RMKS/1.  Engagement with naval representatives of our foreign partners by 
Department of the Navy (DON) leadership remains of paramount importance to 
our international engagement and cooperation, and to advancing strategic and 
operational interests of the Department of Defense and the DON.  Active and 
informed engagement by DON leadership with foreign naval representatives is 
expected and encouraged. 
 
2.  Since the publication of reference (a), the Naval Attach Association 
(NAA) has re-asserted its ability to function as an autonomous and apolitical 
organization, even in the face of continued coercive tactics by 
representatives of the People's Republic of China. 
 
3.  Accordingly, reference (a) is hereby canceled.  DON personnel may 
participate in events sponsored or hosted by the NAA. 
 
4.  The DON will continue to engage with the Corps of Foreign Naval Attaches. 
 
5.  The Deputy Under Secretary of the Navy (Policy) is the DON office 
responsible for oversight of this policy.
