I qualified rifle marksmanship in boot camp at Great Lakes in 1961 with a M-1.  Does that qualify for the Navy Marksmanship Ribbon authorized in 1969?

It could qualify.  You would have to provide the paperwork (if any) and the instruction from 1969 that states what weapons are authorized for that qualification.  I'm a small arms instructor and I get these questions frequently from active Sailors.  I usually just take them to the range and have them shoot again as it is easier than sorting through paperwork.
