	Juan Brambila’s years of hard work came together in one unforgettable weekend. He was commissioned as a naval officer and graduated from Old Dominion University the next day with a degree in mechanical engineering. The road to this monumental weekend included 12-hour commutes, <a href="https://www.odu.edu/article/enlisted-sailor-to-officer-navy-mustang-earns-engineering-degree" rel="external nofollow">little sleep and the perseverance needed</a> to achieve one’s future potential.  
</p>

<p>
	Juan is a Navy Mustang, an officer who begins as an enlisted sailor, learning the U.S. Navy from the ground up before earning a commission. The term refers to the wild mustang horse, reflecting grit, resilience and leadership shaped by hands-on experience.

	commissioning as determined by the Bureau of Medicine and Surgery<br>
	(BUMED), and assignment by Naval Service Training Command (NSTC) to<br>
	an approved Naval Reserve Officers' Training Corps (NROTC)<br>
	affiliated university based upon an official degree plan and<br>
	acceptance letter from the university. Upon completion of an NSTC<br>
	approved baccalaureate degree program, selectees will receive<br>

	5. Commanding Officers should take the following actions:<br>
	 a. Notify selectees and alternates of their selection and<br>
	ensure they receive a copy of this message.<br>
	 b. Notify NSTC N92 Selection and Placement (N92/STA-21) via email at GRLK_STA21@us.navy.mil no later than 30 December 2025 of any<br>
	selectee or alternate who does not desire to participate in the<br>
	program.<br>
	 c. Immediately report to NSTC (N92/STA-21) all conditions or<br>
	circumstances that may disqualify a selectee or alternate from<br>
	participating in the STA-21 program via e-mail at<br>
	GRLK_STA21@us.navy.mil.<br>
	6. Selectees and alternates should take the following actions:<br>
	 a. Complete a physical examination for a training program<br>
	leading to a commission in the unrestricted line, nurse corps, or<br>
	civil engineering corps, as applicable, in accordance with<br>
	references (a) and (b) at a military treatment facility. Note that<br>
	many commissioning standards exceed the enlisted standards required<br>
	to remain on Active Duty.<br>
	 b. Ensure copies of completed physicals, Report of Medical<br>
	History (DD2807-1), and Report of Medical Examination (DD2808),<br>
	including Human Immunodeficiency Virus results from a test taken<br>

	with attendance at the Naval Science Institute (NSI) in one of two<br>

	 d. Send an official degree plan from an NROTC host or NROTC<br>
	cross-town affiliated university where they have been accepted.<br>
	Degree plans must cover the time actually attending college. Degree<br>
	plans of selectees should begin with the summer term 2026. All STA21 selectees will be required to attend the NSI enroute to their<br>
	assigned university.<br>
	7. Alternates: Each alternate must complete the same actions<br>
	outlined in paragraph 6 of this message. If a primary selectee<br>
	declines participation in the program, is determined to be not<br>
	physically qualified, or otherwise becomes ineligible for<br>
	continuation in the program prior to executing orders, a qualified<br>
	alternate will be selected. This notification often comes at the<br>
	last minute, therefore, alternates who desire participation in the<br>
	STA-21 program need to be complete with the actions listed above<br>
	when notified.<br>
	8. The deadline for required degree plans and college admission<br>
	documentation is 1 December 2025. It is in the best interest of<br>
	each selectee and alternate to submit verification of eligibility<br>
	criteria as soon as possible to expedite university assignment and<br>
	release of permanent change of station orders. Selectees will not<br>
	be ordered to NSI enroute to their assigned NROTC university until<br>
	all conditions outlined in paragraph 6 have been met.<br>

	RMKS/1. The United States Naval Academy (USNA) is seeking top performing,<br>
	energetic Sailors and Marines from the Active and Reserve Components who have<br>
	demonstrated strong leadership for admission to the USNA Class of 2030.<br>
	Among each USNA class is a corps of prior-enlisted Sailors and Marines who<br>
	infuse peer-level fleet experience into the Brigade of Midshipmen. Years<br>
	from now, these young men and women from all walks of life will lead our<br>
	fleet. Commanding Officers (CO) are encouraged to identify motivated<br>
	enlisted personnel who meet the criteria and may be good candidates for<br>
	selection to the USNA.<br>
	2. Successful candidates will be top-quality Sailors and Marines who fit the<br>
	following profile:<br>
	 a. Academics<br>
	 (1) Possess a strong high school grade point average indicating the<br>
	potential to succeed at the USNA. Fleet applicants ranked in the top 40<br>
	percent of their high school class are typically considered competitive.<br>
	 (2) Typically completed 4 years of mathematics, including a strong<br>
	foundation in geometry, algebra, and pre- calculus, 4 years of English, and 1<br>
	year of chemistry.<br>
	Additionally, physics, history, and 2 years of a foreign language are<br>
	strongly recommended. Continued education since high school is vital;<br>
	candidates are encouraged to strengthen their application with college<br>
	courses that include calculus, English, writing, and sciences.<br>
	 (3) Scholastic Aptitude Test (SAT) scores taken within the last 2<br>
	years. Applicants should aim to score above 500 in reading (verbal) and<br>
	above 550 in math, with a combined minimum of 1050. For applicants who have<br>
	taken the American College Test (ACT) within the last 2 years, scores of 22<br>
	in English and 24 in Math are recommended. Potential candidates with SAT or<br>
	ACT scores that are older than two years should inform the USNA Fleet<br>
	Coordinator the reason the tests were not taken. Extensions will not be<br>
	granted without valid justification and proper documentation from the<br>
	candidate's command.<br>
	 b. Top performers who have demonstrated or possess strong leadership<br>
	(e.g., past and present Command Junior Sailors/Bluejackets of the<br>
	Quarter/Year, top 20 percent performers in "A" and "C" schools, class<br>
	leaders, Honor Guard members, and community volunteers).<br>
	 c. Good moral character and unquestionable loyalty to the United States,<br>
	as determined by a command interview and military recommendations.<br>
	 d. No record of disciplinary action under Article 15, Uniform Code of<br>
	Military Justice, or conviction by civil court (except minor traffic<br>
	violations) during the 3 years preceding application for admission. Waivers<br>
	are considered on a case-by-case basis.<br>
	 e. Outstanding physical fitness. In addition to passing the candidate<br>
	fitness assessment in the USNA application, candidates need to have<br>
	demonstrated the ability to pass the USNA physical fitness requirements<br>
	within the last year. The USNA physical readiness test standards (minimum<br>
	passing<br>
	scores) are:<br>
	 (1) Push-ups (2 minutes): 71 (Male), 39 (Female).<br>
	 (2) Front Plank: 2 minutes and 40 seconds (2:40) (Male), 2 minutes<br>
	and 30 seconds (2:30) (Female)<br>
	 (3) 1.5 Mile Run: 10 minutes and 30 seconds (10:30) (Male), 13<br>
	minutes and 15 seconds (13:15) (Female).<br>
	 f. Must not have passed their 23rd birthday on 1 July of the year of<br>
	admission to USNA. No age waivers will be considered.<br>
	 g. Must not be married, pregnant, or have incurred obligations of<br>
	parenthood.<br>
	 h. United States Citizen by Induction Day (I-Day).<br>
	3. Candidates with superior academic performance and strong military<br>
	backgrounds may receive direct appointments to the USNA. Top performers who<br>
	need to strengthen their academic background may be selected to attend the<br>
	Naval Academy Preparatory School (NAPS) in Newport, RI for 1 year and receive<br>
	an appointment to the USNA the following year.<br>
	4. Personnel selected to attend the USNA or NAPS must be medically qualified<br>
	by the Department of Defense Medical Examination Review Board (DoDMERB) to be<br>
	commissioned as an officer in the Navy or Marine Corps. Once candidates<br>
	begin submitting application documents, their name will be sent to DoDMERB<br>
	for the physical and eye exams. The candidate will be contacted by<br>
	Department of Defense Medical Exam Testing System, the DoDMERB contractor,<br>
	with information on where to receive the physical and eye exams. The<br>
	candidate will be contacted by the USNA Fleet Coordinator with information on<br>
	how to get the physical and eye exam completed at their own military<br>
	treatment facility, as an alternative. Reference<br>
	(a) provides medical standards.<br>
	5. Up to 170 active and reserve personnel may be appointed to the USNA each<br>
	year. The deadline to apply to the class of<br>
	2030 is 31 December 2025. The deadline for all completed application<br>
	documents is 31 January 2026. Applicants are strongly encouraged to complete<br>
	their application as soon as possible. Packages completed before 31 January<br>
	2026 will be reviewed by the admissions board as soon as they are received.<br>
	Packages will not be reviewed without the CO's endorsement. References (b)<br>

prohibited.  COMNAVPERSCOM (PERS-806) will deliver appointments to MyNavy 
Career Center (MNCC) Millington approximately 60 days prior to the 
commissioning date.  MNCC will forward appointments to the Transaction 
Service Center (TSC) Great Lakes, who will distribute directly to the 
respective Command Pay and Personnel Administrators.  TSC Great Lakes will 
also process the conversion from enlisted to officer status for LDOs, for all 
commands other than those who have the ability to process their own (CVN, 
SPECWAR, etc.).  TSC Great Lakes can be contacted directly at the below email

5.  Commanding Officers are directed to:
    a.  Notify selectee.
    b.  Notify Enlisted Career Administration (PERS-803) via official 
correspondence not later than 10 days following release of this message of 
selectees who do not accept appointment.  Selectees who decline their 
commission within this 10 day period will be considered by the FY-26 Enlisted 
Selection Boards.  After the 10 day period, Boards Active Enlisted / Reserve 
Enlisted will invalidate all FY-26 Active-Duty Navy Nuclear LDO In Service 
Procurement Selection Board selectees' eligibility for the FY-26 Active-Duty 
Enlisted Selection Boards.
    c.  Per reference (a), ensure LDO selectees obtain a commissioning 
physical within 90 days preceding the appointment month.  Notify the Nuclear 
LDO detailer (PERS-422B) upon completion.
    d.  Hold execution of all permanent change of station orders in abeyance, 
if applicable and immediately notify Enlisted Distribution Division of 
member's selection.
    e.  Administer official Physical Fitness Assessment (PFA) within
4 months of commissioning date.  Selectees must hand carry test results to 
Officer Indoctrination School, Newport, RI.  If selectee fails to achieve 
satisfactory medium, notify PERS-422B.  Hold commissioning in abeyance until 
successful completion of PFA.
    f.  Hold appointment in abeyance if it is determined that a selectee is 
no longer mentally, physically, morally or professionally qualified or if 
they fail to meet current PFA requirements. Immediately forward documentation 
citing reason to PERS-803.

6.  If a Nuclear LDO selectee's enlistment (including any extensions) expires 
after the date of appointment, they are not reenlistment eligible unless 
appointment is declined.

5.  Commanding Officers are directed to:
    a.  Notify selectee.
    b.  Notify PERS-803 via official correspondence not later than 10 days 
following release of this message of selectees who do not accept appointment.  
Selectees who decline their commission within this 10 day period will be 
considered by the FY-26 Enlisted Selection Boards.  After the 10 day period, 
PERS-802 will invalidate all FY-26 Active Duty Navy LDO and CWO ISP Selection 
Board selectees eligibility for the FY-26 Active-Duty Enlisted Selection 
Boards.
    c.  Per reference (a), ensure LDO, CWO and WO selectees obtain a 
commissioning physical within 90 days preceding the appointment month.  
Notify the applicable officer detailer upon completion.
    d.  Hold execution of all permanent change of station orders in abeyance, 
if applicable, and immediately notify PERS-40 of member's selection.
    e.  Administer official Physical Fitness Assessment (PFA) within 4 months 
of commissioning date.  If selectee fails to achieve satisfactory medium, 
notify your applicable officer detailer.  Hold commissioning in abeyance 
until successful completion of PFA.
    f.  Hold appointment in abeyance if it is determined that a selectee is 
no longer mentally, physically, morally or professionally qualified or if 
they fail to meet current PFA requirements.  Immediately forward 
documentation citing reason to PERS-803.

6.  If an LDO, CWO or WO selectee's enlistment (including any extensions) 
expires after the date of appointment, they are not reenlistment eligible 
unless appointment is declined.

7.  Each selectee should contact their officer detailer for submission 
requirements with regard to personal information and history cards, and 
inform PERS-806 of address changes to facilitate appointment delivery.

3.  Each applicant should take pride in knowing that the superior performance 
documented in the evaluations reviewed by the board required the members to 
dedicate long hours in making hard choices to ensure only the best and fully 
qualified applicants were selected.  I am confident that each selectee will 
justify their selection time and again in their new career as naval officers.
Those not selected are highly encouraged to seek out an LDO/CWO in your area 
for advice on ways to grow professionally and improve opportunity for future 
selection.  Bravo Zulu to all who were willing to answer the call.

4.  This message is not authority to issue appointments.  Frocking is 
prohibited.  COMNAVPERSCOM (PERS-806) will deliver appointments to Reserve 
Support (PERS-92) approximately 60 days prior to the commissioning date.  
PERS-92 will also process the conversion from enlisted to officer status for 
LDOs and CWOs.

no longer mentally, physically, morally or professionally qualified or if 
they fail to meet current PFA requirements. Immediately forward documentation 
citing reason to PERS-92.
