  4. WASHINGTON (NNS) -- More than 20,000 Sailors will advance to E4, E5, and E6 with the release of the spring petty officer advancement results later this week.

    Overall opportunity for active duty Sailors decreased by 4.3 percent, from 27.71 percent to 23.41 percent as numbers continue to move closer to the ten-year average, following a spike in 2012.

    "We continue to see excellent enlisted retention, resulting in a slight decrease in this cycle's advancement numbers," said Vice Adm. Bill Moran, Chief of Naval Personnel. "Our goal is to man the Fleet with Sailors who have the right skills and experience-strong retention means we are holding on to highly-qualified and experienced Sailors."

    Enlisted advancements are based on vacancies in the fleet and correlate with efforts to balance the force.

    Active Duty
    -E4 active advancement opportunity decrease from 40.23 percent to 35.54 percent (-4.69 percentage points).
    -E5 active advancement opportunity decreased from 25.06 percent to 19.89 percent (-5.17 percentage points).
    -E6 active advancement opportunity decreased from 19.20 percent to 15.83 percent (-3.37 percentage points).

    Full Time Support (FTS)
    -E4 active advancement opportunity decrease from 52.55 percent to 50.28 percent ( -2.27 percentage points).
    -E5 active advancement opportunity increased from 24.93 percent to 26.42 percent (+1.49 percentage points).
    -E6 active advancement opportunity decreased from 14.98 percent to 12.49 percent (-2.49 percentage points).

    Command triads will be notified via BUPERS Online (BOL) of their command's results on May 22. Individual Sailor advancement notification on BOL, Navy Enlisted Advancement System (NEAS) and Navy Knowledge Online (NKO) will occur May 23 in the morning, Eastern Standard Time. 

    "Given the high retention and the leveling-off of advancement rates-mentoring is more critical than ever," said Fleet Master Chief April Beldo, Chief of Naval Personnel Senior Enlisted Advisor. "Sailors who did not advance this cycle should seek out leadership to develop a plan to start preparing for the next test." 

    Friday afternoon, the names of selectees will be posted on www.navy.mil/cnp.

    That's how it used to be where the results only came via your command (minus the hookups) and fast. 
     
    They were never careless about releasing them late unless someone wanted to walk the plank forcing the sailor to swim to a deserted Isle in shark infested waters with the only hope of possibly finding a stashed treasure with a bottle of rum...

    advancement in rate of Selected Reserve (SELRES) personnel.  
        a.  SELRES exams will be administered in August 2014.
        b.  All candidates serving on voluntary recall or mobilization will 
    compete for advancement as a SELRES.
        c.  This NAVADMIN supplements ref (a). 
        d.  Educational Services Officers (ESOs) must follow the pre-exam 
    preparation requirements in the exam verbatim located at 
    npc/career/enlistedcareeradmin/Pages/Advancement.aspx and ref (a), chapter 6.
     
    2.  Eligibility Requirements.  Advancement candidate eligibility requirements 
    are found in ref (a), chapter 2 with the following information specific only 
    to Cycle 095:
        a.  The terminal eligibility date (TED) used to compute time-in-rate 
    (TIR) is 1 January 2015.
        b.  The minimum TIR date must be on or before:
            E6 - 1 January 2012
            E5 - 1 January 2014
            E4 - 1 July 2014 
        c.  E6 candidates with an approved TIR waiver must have a TIR of 
    1 January 2013 or earlier.
        d.  High year tenure (HYT) date or approved HYT waiver date must be on or 
    after 1 January 2015. 
        e.  Candidates in a rating requiring a security clearance must have a 
    favorable investigation adjudication issued by Department of Defense Central 
    Adjudication Facility or the commanding officer's interim clearance must have 
    been granted before 1 August 2014.  Sailors in the following ratings must, at 
    a minimum, maintain continuous security clearance eligibility for this cycle:  
    AC, AE, AG, AO, ATI, ATO, AWF, AWO, AWR, AWS, AZ, CTI, CTN, CTR, CTT, EOD, 
    ET, FC, GM, HT, IC, IS, IT, LN, MA, MC, MN, ND, OS, QM, SB, SO, STG, STS, and 
    YN.  Refer to ref (b) for additional guidance.
        f.  Change of rate and retention approvals must be approved and completed 
    no later than 31 July 2014.  This includes approvals from Navy Personnel 
    Command (NPC), "A" Schools, Career Waypoints, etc. 
        g.  Compute performance mark average (PMA) using all evaluations in the 
    candidate's current rank with an ending date that falls within the following 
    time periods:
            E4 exam - 1 January 2014 to 31 July 2014
            E5 exam - 1 June 2013 to 31 July 2014
            E6 exam - 1 August 2011 to 31 July 2014
        h. For additional guidance on computing PMA, refer to ref (a), chapter 3.  
    For PMA guidance for individual augmentee (IA) Sailors refer to ref ©. 
     
    3.  Exam Ordering:
        a.  Deploying commands can order exams up to six months prior to the 
    scheduled examination date.  Refer to ref (d) for IA Sailors.
        b.  CTI/CTN/CTR SCI exam web ordering dates can be found on the Navy 
    Enlisted Advancement System website (NEASOS) at https://neasos.cnet.navy.mil.  
            (1) ESOs must verify TIR eligibility lists on the NEASOS website for 
    initial exam ordering.
            (2) Additional exams are ordered via message or in message format via 
    e-mail to sfly_cryptologic.products(at)navy.mil following the guidelines of 
    ref (a), chapter 4.  Commands must include their Department of Defense 
    Activity Address Code account number, point of contact (POC), and the number 
    of exams required.  Commands requesting the forwarding of exams should 
    include the forwarding command as an info addressee on the message.  The 
    deadline for additional orders is 1 July 2014.
        c.  Exam web ordering for non-SCI exams begins 31 May 2014.  ESOs must 
    verify TIR eligibility lists on the NEASOS website during the following time 
    periods:  
            (1) Initial TIR lists will be available 30 May to 1 July 2014.
            (2) Additional TIR lists will be available 2 July to 5 August 2014.
            (3) Exams required after the TIR list has closed and exams for Prise-
    R Sailors are ordered via message or in message format via e-mail to 
    sfly_N321_exam_order(at)navy.mil following the guidelines of ref (a), chapter 
    4.  Ensure a POC is included in the message.
            (4) The deadline for late exam orders is 9 September 2014.  
        d.  Exams for IA Sailors or recalled reservists will be ordered by the 
    command holding the service record of the member.  Authority is granted for 
    these candidates to be administered exams with the command's active-duty 
    candidates.  However, these candidates are still required to take the Cycle 
    095 exam and not the Cycle 224 exam.
        e.  When an exam is not used during the normally scheduled event, do not 
    destroy the exam prior to 1 October 2014.  Submit a request with 
    justification via e-mail to sfly_n321_exam_order(at)navy.mil for permission 
    to retain exams for administration on the next drill weekend in September.  
    Ensure reason for requested delay is included. 
        f.  ESOs must verify the exam order at the "View Previous Exam Orders" 
    link via NEASOS within 14 days of placing the order.  
     
    4.  Exam Administration and Answer Sheet Returns.
        a.  Refer to the exam verbatim at https://www.nko.navy.mil/group/
    navy-advancement-center for exam administration and answer sheet
    return instructions.  
        b.  ESOs must check the exam tote board on the NEASOS website 
    answer sheets have been received and scanned.  Answer sheets that are in 
    error will not be counted until they have scanned successfully.  
        c.  Late exams should be kept to a minimum as they are for candidates 
    who, through no fault of their own, are unable to take the exam at the 
    regularly scheduled time.  Naval Education Training Professional Development 
    Training Center is the approving authority for all late exams.
        d.  The deadline to administer exams is 30 September 2014 or within seven 
    days of receipt after the deadline. 
        e.  A detailed discrepancy list will be maintained on the NEASOS website.  
    For guidance on correcting discrepancies via encrypted e-mail, refer to ref

  11. So how is sustained superior performance, documented?

    Is it by having straight EPs? which rarely happens.

    Is it by trait averages?

    Continuous passing and being board eligible all the time.

    It just seems every one have their own definition.....

     

     

    And I was going to mention something about that in my last post but decided not to but here goes..

     

    Superior Performance, Well Documented  (posted in the career section of this forum by the way)

     

    The latest buzz word about Sustained Superior Performance is documentation. Not just evals but correcting your records, getting awards etc...

    All things being equal, ‘Sustained Superior Performance’ can trump other items on the checklist. Your YNC may have got the wrong picture.

    A Sailor who’s performance is above his peers in all areas including professional, technical and off duty. This is the person who comes to work looks sharp uniform wise and is the person Chiefs and Officers come to for a straight answer or legitimate solution. Is a factor to your department’s mission success. (What is the mission of your department? Do you know? Come on don’t be shy, tell me…  :D ) Also if you are not trusted. Do officers or chiefs go to someone else beside yourself?

     

    Sustained

     

    Very important. The Sailor’s exemplary Performance has not gone down and is not unpredictable. Something such as a DUI, PRT failure or a bad hair day at your command that hits the “reset button” with your superiors. This person is predictably above par. (Was there a mission failure of which you contributed to?)

    That is the holy grail that many have missed from what I have observed over many years on this forum IMO.

  13. It seems like alot of members on here are scrambling to complete JPME, PPME, etc...

    Quick story...I was approached by my CMC yesterday, who asked me if I had completed them, I replied "Yes, and they are all documented in my last 2 evals", he said "Great, but those hold zero weight over sustained superior performance"...

     

    -Just my 2 cents

     

    Well, reading between the lines, it looks like your CMC might have high hopes for you and reminded you about what needs to be done to make the grade IMHO. 
     
    Going way back, in this forum, there have been many who did not know about the importance of Sustained Superior Performance until it was drilled in them numerous times or saw the light one way or the other. And actually there have been some who did not know about SSP at all.  BBb)
