strange... if you have auto complete or password saver on, do not use them but enter the username and password manually. If you are already entering manually you can try clearing the cache and clearing cookies. other than that, not sure..

what error message does it give, if any?

Really, it should have fallen on the XO to announce it. That's what the chain of command is for...

so yes it should be updated but does not mean they can do it at that exact time...

past experience is that it takes awhile to update BOL. So even thought they said 24 hrs, they still may be doing the database behind the scene thingy - it takes awhile. But the public version can reach the streets easier.
