RMKS/1.  This NAVADMIN announces updates to off-ramp guidance for Active 
Component Submarine Communication Designator (6290) Limited Duty Officers 
(LDO) and cancels reference (a). 
    a.  Beginning Fiscal Year (FY) 2026 (1 October 2025) 6290 officers in 
year groups FY16 and later (i.e.  1 October 2015 and later) will not be 
considered for control grade promotion (O4-O6) and must complete requirements 
for re-designation into their parent Restricted Line designator, Information 
Professional (IP)(1820), in line with reference (b), enclosure (1), note 7. 
    b.  Reference (c) paragraphs 3 and 9, provide detailed application 
procedures for re-designation without board action and lateral transfer. 
    c.  Reference (d) has been updated to include the Additional 
Qualification Designator (AQD) IP Officers Qualified in Submarine 
Communications (SV3). 
    d.  Reference (e) has been updated to include the IP (1820) designator 
with AQD SV3 for Active Duty officers eligible for continuous submarine pay. 
 
2.  6290 LDOs in the grades O4 to O6, not desiring to convert to 1820, must 
submit for lateral transfer without board action to 6280, submarine 
electronics LDO, to be eligible for promotion. 
 
3.  6290 LDOs in the grade of O3 and 04 not desiring to convert to 1820 or 
6280, will statutorily retire at 30 years of Naval Service.

5.  This NAVADMIN will remain in effect until superseded or canceled,
