RMKS/1. This ALNAVRESFOR message announces the expansion of the
Voluntary Training Unit (VTU) to Selected Reserve (SELRES)
affiliation program to senior enlisted. Sailors E7 to E9 in VTUs
are now eligible to affiliate with the SELRES via the VTU to SELRES
program.
2. Warfighting ready Sailors continue to support global operational
requirements with dedication and professionalism in mobilization
billets. As an added incentive to encourage Sailors in the VTU to
affiliate as a SELRES in a drilling status, reference (d) authorizes
a deferment from involuntary mobilization for VTU Sailors
affiliating with the SELRES for the duration of this program.
3. Program Guidance
a. All eligible enlisted E7 to E9 assigned to the VTU, not pending
administrative, medical or disciplinary action, who are not on
active duty orders, and meet satisfactory participation requirements
as outlined in Navy Reserve Personnel Manual M-1001.5, may affiliate
with the SELRES via the VTU to SELRES portal located on the CNRFC N1
Navy Reserve Homeport (NRH) webpage. Any Sailor who affiliates via
this program will receive mobilization deferment IAW reference (d).
Navy Reserve Center (NRC) COs and SELs - poll your VTU populations
for interest. Sailors assigned to a VTU, notify your NRC career
counselors if you are interested in a mobilization deferment to
affiliate with the SELRES. NRCs will process VTU to SELRES
affiliations directly through the VTU to SELRES portal
on the CNRFC N1NRH page located at https://private.navyreserve.navy.mil/cnrfc/N-Codes/N1/CNRFC_N1C2/SitePages/VTU2SELRES.aspx.
b. Effective 1 SEP 2023, VTU Sailors affiliating through this
process will receive a directed assignment from CNRFC N1 as part
of this affiliation. Assignments will have Projected Rotation Dates
(PRD) of 30 SEP 24.
c. The Mobilization Availability Status (MAS) code TS1 indicates
that the member has received a deferment. Upon affiliation,
the gaining NRA will ensure a TS1 MAS code is entered into NSIPS,
and track the total time of deferment, removing upon expiration of
pay orders.
d. Advancement Eligibility. Reserve Sailors eligible for Senior Enlisted
VTU2SELRES paygrades E7 and E8 will not be eligible for advancement or
selection boards due to limiting date calculations used for advancement
determination.
Senior Enlisted Sailors being returned to pay status will not impact advancement
opportunities for E6 and below Sailors.
4. All other policies outlined in reference (a) not addressed in this
announcement remain unchanged.
5. This policy will remain in effect through 30 SEP 24. The
