    • A pilot is safe following a crash of a Navy F/A-18E Super Hornet while flying off the Virginia coast on Wednesday morning, according to the service. The pilot, assigned to the “Rampagers” of Strike Fighter Squadron (VFA) 83 ejected during a routine training flight around 9:50 a.m. While the Navy release did not say where the pilot ejected, the “Rampagers” are based out of Naval Air Station Oceana, Va.

This message solicits nominations for the inaugural Vice Admiral John B. Mustin Contribution to Warfighting Award, and includes eligibility criteria, submission procedures, and the selection process. 2. Background. The VADM John B. Mustin Contributions to Warfighting (C2W) Award is named in honor of the 15th Chief of Navy Reserve (CNR). VADM Mustin demonstrated superb leadership of the Navy Reserve Force, exhibiting masterful execution of Navy and Joint priorities. He transformed the Navy Reserve from a Global War on Terror response force into a lethal organization dedicated to providing the United States with maritime strategic depth. During his 34 years of distinguished service, VADM Mustin was committed to the Navy Reserve’s mission and to the Sailors and civilians who carry out that mission. This award honors Sailors who reflect VADM Mustin’s commitment to the Navy Reserve, demonstrate sustained superior performance, and drive broad, enduring improvements in warfighting readiness. 3. Eligibility. The VADM John B. Mustin C2W Award will be selected from all Selected Reserve (SELRES), Training and Administration of the Reserve (TAR), and Active Duty (AD) Sailors who contribute to warfighting or warfighting readiness while serving within the Navy Reserve Force. a. The VADM John B. Mustin C2W award categories include: (1) Category I (Junior Enlisted): Paygrades E1-E6 (2) Category II (Senior Enlisted): Paygrades E7-E9 (3) Category III (Junior Officer): Paygrades O1-O4 b. The VADM John B. Mustin C2W Award criteria are about enhancing the Navy’s long-term strategic advantage in reference (a) and are demonstrated by nominees that: (1) Contribute to enhanced warfighting capability and enduring readiness at the unit level or higher (2) Demonstrate outstanding performance of all professional responsibilities (3) Serve as an example of inspirational leadership to peers and subordinates c. The reporting period for VADM John B. Mustin C2W Award is 01 October 2024 to 30 September 2025. 4. Nomination packages must include: a. OPNAV 1650/3 (Rev. 8-24) award form with citation. b. Commanding Officer (CO) endorsement (one page). c. Fitness reports or evaluations covering the reporting period. d. Official Navy biography. 5. Submission Procedures. All nominations must be submitted in a single PDF file via nominees’ chain of command up to their Immediate Superior in Command (ISIC) as applicable. Force Master Chief of the Navy Reserve will solicit board membership and convene a selection board to be held no later than 15 December 2025. 7. Recognition. The recognition for the VADM John B. Mustin C2W Award recipients will include ALNAVRESFOR announcement within 15 days of the board convening, the awarding of a Navy and Marine Corps Achievement Medal for Category 1 Sailors, and Navy and Marine Corps Commendation Medal for Category II and III Sailors. 8.
