC), Navy Casualty Office, the USS Indianapolis Survivors Association, the USS Indianapolis Legacy Organization, and the Chief Rick Stone and Family Charitable Foundation. The announcement helps bring closure to the families of these Sailors who lost their lives at the end of a secret mission which helped end World War II.

The Navy exceeded 1,000 separations due to sailors’ continued refusal to get vaccinated against COVID-19. The service has now approved 1,074 separations for sailors who will not get vaccinated against COVID-19 and do not have a waiver, according to the sea service’s weekly update. The Navy cannot currently separate anyone who applied for a religious exemption due to a ruling in a federal lawsuit.

Commander, Navy Installations Command (CNIC) must: (1) Provide installation commanders with a process to submit all issued, modified, and terminated MPOs to Navy Criminal Investigative Service (NCIS) via CLEOC. (2) In support of applicable Navy COs without access to CLEOC, provide a process to submit MPOs to the Installation Security Department. Installation Security Departments will submit MPOs to NCIS via CLEOC. b. COs: (1) COs with assigned Navy Security Forces Command Master-At-Arms, Independent Duty Master-At-Arms, or Security Officers (649x/749x) Performing law enforcement duties shall utilize CLEOC Protective Order Module to ensure all issued, modified, and terminated MPOs are submitted to NCIS. (2) COs of shore based tenant activities located on a Navy installation will immediately submit issued MPOs to the applicable host installation CO for entry into CLEOC. (3) COs of shore based activities not located on a Navy installation will immediately forward MPOs directly to their assigned NCIS Field Office or the nearest Navy installation CO for entry into CLEOC and ultimately into the NCIC POF. (4) COs of afloat units, in port, are required to immediately submit MPOs via CLEOC. If an afloat unit is underway, deployed, or not otherwise able to access CLEOC, MPOs will be submitted as soon as network connectivity is resumed. For emergent situations, MPOs shall be forwarded to the applicable Navy installation CO or NCIS Field Office for entry into CLEOC. (5) COs must provide notice to any Service member subject to a MPO or CPO that failure to comply with MPO or CPO terms may result in Administrative or other disciplinary action, to include potential criminal prosecution in accordance with the Uniform Code of Military Justice (UCMJ). (6) COs must monitor CPOs and MPOs issued to personnel within their command per reference (k). In the event of a transfer of a Service member with an existing CPO or MPO, COs must contact the gaining command within seven calendar days of the pending transfer and recommend the gaining command CO issue a new MPO upon arrival to the gaining unit. (7) COs must report any modifications or cancellation of the MPO via CLEOC Protective Order Module. (8) Per references (d) through (f) and (h), COs should consult a judge advocate prior to issuing or terminating a MPO. c. Commander, Naval Legal Service Command (CNLSC): (1) CNLSC will ensure Region Legal Service Offices provide judge advocate support to commanders without their own servicing staff judge advocate throughout the MPO issuance and termination process. (2) CNLSC will ensure a module on the issuance of MPOs is included in the training curriculum for prospective commanding officers and executive officers, and for judge advocates and legal officers. d. The grounding resulted from an accumulation of unit-level errors and omissions that fell far below U.S. Navy standards. PEARL HARBOR — The U.S. Navy has released the command investigation into the USS Connecticut (SSN 22) grounding that occurred on October 2, 2021. USS Connecticut grounded on an uncharted seamount while operating submerged in a poorly surveyed area in international waters in the Indo-Pacific region. The investigation determined the grounding was preventable. Specifically, the grounding resulted from an accumulation of unit-level errors and omissions in navigation planning; watch team execution; and risk management – all of which fell far below U.S. Navy standards. The investigation and endorsements describes what happened, promulgates lessons learned, memorializes completed corrective actions, documents accountability actions, and delineates pending actions that must be finalized with a sense of urgency. In addition to addressing the unit-level errors that caused the grounding, the investigation highlighted specific areas for improvement in the deployment training and certification process – and the Navy is urgently implementing these improvements across the Submarine Force. This investigation delineates 28 corrective actions, of which 14 actions are complete, 13 actions are in progress, and 1 action is enduring. In implementing these significant improvements, the Navy will become a more effective fighting force. Given the inherently dangerous nature of Naval operations, we cannot become a risk-averse or zero-defect organization, but prioritizing safety will engender a culture of greater attention to detail in operational tasks, enhanced procedural compliance, and a questioning attitude that constantly seeks improvement – which increases the readiness of our forces and the Navy’s lethality in combat.

In the weeks since the Navy’s top enlisted sailor addressed the crew of the troubled aircraft carrier George Washington, Reddit and other online forums have abounded with allegations that Master Chief Petty Officer of the Navy Russell Smith told some members to “lower your standards.” Since Smith’s April 25 all-hands call — which came as GW’s crew was grappling with several suicides and substandard living conditions during a seemingly endless maintenance overhaul — “lower your standards” has become a meme and a rallying cry for those disaffected by Navy life.

A future revision of reference (a) will remove this requirement. 7. The following information addresses lessons learned from the FY- 22 STA-21 selection process and board. This information is provided to preclude common errors: a. Of the 429 applications received for FY-22, only 394 were board eligible. A total of 55 were selected to participate in the FY-22 STA-21 Program. b. Each year, packages are not considered due to non-qualifying SAT/ACT test scores, missing COs endorsement/recommendation, recent non-judicial punishment, missing PFA cycle scores, missing or illegible submission of documents and not meeting specific program age or PFA requirements. c. Minimum eligibility requirements must be met before submitting an application. Applications should be mailed or preferably sent electronically via DODSAFE only when fully completed. Officer interview boards shall consist of three officers. The applicants CO may not be a board member and should not submit an interview appraisal sheet. The COs personal interview should be conducted only after the application is complete and the officer interview board has submitted their appraisals. The full picture of an applicants academic and officer potential can only be determined by reviewing the SAT/ACT scores, high school/college transcripts and a completed application package. d. The COs endorsement is extremely important, especially the ranking of the individual among their peers. The endorsement should contain specifics about the individuals academic potential, commitment, leadership, service above self and potential as a naval officer. CO comments should specify the primary option to which the individual is applying and address how the individual meets qualifications for that option. For junior Sailors with only schoolhouse evaluations, the CO must address this issue in their endorsement. e. An interview board and nomination review board shall be conducted in line with reference (a). It is recommended that officers of the applicants designator of choice, if available, be asked to participate in the interview/nomination review board to assess the applicant for their community. Interviews conducted virtually such as telephone or video conferencing (such as Skype, Zoom or other means) are acceptable. Officer appraisals provide important insight on the applicant. The appraisal from the board should be a frank and honest assessment of the applicants leadership and academic potential. Appraisal forms should be typed in 10 or 12 point font. f. The applicants personal statement should address why the Sailor wants to become an officer, how the Sailors selection would improve the Navy and why the Sailor is applying for a specific option. Sailors must also address any hardships or unique experiences that shaped their character. Junior Sailors should provide information on high school experiences as high school transcripts rarely provide in-depth information on involvement in sports, clubs, volunteer hours, work and other extracurricular activities. Applicants should additionally address any anomalies in the package (examples include, but are not limited to: poor high school, college, or service school grades and any poor evaluation performance). The explanation should include details of the situation, how the applicant has overcome these issues, lessons learned and why the applicant will be successful in the future. g. The application is a reflection of the applicant. Applicants must review their packages in their entirety before submitting, to include misspelled words and improper grammar. All transcripts (high school, colleges and service schools) should be included. Applicants must submit results from the last PFA completed, including their overall score. h. Qualifying SAT/ACT scores are required. Applications can still be submitted pending receipt of SAT/ACT scores or with a command statement indicating non-availability for overseas locations and deployed units. SAT/ACT scores can be from exams taken between 1 July 2017 and 1 July 2022 (five years - an exception to policy has been approved for FY-23 extending SAT/ACT validity window specified in reference (b) from three to five years). Following the Gulf War, nearly one-third of all who deployed reported unexplained chronic symptoms such as rashes, fatigue, gastrointestinal and digestive issues, brain "fog," neuropathy, and muscle and joint pain. Federal agencies spent years broadly dismissing the idea that troops may have been suffering from exposure to chemical agents, with many veterans experiencing symptoms sent to mental health providers.
