  2. The Navy and the Department of Defense have settled a lawsuit over the former COVID-19 vaccine mandate with 36 members of the Special Warfare community, the law firm representing the plaintiffs announced Wednesday.

    A settlement hearing between lawyers for the Special Warfare community members and Secretary of Defense Lloyd Austin and Secretary of the Navy Carlos Del Toro took place Wednesday. Details were not immediately available on PACER, the online site for federal court documents. The lawsuit was initially filed on behalf of the 36 Special Warfare community members but was turned into a class suit, according to a news release from First Liberty, the law firm that handled the case for the plaintiffs.

  3. The commanding officer of a Navy destroyer in the Middle East was transferred earlier this week to the aircraft carrier USS Theodore Roosevelt for undisclosed medical reasons, according to the service. Cmdr. Tim Clark, commanding officer of USS Cole, was transported to Roosevelt on Sunday, U.S. Naval Forces Central Command/U.S. 5th Fleet said in a statement Tuesday.

    The Navy in FY2022 procured the first of a planned class of seven new TAGOS-25 class ocean surveillance ships. Under the Navy’s FY2025 budget submission, the Navy is proposing to defer procurement of the second TAGOS-25 class ship from FY2025 to FY2026. The Navy’s proposed FY2025 shipbuilding budget requests no FY2025 procurement funding for the TAGOS-25 program.

    RMKS/1.  This NAVADMIN announces the annual Special Duty Assignment Pay 
    (SDAP) recertification process for Fiscal Year (FY) 2024.  In line with 
    references (a) and (b), Commanding Officers (CO) are required to annually 
    review and certify the entitlement to SDAP for each Sailor in their command.  
    This recertification is vital for verifying that every Sailor assigned to an 
    eligible billet remains qualified to fill the billet and is receiving the 
    correct SDAP level.

    2.  Recertification will commence upon the release of this NAVADMIN and will 
    continue through 30 September 2024.  The Community Management Support Branch 
    (BUPERS-328) will stop SDAP for all SDAP recipients at each command who fail 
    to complete the recertification process.

    3.  A complete list of authorized skills and pay amounts can be obtained from 
    the MyNavy HR website at: https://www.mynavyhr.navy.mil/Career-
    Management/Community-Management/Enlisted-Career-Admin/SRB-SDAP-Enl-Bonus/, 
    then scroll to "SDAP Levels with Admin Updates."

    4.  Recertification process:
        a.  Obtain a summary of the authorized SDAP billets for the command using 
    the MyNavy Assignments database.  This is the filtered Billet Based 
    Distribution (BBD) report for the command that only lists the Sailors who are 
    currently receiving SDAP.
            (1) This report may not be exhaustive.  Certifying commands must 
    verify their entire complement of Sailors in order to validate SDAP payments 
    to those who may not be electronically gained to the command or Sailors who 
    are gained, but are erroneously being paid SDAP.
            (2) Commands without an Activity Manning Manager may request access 
    to Command Career Management System-Interactive Detailing using the procedure 
    outlined in the following MyNavy HR web address:
    https://www.mynavyhr.navy.mil/Portals/55/Career/Detailing/MyNavyAssignment/My
    Navy_Assignment_Access.pdf.  Certifying commands must have access to all 
    subordinate Unit Identification Codes (UIC).
            (3) Commands may contact BUPERS-328 via mill_sdap_recert.fct@navy.mil 
    or (901)874-3260/DSN 882 for additional assistance in obtaining their SDAP 
    BBD report.
        b.  Validate the entire command using the SDAP BBD report from the MyNavy 
    Assignments database as follows:
            (1) Next to each Sailor listed on the report, simply annotate the 
    SDAP level and the associated Navy Enlisted Classification for which SDAP is 
    authorized in line with the most current SDAP eligibility chart.  Any 
    erroneous SDAP payments must be corrected through the Transaction Service 
    Centers (TSC) upon discovery.
            (2) In the event of an unposted activity loss or strength loss that 
    resulted in a Sailor who has already transferred being still listed in the 
    BBD report, simply line out or delete the line item.
            (3) Sailors who are not listed in the report due to a delayed or 
    unposted activity gain should be added to the list and validated 
    appropriately.
            (4) Once each Sailor at the command is validated, a signed letter 
    from the CO or acting (not by direction) will be addressed and forwarded to 
    Director, Military Community Management (BUPERS-3) with the SDAP BBD report 
    as an enclosure.  The contents of the validation letter will include a 
    statement from the CO certifying that a complete review of all authorized 
    SDAP billets at the command was conducted and all discrepancies are rectified 
    or are in the process of being resolved.  The letter will also contain the e-
    mail address and phone number of a suitable point of contact at the command 
    and should also contain a list of all pending discrepancy resolutions.
            (5) Send the command SDAP recertification letter and enclose the SDAP 
    report via encrypted e-mail to BUPERS-3 at: mill_sdap_recert.fct@navy.mil.  
    The e-mail subject line must contain the UIC of the certifying command.
            (6) If a command has trouble sending the encrypted e-mail, ensure the 
    encryption e-mail certificate is posted to the global address list.  If there 
    are still encryption issues, contact BUPERS-
    328 for additional options.
            (7) E-mail is the preferred method, but if the command needs to send 
    the report via regular mail, please send to:

    5.  Should a service record or payment update become necessary, each command

    7.  BUPERS-328 is the sole authority to resume SDAP payments for commands 
    whose SDAP payments were stopped as a result of failing to complete the 
    annual recertification on time.  SDAP can be restored for delinquent commands 
    upon completion of the aforementioned recertification process.

  8. Police said Thursday they did not disclose five cases sent to prosecutors of suspected sexual assault involving people related to the U.S. military in Japan in three prefectures since 2021, after revelations of unreported cases in Okinawa last month triggered a public outcry.

    The three prefectures are Aomori, Kanagawa and Yamaguchi, all of which host U.S. military facilities, although the bulk of bases exclusively used by U.S. forces in Japan are located in Okinawa, which was under U.S. administration until 1972.

    RMKS/1. This is a solicitation for Training and Administration of
    the Reserves (TAR) and Selected Reserve (SELRES) nominees in the
    grades of E-8 to E-9 and O-5 to O-6 to fill board member vacancies
    on the NNRPB for a three-year commitment starting in January 2025.
    Applicants must have a minimum of three years of eligible service
    remaining.
    2. Per reference (a), the NNRPB is established to "consider,
    recommend, and report to the SECNAV on reserve policy matters." The
    NNRPB works at the strategic level and prospective members should
    possess a wide range of experience, with records of success in their
    military and civilian careers, as applicable. The NNRPB will give
    preference to applicants who possess national security or reserve
    policy experience, demonstrate competence to address emergent
    issues, and desire to promote the efficiency and effectiveness of
    the Reserve Component.
    3. NNRPB members will dedicate considerable time to policy issues
    throughout the year and must be able to attend at least two
    in-person NNRPB meetings per year (typically March and September) in
    Washington, D.C. The committees on the board may meet virtually
    monthly and as required year-round between the two in-person
    meetings and may meet both during the work day and outside of the
    normal workday.
    4. Applicants for the NNRPB may begin applying immediately.
    4.a. Applicant packages shall be submitted electronically at
    https://private.navyreserve.navy.mil/cnrfc/N-Codes/N5A/nnrpbapply by
    2 August 2024 in one PDF.
    4.b. Application packages shall consist of a single PDF (i.e., the
    single PDF shall include all components of the application). The
    file shall include a letter no longer than two pages providing the
    following information for the applicant: rank, name, rate/
    designator, navy email address, best phone number for contact,
    current Navy position, reserve status (TAR/SELRES), a description of
    last five Navy assignments, and a statement about why the applicant
    wants to be on the NNRPB. Applicants may also include a detailed
    description of service, if any, on civilian boards of directors/
    advisory boards (including corporate directorships), in elected or
    appointed office or as staff to a corporate director or elected/
    appointed official. One letter of recommendation (which does not
    count in the two-page personal statement limitation) may also be
    submitted and included in the single PDF file.
    5. Selectees will be notified personally by the Chair of the NNRPB
    no later than 1 October 2024.
    6. Reports. Policy board application packages are exempt from
    reports control per reference (b).

    RMKS/1. PURPOSE. This message provides guidance to Commander, Navy
    Reserve Force (CNRF) Commanding Officers (COs)/Command Senior
    Enlisted Leaders (CSELs) for execution of Chief Petty Officer
    Initiation (CPOI) per references (a) through (c); funding allocation
    for Active Duty Training (ADT) orders and Additional Training Period
    (ATP) distribution as applicable for Selected Reserve (SELRES)
    selectees and Chief Petty Officer (CPO) Selectee Sponsors. Adherent
    to the funding execution timeline outlined in this message is
    imperative to ensure smooth orders execution for selectees and ATP
    distribution for sponsors.
    2. KEY DATES.
     a. Reserve Training and Administration of the Reserve
     (TAR/SELRES) Chief Petty Officer Selection results
     anticipated 29 Jul 2024.
     b. Admin weeks 29 Jul though release of Active Duty (AD)
     results.
     c. AD results anticipated 19 Aug 2024.
     d. CPOI Training commences upon release of AD results per CO
     approved training plan.
     e. Capstone Events 23 - 28 Sep 2024.
     f. Pinning Ceremony no earlier than 27 Sep 2024.
     g. CSELs shall communicate operational requirements that
     preclude adhering to CPOI timeline to NR FORCM through
     Immediate Superior In Command (ISIC) and Echelon III
     Command Master Chief (CMC) to coordinate alternate
     Capstone or Pinning dates.
    3. SELECTEE AND SPONSOR TRACKING AND ENROLLMENT.
     a. Unit SELs shall collect and consolidate selectees and
     sponsors information for submission to Commander Navy
     Reserve Forces Command via the Navy Reserve Activity
     (NRA) and Navy Leadership Development Framework (NLDF)
     Reserve Region Coordinators.

     Creation Tool" NLT Monday 29JUL and will enroll CPO
     Selectees in the course where they will complete CAPSTONE,
     NLT Tuesday 06AUG.
     c. In the submission request for each CPO Selectee, the Sponsors
     should be listed to support ATP allocation.
     d. All selectees need to be enrolled in eNTRS, even if selectee
     is on AD orders (example: long-term ADT orders, Active Duty
     for Operational Support (ADOS), mobilization, etc.). Status
     of selectee must be clearly indicated in the comments.

    4. FUNDING GUIDANCE FOR SELECTEES.
     a. Selectee Order Information. Requirement generation will be
     done by NLDF Reserve Regional Coordinators based off CAPSTONE
     Course enrollment. Deadline for requirement generation
     Friday 09 August 2024.
     b. Selectees will be funded for a maximum of 5 days, inclusive
     of travel. Orders must be submitted in Navy Reserve Order
     Writing
     System (NROWS) by Tuesday 20 August 2024.
     c. Any questions about the selectee orders process should be

    5. FUNDING GUIDANCE FOR SPONSORS.
     a. Commander Navy Reserve Forces Command (COMNAVRESFORCOM) will
     authorize 6 ATPs for SELRES sponsors, for a total of 3 days
     of training.
     b. Due to funding limitations, fleet concentration areas such as
     Norfolk, San Diego, Jacksonville, Washington DC, New Orleans
     and Fort Worth, should leverage AD or TAR Chiefs to conduct
     major Initiation events.
     c. Laying the Keel, "Get Real, Get Better", Warrior Toughness,
     Teaching to the Creed, Capstone event, and Pinning ceremony
     require experienced leaders to safely and effectively
     execute. Commands are encouraged to recruit local talent,
     as NRAs in remote areas with small amount of AD or TAR Chiefs
     require SELRES CPOs support to execute training.
     d. Each Echelon V/VI SEL shall populate and submit the
     Selectee/Sponsor Tracking Spreadsheet identifying SELRES
     sponsors, UMUIC, and NRA to the ISIC POC.
     e. ISIC POC shall consolidate and submit Selectee/Sponsor
     Tracking Spreadsheet to CNRF POC for ATP distribution by
     Friday, 16 August 2024.
     f. CNRF POC will e-mail each ISIC POC and CMC when
     (1) OSPADES access is granted
     (2) Funds transfer
     (3) Training is set via Teams.

     k. ISIC POCs will have until Friday, 20 September 2024 to
     transfer funds in OSPADES directly to the sponsors identified
     in the approved tracking sheet pertaining to their AOR with
     CNRF N31 oversight.
     l. CNRF POCs will rescind all N31 Admin access from ISIC POCs on
     Wednesday, 25 September 2024.

    2.  If a selected officer does not decline promotion in writing 
    prior to the projected date of rank (noted above in paragraph 1), 
    that officer is considered to have accepted the promotion on the 
    date indicated.  An officer who chooses to decline promotion must 
    submit the declination in writing to COMNAVPERSCOM (PERS-806) within 
    thirty (30) days of the release of this NAVADMIN. 
     
    3.  The Commanding Officer (CO), the Secretary of the Navy, or his 
    designee, has the authority to delay projected promotions.  Upon the 
    exercise of a delay, the officer shall be notified in writing before 
    the effective date of the promotion and not be tendered the 
    promoting appointment.  The delay authority will immediately forward 
    the notification of delay with supporting documentation to 
    COMNAVPERSCOM (PERS-83), copy to COMNAVPERSCOM (PERS-806). 
     
    4.  COs are reminded of their responsibility to ensure the officers 
    they are promoting are mentally, physically, morally and 
    professionally qualified in accordance with section 624 of title 10, 
    U.S. Code.  Per reference (a), officers are ineligible for promotion 
    if they have failed the most recent Physical Fitness Assessment. 
    COs shall verify the promoting officer's information in the Physical 
    Readiness Information Management System to ensure compliance with 
    reference (a) and delay the officers promotion in accordance with 
    paragraph 3 of this NAVADMIN, if required. 
     
    5.  Prepare a Delivery of Permanent Appointment (NAVPERS form 
    1421/7)(Rev 10-13).  Use this NAVADMIN as reference (a).  Use 
    section 624 of title 10, U.S. Code as reference (b) for permanent 
    lieutenants and above.  Use section 578 of title 10, U.S. Code as 
    reference (b) for chief warrant officers.  Mail the completed form 
    to COMNAVPERSCOM (PERS-806) or email via My Navy Career Center at 
    askmncc.fct@navy.mil. 
     
    6.  Officers should review reference (b) and (c) for minimum Time- 
    In-Grade (TIG)/Service-In-Grade (SIG) requirements for purposes of 
    voluntary retirement.  (NOTE: TIG/SIG requirements for active-duty 
    LCDR voluntary retirements changed with National Defense 
    Authorization Act 2021; Update to reference (b) is pending.) 
    Training and Administration of Reserve officers and those officers 
    temporarily on active duty anticipating release from active duty 
    under reference (d) may accept promotion without incurring any 
    additional active-duty obligation. 
     
    7.  New photographs are required for all officers within three 
    months after acceptance of promotion.  See reference (e) for 
    specific requirements.
